Lindsey O. Graham Sanctioning Russia Act of 2026 This bill imposes a variety of sanctions, tariffs, and prohibitions related to Russia. For example, under the bill, the President must  impose visa- and property-blocking sanctions on specified persons (individuals and entities) such as the Russian president, certain Russian military commanders, and any foreign person that knowingly provides goods or services relating to Russia's defense industrial base; increase the rate of duty on all goods imported into the United States from Russia to a rate of up to 500% ad valorem (i.e., relative to the value); increase the rate of duty up to 100% ad valorem on all goods imported into the United States from a country that was among the five largest importers of Russian-origin crude oil and natural gas if such country knowingly makes new purchases of such products after enactment of the bill; impose property-blocking sanctions on financial institutions organized under Russian law and owned wholly or partly by Russia; and  impose property-blocking sanctions on foreign vessels that knowingly transport certain products of Russian origin, including crude oil, uranium, and coal.  The bill prohibits (1) the export, reexport, or in-country transfer to or in Russia of U.S.-produced energy or energy product; (2) U.S. persons from making new investments in Russia or purchasing Russian sovereign debt; and (3) trading the securities of Russian government-owned, -controlled, or -affiliated entities on U.S. national securities exchanges. The President may waive requirements of the bill by certifying it is in the national interest.

Prevent Government Shutdowns Act of 2026 This bill provides continuing appropriations to prevent a government shutdown if the appropriations bills for a fiscal year have not been enacted before the fiscal year begins and continuing appropriations are not in effect. Specifically, the bill provides appropriations at the rate of operations that was provided for the prior fiscal year to continue programs, projects, and activities that were funded in the preceding fiscal year. The bill also limits official travel, congressional recesses or adjournments, and the consideration of legislation that is unrelated to appropriations after the beginning of a fiscal year if the appropriations process has not been completed.

Ensuring Seniors’ Access to Quality Care Act

Ensuring Seniors' Access to Quality Care Act This bill repeals certain restrictions under Medicare and Medicaid that prohibit the approval of nurse-aide training and competency evaluation programs in skilled nursing facilities that have been subject to specified regulatory actions (e.g., civil penalties) for substandard quality of care. The Centers for Medicare & Medicaid Services (CMS) must still disapprove such programs for up to two years; however, the CMS must rescind the disapproval upon completion of corrective action and may require additional oversight of the program for purposes of rescission. The bill also allows Medicaid and Medicare providers (e.g., skilled nursing facilities) to access, through the National Practitioner Data Bank, disciplinary information for affiliated physicians and other health care practitioners, as reported by state licensing authorities.

Clinical Trial Modernization Act

Clinical Trial Modernization Act This bill authorizes a grant program and provides certain exemptions to support the participation of individuals in clinical trials. Specifically, the bill authorizes a grant program to support outreach, education, and recruitment efforts for clinical trials that may benefit certain underrepresented populations or communities in need, such as rural or tribal areas. The bill also exempts from anti-kickback laws for federal health care programs (1) remuneration that is offered to cover participants' expenses to participate in clinical trials, (2) the provision of free digital health technologies to support participation of underrepresented populations in clinical trials, and (3) payment for participants' cost-sharing obligations in relation to clinical trials. Finally, the bill exempts up to $2,000 in remuneration that is received for participating in a clinical trial from income tax.

IGO Anti-Boycott Act This bill penalizes U.S. persons (individuals or entities) that participate in certain boycotts imposed by international governmental organizations (IGOs). The bill expands an existing law that prohibits various actions by U.S. persons in relation to boycotts imposed by foreign governments on a country that is friendly to the United States and not itself the object of a U.S. boycott. This bill applies those prohibitions to similar boycotts imposed by IGOs. Prohibited actions include (1) refusing to do business with companies organized under the laws of the boycotted country, if the refusal is pursuant to an agreement with or request from the country or IGO imposing the boycott; (2) furnishing information about whether any person has a business relationship with or in the boycotted country; and (3) furnishing information about whether someone is associated with charitable or fraternal organizations that support the boycotted country. Criminal penalties for willful violations of this law include fines of up to $1 million. In addition to such fines, individuals may be imprisoned for up to 20 years. Civil penalties may include fines and revocations of export licenses for certain national security-related items. The bill also requires the President to annually submit to Congress and make available to the public a report describing these boycotts and listing the foreign countries and international governmental organizations involved in fostering or imposing them.

Stem Cell Therapeutic and Research Reauthorization Act of 2026 This bill reauthorizes through FY2031 and revises programs that help patients receive transplants of bone marrow or umbilical cord blood from biologically unrelated donors. These programs are administered by the Health Resources and Services Administration (HRSA). The bill reauthorizes the C.W. Bill Young Cell Transplantation Program. This program supports transplantation of bone marrow and cord blood by increasing the quantities of donations, providing processes for matching and distributing donated materials to patients, and providing related information and research. The bill also expands periodic reviews of the state of stem cell science to specifically include a review of the use of high-quality cord blood units and other emergent technologies to develop new therapies for potential inclusion in the program. Also, the bill reauthorizes and revises the National Cord Blood Inventory program, through which HRSA contracts with qualified cord blood banks to collect and maintain a supply of high-quality units for transplantation through the C.W. Bill Young Cell Transplantation Program. The bill amends the inventory program by (1) changing the inventory goal from 150,000 units to a sufficient supply as determined by HRSA, (2) requiring HRSA to manage the size and composition of the inventory to maximize clinical utility and efficiency, and (3) defining high quality cord blood unit to mean a unit meeting current industry standards and the requirements of the Food and Drug Administration.
