Fair Medicaid Drug Payment Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to direct the Secretary of Health and Human Services to calculate the federal upper reimbursement limit as no less than 300% of the weighted average (based on utilization) of the most recent average manufacturer prices (AMPs) for pharmaceutically and therapeutically equivalent multiple source drug products available for purchase by retail community pharmacies on a nationwide basis. Directs the Secretary to implement a smoothing process for AMPs to ensure that federal upper reimbursement limits do not vary significantly from month to month as a result of rebates, discounts, and other pricing practices. Requires a state plan to subject to prior authorization all covered outpatient drug products that are innovator multiple source drugs, if such drug products are more expensive than other biologically and therapeutically equivalent drug products available for purchase in that state by retail community pharmacies. Revises requirements for monthly reports to the Secretary of price information by manufacturers subject to rebate agreements.

Combat Illegal Logging Act of 2007 - Amends the Lacey Act Amendments of 1981 to redefine the term "plant" to include products of plants and to exclude any common food crop or cultivar that is a species not listed: (1) in the Convention on International Trade in Endangered Species of Wild Fauna and Flora; or (2) as an endangered or threatened species under the Endangered Species Act of 1973. Redefines the term "take" to include harvesting, cutting, logging, or removing a plant. Makes it unlawful to import, export, transport, sell, receive, acquire, possess, or purchase in interstate or foreign commerce plants: (1) taken, transported, possessed, or sold in violation of specified foreign or state law; (2) taken, transported, or exported without the payment of royalties, taxes, or stumpage fees required by foreign or state law; or (3) exported or transshipped in violation of any limitation under foreign or state law. Makes it unlawful to import plants unless the importer files, when clearance is requested, a declaration that contains: (1) the scientific name of any plant contained in the importation; and (2) a description of the value of the importation, the quantity of the plant, and the name of the country from which the plant was taken. Sets forth requirements concerning the contents of a declaration. Authorizes the Secretary of the Interior to promulgate regulations to limit the applicability of, or to modify, declaration requirements.

Amends the Farm Security and Rural Investment Act of 2002 to require the Secretary of Agriculture to permanently reduce base acres for land that: (1) has been developed for commercial or industrial use; (2) has been subdivided and developed into multiple residential units or other nonfarming uses; or (3) is no longer intended for farm use. Includes within a producer agreement for direct or counter-cyclical payments prohibitions against the land: (1) being in residential use (including land subdivided and developed into residential units or other nonfarming uses); or (2) no longer being intended for farm use. Requires: (1) Farm Service Agency certification of an agreement; and (2) annual audits of direct and counter-cyclical payments and base acreage by the Secretary.

Prescribe A Book Act - Amends the Elementary and Secondary Education Act of 1965 to establish a Pediatric Early Literacy program under which the Secretary of Education awards matching grants to nonprofit organizations for the implementation of three-part models through which: (1) health care providers encourage parents to read aloud to their children and offer them recommendations and strategies for doing so; (2) health care providers give each visiting child between the ages of six months and five-years a new, developmentally appropriate children's book to take home and keep; and (3) volunteers reading to children in health care facility waiting areas show parents the techniques and pleasures of reading aloud to children. Requires that the books provided to children under the program be obtained at a discount.

Support for Injured Servicemembers Act of 2007 - Amends the Family and Medical Leave Act of 1993 to entitle an eligible employee to a combined total of 26 workweeks of leave, during any 12-month period, to care for a member of the U.S. Armed Forces with a combat-related injury (servicemember), if such employee is the servicemember's primary caregiver. Provides for the substitution of accrued paid vacation, personal, or family leave for any part of the 26-week period. Amends federal civil service law to entitle civilian federal employees to the same leave allowance. Provides for the substitution of accrued paid annual or sick leave for any part of the 26-week period.

Harvesting Energy Act of 2007 - Extends: (1) federal procurement of biobased products; (2) biorefinery development grants; (3) the biodiesel fuel education program; (4) the energy audit and renewable energy development program; (5) the biomass research and development program; (6) assistance for renewable energy systems and energy efficiency improvements, including pyrolysis and thermochemical conversion systems; (7) cooperative research and extension projects; (8) the bioenergy program, including establishment of feedstock residue management and transition assistance programs; (9) research, extension, and educational programs on biobased technologies and products; (10) the environmental quality incentives program; and (11) high-priority research and extension initiatives. Establishes: (1) a biochar research and demonstration program; (2) a strategic biofuel feedstock reserve program; (3) a direct payment program for value-added and renewable energy enterprises; (4) a biomass feedstock pilot program; (5) biochar demonstration projects; and (6) demonstration projects for farm and rural applications of plug-in electric drive vehicles. Provides for Department of Agriculture (Department) use of flexible fuel vehicles. Directs the Secretary of Agriculture, in conjunction with the Colorado Renewable Energy Collaboratory, to carry out a renewable energy research and development program. Directs the Secretary to: (1) establish a standardized protocol for market-based trading of greenhouse gas emissions reductions from soil carbon sequestration to monitor soil carbon sequestration and increases in soil carbon stocks associated with agricultural management practices; (2) provide grants to land-grant colleges and universities to develop renewable energy and value-added curricula and provide renewable energy extension services; and (3) provide grants to nonprofit organizations to educate fleet operators and the public about biodiesel and other renewable fuels. Provides for a joint Department-Department of Energy study and report on reducing the costs of producing electricity from renewable resources.

Grants immunity from civil liability to: (1) persons who, in good faith and based on an objectively reasonable suspicion, report suspicious activity involving or directed against a passenger transportation system, a threat to such system or to passenger safety or security, or an act of terrorism; and (2) passenger transportation security system employees or agents and other federal employees with transportation security responsibilities who take reasonable actions, in good faith, to respond to reported threats.

Trade and Globalization Adjustment Assistance Act of 2007 - Amends the Trade Act of 1974 to allow the filing of a petition with the Secretary of Labor for certification of eligibility to apply for trade adjustment assistance (TAA) by adversely affected workers in a service sector firm, its subdivision, or a public agency. Revises group eligibility requirements for TAA to cover: (1) a shift, by a public agency to a foreign country, of production of articles or in provision of services, like or directly competitive with articles which are produced, or services which are provided by the workers' firm, subdivision, or public agency; and (2) instances where the workers' firm, subdivision, or public agency obtains or is likely to obtain such services from a foreign country. Provides for industry-wide certification of adversely affected workers for TAA. Increases the amount of payments for training of adversely affected workers under the Act. TAA Health Coverage Improvement Act of 2007 - Amends the Internal Revenue Code to increase the tax credit for the health insurance costs of certain TAA workers and Pension Benefit Guaranty Corporation (PBGC) pension recipients. Sets forth requirements to prevent a lapse of health care coverage for TAA workers and their families. Replaces alternative trade adjustment assistance for older workers provisions with eligibility requirements for wage insurance benefits to older workers who have received an industry-wide certification to apply for TAA. Increases the maximum allowance to cover costs of an adversely affected worker for job search expenses and relocation expenses. Establishes an Office of the Trade Adjustment Assistance Ombudsman. Extends the TAA program for workers through December 31, 2012. Revises the TAA program for communities negatively impacted by trade. Establishes a TAA for communities program to coordinate the federal response. Allows the filing of a petition with the Secretary of Commerce for certification of eligibility to apply for TAA by a service sector firm. Extends the TAA program for firms through FY2012. Makes fishermen and aquaculture producers eligible for TAA without regard to whether such fishermen seek TAA based on an increase in imports of wild stock or an increase of imports of farm-raised stock. Revises TAA group eligibility requirements for certain agricultural commodity producers. Extends the TAA program for farmers through FY2012.

Fair Pay Restoration Act - Amends the Civil Rights Act of 1964 to declare that an unlawful employment practice occurs when a discriminatory compensation decision or other practice is adopted, when an individual becomes subject to the decision or practice, or when an individual is affected by application of the decision or practice, including each time compensation is paid. Accrues liability, and allows an aggrieved person to obtain relief including recovery of back pay for up to two years preceding the filing of the charge, where the unlawful employment practice that has occurred during the charge filing period is similar or related to a practice that occurred outside the charge filing period. Applies certain amendments made by this Act to claims of compensation discrimination under the Americans with Disabilities Act of 1990 and the Rehabilitation Act of 1973. Amends the Age Discrimination in Employment Act of 1967 to declare that an unlawful practice occurs when a discriminatory compensation decision or other practice is adopted, when a person becomes subject to the decision or other practice, or when a person is affected by the decision or practice, including each time compensation is paid.

Colorado Forest Management Improvement Act of 2007 - Directs the Secretaries of Agriculture and of the Interior to make grants to at-risk communities in Colorado to assist them in preparing, revising, or implementing a community wildfire protection plan. Amends the Federal Fire Prevention and Control Act of 1974 to authorize the use of fire department grant funds for the development and implementation of community wildfire protection plans. Directs the Secretaries to establish collection points for the placement of vegetative material removed from federal or other land as part of a hazardous fuel reduction project under this Act. Rewrites provisions governing the biomass commercial utilization grant program. Authorizes the Secretaries to designate as Healthy Forest Partnership Zones certain federal lands and non-federal lands adjacent to those lands that are at risk of uncharacteristically severe damage to at-risk communities or community water supply facilities from a wildland fire or an outbreak of insects or disease and require at least one management activity to reduce that risk. Allows the Secretaries to enter into contracts or other agreements with partnering entities to implement hazardous fuel reduction or other projects on federal land to complement similar projects on bordering or adjacent non-federal land. Directs the Secretary of Agriculture to: (1) provide grant assistance to the Colorado Wood Program and the Forest Restoration Institute, and any other appropriate entities; and (2) collaborate with the Institute to research, develop, and transfer broader landscape treatment strategies and ways to integrate best science with community needs. Establishes the Colorado Forest Health Fund. Requires the Secretaries to provide grants for the Colorado fuels for schools program. Extends terms for stewardship end result contracting projects. Makes permanent the Secretaries' authority to enter into cooperative agreements and contracts for federal and state cooperative watershed restoration and protection. Directs the Secretary of Agriculture to prepare fire-danger maps of forested lands. Amends the Internal Revenue Code to: (1) extend the tax credit for electricity produced using open-loop biomass to facilities placed in service before January 1, 2030; (2) make electricity produced and sold at qualified open-loop biomass facilities eligible for the full credit rate; (3) partially exclude from gross income payments received for certain hazardous fuel reduction projects in Colorado; and (4) allow the deductibility of certain expenditures made in carrying out eligible hazardous fuel reduction projects on Colorado lands which are identified in community wildfire protection plans.

Combating Child Exploitation Act of 2007 - Requires the Attorney General to appoint a Special Counsel for Child Exploitation Prevention and Interdiction within the Office of Deputy Attorney General to coordinate Department of Justice policies and strategies for the prevention and investigation of child exploitation cases. Establishes within the Office of Justice Programs an Internet Crimes Against Children Task Force (ICAC Task Force), consisting of state and local task forces (one task force for each state) to address online enticement of children, child exploitation, and child obscenity and pornography cases. Requires the Attorney General to establish a National Internet Crimes Against Children Data Network Center to assist the ICAC Task Force program and federal, state, local, and tribal agencies investigating and prosecuting child exploitation. Authorizes the Attorney General to award grants to state and local ICAC task forces to combat Internet crimes against children. Requires the Attorney General to establish additional computer forensic capacity to address backlogs, including for child exploitation investigations. Amends the federal criminal code to authorize wiretapping in state child exploitation investigations. Authorizes funding for additional agents and personnel for the Federal Bureau of Investigation (FBI), the Bureau of Immigration and Customs Enforcement, and the U.S. Postal Service.

Veterans Education Tuition Support Act or VETS Act - Amends the Servicemembers Civil Relief Act to require an institution of higher education, in the case of a servicemember who because of military service discontinues a program of education at an institution that administers a federal financial aid program, to: (1) refund to the servicemember tuition and other fees paid for the portion of the program of education for which the servicemember did not receive academic credit because of such military service; and (2) provide the servicemember an opportunity to reenroll at the institution with the same educational and academic status that the servicemember had when the program was discontinued because of the military service. Requires a provider of a student loan with respect to such a servicemember: (1) if the servicemember reenrolls in the program of education (or a comparable program) within 13 months following the period of military service, to disregard the entire period that the education was discontinued in determining the date on which student loan repayment is to begin; or (2) if the servicemember does not reenroll, to not require loan repayment to begin before the later of the last day of such 13-month period or the date the repayment was otherwise required to begin. Prohibits a court from granting a creditor relief from the 6% limit on interest charged against student loan indebtedness.

Amends the Food Security Act of 1985 to give conservation reserve program preference to an owner or operator who is a resident in the county in which the land is located, or in a contiguous county, if the land would provide at least equivalent conservation benefits to competing offers.

VA Vision Scholars Act of 2007 - Directs the Secretary of Veterans Affairs to establish and carry out a scholarship program of financial assistance for individuals who: (1) are accepted for, or currently enrolled in, a program of study leading to a degree or certificate in visual impairment or orientation and mobility, or both; and (2) enter into an agreement to serve, after program completion, as a full-time Department of Veterans Affairs (VA) employee for three years within the first six years after program completion. Sets maximum assistance amounts of $15,000 per academic year and $45,000 total. Requires pro rate repayment for failure to satisfy education or service requirements, while allowing the Secretary to waive or suspend such repayment whenever noncompliance is due to circumstances beyond the control of the participant, or when waiver or suspension is in the best interests of the United States.

Healthy Schools Act of 2007 - Amends titles XIX (Medicaid) and XXI (State Children's Health Insurance) (SCHIP) to require the state to certify that it has implemented procedures to pay for covered items and services furnished by school-based health clinics under Medicaid and SCHIP.

Travel Promotion Act of 2007 - Establishes the Corporation for Travel Promotion as a nonprofit corporation that is not an agency or establishment of the U.S. government. Makes the Corporation subject to the provisions of the District of Columbia Nonprofit Corporation Act. Requires the Corporation, among other things, to provide useful information to people interested in traveling to the United States, counter and correct misperceptions regarding U.S. travel policy, and promote U.S. travel. Establishes in the Treasury the Travel Promotion Fund. Requires the transfer of Treasury funds to the Corporation, requiring nonfederal matching funds. Authorizes the U.S. government, if a fully automated electronic system is implemented to determine, in advance of travel, the eligibility of an alien to travel to the United States, to charge an applicant a system use fee. Authorizes the Corporation to impose an annual assessment on U.S. members of the travel and tourism industry represented on the Board, provided industry members approve by majority vote in a referendum. Establishes in the Department of Commerce the Office of Travel Promotion, to be headed by the Under Secretary of Commerce for Travel Promotion. Amends the International Travel Act of 1961 to require that the Office of Travel and Tourism Industries expand its research and development activities to promote international travel to the United States.

Amends the Internal Revenue Code to allow a tax credit for the production of cellulosic biofuel. Defines "cellulosic biofuel" as any liquid transportation fuel derived from any lignocellulosic or hemicellulosic matter (other than food starch) that is available on a renewable or recurring basis.

Fuel Reduction using Electrons to End Dependence On the Mid-East (FREEDOM) Act of 2007 - Amends the Internal Revenue Code to allow tax credits for: (1) the purchase of a new qualified plug-in electric drive motor vehicle; (2) the conversion of a motor vehicle to a plug-in electric drive vehicle; and (3) rebates paid by electric utilities to purchasers of or converters to plug-in electric drive vehicles. Defines "new qualified plug-in electric drive motor vehicle" as a motor vehicle which: (1) is powered by traction batteries with an aggregate capacity of not less than 2.5 kilowatt hours; (2) uses an offboard source of electricity to recharge batteries; and (3) has a certificate of conformity under the Clean Air Act. Allows a taxpayer election to expense 100% of the cost of facilities for manufacturing plug-in electric drive motor vehicles (and vehicle components) placed in service before January 1, 2013. Reduces such percentage to 50% for facilities placed in service after 2012, and before January 1, 2015.

Dignified Treatment of Wounded Warriors Act - Directs the Secretaries of Defense and Veterans Affairs (Secretaries) to jointly develop a comprehensive policy on the care and management of members of the Armed Forces (members) who are undergoing medical treatment, recuperation, or therapy for a serious injury or illness. Provides enhanced availability of medical care and related benefits for members and former members recovering from serious injuries or illnesses. Requires the Secretary of Defense (Secretary) to submit plans for Department of Defense (DOD) programs and activities to prevent, diagnose, and treat traumatic brain injury and post-traumatic stress disorder in members. Directs the Secretary to establish a Center of Excellence in Prevention, Diagnosis, Mitigation, Treatment, and Rehabilitation of:: (1) Traumatic Brain Injury; and (2) Post-Traumatic Stress Disorder. Requires the Secretaries to develop and implement a joint electronic health record for use by DOD and the Department of Veterans Affairs (VA). Directs the Secretary to establish a Physical Disability Board of Review to review findings of physical evaluation boards of members separated from the Armed Forces with disability ratings of 20% or less and found to be not eligible for retirement. Authorizes the Secretary to carry out pilot programs for a revised disability evaluation system for members. Requires reports on the implementation of corrective measures in response to deficiencies: (1) in the Army physical disability evaluation system; and (2) at Walter Reed Army Medical Center. Directs the Secretary to: (1) establish standards for military medical treatment facilities, specialty care medical facilities, and military quarters housing patients; and (2) develop and maintain a handbook for members concerning compensation and benefits for serious injuries and illnesses.

Currency Exchange Rate Oversight Reform Act of 2007 - Directs the Secretary of the Treasury to: (1) report biannually to Congress on international monetary policy and currency exchange rates; and (2) appear, if requested, before certain congressional committees to testify regarding such reports. Prescribes report contents, including: (1) an analysis of currency market developments and the relationship between the U.S. dollar and the currencies of major economies and trading partners of the United States; (2) a review of the economic and monetary policies of major economies and trading partners of the United States and an evaluation of how such policies impact currency exchange rates; and (3) a list of currencies designated as fundamentally misaligned currencies. Instructs the Secretary to: (1) analyze semiannually the prevailing real exchange rates between the U.S. dollar and foreign currencies; and (2) identify foreign currency that is in fundamental misalignment and designate it for priority action if the issuing country engages in specified behavior, including excessive reserve accumulation. Prescribes procedures for: (1) negotiations and consultations; (2) failure to adopt appropriate policies; (3) international financial institution governance arrangements; (4) adjustment for fundamentally misaligned currency designated for priority action; and (5) nonmarket economy status. Establishes the Advisory Committee on International Exchange Rate Policy. Repeals the Exchange Rates and International Economic Policy Coordination Act of 1988. Amends the Internal Revenue Code relating to the special rule excluding from foreign personal holding company income any income of an eligible controlled foreign corporation which is derived in the active conduct of banking, financing, and insurance. Repeals the limitation of this exclusion to taxable years of a foreign corporation beginning after December 31, 1998, and before January 1, 2009 (thus making such limited application permanent). Repeals likewise the limited application to the same time period of the exclusion of certain exempt insurance income from the taxable insurance income of a controlled foreign corporation (thus making such exclusion permanent).

Craig Thomas Rural Hospital and Provider Equity Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to: (1) the Medicare disproportionate share hospital (DSH) adjustment for rural hospitals; (2) revision of the temporary increase in payments to certain rural hospitals (Medicare hold harmless provision); (3) the definition of low-volume hospital for purposes of the Medicare inpatient hospital payment adjustment; (4) Medicare wage index reclassifications for certain hospitals; (5) Medicare reasonable costs payments for certain clinical diagnostic laboratory tests furnished to hospitals in certain rural areas; (6) critical access hospitals; (7) the capital infrastructure revolving loan program; (8) the Medicare incentive payment program for physician scarcity areas; (9) the 1.00 floor on Medicare work geographic adjustment to payments for physician services; (10) Medicare home health care planning; (11) rural health clinics; (12) community health center collaborative access; (13) the temporary Medicare payment increase for home health services furnished in a rural area; (14) increased Medicare payments for rural ground ambulance services; and (15) coverage of marriage and family therapist services and mental health counselor services under Medicare part B (Supplementary Medical Insurance). Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to provide for the extension of treatment of certain physician pathology services under Medicare. Directs the Secretary of Health and Human Services to: (1) conduct pilot projects to provide incentives to home health agencies to utilize remote home monitoring and communications technologies; and (2) facilitate the provision of telehealth services across state lines.

Defenders of Freedom Tax Relief Act of 2007 - Amends Internal Revenue Code provisions relating to military personnel to: (1) extend the limitation period for filing tax refund claims resulting from Department of Veterans Affairs (VA) disability determinations; (2) make permanent the taxpayer election to treat combat zone compensation as earned income for purposes of the earned income tax credit; (3) treat differential wage payments made to active duty members of the uniformed services as wages for retirement plan purposes; (4) make permanent the exemption from the 10% penalty for premature retirement plan distributions made by active duty military personnel; (5) treat state payments to members of the uniformed services as qualified military benefits for purposes of the tax exclusion of such benefits; (6) make permanent the authority of the Social Security Administration to disclose tax return information to the VA for purposes of determining eligibility for certain veterans benefit programs; (7) extend through 2010 mortgage bond financing exemption rules for certain veterans; (8) make permanent the tax exclusion of gain from the sale of a principal residence by certain members of the Intelligence Community; (9) allow unlimited tax-free rollovers of military death gratuities to Roth individual retirement accounts (Roth IRAs); (10) allow employers a tax credit for differential wage payments made to active duty military personnel; and (11) set forth tax rules for U.S. citizens and certain permanent residents (expatriates) who relinquish their citizenship or residency to avoid U.S taxation.

Drug Rebate Equalization Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to reduce the costs of prescription drugs for enrollees of Medicaid managed care organizations by extending to such organizations the discounts offered under fee-for-service Medicaid plans. Requires the state contract with a Medicaid managed care organization to provide that: (1) payment for covered outpatient drugs dispensed to Medicaid-eligible individuals enrolled with the organization shall be subject to the same rebate as the state is subject to; and (2) the state shall allow the organization to collect such rebates from manufacturers. Requires also that capitation rates paid to the organization be: (1) based on actual cost experience related to rebates; and (2) subject to the federal regulations requiring actuarially sound rates.

Supports the values and efforts of businesses, organizations, and volunteers dedicated to meeting the needs of homeless children and teens. Applauds the initiatives of businesses, organizations, and volunteers that employ time and resources to build awareness of the homeless youth problem, its causes, and potential solutions, and work to prevent homelessness among children and teens. Declares that the Senate should recognize the month of November as "National Homeless Youth Awareness Month." Encourages these businesses, organizations, and volunteers to continue to intensify their efforts during the month of November.

Iraq Study Group Recommendations Implementation Act of 2007 - Expresses the sense of Congress: (1) that the President should formulate a comprehensive plan to implement the Iraq Study Group recommendations; (2) respecting diplomatic efforts in Iraq; and (3) respecting redeployment of U.S. combat brigades not necessary for force protection and other specified duties by the first quarter of 2008. States U.S. policy respecting: (1) security and military forces in Iraq; (2) strengthening the U.S. military; (3) police and criminal justice in Iraq; (4) the oil sector in Iraq; (5) improving assistance programs in Iraq; (6) budgetary preparation; and (7) conditions for continued U.S. assistance to Iraq based upon the government of Iraq meeting specified milestones. Requires the President to report to Congress every 90 days respecting such policies' implementation.

National Geothermal Initiative Act of 2007 - Declares a national goal to achieve 20% of total electrical energy production in the United States from geothermal resources by 2030. Establishes a national geothermal initiative under which the federal government shall seek to achieve the national goal. Requires each federal agency to give priority to programs and efforts necessary to achieve such national goal. Specifies goals for the Secretaries of Energy and of the Interior. Instructs the Secretary of Energy to implement a geothermal research and development program to achieve such goals, and the Secretary of the Interior to conduct a related comprehensive nationwide geothermal resource assessment. Amends the Energy Policy Act of 2005 to authorize appropriations for the Intermountain West Geothermal Consortium. Directs the U.S. Agency for International Development to support international and regional development to promote the use of geothermal resources, including the African Rift Geothermal Development Facility. Directs the U.S. Trade and Development Agency to: (1) support the national geothermal initiative; and (2) provide grants and other financial support for feasibility and resource assessment studies.

Declares that the Senate: (1) has heard with profound sorrow and deep regret the announcement of the death of the Honorable Craig Thomas, a former Senator from Wyoming; (2) mourns the loss of one of its most esteemed members; and (3) expresses its condolences to the people of Wyoming and to his wife, Susan, and his four children. Declares that when the Senate adjourns June 5, 2007, it shall stand adjourned as a further mark of respect to the memory of Senator Thomas.

Clean Renewable Energy and Economic Development Incentives Act of 2007 - Amends the Internal Revenue Code to extend through 2018 the tax credits for producing electricity from renewable resources and for investment in clean renewable energy bonds. Allows new tax credits for: (1) holders of water conservation, reuse, and efficiency bonds; (2) expenditures for geothermal exploration; (3) holders of qualified renewable school energy bonds; and (4) investment in solar energy manufacturing facilities. Expands the tax credit for residential energy efficient property to include expenditures for wind energy property that uses a qualifying wind turbine (with a rated capacity of 100 kilowatts or less) to generate electricity. Extends through 2013 the new energy efficient home tax credit. Expands the energy tax credit to include investment in equipment used to produce advanced battery and related power electronics for use in certain electric or hybrid motor vehicles or in residential or small commercial applications. Allows the tax-exempt bond financing of renewable energy resource facilities (i.e., facilities for the production of electric or thermal energy from certain renewable resources). Makes permanent the energy tax credit for investment in solar energy property. Includes as energy property for purposes of such credit excess energy storage devices. Allows solar and geothermal public utility property to qualify for the energy tax credit. Makes permanent the tax credit for residential energy efficient property expenditures. Allows three-year accelerated depreciation of solar energy property.

Community Partnership to End Homelessness Act of 2007 - Amends the McKinney-Vento Homeless Assistance Act (the Act) to state as the mission of the United States Interagency Council on Homelessness to develop and coordinate the implementation of a national strategy to prevent and end homelessness while maximizing federal government contributions toward such end. Adds to the membership of such Council the Commissioner of Social Security, the U.S. Attorney General, and the Director of the Office of Management and Budget (OMB). Directs the Council to develop and submit to the President and Congress a National Strategic Plan to End Homelessness. Requires a collaborative applicant (a representative community homeless assistance planning body) to be established for a geographic area by its relevant parties to design a collaborative process for developing an application for homeless assistance funds. Requires the Secretary of Housing and Urban Development to make technical assistance available to such applicants. Directs the Secretary to make competitive grants for specified activities in community homeless assistance programs. Converts the rural homelessness grant program into a rural housing stability assistance program. Directs the Secretary to award competitive grants to state or local governments or nonprofit organizations to implement programs to prevent homelessness and to stabilize housing for precariously housed individuals and families.

Rural Colorado Water Infrastructure Act - Authorizes the Secretary of the Army, acting through the Chief of Engineers, to establish a pilot program to provide environmental assistance to non-federal interests in Colorado, which may be provided in the form of design and construction assistance for water-related environmental infrastructure and resource protection and development projects. Requires projects to be publicly owned as a prerequisite for assistance. Directs the Secretary to enter into local cooperation agreements with non-federal interests for project design and construction. Sets the federal share of project costs under local cooperation agreements at 75%. Sets the non-federal share of operation and maintenance costs for projects constructed with assistance under this Act at 100%.

Home Oxygen Patient Protection Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to restore Medicare treatment of ownership of oxygen equipment that existed prior to the enactment of the Deficit Reduction Act of 2005. Repeals the limitation of Medicare payment to the supplier for such equipment (including portable oxygen equipment) to 36 months of continuous use.

Jackson Gulch Rehabilitation Act of 2007 - Directs the Secretary of the Interior, acting through the Commissioner of Reclamation: (1) to pay the federal share (80%) of the cost of carrying out the Jackson Gulch Rehabilitation Project in Colorado; and (2) in preparing any studies related to the Project, to use existing studies, including engineering and resource information provided by, or at the direction of, federal, state, or local agencies and the Mancos Water Conservancy District. Makes the District responsible for the operation and maintenance of any facility constructed or rehabilitated under this Act.

Voluntary Public Access and Wildlife Habitat Incentive Program Act of 2007 - Amends the Food Security Act of 1985 to direct the Secretary of Agriculture to establish a program under which states and tribal governments may apply for grants to encourage owners and operators of privately-held farm, ranch, and forest land to voluntarily make such land available for public access for wildlife-dependent recreation (including hunting or fishing) under state- and tribally-administered plans. Amends the Farm Security and Rural Investment Act of 2002 to exclude from excess base acreage computation for direct and counter-cyclical payment purposes certain conservation enrolled farm land not planted in an agricultural commodity.

Mail Delivery Protection Act of 2007 - Prohibits the U.S. Postal Service from contracting for the delivery of mail on any route with one or more families per mile. Allows existing contracts to remain in effect until terminated by their terms and to be renewed one or more times. (Chapter 52 of title 39, U.S. Code, was repealed by P.L. 109-435, the Postal Accountability and Enhancement Act.)

Veterans' Mental Health Outreach and Access Act of 2007 - Directs the Secretary of Veterans Affairs to establish a program to provide to veterans of Operations Iraqi Freedom and Enduring Freedom, particularly veterans who served in such Operations while in the National Guard and reserves: (1) peer outreach and support services; (2) readjustment counseling and related services; and (3) mental health services. Directs the Secretary to also provide to immediate family members of such veterans, during the three-year period following the return of the veterans from such a deployment, education, support, counseling, and mental health services to assist in: (1) readjustment to civilian life; (2) recovery from an injury or illness incurred during such deployment; and (3) readjustment of the family following the veteran's return. Authorizes the Secretary to contract with community health centers and other qualified entities to provide such services in areas not adequately served by health care facilities of the Department of Veterans Affairs (VA). Requires the Secretary to: (1) contract for a program to train veterans to provide the peer outreach and support services; and (2) conduct a training program for clinicians of community health centers and entities contracted to provide such services. Extends the eligibility for hospital care, medical services, and nursing home care for veterans who served on active duty in a theater of combat operations from two to five years after their discharge or release from such duty.

Rocky Mountain Science Collections Center Act of 2007 - Authorizes the Secretary of the Interior to provide a grant to the Denver Museum of Nature & Science in Denver, Colorado, to pay the federal share of the cost of: (1) constructing one or more on-site collection facilities that meet the standards of the Museum; and (2) obtaining goods and services required by the Museum, including the acquisition of designs, plans, furnishings, equipment, and other support for the Museum. Requires the Museum, as a condition of receiving such assistance, to match any amounts provided to the Museum under this Act. States that, in order to meet such matching requirement, the Museum may provide to the Secretary cash, in-kind donations, and services.

Rural Broadband Improvement Act of 2007 - Amends the Rural Electrification Act of 1936 to extend the rural broadband access loan and loan guarantee program. Revises the definition of "eligible rural area." Establishes a non-duplification of terrestrial lines, facilities, or systems requirement. Requires loan applications to be processed within 180 days. Eliminates the eligibility prohibition for entities that serve more than 2% of the telephone lines installed in the United States. Establishes a grant program for development of statewide initiatives to identify and track the availability and adoption of broadband services within eligible rural areas. Sets forth loan security and equity requirement provisions.

Civil Rights Act of 1964 Commemorative Coin Act - Requires the Secretary of the Treasury to mint and issue, during 2014, up to 350,000 one-dollar coins designed to be emblematic of the enactment of the Civil Rights Act of 1964 and its contribution to civil rights in America. Requires sales to include a $10 surcharge per coin, which shall be paid to the United Negro College Fund.

Iran Sanctions Enabling Act of 2007 - Directs the Secretary of the Treasury to: (1) publish biannually in the Federal Register a list of each person, whether within or outside of the United States, that has an investment of more than $20 million in the energy sector in Iran; and (2) maintain on the website of the Department of the Treasury the names of the persons on such list. States it is the policy of the United States to support the decision of state and local governments and educational institutions to divest from, and to prohibit the investment of assets they control in, persons included on the most recent list. Authorizes a state or local government to adopt and enforce measures to divest its assets from, or prohibit investment of assets in, persons included on the most recent list. Amends the Investment Company Act of 1940 to shield any registered investment company from civil, criminal, or administrative action based upon its divesting from, or avoiding investing in, securities issued by companies included on such most recent list. Amends the Employee Retirement Income Security Act of 1974 to shield from treatment as breaching a fiduciary duty any person divesting plan assets from, or avoiding investing plan assets in, persons included on such most recent list. Expresses the sense of the Congress that the Federal Retirement Thrift Investment Board should: (1) initiate efforts to provide a terror-free international investment option among the funds of the Thrift Savings Fund; and (2) initiate similar efforts to provide a genocide-free international investment option.

Drug Sentencing Reform Act of 2007 - Amends the Controlled Substances Act and the Controlled Substances Import and Export Act to to decrease mandatory minimum sentencing thresholds for powder cocaine and increase such thresholds for crack cocaine. Directs the U.S. Sentencing Commission to review and amend federal sentencing guidelines to: (1) reflect changes to mandatory minimum sentences made by this Act; (2) provide increased sentences for defendants who use violence or weapons in the course of a drug trafficking offense or who play an active role in the commission of such offenses; and (3) limit sentencing for defendants who play a lesser role in the commission of drug offenses and who receive little or no compensation from their crime. Requires the Director of the Bureau of Prisons to carry out a pilot program for home detention of nonviolent prisoners age 65 or older.

Rocky Mountain National Park Wilderness and Indian Peaks Wilderness Expansion Act - Designates certain lands in Rocky Mountain National Park, Colorado, as the Rocky Mountain National Park Wilderness (the Wilderness) and as a component of the National Wilderness Preservation System. Provides for the inclusion of specified potential wilderness land within the Park in such Wilderness. Sets forth provisions: (1) governing continued operations at the Grand River Ditch; and (2) concerning water rights and permitted and prohibited activities within such Wilderness. Directs the Secretary of the Interior to establish an alignment line and identify the boundaries for the East Shore Trail within the East Shore Trail Area. Authorizes necessary adjustments in such boundaries, except any that would place any portion of the Trail in such Wilderness. Includes any portion of such Area that is not traversed by the Trail, that is not west of the Trail, and that is not within 50 feet of the centerline of the Trail in such Wilderness. Amends the Indian Peaks Wilderness Area, the Arapaho National Recreation Area and the Oregon Islands Wilderness Area Act to adjust the boundaries of: (1) the Indian Peaks Wilderness Area; and (2) the Arapaho National Recreation Area. Applies provisions governing leases of National Park System buildings and property to property known as the Leiffer tract near the Park's eastern boundary in Larimer County, Colorado.
