Comprehensive Immigration Reform Act of 2007 - Sets forth border security and enforcement provisions, including provisions respecting: (1) personnel and asset increases and enhancements; (2) a National Strategy for Border Security; (3) border security initiatives, including biometric data enhancements and a biometric entry-exit system, document integrity, and mandatory detention of aliens apprehended at or between ports of entry; (4) Central American gangs; (5) cooperation with Mexico; (6) National Guard support on the southern border; and (7) extension of the Western Hemisphere travel initiative. Border Law Enforcement Relief Act of 2007 - Authorizes a border relief grant program for a tribal, state, or local law enforcement agency in a county: (1) no more than 100 miles from a U.S. border with Canada or Mexico; or (2) more than 100 miles from any such border but which is a high impact area. Sets forth interior enforcement provisions, including provisions respecting: (1) alien terrorists; (2) alien street gang members; (3) illegal entry and reentry; (4) passport and immigration fraud; (5) criminal aliens; (6) voluntary departure; (7) detention and alternatives; (8) criminal penalties; (9) alien smuggling; (10) tribal lands security; (11) state and local enforcement of immigration laws; (12) expedited removal; (13) alien protection from sex offenders; and (14) the justice prisoner and alien transfer system. Makes it unlawful to knowingly hire, recruit, or refer for a fee an unauthorized alien. Establishes in the Treasury the Employer Compliance Fund. Provides for additional worksite and fraud detection personnel. Provides for a report examining the impacts of the current and proposed annual grants of legal status, including immigrant and nonimmigrant status, along with the current level of illegal immigration, on U.S. infrastructure and quality of life. Establishes a temporary guest worker program (H-2C visa). Provides: (1) that the Secretary of Homeland Security (Secretary) shall determine H-2C eligibility; (2) for a three-year admission with one additional three-year extension; (3) issuance of H-4 nonimmigrant visas for accompanying or following spouse and children; (4) for U.S. worker protection; (5) for implementation of an alien employment management system; and (6) establishment of a Temporary Worker Task Force. Expands the S-visa (witness/informant) classification. Limits the L-visa (intracompany transfer) classification. Expands the visas waiver program to include on a probationary basis a European Union (EU) country that is assisting the United States in Afghanistan or Iraq and whose participation does not compromise U.S. law enforcement interests. Fairness in Immigration Litigation Act of 2007 - Sets forth provisions respecting remedies for immigration legislation. Sets forth backlog reduction provisions respecting: (1) family-sponsored and employment-based immigrant levels; (2) country limits; (3) immigrant visa allocations; (4) minor children; (5) shortage occupations; (6) student and advanced degree visas; (7) children of Filipino World War II veterans; (8) powerline workers; (9) aliens of extraordinary artistic ability; and (10) Haitian children. Securing Knowledge, Innovation, and Leadership Act of 2007 or the SKIL Act of 2007 - Exempts from the annual H-1B (specialty occupation) visa cap an alien who has: (1) earned a master's or higher degree from an accredited U.S. university; or (2) been awarded a medical specialty certification based on post-doctoral training and experience in the United States. Revises certain: (1) student visa provisions; and (2) labor certification provisions. Prohibits immigration application approval until background and security checks have been completed and any fraud allegations have been resolved. Hurricane Katrina Victims Immigration Benefits Preservation Act - Authorizes special immigration status, and related benefits, for qualifying aliens who died, were disabled, or lost employment as a direct result of Hurricanes Katrina or Rita, and for certain of their family members. Immigrant Accountability Act of 2007 - Provides permanent resident status adjustment for a qualifying illegal alien (and the spouse and children of such alien) who has been in the United States for five years and employed (with exceptions) for specified periods of time. Authorizes mandatory departure and immigrant or nonimmigrant reentry for a qualifying illegal alien who has been present and employed in the United States since January 7, 2004. Establishes a three-year mandatory departure status, and sets forth immigration prohibitions and penalties for failure to depart or delayed departure. Directs the Secretary of Health and Human Services to establish a state impact assistance grant program to provide health and education services to noncitizens. Agricultural Job Opportunities, Benefits, and Security Act of 2007, or AgJOBS Act of 2007 - Establishes a pilot program (Blue Card program) for adjustment to permanent resident status of qualifying agricultural workers who have worked in the United States during the two-year period ending December 31, 2005, and have been employed for specified periods of time subsequent to enactment of this Act. Revises the H-2A (temporary agricultural worker) program. Development, Relief, and Education for Alien Minors Act of 2007 or the DREAM Act of 2007 - Eliminates denial of an unlawful alien's eligibility for higher education benefits based on state residence unless a U.S. national is similarly eligible without regard to such state residence. Authorizes cancellation of removal and adjustment to conditional permanent resident status of certain alien students who are long-term U.S. residents. Sets forth the conditions for a six-year conditional permanent resident status. Authorizes the Assistant Attorney General, Office of Justice Programs, to award grants to qualified nonprofit community organizations to educate and support nonprofit agencies, immigrant communities, and other interested entities regarding the provisions of this Act. Strengthening American Citizenship Act of 2007 - Directs: (1) the Chief of the Office of Citizenship of the Department of Homeland Security (DHS) to provide grants to assist legal U.S. residents who declare an intent to apply for citizenship in the United States to meet naturalization requirements; and (2) the Secretary to establish an American citizenship grant program for qualified entities to provide civics, history, and English classes to promote the patriotic integration of prospective citizens. Authorizes the Secretary of State to award a grant to a U.S. land grant university to establish a university-based Mexican rural poverty mitigation program. Sets forth provisions respecting: (1) additional DHS and Department of Justice immigration personnel; and (2) the Board of Immigration Appeals. Kendell Frederick Citizenship Assistance Act - Provides that fingerprints provided by a qualifying individual at the time of military enlistment shall satisfy naturalization fingerprint requirements. Requires the Secretary to establish a toll-free naturalization assistance telephone number for Armed Forces members and their families. State Court Interpreter Grant Program Act - Provides state courts grants to assist individuals with limited English proficiency to access and understand court proceedings, and allocates funds for a related court interpreter technical assistance program. Border Infrastructure and Technology Modernization Act - Provides for: (1) a port of entry infrastructure assessment study; (2) a national land border security plan; (3) a port of entry technology demonstration program; and (4) expansion the Customs-Trade Partnership Against Terrorism programs along the northern and southern borders. September 11 Family Humanitarian Relief and Patriotism Act - Provides permanent resident status adjustment or cancellation of removal and permanent resident status adjustment for a qualifying alien who was on September 10, 2001, the wife, child, or dependent son or daughter of a lawful nonimmigrant alien who died as a result of the September 11, 2001, terrorist attacks against the United States. Sets forth provisions respecting: (1) noncitizen Armed Forces membership; (2) surveillance programs, including aerial and unmanned aerial surveillance; (3) a Northern Border Prosecution Initiative; (4) reimbursement of Southern Border State and county prosecutors for prosecuting federally initiated drug cases; (5) screening of municipal waste; (6) border security on federal land; and (7) parole and status adjustment relief for qualifying widows and orphans. Initial Entry, Adjustment, and Citizenship Assistance Grant Act of 2007 - Authorizes the Secretary to award initial entry, status adjustment, and citizenship assistance grants to qualifying community-based organizations. Amends the Intelligence Reform and Terrorism Prevention Act of 2004 to extend the travel document plan deadline. States that English is the national language of the United States. Requires the government to preserve and enhance the role of English as the national language of the United States. Amends the Homeland Security Act of 2002 to establish the Office of Internal Corruption Investigation. Directs the Secretary to adjust to permanent resident status specified asylee applicants who are members of a persecuted religious minority. Intercountry Adoption Reform Act of 2007 or the ICARE Act - Establishes an Office of Intercountry Adoptions within the Department of State to be headed by the Ambassador at Large for Intercountry Adoptions. Sets forth Office functions, including: (1) approval of family to adopt (divided into U.S. regions); (2) child adjudication; (3) family services; (4) international policy development; and (5) administration and enforcement. Revises provisions for automatic citizenship for children born outside the United States, including adopted children. Establishes a nonimmigrant W-visa for an adoptable child coming to the United States for adoption by a U.S. citizen and spouse jointly or by an unmarried U.S. citizen at least 25 years of age who has been approved by the Office of International Adoption of the Department of State. Sets forth adoption-related enforcement and penalty provisions.

Access to Medicare Imaging Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to establish a two-year moratorium on certain Medicare physician payment reductions for imaging services. Directs the Comptroller General to study and report to Congress during such moratorium on imaging services furnished under the Medicare program.

Disabled Veterans Insurance Improvement Act of 2007 - Increases from $90,000 to $200,000 the maximum loan guarantee amount under the veterans' mortgage life insurance program. Directs the Secretary of Veterans Affairs to grant level-premium term life insurance to any veteran less than 65 years old who has a service-connected disability. Sets the maximum coverage amount at $50,000. Reduces the coverage amount by 80% once the veteran turns 70. Includes certain members of the Individual Ready Reserve under the Servicemembers' Group Life Insurance program.

Congressional Tribute to Constance Baker Motley Act of 2007 - Authorizes the President Pro Tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the posthumous presentation, on behalf of Congress, of a gold medal of appropriate design in commemoration of Constance Baker Motley, in recognition of her enduring contributions and service to the United States.

Amends the Internal Revenue Code to direct the Secretary of the Treasury, upon receiving notice from a state judicial agency that a named person owes a past-due, legally enforceable state judicial debt, to pay such debt from any tax refund due to such person.

Critical Access to Clinical Lab Services Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to provide that clinical diagnostic laboratory services furnished by a critical access hospital shall be treated as being furnished as part of outpatient critical access services without regard to whether: (1) the individual for whom the services are furnished is physically present in the critical access hospital at the time the specimen is collected; (2) such individual is registered as an outpatient on the records of, and receives such services directly from, the critical access hospital; or (3) payment is available for such services under the fee schedule established for clinical diagnostic laboratory tests.

Medicare Ambulance Payment Extension Act - Amends title XVIII (Medicare) of the Social Security Act to provide an additional 5% increase in Medicare payments for ground ambulance services furnished on or after January 1, 2008, and before January 1, 2010.

Designates June 5, 2007, as National Hunger Awareness Day. Authorizes the offices of Senators Gordon H. Smith, Blanche L. Lincoln, Elizabeth Dole, and Richard J. Durbin to collect donations of food from May 7-June 5, 2007, from concerned Members of Congress and staff to assist families suffering from hunger and food insecurity in the Washington, D.C., metropolitan area.

Free Flow of Information Act of 2007 - Prohibits a federal entity (an entity or employee of the judicial or executive branch or an administrative agency) from compelling a covered person (a person engaged in journalism, including their supervisor, employer, parent, subsidiary, or affiliate) to testify or produce any document unless a court makes specified determinations by a preponderance of the evidence. Requires the content of compelled testimony or documents to be limited and narrowly tailored. Applies this Act to communications service providers with regard to testimony or any record, information, or other communication that relates to a business transaction between such providers and covered persons. Sets forth notice requirements. Permits a court to delay notice to a covered person upon determining that such notice would pose a substantial threat to the integrity of a criminal investigation.

Pension Benefit Guaranty Corporation Pilots Equitable Treatment Act - Amends the Employee Retirement Income Security Act of 1974 (ERISA), with regard to both single-employer and multiemployer plan guaranteed benefits, to require the Pension Benefit Guaranty Corporation, in the case of commercial airline pilots required by Federal Aviation Administration regulation to retire before age 65, to compute the actuarial value of monthly benefits in the form of a life annuity commencing at the required retirement age.

Children's Health Care Quality Act - Amends title XIX (Medicaid) of the Social Security Act (SSA) to direct the Secretary of Health and Human Services to establish a program to: (1) identify quality and performance measures for pediatric service providers; and (2) award grants or contracts for the development, validation, and testing of new and emerging measures. Directs the Secretary, acting through the Administrator of the Centers for Medicare & Medicaid Services, to establish demonstration projects to award grants to states to improve the delivery of health care services to children under Medicaid and SSA title XXI (State Children's Health Insurance Program) (SCHIP). Requires demonstration projects in the categories of: (1) health information technology systems; (2) disease management for children with chronic conditions; (3) evidence-based quality improvement; and (4) quality and performance measures for providers of children's health care services. Requires the Comptroller General to make recommendations to Congress for the design and implementation of a demonstration project to evaluate the suitability of existing quality and performance measures for children's inpatient hospital services for public reporting, differentiating quality, identifying best practices, and providing a basis for payment rewards.

Children's Health Insurance Program (CHIP) Reauthorization Act of 2007 - Amends title XXI (State Children's Health Insurance Program) (CHIP) of the Social Security Act (SSA) to make appropriations for CHIP for FY2008-FY2012. Revises requirements for annual state CHIP allotments to create a formula including: (1) a coverage factor, based on a state's prior spending adjusted for health care cost growth and child population growth; and (2) an uninsured children factor, based on the number of low-income uninsured children. Requires: (1) a two-year initial availability of CHIP allotments for all states and territories; and (2) reallocation to a shortfall state or territory of amounts equal to the projected shortfall. Extends the authority for qualifying states to use CHIP allotments for certain expenditures under SSA title XIX (Medicaid). Gives states the option to expand coverage of children under CHIP to up to 300% of the poverty line. Prescribes conditions for state plan amendment expansion of CHIP eligibility beyond the highest income eligibility permitted. Prescribes requirements for an Express Lane option for a state agency to determine a child's eligibility for Medicaid or CHIP. Provides for enhanced administrative funding for: (1) information technology used to simplify eligibility determinations; and (2) translation or interpretation services. Authorizes conveyance to a state Medicaid agency by a federal or another state agency or private entity of data potentially pertinent to Medicaid eligibility determinations. Provides for enhanced coverage cost assistance for states with increasing or high coverage rates among children. Gives states the option to require satisfactory documentary evidence for proof of citizenship or nationality for Medicaid eligibility purposes. Gives states the option to expand or add coverage of: (1) certain pregnant women and legal immigrants under Medicaid and CHIP; and (2) targeted low-income pregnant women under CHIP. Requires CHIP coverage of dental and mental health services. Requires a childhood obesity demonstration project. Establishes the Medicaid and CHIP Payment and Access Commission (MACPAC). Requires updating and enhancement of quality of care measures for children Permits coverage of children of employees of a public agency in the state under CHIP.

School Safety Enhancements Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to: (1) allow the placement and use of surveillance equipment in schools under the matching grant program for public elementary and secondary school security; (2) allow the use of grant funds to establish hotlines or tiplines for reporting potentially dangerous students and situations and for making capital improvements to make school facilities more secure; (3) set the federal matching share of program costs at 80%; and (4) revise application requirements for school security grants. Requires the Director of the Bureau of Justice Assistance and the Secretary of Education to establish an interagency task force to develop and promulgate advisory school safety guidelines. Amends the Higher Education Act of 1965 to require each institution of higher education participating in any program under title IV (Student Assistance) of that Act to: (1) conduct an annual campus safety assessment in consultation with local law enforcement officials; and (2) develop and implement a campus emergency response plan that addresses a comprehensive set of emergency situations, including natural disasters, law enforcement emergencies, and terrorism.

No Child Left Behind Reform Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to allow states to include measures of individual or cohort growth over time in determining whether students are making adequate yearly progress (AYP) toward state academic performance standards. Eliminates the consideration of student attendance rates. Allows schools to be given credit for performing well on measures other than test scores when calculating student achievement. Authorizes the Secretary of Education to award competitive: (1) grants to state educational agencies to develop or increase the capacity of data systems for accountability purposes; and (2) subgrants to increase the capacity of local educational agencies to upgrade, create, or manage information databases for the purpose of measuring AYP. Allows schools to target school choice and supplemental services to the students who are members of specified types of groups that fail to make AYP. Requires placement and service in the least restrictive environment for students who receive services under the Individuals With Disabilities Education Act who use an option to transfer under ESEA. Revises the definition of highly qualified teacher to authorize states to: (1) use a generalist exam for middle school teachers; and (2) issue certificates that qualify teachers to teach a number of subjects in social studies or in science.

Indian Health Care Improvement Act Amendments of 2007 - Amends the Indian Health Care Improvement Act to revise requirements for health care programs and services for Indians, Indian tribes, tribal organizations, and urban Indian organizations. Provides for: (1) expanded coverage for qualified Indians in the State Children's Health Insurance Program (SCHIP) under title XXI of the Social Security Act (SSA), as well as Medicare under SSA title XVIII and Medicaid under SSA title XIX; and (2) related payments to Indian Health Programs and Urban Indian Organizations operating in the state. Replaces the Urban Health Programs Branch with a Division of Urban Indian Health. Requires the Indian Health Service to be administered by an Assistant Secretary for Indian Health (currently, it is administered by a Director). Directs the Secretary of Health and Human Services, acting through the Indian Health Service and Indian tribes and tribal organizations, to consolidate certain existing programs into a new program of comprehensive behavioral health, prevention, treatment, and aftercare for Indian tribes. Establishes the National Bipartisan Indian Health Care Commission to: (1) establish a study committee to study the extent of Indian health services needs; (2) review and analyze the study committee's report; and (3) make recommendations to Congress regarding the delivery of federal health care services to Indians. Provides for the confidentiality of medical quality assurance records created by or for any Indian Health Program or a health program of an urban Indian organization as part of a medical quality assurance program. Reauthorizes the Indian Health Care Improvement Act (as amended by this Act) through FY2017. Amends the Indian Self-Determination and Education Assistance Act to direct the Secretary to establish the Native American Health and Wellness Foundation. Amends related SSA provisions to conform with this Act.

Designates the third week of April 2007 as National Shaken Baby Syndrome Awareness Week. Commends those organizations that are: (1) working to increase awareness of the danger of shaking young children; (2) educating parents and caregivers on how they can help protect children from injuries caused by abusive shaking; and (3) helping families cope with the challenges of child-rearing and other stresses in their lives. Encourages participation in educational programs to help prevent Shaken Baby Syndrome.

Hunger-Free Communities Act of 2007 - Directs the Secretary of Agriculture conduct a study of hunger in the United States and develop recommendations on reducing domestic hunger. Directs the Secretary to make: (1) hunger-free communities collaborative grants to eligible public food program service providers or nonprofit organizations; (2) hunger-free communities infrastructure grants to eligible emergency feeding organizations; and (3) hunger-free communities training and technical assistance grants to eligible national or regional nonprofit organizations. (States that such grants' federal share shall not exceed 80%.) Sets forth grant priorities.

Specialty Crops Competition Act of 2007 - Defines "specialty crop" as fruits, vegetables, tree nuts, dried fruits, nursery crops, floriculture, and horticulture. Amends the Agricultural Adjustment Act to provide for marketing order specialty crop food safety programs. Directs the Secretary of Agriculture to: (1) carry out fruit and vegetable market news activities; (2) make grants to states to enhance specialty crop competitiveness; (3) prepare a foreign market access strategy plan; (4) establish in the Department of Agriculture an office for the protection of intellectual property rights in plants and plant-derived materials; (5) make grants for market analysis of antidumping and countervailing duty cases; (6) establish a program of specialty crop research and grants; (7) establish an invasive pest threat identification and mitigation program; (8) establish the national clean plant network to provide diagnostic and pathogen elimination services; (9) establish the nutrition education program review committee; (10) carry out an integrated pest management initiative; and (11) carry out a specialty crop census every five years. Amends the Consolidated Farm and Rural Development Act to obligate funds for specialty crop operating loans. Amends the Farm Security and Rural Investment Act of 2002 to: (1) increase and extend specialty crop technical assistance; (2) make nursery tree growers eligible for tree program assistance; (3) provide for increased fruit, vegetable, and specialty crop purchases; and (4) remove the income limitation from the environmental quality incentives program. Amends the Agricultural Risk Protection Act of 2000 to increase and extend funding for value-added agricultural market development grants. Revises specified plant patent provisions. Amends the Plant Protection Act to revise compensation provisions. Amends the Homeland Security Act of 2002 to restore import and entry agricultural inspection functions to the Department of Agriculture. Establishes the international agricultural inspection program within the Animal and Plant Health Inspection Service (APHIS). Amends the Specialty Crops Competitiveness Act of 2004 to direct the Secretary to provide emergency assistance to specialty crop producers who suffer qualifying losses in disaster-designated counties. Amends the Richard B. Russell National School Lunch Act to expand the fresh fruit and vegetable program. Amends the Food Stamp Act of 1977 to include food stamp nutrition education (as defined by this Act) within the scope of the food stamp program. Establishes a food stamp fruit and vegetable electronic benefit transfer pilot program. Authorizes the Secretary to: (1) make transportation infrastructure grants to eligible state and local governments, shippers, and specialty crop producers; and (2) carry out food safety initiatives. Establishes in the Department an Office of Pest Management Policy. Amends the Housing Act of 1949 to provide loans and grants for housing farm laborers admitted for temporary residence (H-2A visas).

Rural Veterans Health Care Improvement Act of 2007 - Authorizes the Secretary of Veterans Affairs to pay travel expenses for veterans receiving treatment at Department of Veterans Affairs (VA) facilities at the rate provided to federal employees in connection with the performance of official duties. Directs the Secretary to: (1) establish and operate at least one and up to five centers of excellence for rural health research, education, and clinical activities; (2) establish a grant program to provide innovative transportation options to veterans in remote rural areas; (3) carry out demonstration projects to examine alternatives for expanding care for veterans in rural areas; and (4) report annually to Congress on matters related to VA care for veterans residing in rural areas.

Patent Reform Act of 2007 - Modifies conditions under which a patent may be obtained for an invention or discovery, including by: (1) defining "inventor" to include a joint inventor and coinventor; (2) making the effective filing date of a claimed invention the filing date of the patent or the patent application; and (3) revising procedures for patent interference disputes. Revises requirements for an inventor's oath or declaration to allow substitute statements in specified circumstances (e.g., death or disability) and supplemental and corrected statements. Allows a third party assignee (other than the inventor) or a person with a proprietary interest to file a patent application. Modifies provisions relating to damages for patent infringement to: (1) require a court to conduct an analysis of a patent's specific contribution over prior art; (2) allow increased damages for willfull patent infringement; and (3) expand the prior user defense. Renames the Board of Patent Appeals as the Patent Trial and Appeal Board. Revises provisions relating to the Board's composition, duties, and authorities. Allows a person who is not the patent owner to file a petition with the Board to cancel a patent as invalid (post-grant review). Sets forth procedures for the consideration of such petitions, including provisions to prevent harassment of patent owners and abuse of process. Allows third parties to submit documents relevant to the examination of a patent application. Revises venue requirements for civil patent actions against individuals and corporations to allow actions to be brought in the judicial district where either party resides (currently, where the defendant resides) or where the corporation has its principal place of business or was incorporated.

National Landscape Conservation System Act - Establishes in the Bureau of Land Management (BLM) the National Landscape Conservation System (thus, enacting into law the National Landscape Conservation System (NLCS) created by BLM in 2000) in order to conserve, protect, and restore nationally significant landscapes that have outstanding cultural, ecological, and scientific values for the benefit of current and future generations.

Wildland Firefighter Safety Act of 2007 - Directs the Secretary of the Interior, acting through the Directors of the Bureau of Land Management (BLM), U.S. Fish and Wildlife Service (USFWS), and the Bureau of Indian Affairs (BIA), and the Secretary of Agriculture, acting through the Chief of the Forest Service, (the Secretaries) to jointly submit annual reports to Congress on the wildland firefighter safety practices of the Secretaries, including training programs and activities for wildland fire suppression, prescribed burning, and wildland fire use.

Conservation Reserve Program Tax Fairness Act of 2007 - Amends the Internal Revenue Code and the Social Security Act to treat payments under the Conservation Acreage Reserve Program as rentals from real estate and thus not self employment income subject to employment tax. Transfers from the general fund of the Treasury to specified social security trust funds amounts necessary to cover any reductions in trust fund revenues resulting from this Act.

Freight Rail Infrastructure Capacity Expansion Act of 2007 - Amends the Internal Revenue Code to allow: (1) a tax credit for 25% of the cost of new qualified freight rail infrastructure property and new qualified locomotive property; and (2) a taxpayer election to expense the cost of qualified freight rail infrastructure property (i.e., deduct all costs in the current taxable year). Terminates such credit and expensing election after 2012.

More Water, More Energy, and Less Waste Act of 2007 - Directs the Secretary of the Interior, acting through the Commissioner of Reclamation, the Director of the U.S. Geological Survey, and the Director of the Bureau of Land Management (BLM), to conduct a study to identify: (1) the obstacles to reducing the quantity of produced water (water from an underground source that is brought to the surface as part of the exploration for or development of oil, natural gas, coal-bed methane, or any other substance to be used as an energy source) and to increasing the extent to which produced water can be used for irrigation or other purposes without adversely affecting water quality or the environment; and (2) the actions that could reduce or eliminate such obstacles and the associated costs and benefits. Directs the Secretary to provide financial assistance for the development of facilities, technologies, and processes to demonstrate the feasibility, effectiveness, and safety of: (1) optimizing energy resource production by reducing the quantity of produced water generated; or (2) increasing the extent to which produced water may be recovered and made suitable for specified purposes. Requires such assistance to be provided for at least one project in: (1) each of the Upper Basin States (Colorado, New Mexico, Utah, and Wyoming); and (2) each of the Lower Basin States (Arizona, California, and Nevada). Prohibits such assistance from exceeding $1 million per project, from being used to pay more than 50% of the total project cost, or from being used for facility operation or maintenance.

Energy Efficiency Promotion Act of 2007 - Amends the National Energy Conservation Policy Act with respect to advanced lighting technologies. Amends the Energy Policy and Conservation Act with respect to the expediting of new energy efficiency standards. Amends the Energy Policy Act of 2005 with respect to high efficiency vehicles, advanced batteries, and energy storage. United States Energy Storage Competitiveness Act of 2007 - Instructs the Secretary of Energy to: (1) implement a research, development, and demonstration program to support the ability of the United States to remain globally competitive in energy storage systems for motor transportation and electricity transmission and distribution; and (2) establish an Energy Storage Advisory Council. Instructs the Secretary to develop a strategic plan to achieve specified national goals to reduce gasoline usage. Amends the National Energy Conservation Policy Act, the Energy Conservation and Production Act, and the Cranston-Gonzalez National Affordable Housing Act with respect to: (1) federal fleet conservation requirements; (2) requirements for federal purchase of renewable energy-generated electricity; (3) energy savings performance contracts; (4) energy management requirements for federal buildings; (5) combined heat and power and district energy installations at federal sites; (6) federal building energy efficiency performance standards; and (7) application of the International Energy Conservation Code to public and assisted housing. Amends the Public Utility Regulatory Policies Act of 1978 with respect to utility energy efficiency programs. Instructs the Secretary to: (1) provide technical assistance regarding implementation of the energy efficiency and demand response programs to state energy offices, public utility regulatory commissions, and nonregulated utilities; and (2) award grants to institutions of higher education to implement projects to improve energy efficiency on institution grounds. Declares that Congress encourages each local educational agency receiving certain federal funds to develop a policy to reduce the incidence of school bus idling.

Matthew Shepard Local Law Enforcement Hate Crimes Prevention Act of 2007 - Authorizes the Attorney General to provide technical, forensic, prosecutorial, or other assistance in the criminal investigation or prosecution of any crime that: (1) constitutes a crime of violence under federal law or a felony under state, local, or Indian tribal laws; and (2) is motivated by prejudice based on the actual or perceived race, color, religion, national origin, gender, sexual orientation, gender identity, or disability of the victim or is a violation of state, local, or tribal hate crime laws. Directs the Attorney General to give priority for such assistance: (1) with respect to crimes committed by offenders who have committed crimes in more than one state; and (2) to rural jurisdictions that have difficulty covering the extraordinary investigation or prosecution expenses. Authorizes the Attorney General to award grants to assist state, local, and Indian law enforcement agencies with such extraordinary expenses. Directs the Office of Justice Programs to: (1) work closely with funded jurisdictions to ensure that the concerns and needs of all affected parties are addressed; and (2) award grants to state, local or tribal programs designed to combat hate crimes committed by juveniles. Amends the federal criminal code to impose criminal penalties for causing (or attempting to cause) bodily injury to any person using fire, a firearm, or any explosive or incendiary device because of the actual or perceived race, color, religion, national origin, gender, sexual orientation, gender identity, or disability of such person. Amends the Hate Crimes Statistics Act to require Attorney General to: (1) acquire data on crimes that manifest evidence of prejudice based on gender and gender identity; and (2) include in an annual summary of such data crimes committed by, and against, juveniles.

New Homestead Act of 2007 - Directs the Secretary of Education to repay a specified percentage (up to $2,000 per year) of certain education loans to an individual who completes a degree and both resides and is employed for at least five years in an area outside a metropolitan statistical area which for 20 years has a net out-migration of inhabitants of at least 10% of the county population (qualifying county). Amends the Internal Revenue Code to allow a: (1) tax credit for the lesser of $5,000 or 10% of the purchase price of a principal residence in a qualifying county; and (2) capital loss deduction with respect to a sale or exchange of a principal residence in a qualifying county. Provides for the creation of tax-exempt individual homestead accounts, funded by individual cash contributions and matching federal contributions according to a specified formula, whose tax-free distributions after five years are used by residents of qualifying counties for qualified higher education or medical expenses, first-time homebuyer or business capitalization costs, or rollovers. Establishes a rural investment tax credit of 70% of the present value of new buildings (including rehabilitation projects) or 30% of the present value of existing buildings. Establishes a qualified rural small business investment credit of 30% of expenditures for starting or expanding a business, including costs for capital, plant and equipment, inventory expenses, and wages, but not including interest costs. Provides for accelerated depreciation of business property in rural investment projects. New Homestead Venture Capital Fund Act - Amends the Consolidated Farm and Rural Development Act to establish the New Homestead Venture Capital Fund (Fund), owned by private investors, to generate and provide equity capital to rural businesses in qualifying counties. Directs the Secretary of Agriculture to provide funding and guarantees for private investors in the Fund.

Commends the United States, the United Kingdom, Israel, Poland, and the Netherlands as the member countries of the International Commission of the International Tracing Service that have ratified the May 2006 amendments to the Agreement Constituting an International Commission for the International Tracing Service (Bonn Accords). Calls on: (1) Belgium, France, Germany, Greece, Italy, and Luxembourg, the member countries of the International Commission that have not yet ratified the May 2006 amendments to the Bonn Accords, to do so; and (2) the International Commission to approve the immediate distribution of copies of the documents from the Bad Arolsen archives that have already been digitized when the International Commission meets in Amsterdam in May 2007. Requests the Secretary of the Senate to transmit copies of this resolution to the Secretary of State and to the ambassadors of the member countries of the International Commission in the United States.

Heroes at Home Act of 2007 - Directs the Secretary of Defense to establish a protocol for the assessment and documentation of the cognitive (including memory) functioning of each member of the Armed Forces deployed in Operations Enduring Freedom or Iraqi Freedom before such deployment in order to facilitate their cognitive functioning upon their return. Directs the Secretary of Veterans Affairs to establish a program on training and certification of family caregivers of veterans and members with traumatic brain injury. Authorizes such Secretaries to jointly: (1) establish a demonstration project to assess the feasibility and advisability of using telehealth technology to assess cognitive functioning of members who have sustained head trauma in order to improve their diagnosis and treatment; and (2) conduct an ongoing study of all matters relating to the telehealth and telemental health services of the Departments of Defense and Veterans Affairs, respectively.

Elder Justice Act - Amends the Social Security Act to establish an Elder Justice program under title XX (Block Grants to States for Social Services). Establishes within the Office of the Secretary of Health and Human Services (HHS) an Elder Justice Coordinating Council (EJCC). Establishes the Advisory Board on Elder Abuse, Neglect, and Exploitation. Directs the Secretary to make grants to eligible entities to establish stationary and mobile forensic centers, to develop forensic expertise regarding, and provide services relating to, elder abuse, neglect, and exploitation. Directs the Secretary to provide incentives for individuals to train for, seek, and maintain employment providing direct care in a long-term care (LTC) facility. Directs the Secretary to make grants to LTC facilities to: (1) offer continuing training and varying levels of certification to employees who provide direct care to LTC facility residents; and (2) provide bonuses or other benefits to employees who achieve certification. Authorizes the Secretary to make grants to assist LTC facilities in offsetting the costs for standardized clinical health care informatics systems designed to improve patient safety and reduce adverse events and health care complications resulting from medication errors. Directs the Secretary to ensure that HHS: (1) provides funding to state and local adult protective services services offices that investigate reports of elder abuse, neglect, and exploitation; and (2) collects and disseminates related data in coordination with the Department of Justice. Establishes a program of annual adult protective services grants to states. Directs the Secretary to make grants to eligible entities to: (1) improve the capacity of state LTC ombudsman programs to respond to and resolve abuse and neglect complaints; and (2) conduct pilot programs with state or local LTC ombudsman offices. Directs the Secretary to establish programs to provide and improve ombudsman training for national organizations and state LTC ombudsman programs. Amends part A of SSA title XI to require each individual owner, operator, employee, manager, agent, or contractor of an LTC facility receiving certain federal support to report to the Secretary and local law enforcement entities any reasonable suspicion of crimes occurring in such facility. Requires the owner or operator of such an LTC facility to notify the Secretary and the appropriate state regulatory agency of a facility's impending closure, as well as a plan for the transfer and adequate relocation of facility residents. Directs the Secretary to study and report to the EJCC and appropriate congressional committees on establishing a national nurse aide registry.

Recidivism Reduction and Second Chance Act of 2007 or the Second Chance Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to reauthorize, rewrite, and expand provisions for adult and juvenile offender state and local reentry demonstration projects to provide expanded services to offenders and their families for reentry into society. Directs the Attorney General to award grants for: (1) state and local reentry courts; (2) Comprehensive and Continuous Offender Reentry Task Forces; (3) pharmacological drug treatment services to incarcerated offenders; (4) technology career training for offenders; and (5) mentoring services for reintegrating offenders into the community. Amends the Higher Education Amendments of 1998 to require the Secretary of Education to establish a program for education and employment counseling for youth offenders. Authorizes the Attorney General to award grants for: (1) the establishment of a National Adult and Juvenile Offender Reentry Resource Center; (2) drug treatment programs as an alternative to imprisonment; (3) evaluation of methods to improve academic and vocational education for incarcerated offenders; (4) demonstration programs to reduce the use of alcohol and other drugs in long-term substance abusers; (5) incentive grants to improve drug treatment to offenders in prisons, jails, and juvenile facilities; (6) pharmacological drug treatment services to incarcerated offenders; (7) prison-based family treatment programs for incarcerated parents of minor children; and (8) a study of parole or post-incarceration supervision violations and revocations. Requires the Director of the Bureau of Prisons to establish: (1) a prisoner reentry program; and (2) a pilot program for the release of elderly nonviolent offenders (age 60 or older).

Access to Emergency Medical Services Act of 2007 - Establishes the United States Bipartisan Commission on Access to Emergency Medical Services to: (1) identify and examine factors in the health care delivery, financing, and legal systems that affect the effective delivery of screening and stabilization services furnished in hospitals that have emergency departments pursuant to the Emergency Medical Treatment and Labor Act (EMTALA); and (2) make specific recommendations to Congress with respect to federal programs, policies, and financing needed to assure the availability of such screening and stabilization services and the coordination of state, local, and federal programs for responding to disasters and emergencies. Amends title XVIII (Medicare) of the Social Security Act to provide for additional payments for certain physicians' emergency services furnished pursuant to EMTALA. Directs the Secretary of Health and Human Services, acting through the Administrator of the Centers for Medicare & Medicaid Services, to convene a working group that includes experts in emergency care, inpatient critical care, hospital operations management, nursing, and other relevant disciplines to develop boarding and diversion standards for hospitals and guidelines, measures, and incentives for implementation, monitoring, and enforcement of such standards. Requires the CMS working group to: (1) identify barriers contributing to delays in timely processing of patients requiring admission as inpatients who initially sought care through the hospital's emergency department; (2) identify best practices to improve patient flow within hospitals; and (3) report to Congress and the Secretary a detailed description of the standards, guidelines, measures, and incentives developed, as well as identified barriers and best practices. Directs the Secretary to establish a mechanism to make public information regarding any hospital that fails to report information requested by the CMS working group.

Retirement Security for Life Act of 2007 - Amends the Internal Revenue Code to allow an exclusion from gross income for 50 percent of the amount otherwise includible in gross income as guaranteed payments from certain annuity or life insurance contracts. Limits the amount of such exclusion to $20,000 in any taxable year. Provides for an inflation adjustment of the $20,000 limitation beginning in 2009.

Disabled Veterans Fairness Act - Eliminates a $3 per round trip deductible charged by the Secretary of Veterans Affairs in connection with the veterans beneficiary travel program (a program authorizing a travel allowance or reimbursement for beneficiaries providing transportation for veterans to obtain medical care). Directs the Secretary, in determining the amount of such allowance or reimbursement, to use the mileage reimbursement rates for the use of privately owned vehicles by government employees traveling on official business.

Biofuels for Energy Security and Transportation Act of 2007 - Directs the President to: (1) promulgate regulations to ensure that motor vehicle fuel, home heating oil, and boiler fuel sold or introduced into commerce contains prescribed volumes of renewable fuel for calendar years 2008-2022; and (2) publish in the Federal Register the renewable fuel obligation that ensures that such requirements are met. Exempts small refineries until calendar year 2013 from renewable fuel program requirements. Instructs the Secretary of Energy to establish a pilot program administered through the Department of Energy's Vehicle Technology Deployment Program to provide up to 10 geographically-dispersed project grants to governmental entities and metropolitan transportation authorities to establish refueling infrastructure corridors for gasoline blends or diesel fuel containing renewable fuel. Amends the Energy Policy Act of 2005 to increase funding for bioenergy research and development. Authorizes the Secretary to make loan guarantees for renewable fuel facilities. Directs the Secretary to provide grants: (1) for research, development and implementation of renewable fuel production technologies in states with low rates of ethanol production, including low rates of cellulosic biomass ethanol; and (2) to promote infrastructure to support transportation of biomass to local biorefineries, including by portable processing equipment. Directs the Secretary to establish a biorefinery information center. Directs the Federal Trade Commission to impose a fuel tank cap labeling requirement for alternative fueled vehicles beginning with model year 2010 to inform consumers that such vehicle can operate on alternative fuel. Requires various specified studies relating to biofuels technologies.
