This joint resolution nullifies the final rule issued by the Council on Environmental Quality titled National Environmental Policy Act Implementing Regulations Revisions and published on April 20, 2022. The rule restores regulatory provisions issued under the National Environmental Policy Act of 1969 (NEPA) that were in effect before being modified in 2020 by the Update to the Regulations Implementing the Procedural Provisions of the National Environmental Policy Act rule.

Preventing Terrorist Transfers to Afghanistan Act This bill prohibits Department of Defense funds from being used to transfer, release, or assist in the transfer or release of any individual detained in the custody or control of the Department of Defense at United States Naval Station, Guantanamo Bay, Cuba, to the custody or control of Afghanistan.

This resolution welcomes Finland and Sweden's decision to join the North Atlantic Treaty Organization (NATO). The resolution acknowledges that Russia's invasion of Ukraine has dramatically changed the security situation in Europe, and that the reform and expansion of NATO is key to ensuring a safe and prosperous future for the United States and its critical allies and partners. The resolution also calls on the President to move expeditiously to complete all documents and reports needed to support the Senate's approval of the accession protocols. Finally, the resolution calls on all NATO members to move rapidly to complete their ratification processes.

This bill revises membership of the Board of Directors of the Federal Deposit Insurance Corporation. Currently, the Comptroller of the Currency and the Director of the Consumer Financial Protection Bureau have statutorily designated seats on the five-member board. The bill removes this requirement and bars any officer of either agency from holding seats on the board. Additionally, the bill revises the continuation of service requirements to limit a board member's service beyond the end of their term.

MOWA Band of Choctaw Indians Recognition Act This bill extends federal recognition to the MOWA Band of Choctaw Indians. The bill makes the tribe and its members eligible for services and benefits provided to federally recognized tribes and their members, without regard to the existence of a reservation or the location of the residence of any member. The service area of the tribe is considered to be Washington and Mobile Counties, Alabama. The tribe must submit a membership roll to the Department of the Interior. The tribe must maintain the membership roll. Interior must take land, not to exceed 3,223 acres, into trust for the benefit of the tribe.

This joint resolution nullifies the rule titled Medicare and Medicaid Programs; Omnibus COVID-19 Health Care Staff Vaccination , which was issued by the Centers for Medicare & Medicaid Services on November 5, 2021. The rule requires health care providers, as a condition of Medicare and Medicaid participation, to ensure that staff are fully vaccinated against COVID-19.

Protect American Taxpayer Dollars from Illegal Immigration Act This bill prohibits expending federal funds for legal settlements to individuals who violated certain laws relating to the proper time and place to enter the United States, if the settlement pertains to claims based on the lawful detention of such an individual as part of a family unit after the individual's entry into the United States at the southern border after January 20, 2017.

Section 401 Certification Act The bill provides statutory authority for the rule published on July 13, 2020, by the Environmental Protection Agency (EPA) entitled Clean Water Act Section 401 Certification Rule . Under Section 401 of the Clean Water Act, an applicant for a federal license or permit to conduct an activity that may result in any discharge into navigable waters must also obtain a certification—or waiver of such certification—from a relevant state, intrastate agency, or Indian tribe that the proposed activity will not violate certain water quality requirements of the state or Indian tribe. The rule revised existing regulations, including by limiting the scope of the certification review process as well as the time frame for a state, interstate agency, or Indian tribe to issue a certification.

This joint resolution nullifies a Department of Labor emergency temporary standard for preventing the transmission of COVID-19 in employment settings. Under the standard issued on November 5, 2021, employers with 100 or more employees must require their onsite employees to either be fully vaccinated against COVID-19 or undergo weekly COVID-19 testing.

Prohibiting IRS Financial Surveillance Act This bill prohibits the Department of the Treasury from requiring a financial institution to report the balances, transactions, or the transfers into and out of a financial account. This prohibition does not apply to laws or regulations in effect on the date of enactment.

Extending Government Funding and Delivering Emergency Assistance Act This bill provides continuing FY2022 appropriations for federal agencies, provides supplemental appropriations, and extends several expiring programs and authorities. Specifically, the bill provides continuing FY2022 appropriations to federal agencies through the earlier of December 3, 2021, or the enactment of the applicable appropriations act. It is known as a continuing resolution (CR) and prevents a government shutdown that would otherwise occur if the FY2022 appropriations bills have not been enacted when FY2022 begins on October 1, 2021. The CR funds most programs and activities at the FY2021 levels with several exceptions that provide funding flexibility and additional appropriations for various programs. In addition, the bill provides supplemental appropriations to several federal agencies for activities related to natural disasters and the evacuees from Afghanistan. The bill also extends several expiring programs and authorities, including the National Flood Insurance Program, the Temporary Assistance for Needy Families (TANF) program, the National Advisory Committee on Institutional Quality and Integrity, the United States Advisory Commission on Public Diplomacy, the temporary scheduling order issued by the Drug Enforcement Administration to place fentanyl-related substances in Schedule I of the Controlled Substances Act, and the authority for the Department of Agriculture to waive certain requirements for the school meal programs.

Navigable Waters Protection Act of 2021 This bill enacts definitions that determine which bodies of water fall under the scope of the Clean Water Act and are thereby under federal jurisdiction. Specifically, the bill provides statutory authority for the definitions related to the waters of the United States, commonly known as WOTUS, in regulations when the bill is enacted.

This resolution condemns the recent rise in anti-Semitic violence and harassment targeting Jewish Americans. The resolution (1) recommits to combating anti-Semitism in all forms; and (2) calls on elected officials, faith leaders, and civil society leaders to denounce and combat all manifestations of anti-Semitism. The resolution urges the President to continue the leadership role of the United States in combating anti-Semitism internationally, advance accurate Holocaust education and counter Holocaust denial and distortion, ensure the physical security of Jewish institutions and organizations, and produce an analysis that accounts for the level and scope of the threat that anti-Semitism poses to the people of the United States. The resolution urges law enforcement agencies to fully participate in the data collection process of the Federal Bureau of Investigation to improve anti-Semitic hate crime data collection.

Don't Weaponize the IRS Act This bill codifies regulations promulgated by the Trump Administration exempting certain tax-exempt organizations from specified reporting requirements. Specifically the bill increases from $5,000 to $50,000 the gross receipts threshold used to determine the eligibility of tax-exempt organizations for the exemption from certain disclosure and reporting requirements; expands the definition of organization to include tax-exempt charitable organizations and organizations with no significant activities relating to lobbying, political activity, and the operation of a trade or business; exempts from disclosure the names and addresses of contributors to an organization in its annual informational return; and extends exemptions from reporting requirements to political action committees (i.e., 527 organizations).

Simplified, Manageable, And Responsible Tax Act or the SMART Act This bill replaces the marginal income tax rates in the Internal Revenue Code with a single rate of 17% on individual taxable income. The bill redefines taxable income to mean the amount by which wages, retirement distributions, and unemployment compensation exceed the standard deduction. It also increases the basic standard deduction, includes an additional standard deduction for dependents, and includes the taxable income of each dependent child under the age of 14 in an individual's taxable income. The bill revises the tax on corporations to (1) replace it with a tax on every person engaged in a business activity equal to 17% of the business taxable income of such person; and (2) make the person engaged in the business activity liable for the tax, whether or not such person is an individual, a partnership, or a corporation. The bill imposes on employers a 17% tax on the value of excludable compensation provided during the year to employees. With respect to pension rules, the bill (1) repeals rules relating to non-discrimination, contribution limits, and restrictions on distributions; and (2) revises rules relating to transfers of excess pension assets. The bill also repeals the alternative minimum tax; all income tax credits; estate, gift, and generation-skipping transfer taxes; and income tax provisions, except certain provisions relating to retirement distributions and tax-exempt organizations. The bill prohibits Congress from considering legislation to make specified changes to tax policy unless Congress waives or suspends the prohibition with a three-fifths vote.

Alabama Black Belt National Heritage Area Act This bill establishes the Alabama Black Belt National Heritage Area in Alabama, consisting of land in Bibb, Bullock, Butler, Choctaw, Clarke, Conecuh, Dallas, Greene, Hale, Lowndes, Macon, Marengo, Monroe, Montgomery, Perry, Pickens, Sumter, Washington, and Wilcox Counties. The Center for the Study of the Black Belt at the University of West Alabama shall prepare and submit a management plan for the heritage area.

Greatest Generation Memorial Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the National World War II Memorial in the District of Columbia. The design of the coins shall be emblematic of the memorial and the service and sacrifice of American soldiers and civilians during World War II. All surcharges received from the sale of such coins shall be paid to the Friends of the National World War II Memorial to support the National Park Service in maintaining and repairing the memorial, and for educational and commemorative programs.

Constitutional Concealed Carry Reciprocity Act of 2021 This bill allows a qualified individual to carry a concealed handgun into or possess a concealed handgun in another state that allows its residents to carry concealed firearms. A qualified individual must (1) be eligible to possess, transport, or receive a firearm under federal law; (2) carry a valid photo identification document; and (3) carry a valid state-issued concealed carry permit, or be eligible to carry a concealed firearm in his or her state of residence.
