Freedom to Travel for Health Care Act of 2026 This bill prohibits anyone from interfering with a person's ability to access out-of-state reproductive health care. ( Reproductive health care is defined as medical, surgical, counseling, or referral services and care related to pregnancy, including the prevention or termination of a pregnancy, and other reproductive care.) Specifically, the bill prohibits anyone from restricting, discriminating against, or otherwise disadvantaging anyone who receives, provides, or assists with out-of-state reproductive health care that is legal in the state in which it is provided. The bill allows the Department of Justice to bring a civil action and establishes a private right of action for violations. The bill specifically waives any applicable governmental immunity and preempts any contravening state laws.

Prevent Government Shutdowns Act of 2026 This bill provides continuing appropriations to prevent a government shutdown if the appropriations bills for a fiscal year have not been enacted before the fiscal year begins and continuing appropriations are not in effect. Specifically, the bill provides appropriations at the rate of operations that was provided for the prior fiscal year to continue programs, projects, and activities that were funded in the preceding fiscal year. The bill also limits official travel, congressional recesses or adjournments, and the consideration of legislation that is unrelated to appropriations after the beginning of a fiscal year if the appropriations process has not been completed.

NO FAKES Act of 2026

Nurture Originals, Foster Art, and Keep Entertainment Safe Act of 2026 or the NO FAKES Act of 2026 This bill creates a federal intellectual property right to protect individuals from unauthorized digital replicas (e.g., digital content made using generative artificial intelligence) of their voice and visual likeness. Specifically, the bill gives each individual or right holder the right to authorize (1) the use of a digital replica embodying the individual's voice or visual likeness, or (2) the use of the individual's voice or visual likeness for a product or service requiring authorization to avoid liability under the bill. This property right is not assignable during the individual’s lifetime but is licensable and does not expire upon the death of the individual. Generally, any individual or entity that engages in specified prohibited activities (e.g., distributing a digital replica without authorization) shall be liable in a civil action and subject to related penalties. The bill exempts specified uses from liability, such as categories of conduct likely to involve protected speech under the First Amendment (e.g., news reporting, sports broadcasts, and satire). The bill establishes (1) a notice-and-takedown process for unauthorized digital replicas; and (2) a counter-notification process, which allows an individual to contest the removal of a digital replica. The bill establishes penalties related to false or deceptive notice or counter-notice. The bill expressly preempts state laws related to digital replicas except for causes of action under state statutes or common law in existence as of January 2, 2025.

Veterans' Compensation Cost-of-Living Adjustment Act of 2026 This bill requires the Department of Veterans Affairs (VA) to increase the amounts payable for wartime disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. Specifically, the VA must increase the amounts by the same percentage as the cost-of-living increase in benefits for Social Security recipients that is effective on December 1, 2026. The act requires the VA to publish the amounts payable, as increased, in the Federal Register. The VA is authorized to make a similar adjustment to the rates of disability compensation payable to persons who have not received compensation for service-connected disability or death.

Promoting Access to Local Agriculture Act of 2026 This bill directs the Department of Agriculture (USDA) to establish a streamlined process for farmers and ranchers to provide benefits under certain federal nutrition programs. These programs include the Supplemental Nutrition Assistance Program (SNAP); the Senior Farmers Market Nutrition Program (SFMNP); the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC); and the Gus Schumacher Nutrition Incentive Program (GusNIP). Specifically, USDA must establish a streamlined application process for farmers and ranchers to apply to be vendors under the nutrition programs, including by developing a single application for the programs or an information sharing system. USDA must also develop a streamlined process for these vendors to use standardized technology to process program benefits (such as a single piece of equipment or a mobile application). Further, USDA must ensure that the program benefit processing equipment and systems made available by a state agency are appropriate for the entity. For example, this includes ensuring wireless or mobile processing equipment and technology systems are appropriate for farmers markets and other direct-to-consumer markets.
