Recognizes the difficult healing and recovery process that lies ahead for the affected communities. Honors the courageous and professional service of: (1) the uniformed men and women of the Navy and other members of the U.S. Armed Forces; (2) all civilian employees who provide support for the Armed Forces; and (3) the law enforcement personnel, emergency responders, and medical professionals who responded to and assisted victims of that shooting. Remains committed to preventing the occurrence of similar tragedies.

Fairness for American Families Act - Amends the Internal Revenue Code, as amended by the Patient Protection and Affordable Care Act (PPACA), to delay until 2015 the requirement that individuals maintain minimal essential health care coverage. Authority for Mandate Delay Act - Amends PPACA to delay until 2015 enforcement of requirements that large employers offer their full-time employees the opportunity to enroll in minimum essential coverage. Delays the effective date of related reporting requirements for such employers and for providers of minimum essential coverage.

Defund Obamacare Act of 2013 - Prohibits any federal funds from being made available to carry out the provisions of the Patient Protection and Affordable Care Act or the health care provisions of the Health Care and Education Reconciliation Act of 2010. Prohibits any entitlement to benefits under such provisions from remaining in effect on and after the date of the enactment of this Act. Prohibits any payments from being awarded, owed, or made to any state, district, or territory under any such provision. Rescinds any unobligated balances available under such provisions.

Death Tax Repeal Act of 2013 - Amends the Internal Revenue Code to: (1) repeal the estate and generation-skipping transfer taxes, and (2) make permanent the maximum 35% gift tax rate and a $5 million lifetime gift tax exemption. Provides for an inflation adjustment to such exemption amount.

Amends the Commodity Exchange Act (CEA) to exempt, from the rules of prudential regulators for swap dealers and major swap participants with respect to initial and variation margin requirements for swaps not cleared by a registered derivatives clearing organization, those swaps in which one of the counterparties: (1) is eligible for an exception from clearing requirements for certain significant price discovery agreements, contracts, or transactions in a commodity exempt from regulation by the Commodity Futures Trading Commission (CFTC); or (2) satisfies specified criteria governing treatment of affiliates in connection with clearing requirements. Amends the Securities Exchange Act of 1934, regarding registration and regulation of security-based swap dealers and major security-based swap participants, to exempt from initial and variation margin requirements for swaps not cleared by a registered derivatives clearing organization a security-based swap in which one of the counterparties: (1) qualifies for a specified exception from clearing requirements, or (2) satisfies certain criteria governing the treatment of affiliates. Requires that the amendments to CEA made by this Act be implemented: (1) without regard to federal information policy requirements or the notice and comment requirements of federal administrative procedure; and (2) through promulgation of an interim final rule, pursuant to which public comment will be sought before a final rule is issued. Limits the disregard of such federal information policy and notice and comment requirements solely to changes to rules and regulations, or proposed rule and regulations, that are limited to, and directly a consequence of, the amendments to CEA made by this Act.

Alabama Black Belt National Heritage Area Act - Establishes the Alabama Black Belt National Heritage Area in Alabama. Designates the Center for the Study of the Black Belt at the University of West Alabama as the local coordinating entity for the Heritage Area, requires the Center to submit a management plan for the Heritage Area, and sets forth procedures for the approval or disapproval of such plan.

Basel III Impact Study Act - Directs the federal banking agencies (the Comptroller of the Currency, the Board of Governors of the Federal Reserve System, and the Federal Deposit Insurance Corporation [FDIC]), before issuing any final rule amending their general risk-based capital requirements for revising advanced-approaches risk-based capital requirements, determining risk-weighted assets, and determining minimum regulatory capital ratios as proposed in certain August and June 2012 notices of proposed rule making (NPRs), to study and report to Congress on the impact of the NPRs on the minimum regulatory capital requirements of insured depository institutions and insured depository institution holding companies. Requires the banking agencies to determine current capital levels at covered financial institutions and separately identify specific provisions of: (1) the Basel III framework devised by the Basel Committee on Banking Supervision; (2) the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank); and (3) estimate and evaluate their impact as well as the cumulative impact of the NPRs and the identified provisions on required regulatory capital levels, capital quality, asset quality, and risk management at covered U.S. financial institutions. Permits the banking agencies to solicit participation in the study from insured depository institutions and insured depository institution holding companies provided that such request does not impose an undue burden upon participants and is entered into on a voluntary basis. Amends the International Lending Supervision Act of 1983 to revise capital adequacy requirements by directing the banking agencies to seek to ensure that any differences in rules implementing the capital standards do not: (1) give competitive advantages to any class or group of institutions unless otherwise required by federal law, or (2) undermine Dodd-Frank requirements for enhanced supervision and prudential standards.

Extends for one year the deadline for issuance of any rule or regulation, conduct of any study, or submission of any report required by the Dodd-Frank Wall Street Reform and Consumer Protection Act, except any rules already finalized.

Financial Regulatory Responsibility Act of 2013 - Prohibits a federal financial regulatory agency from issuing notices of proposed or final rulemakings unless specified analyses have been included in them. Prohibits an agency from publishing a notice of final rulemaking if it determines that the quantified costs are greater than the quantified benefits. Requires an agency to make available on its public website sufficient information about the data, methodologies, and assumptions underlying its analyses so that its analytical results are capable of being substantially reproduced. Requires the chief economist of an agency, within five years after publication in the Federal Register of a notice of final rulemaking, to report to certain congressional committees on the economic impact of the subject regulation, including its direct and indirect costs and benefits. Requires each federal agency to develop, report to certain congressional committees, and post on its public website a plan to modify, streamline, expand, or repeal existing regulations so as to make the agency's regulatory program more effective or less burdensome in achieving its regulatory objectives. Authorizes judicial review for a person adversely affected or aggrieved by a regulation. Establishes the Chief Economists Council to report to certain congressional committees on activities of the financial regulatory agencies. Requires the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) to report separately to certain congressional committees their plans for subjecting to the requirements of this Act the Public Company Accounting Oversight Board, the Municipal Securities Rulemaking Board, and registered national securities associations on the one hand, and registered futures associations on the other.

States that Congress: reaffirms the long-standing bonds of friendship and cooperation between the United States and Israel which enjoy bipartisan support in Congress and among the people of the United States; supports the close military, intelligence, and security cooperation that President Obama has pursued with Israel; condemns the statements and policies of the leaders of the Islamic Republic of Iran threatening Israel's security and existence; recognizes the tremendous threat posed to the United States, the West, and Israel by Iran's pursuit of a nuclear weapons capability; reiterates that U.S. policy is to prevent Iran from acquiring a nuclear weapon capability and to take necessary action to implement such policy; supports the full implementation of U.S. and international sanctions on Iran; declares that the United States has a vital national interest and commitment to ensuring Israel's existence and security; supports Israel's right to self-defense; and urges that if Israel is compelled to take military action in self-defense the U.S. government should provide Israel with diplomatic, military, and economic support. States that nothing in this resolution shall be construed as an authorization for the use of force or a declaration of war.

Energy Production and Project Delivery Act of 2013 - Considers that the Secretary of the Interior (Secretary) has approved the Draft Proposed Outer Continental Shelf Oil and Gas Leasing Program 2010-2015 as a final oil and gas leasing program under the Outer Continental Shelf Lands Act. Deems the Secretary to have issued a final environmental impact statement for such Program under the National Environmental Policy Act of 1969 (NEPA). Directs the Secretary to: (1) conduct a lease sale in each outer Continental Shelf (OCS) planning area for which there is a commercial interest in purchasing federal oil and gas production leases, (2) approve or disapprove a drill permit application within 20 days after submission, and (3) hold Lease Sale 220 for an area offshore of Virginia. Revises requirements for the distribution of revenues from OCS planning areas and for their allocation among coastal states for FY2024 and ensuing fiscal years. Directs the Secretary, acting through the Director of the Bureau of Land Management (BLM), to implement a competitive leasing program for the exploration, development, and production of the oil and gas resources on the Coastal Plain of Alaska. Amends the Alaska National Interest Lands Conservation Act of 1980 to repeal the prohibition against leasing or other development leading to production of oil and gas from the Arctic National Wildlife Refuge (ANWR). Deems any oil and gas leasing programs and activities authorized by this Act to be in compliance with the purposes of ANWR, so that no further findings or decisions are required to implement this determination. Authorizes the Secretary to designate up to 45,000 acres of the Coastal Plain as a special area for special management and preservation of its unique and diverse character. Permits directional drilling in the Special Area. States that the Secretary's sole authority to close lands within the Coastal Plain to oil and gas leasing, exploration, development, and production is that set forth in this Act. Prescribes procedures governing Coastal Plain lease sales and lease sale bids, as well as lease terms and conditions. Requires the Secretary, when possible and practicable, to encourage the use of U.S. workers and U.S.-manufactured equipment in all construction related to mineral development on the Coastal Plain. Directs the Secretary to: (1) administer the leasing program with respect to Coastal Plain environmental protection according to the no significant adverse effect standard, (2) issue rights-of-way and easements across the Coastal Plain for the transportation of oil and gas, and (3) convey specified surface estates to the Kaktovik Inupiat Corporation and subsurface estates to the Arctic Slope Regional Corporation. Directs the Secretary to develop a plan facility consolidation plan for the Coastal Plain. Prescribes guidelines for expedited judicial review of complaints. Requires deposit in the Treasury of 90% of all bonus, rental, and royalty revenues from federal oil and gas leasing and operations authorized under this Act. Grants the U.S. District Court for the District of Columbia exclusive jurisdiction to hear all causes and claims arising from any covered project of federal land leasing for exploitation of oil, natural gas, or any other source or form of energy. Prohibits the award or federal payment of legal fees to an environmental nongovernmental organization in connection with any action: (1) preventing, terminating, or reducing access to production of energy, mineral resources, water by agricultural producers, a resource by commercial or recreational fishermen, or grazing or timber production on federal land; (2) diminishing a property owner's private property value; or (3) eliminating or preventing one or more jobs. Prohibits the Secretary, acting through the BLM, from establishing a master leasing plan as part of any guidance issued by the Secretary. Amends the Antiquities Act of 1906 to repeal the authority of the President to declare national monuments on federal lands in his or her own discretion. Subjects such authority to the approval of Congress. Prohibits the Administrator of the Environmental Protection Agency (EPA) or the head of any other federal agency from implementing or enforcing any regulations, proposals, or actions establishing any carbon dioxide or greenhouse gas emissions reductions until the Administrator, the Administrator of the Energy Information Administration, and the Secretary of Commerce certify in writing that the People's Republic of China, India, and the Russian Federation have proposed, implemented, and enforced measures requiring substantially similar reductions. Nullifies any regulation, proposal, or action in effect before such certification is made that requires any carbon dioxide or other greenhouse gas emissions reduction. Amends the Clean Air Act to require an economic analysis of any requirement of the Act that results in an adverse effect on employment. Requires the Secretary of Commerce to establish an economic review board to assess such an analysis. Amends the Endangered Species Act of 1973 (ESA) to require the Secretary of the Interior or the Secretary of Commerce, as appropriate, upon a state governor's declaration of an emergency, to exempt from the prohibition against taking, and against adverse modification of critical habitat, any action reasonably necessary to avoid or ameliorate the impact of the emergency, including fighting or preventing forest fires and building, rebuilding, or operating any water supply or flood control project by a federal agency. Prohibits consideration of the impact of greenhouse gas on any species of fish or wildlife or plant for any purpose in the implementation of the ESA. Prohibits the Bureau of Reclamation of the Department of the Interior and any California state agency operating a water project in connection with the Central Valley Project from restricting operations of an applicable project pursuant to any biological opinion issued under ESA if it would result in a level of allocation of water less than the historical maximum allocation under the project. Declares that no presidential permit shall be required for a specified pipeline application filed on May 4, 2012, by TransCanada Corporation to the Department of State for the northern portion of the Keystone XL pipeline from the Canadian border to the South Dakota/Nebraska border. Considers the final environmental impact statement regarding such pipeline issued by the Secretary of State on August 26, 2011, to satisfy all NEPA requirements. Considers approved the route of the Keystone XL pipeline through Nebraska. Declares that no area necessary to construct or maintain the pipeline shall be considered critical habitat under the Endangered Species Act of 1973. Directs the Secretary, acting through the Director of the National Park Service, to: (1) reinstate, for at least 10 years, the reservation of use and occupancy and special use permits to conduct commercial operations within Point Reyes National Seashore in California held by Drakes Bay Oyster Company; and (2) renew those reinstated permits for an additional 10-year period upon request by the company or a successor in interest. Prohibits the conversion of Drakes Estero to a designated wilderness.

Directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award, on behalf of Congress, of six gold medals in honor of the members of the 17 Bombardment Group (Medium), who became known as the Doolittle Tokyo Raiders, in recognition of their military service during World War II. Requires: (1) five of the medals to be given to the five surviving members of the April 18, 1942, Tokyo bombing mission; and (2) the remaining medal to be given to the National Museum of the United States Air Force for display. Expresses the sense of Congress that such Museum should make the medal available for display elsewhere, particularly at locations and events associated with the Doolittle Tokyo Raiders.

Directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award of a single Congressional Gold Medal to honor collectively the World War II members of the Civil Air Patrol (CAP) in recognition of their military service and exemplary record during World War II. Requires the Medal's display at the Smithsonian Institution. Expresses the sense of Congress that the Medal should be made available for display elsewhere, particularly at locations associated with the CAP. Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.

Constitutional Amendment - Prohibits total outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a two-thirds roll call vote of each chamber, authorizes a specific excess of outlays over receipts. Prohibits total outlays for any fiscal year from exceeding 18% of the gross domestic product (GDP) for the preceding calendar year unless Congress, by a two-thirds roll call vote of each chamber, authorizes a specific excess over such 18%. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill from becoming law that imposes a new tax or increases the statutory rate of any tax or the aggregate amount of revenue, unless approved by a two-thirds roll call vote of each chamber. Requires a three-fifths roll call vote of each chamber to increase the federal debt limit. Authorizes waivers of these requirements: (1) when a declaration of war is in effect against a nation-state and Congress, by a majority roll call vote of each chamber, authorizes a specific excess; or (2) under other specified circumstances involving military conflict, if Congress, by a three-fifths roll call vote of each chamber, authorizes such waiver. Prohibits a federal or state court from ordering any increase in revenue to enforce this article.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a congressional gold medal to commemorate the lives of Addie Mae Collins, Denise McNair, Carole Robertson, and Cynthia Wesley (children who lost their lives in the September 1963 bombing of the Sixteenth Street Baptist Church in Birmingham, Alabama, an incident recognized as a catalyst for the civil rights movement). Authorizes the Secretary of the Treasury to strike and sell bronze duplicates of such medals, with amounts received from the sale to be deposited in the U.S. Mint Public Enterprise Fund.

Hospital Payment Fairness Act of 2013 - Amends the Patient Protection and Affordable Care Act (PPACA) to sunset on October 1, 2013, the application of budget neutrality on a national basis in the calculation of the Medicare hospital wage index floor. (PPACA requires application of the budget neutrality requirement associated with the effect of the imputed rural floor on the area wage index under the Balanced Budget Act of 1997 through a uniform national, instead of state-by-state, adjustment to the area hospital wage index floor.)

Simplified, Manageable, And Responsible Tax Act or the SMART Act - Amends the Internal Revenue Code to replace the marginal income tax rates with a single rate of 17% on individual taxable income. Redefines "taxable income" to mean the amount by which wages, retirement distributions, and unemployment compensation exceed the standard deduction. Increases the basic standard deduction and includes an additional standard deduction for dependents. Includes in taxable income the taxable income of each dependent child under the age of 14. Replaces the current tax on corporations with a tax on every person engaged in a business activity equal to 17% of the business taxable income of such person. Makes the person engaged in the business activity liable for the tax, whether or not such person is an individual, a partnership, or a corporation. Imposes a tax of 17% on the value of excludable compensation provided during the year by an employer for the benefit of employees. Makes the employer liable for the tax. Repeals pension plan rules relating to : (1) non-discrimination, (2) contribution limits, and (3) restrictions on distributions. Revises rules relating to transfers of excess pension assets. Repeals: (1) the alternative minimum tax; (2) all income tax credits; (3) estate, gift, and generation-skipping transfer taxes; and (4) income tax provisions, except certain provisions relating to retirement distributions and tax-exempt organizations. Declares it not in order in the House of Representatives or the Senate, unless waived or suspended by a three-fifths vote, to consider any legislation that increases or adds an income tax rate, reduces the standard deduction, or provides any exclusion, deduction, credit, or other benefit that reduces federal revenues.

Constitutional Amendment - Prohibits, except in time of a congressionally declared war, federal fiscal year expenditures from exceeding: (1) federal revenues for that fiscal year, excluding revenue received from the issuance of bonds, notes, or other obligations of the United States; and (2) 20% of the gross domestic product (GDP) for the preceding calendar year. Authorizes suspension of these prohibitions by concurrent resolution approved by a three-fifths vote of each chamber.

Amends the Mortgage Reform and Anti-Predatory Lending Act, title XIV of the Dodd-Frank Wall Street Reform and Consumer Protection Act, to declare that nothing in such Act, including its effective dates, shall apply with respect to regulations required to be issued pursuant to certain safe harbor and rebuttable presumption requirements that authorize: (1) any creditor or assignee subject to liability with respect to any residential mortgage loan to presume that it has met the minimum standards for such a loan if it is a qualified mortgage meeting specified criteria that does not result in a balloon payment; and (2) the Board of Governors of the Federal Reserve by regulation to include as a qualified mortgage any balloon loan meeting the same specified criteria if it meets certain other criteria as well, including that it is extended by a creditor operating predominantly in rural or underserved areas. Treats any such regulations as having a significant economic impact on a substantial number of small entities (small businesses). Prohibits any such regulation from taking effect unless and until the Consumer Financial Protection Bureau (CFPB) has convened a small business review panel to participate in the rulemaking through the reasonable use of specified comment-gathering techniques.

Domestic Energy and Jobs Act - Title I: Keystone XL Permit Approval - Declares that no presidential permit shall be required for a specified pipeline application filed on May 4, 2012, by TransCanada Corporation to the Department of State for the northern portion of the Keystone XL pipeline from the Canadian border to the South Dakota/Nebraska border. Title II: Impacts of EPA Rules and Actions on Energy Prices - Gasoline Regulations Act of 2012 - Requires the President to establish the Transportation Fuels Regulatory Committee to analyze and report on the cumulative impacts of certain covered rules and actions under the Clean Air Act. Prohibits the Administrator of the Environmental Protection Agency (EPA) from finalizing the following rules until at least six months after the Committee submits its final report: (1) "Control of Air Pollution From New Motor Vehicles: Tier 3 Motor Vehicle Emission and Fuel Standards" and any successor or substantially similar rule; (2) any rule proposed after March 15, 2012, establishing or revising a performance or emission standard for new stationary sources or hazardous air pollutants that is applicable to petroleum refineries; and (3) any rule revising or supplementing the national ambient air quality standards for ozone under the Clean Air Act. Requires the EPA Administrator to consider feasibility and cost in revising or supplementing any such standards for ozone. Amends the Clean Air Act to: (1) authorize the Administrator to waive temporarily a control or prohibition governing the use of a regulated fuel or fuel additive following a determination that unusual and extreme fuel additive supply circumstances are the result of a problem with distribution or delivery equipment necessary for the transportation or delivery of fuel or fuel additives, and (2) grant a presumptive approval to a request for a waiver if the Administrator does not approve or deny such request within three days after its receipt. Amends the Energy Policy Act of 2005 to direct the Administrator and the Secretary of Energy to include biofuels in their joint Fuel System Requirements Harmonization Study, as well as an assessment of the effect of such requirements upon achievement of the renewable fuel standard. Extends from June 1, 2008, to June 1, 2014, the deadline for the report to Congress on the results of the Study. Title III: Quadrennial Strategic Federal Onshore Energy Production Strategy - Planning for American Energy Act of 2012 - Amends the Mineral Leasing Act to direct the Secretary of the Interior (Secretary) and the Secretary of Agriculture (USDA) to publish every four years a Quadrennial Federal Onshore Energy Production Strategy, which shall direct federal land energy development and department resource allocation in order to promote the energy security of the United States. Requires the Secretary to determine a domestic strategic production objective for the development of energy resources from federal onshore lands. Expresses the sense of Congress that federally recognized Indian tribes may elect to set their own production objectives as part of the Strategy. Title IV: Onshore Oil and Gas Leasing Certainty - Providing Leasing Certainty for American Energy Act of 2012 - Amends the Mineral Leasing Act to direct the Secretary, in conducting lease sales, to offer for sale at least 25% of the annual nominated acreage not previously made available for lease. Shields such acreage from review and the test of extraordinary circumstances. Makes such acreage eligible for certain categorical exclusions under the Energy Policy Act of 2005 in connection with review under the National Environmental Policy Act of 1969 (NEPA). (A categorical exclusion is a category of actions which do not individually or cumulatively have a significant effect on the human environment and for which, as a consequence, neither an environmental assessment nor an environmental impact statement is required.) Directs the Secretary to consider leasing only federal lands that are available for leasing at the time the lease sale occurs. Prohibits the Secretary from: (1) withdrawing approval of any covered energy project involving a lease issued under the Act without finding a violation by the lessee of lease terms; (2) delaying indefinitely issuance of project approvals, drilling and seismic permits, and rights-of-way for activities under a lease; or (3) cancelling or withdrawing any lease parcel after a competitive lease sale has occurred and a winning bidder has made the last payment for the parcel. Directs the Secretary to complete the review of any appeal of a lease sale within 60 days after its receipt. Declares without force or effect Bureau of Land Management Instruction Memorandum 2010-117. Title V: Streamlined Energy Permitting - Streamlining Permitting of American Energy Act of 2012 - Amends the Mineral Leasing Act to revise requirements for the issuance of permits to drill in energy projects on federal lands. Authorizes the Secretary of the Interior to extend the initial 30-day permit application review period for up to 2 periods of 15 days each, if the Secretary has given written notice of the delay to the applicant. Deems a permit application approved if the Secretary has made no decision on it 60 days after its receipt. Directs the Secretary to collect a single $6,500 permit processing fee per application from each applicant at the time the decision is made whether or not to issue a permit. Requires that 50% of fees collected as annual wind energy and solar energy right-of-way authorization fees be retained by the Secretary for use by: (1) the Bureau of Land Management (BLM) to process permits, right-of-way applications, and other activities necessary for renewable energy development; and (2) either the U.S. Fish and Wildlife Service or other federal agencies involved in wind and solar permitting reviews in order to facilitate the processing of wind energy and solar energy permit applications on BLM lands. Requires the Secretary to collect a $5,000 documentation fee to accompany each appeal of an action on a lease, right-of-way, or application for permit to drill. Requires the Secretary to: (1) establish a Federal Permit Streamlining Project in each BLM Field office with responsibility for issuing permits energy projects on federal land; and (2) enter into a related memorandum of understanding to this end with the Secretary of Agriculture, the EPA Administrator, and the Secretary of the Army, acting through the Chief of Engineers. Authorizes the Secretary to request the governor of any state with energy projects on federal lands to be a signatory to the memorandum of understanding. Prohibits the Secretary from requiring a finding of extraordinary circumstances related to a categorical exclusion in administering the Energy Policy Act of 2005 with respect to review under NEPA. Directs the Secretary, when practicable, to encourage the use of U.S. workers and equipment manufactured in the United States in all construction related to mineral resource development under this title. Declares venue for any covered civil action to lie in the U.S. district court in which the project or leases exist or are proposed. Prescribes judicial review procedures for leasing federal lands for the exploration, development, production, processing, or transmission of oil, natural gas, wind, or any other energy source. Title VI: Expeditious Oil and Gas Leasing Program in National Petroleum Reserve in Alaska - National Petroleum Reserve Alaska Access Act - Expresses the sense of Congress that: (1) the National Petroleum Reserve (NPR) in Alaska remains explicitly designated to provide oil and natural gas resources to the United States, and (2) it is national policy to actively advance oil and gas development within the NPR. Amends the Naval Petroleum Reserves Production Act of 1976 to require that the mandatory program of competitive leasing of oil and gas in the NPR include at least one lease sale annually in those NPR areas most likely to produce commercial quantities of oil and natural gas each year during 2011-2021. Directs the Secretary to facilitate and ensure, according to a specified timeline, permits for all surface development activities (including pipelines and road construction) in order to: (1) develop and bring into production areas within the NPR that are subject to oil and gas leases, and (2) transport oil and gas from and through the NPR to existing transportation or processing infrastructure on the North Slope of Alaska. Instructs the Secretary to approve, within 180 days after enactment of this Act, and after public comment and consultation with the state of Alaska, right-of-way corridors for the construction of two separate additional bridges and pipeline rights-of-way to facilitate oil and gas development in the NPR. Requires the Secretary, through the U.S. Geological Survey, to assess all technically recoverable fossil fuel resources within the NPR, including conventional and unconventional oil and natural gas. Declares without force or effect with respect to this title the designation by EPA of the Colville River Delta as an Aquatic Resource of National Importance. Title VII: Internet-Based Onshore Oil and Gas Lease Sales - BLM Live Internet Auctions Act - Amends the Mineral Leasing Act to authorize the Secretary to conduct onshore oil and gas lease sales through Internet-based bidding methods. Title VIII: Advancing Offshore Wind Production - Advancing Offshore Wind Production Act - Exempts projects determined by the Secretary to be an offshore meteorological site testing and monitoring project from environmental impact statement requirements under NEPA. Defines an "offshore meteorological site testing and monitoring project" as a project administered by the Department of the Interior and carried out on or in the waters of the Outer Continental Shelf (OCS) to test or monitor weather (including wind, tidal, current, and solar energy) using towers, buoys, or other temporary ocean infrastructure and that meets specified other requirements. Directs the Secretary to: (1) require that any applicant seeking to conduct an offshore meteorological site testing and monitoring project on the OCS obtain a permit and right of way for the project; and (2) decide whether to issue such a permit and right of way within 30 days after receiving an application. Title IX: Critical Minerals - Directs the Secretary, acting through the Director of the U.S. Geological Survey, to publish in the Federal Register a draft methodology for determining which minerals qualify as critical minerals, based upon an assessment of whether they are subject to potential supply restrictions and important in use. Directs the President to coordinate federal agency actions to facilitate development and production of domestic resources to meet national critical minerals needs. Directs the Secretary to conduct a specified national assessment of critical minerals. Establishes within the Department of the Interior the Critical Minerals Working Group to facilitate federal agency: (1) efforts to optimize efficiencies associated with the permitting of activities that will increase exploration and development of domestic critical minerals; and (2) review of laws, regulations, and policies that discourage investment in domestic critical minerals. Directs the Secretary of Energy (DOE) to conduct research and development to promote the efficient production, use, recycling of, and alternatives to critical minerals. Instructs the Secretary of Labor to assess the domestic availability of technically trained personnel necessary for critical mineral enterprises, including skills in the shortest supply. Directs the Secretaries of the Interior and of Labor to arrange jointly with the National Academy of Sciences (NAS) and the National Academy of Engineering (NAE) to coordinate with the National Science Foundation (NSF) on a study to design an interdisciplinary program on critical minerals that will support the critical mineral supply chain. Directs the Secretary of the Interior and the NSF to conduct jointly a competitive program of four-year grants to institutions of higher education to implement programs addressing integrated critical mineral education, training, innovation, and workforce development. Directs the Secretary of State to promote international cooperation with U.S. allies regarding critical mineral supply chain issues. Repeals the National Critical Materials Act of 1984. Title X: Miscellaneous - Prohibits the Secretary of the Interior from transferring to the Office of Surface Mining Reclamation and Enforcement any responsibility or authority to perform any function performed on the day before enactment of this Act under the solid minerals leasing program of the Department of the Interior. Amends the Gulf of Mexico Energy Security Act of 2006 to: (1) shorten from FY2055 to FY2022 the time period during which the maximum amount of distributed qualified OCS shelf revenues available for distribution to certain states remains $500 million, and (2) increase to $750 million the maximum amount of distributed qualified OCS revenues for each of FY2023-FY2055. Directs the Secretary to carry out Lease Sale 220 off the coast of Virginia within the proposed OCS oil and gas leasing program for the 2012-2017 period. Directs the Secretary and the Secretary of Defense (DOD) to work jointly to: (1) preserve the ability of the Armed Forces to maintain an optimum state of readiness through their continued use of OCS energy resources; and (2) allow effective exploration, development, and production of U.S. oil, gas, and renewable energy resources. Prohibits any exploration, development, or production of oil or natural gas off the coast of Virginia that would conflict with any military operation agreed upon in a certain Memorandum. Prohibits the Secretary of the Interior, before December 31, 2013, from issuing or approving any proposed or final regulation under the Surface Mining Control and Reclamation Act of 1977 that would adversely impact employment in coal mines in the United States, or cause reductions in the quantity of coal in the United States available for mining or in federal, state, local, and tribal revenues from coal mining.

Amends the Electronic Fund Transfer Act with respect to mandatory fee disclosures on automated teller machines (ATMs) operated by a person other than a financial institution holding a consumer's account. Repeals the requirement that such a fee disclosure appear in a prominent and conspicuous location on or at the ATM. Limits such requirement to appearance of a fee disclosureon the ATM screen. Amends the Federal Deposit Insurance Act to make the Consumer Financial Protection Bureau (CFPB) a "covered agency" that may share information with another covered agency or any other federal agency without waiving any privilege applicable to the information. Prohibits information submitted to the CFPB in the course of its supervisory or regulatory process from being construed as waiving, destroying, or affecting any privilege that may be claimed with respect to such information under federal or state law as to any person or entity other than the CFPB, another federal banking agency, a state bank supervisor, or a foreign banking authority.

Reaffirms that the U.S. government and the governments of other responsible countries have a vital interest in working together to prevent Iran from acquiring a nuclear weapons capability. Warns that time is limited to prevent Iran from acquiring a nuclear weapons capability. Urges economic and diplomatic pressure on Iran until it implements: (1) suspension of uranium enrichment-related and reprocessing activities and is in compliance with U.N. Security Council resolutions, (2) cooperation with the International Atomic Energy Agency (IAEA) concerning Iran's nuclear activities, and (3) a permanent agreement that verifiably assures that Iran's nuclear program is peaceful. Supports: (1) the P5+1 process, (2) the universal rights and democratic aspirations of the people of Iran, and (3) U.S. policy to prevent Iran from acquiring a nuclear weapons capability. Joins the President in ruling out any policy that would rely on containment as an option in response to the Iranian nuclear threat. States that nothing in this resolution shall be construed as an authorization for the use of force or a declaration of war.

Midnight Rule Relief Act of 2012 - Prohibits a federal agency (excluding the Federal Election Commission [FEC], the Board of Governors of the Federal Reserve System, the Federal Deposit Insurance Corporation [FDIC], and the U.S. Postal Service [USPS]) from proposing or finalizing any midnight rule that would likely result in: (1) an annual effect on the economy of $100 million or more; (2) a major increase in costs or prices; or (3) significant adverse effects on competition, employment, investment, productivity, innovation, or the ability of U.S.-based enterprises to compete internationally. Defines "midnight rule" as an agency statement of general applicability and future effect that is issued during the moratorium period, that is intended to have the force and effect of law, and that is designed to: (1) implement, interpret, or prescribe law or policy; or (2) describe the procedure or practice requirements of an agency. Defines the "moratorium period" as the day after the Tuesday next after the first Monday in November in every fourth year succeeding a presidential election through January 20 of the following year in which a President is not serving a consecutive term. Exempts any midnight rule that the President determines is necessary: (1) because of an imminent threat to health or safety or other emergency, (2) to enforce criminal laws, (3) to protect U.S. national security, or (4) to implement an international trade agreement.
