Boy Scouts of America Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue up to 350,000 $1 coins in commemoration of the centennial of the founding of the Boy Scouts of America. Requires the coin design to be emblematic of the 100 years of the organization. Restricts issuance of such coins to February 8 through December 31, 2010. Subjects coin sales to a surcharge of $10 per coin. Requires payment of such surcharges to the National Boy Scouts of America Foundation, to be made available to local councils in the form of grants for the extension of Scouting in hard-to-serve areas.

Designates August 2008 as Digital Television Transition Awareness Month to increase public awareness and encourage consumers to learn about the government coupon program for obtaining converter boxes. Encourages consumers to make the transition well before the conversion date (February 17, 2009). Encourages local nonprofit organizations to assist households in applying for the coupons and installing converter boxes and to educate consumers about websites and other sources of transition information.

Veterans' Notice Clarification Act of 2008 - Directs the Secretary of Veterans Affairs to prescribe regulations specifying the contents of a currently-required notice to claimants of a complete or substantially complete application, including regarding: (1) different contents for notice depending on whether the claim is an original claim, a claim for reopening a prior decision on a claim, or a claim for increased benefits; (2) additional or alternative contents depending on the benefit or services sought; (3) for each type of claim for benefits, the general information and evidence required; and (4) the timing of the notice issuance.

Expresses the sense of the Senate that: (1) it is critical that more progress be made by the Internet Corporation for Assigned Names and Numbers (ICANN) in transparency, accountability, and security; (2) the private sector's success in Internet development is unparalleled and industry self-regulation must be assured through more effective ICANN contract compliance efforts; (3) WHOIS databases provide a vital tool for businesses, the Federal Trade Commission (FTC), and other law enforcement agencies to track down brand infringement, online fraud, identity theft, and other online illegal activity, as well as for consumers to determine the availability of domain names and communicate with online businesses; (4) increased international private sector participation in various ICANN processes should be encouraged; (5) the United States and other countries should continue to allow the marketplace to work and private industries to lead in Domain Name and Addressing System (DNS) management and coordination; (6) the performance of the Internet Assigned Numbers Authority (IANA) functions contract, including updates of the root zone file, should remain physically located in the United States and the Secretary of Commerce should maintain contract oversight; and (7) ICANN should continue to manage the day-to-day operation of the DNS.

Budget Enforcement Legislative Tool Act of 2008 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to propose, at any time and in any manner provided in this Act, the rescission of any discretionary budget authority in an appropriation Act. Prohibits funds made available for obligation under this procedure from being proposed for rescission again. Sets forth requirements for: (1) the President's transmittal to Congress of a special message regarding a proposed rescission; and (2) expedited consideration of such proposal.

World War II War Crimes Accountability Act of 2008 - Expresses the sense of the Senate that: (1) the United States should encourage extradition and prosecution of the remaining Nazi war criminals; (2) the Simon Wiesenthal Center should be commended for its historic work in bringing to light the atrocities of the Holocaust and in advancing justice for Nazi war criminals through Operation: Last Chance; and (3) the Office of Special Investigation of the Department of Justice is advancing U.S. foreign policy by bringing wanted World War II criminals to justice and should be commended for its actions. Directs the Attorney General, in evaluating the effect on U.S. law enforcement and security interests for purposes of a country's eligibility for visa waiver program designation, to consider the extent to which such country is: (1) cooperating in extraditing or prosecuting Nazi war criminals; and (2) admitting into its territory aliens ordered removed from the United States because of participation in Nazi persecution, genocide, torture, or extrajudicial killing. Authorizes the President, after congressional notification, to not terminate a country's designation based upon such evaluation if in the national interest.

Prepaid Calling Card Consumer Protection Act of 2008 - Requires the Federal Trade Commission (FTC) to require every prepaid telephone calling service provider and prepaid telephone calling card distributor to disclose certain information, including: (1) the number of calling units or minutes of domestic interstate calls provided or the dollar value and the domestic interstate rate per minute; (2) the calling unit or per minute rates for all served international preferred destinations; (3) the applicable per minute rates for all served international destinations; (4) all terms and conditions, including regarding fees, policies on refunds, recharges, decrements, and expiration, and time imitations; and (5) a toll-free customer service number and hours. Makes it unlawful to: (1) deduct anything but the per minute rate and disclosed fees; (2) provide fewer minutes or charge a higher per minute rate than promoted or advertised; (3) provide fewer minutes than the number of minutes announced, promoted, or advertised through any voice prompt; (4) have (unless clearly disclosed) an expiration date less than one year after first use (or after additional minutes are purchased); and (5) charge a fee for an unconnected call. Prohibits evading liability by using disclaimers or limitations. Treats violations as a violation of a rule defining an unfair or deceptive act or practice under specified provisions of the Federal Trade Commission Act. Allows state civil enforcement and state laws offering equal or greater protection to consumers.

Reaffirms the Senate's continued support for policies that allow states to effectively regulate alcohol.

Credit Union Regulatory Improvements Act of 2008 - Amends the Federal Credit Union Act to reduce the minimum net worth ratio requirements of credit unions. Revises the minimum risk-based net ratio for such capitalizations. Transfers from the federal banking agencies to the Federal Deposit Insurance Corporation (FDIC) the authority to adjust the net worth levels of credit unions. Instructs the National Credit Union Administration Board (Board) to design the risk-based net worth requirement to take account of material risks to insured credit unions that are taken account of by comparable standards applicable to FDIC-insured institutions. Establishes a temporary waiver of the net worth restoration plan requirement for an undercapitalized credit union which attains its status due to a major natural or man-made disaster. Revamps requirements for limits and restrictions on member business loans. Authorizes credit unions to lease to any business enterprise separate and clearly distinct space in credit union office buildings in underserved areas. Authorizes the Board, in specified circumstances, to encompass within credit union membership any person or organization within an underserved local community, neighborhood, or rural district. Permits a credit union to invest in securities for its own account. Increases the investment and lending limit in credit union service organizations. Exempts certain voluntary mergers involving multiple common-bond credit unions from the numerical limit for eligibility within the field of membership category of a credit union. Directs the Board to prescribe criteria for continued membership of certain member groups in the case of certain credit union conversions to a community charter. Includes just cause as grounds for expulsion from membership. Authorizes term limits for board members of federal credit unions. Revises voting requirements for credit union conversions to mutual savings banks. Amends the Clayton Act to exempt from its pre-merger notification and waiting period requirements any mergers of one insured credit union activities with another which require agency approval under the Federal Credit Union Act.

Expresses the sense of the Senate that: (1) the United States remains committed to the people of Somalia and to helping build the institutions necessary for a stable and peaceful nation; and (2) the President, in partnership with the African Union, the United Nations, and the international community, should provide humanitarian assistance, ensure accountability for parties responsible for violations of human rights and international humanitarian law in Somalia, and call on all parties to recommit to an inclusive dialogue to promote peace and security in Somalia and across the Horn of Africa. Urges the governments of Ethiopia and of Eritrea to assist in helping to bring about stability to Somalia.

Medicare Card Security Act of 2008 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to direct the Commissioner of Social Security and the Secretary of Health and Human Services to ensure that Social Security numbers are not displayed on Medicare cards.

International Fisheries Stewardship and Enforcement Act - Directs the Secretary of Commerce and the Secretary of the department in which the Coast Guard is operating to enforce specified laws concerning fisheries and fish products, including the High Seas Driftnet Fishing Moratorium Protection Act, the Marine Mammal Protection Act of 1972, the Dolphin Protection Consumer Information Act, the Atlantic Tunas Convention Act of 1975, the Northern Pacific Halibut Act of 1982, and any other similar law designated by the Secretary. Sets civil and criminal penalties for violations. Revises specified Acts regarding one or more of the following: (1) enforcement of those Acts under this Act; (2) false labeling or identification of fish or fish products; (3) refusing, resisting, or interfering with various enforcement activities; (4) civil or criminal penalties or forfeiture; (5) unlawful activities; and (6) a rule to implement conservation measures. Amends the High Seas Driftnet Fishing Moratorium Protection Act to take a variety of steps regarding illegal, unreported, or unregulated fishing (IUUF) or bycatch of a protected living marine resource. Requires, subject to appropriations, establishment of an International Fisheries Enforcement Program in the Office of Law Enforcement of the National Marine Fisheries Service to detect and investigate IUUF and to enforce this Act. Requires, on request, that the intelligence community collect information on IUUF outside the United States about individuals who are not United States persons. Authorizes establishment of an international cooperation and assistance program, including grants, to support international capacity building. Amends the High Seas Driftnet Fishing Moratorium Protection Act to authorize information disclosure to the Food and Agriculture Organization of the United Nations, international fishery management organizations, or arrangements made under an international fishery agreement. Amends the High Seas Fishing Compliance Act to remove a provision making a high seas fishing permit valid for five years and to modify conditions that void a permit.

SBA Reauthorization and Improvement Act of 2008 - Amends the Small Business Act (the Act) to reauthorize for FY2008-FY2010 certain small business assistance programs of the Small Business Administration (SBA), including: (1) the microloan program (loans made to very small businesses for start-up, expansion, or equipment); (2) section 7(a) loans (SBA-guaranteed general business loans); (3) certified development company (CDC) financings; (4) assistance to small businesses affected by a Department of Defense base closure or realignment or the termination of a defense contract or subcontract; (5) the Program for Investment in Microentrepreneurs (PRIME); and (6) small business disaster loans. Revises or adds provisions concerning the microloan program, including: (1) increased loan amounts; and (2) making eligible under such program persons with disabilities. Transfers the PRIME Program from the Riegle Community Development and Regulatory Improvement Act of 1994 to the Act. Establishes the Small Business Intermediary Lending Pilot Program under which the SBA Administrator provides loans to loan intermediaries, who then make loans to startup, newly established, and growing small businesses. Revises or adds provisions concerning the 7(a) loan program, including: (1) establishing a Preferred Lenders Program under which the Administrator may authorize qualified lenders to make and service small business loans; (2) increasing maximum loan amounts and expanding loan eligibility; (3) authority for an alternative loan size standard and a variable loan interest rate; (4) establishing an Office of Minority Small Business Development; (5) increasing small business international trade loans; and (6) requiring a rural lending outreach program. Amends the Small Business Investment Act of 1958 to revise or add provisions concerning CDCs, including: (1) replacing the term "504 loan program" with "local development business loan program"; (2) loan foreclosure and liquidation; (3) adding as an eligible purpose the expansion of businesses in low-income communities; (4) allowing CDC financings to include a limited amount of debt refinancing; (5) repealing the sunset on reserve requirements for premier certified lenders; (6) allowing development companies to issue debentures for the financing of loans; (7) allowing CDCs to provide loans to small, nonprofit child care businesses; and (8) requiring (in some cases) or authorizing CDCs to utilize real estate appraisals in connection with loans. Revises or adds provisions concerning the Small Business Investment Company program, including: (1) reauthorization through FY2010; (2) increased outstanding leverage amounts; and (3) increased maximum investment in a single company. Revises or adds provisions concerning the New Markets Venture Capital Program, including: (1) a goal of selecting at least one participating company from each SBA region; (2) establishing the Office of New Markets Venture Capital; and (3) the use of operational assistance grants. Reauthorizes through FY2010 the: (1) Service Corps of Retired Executives (SCORE) program; (2) small business development center program; and (3) Paul D. Coverdell drug-free workplace program. Revises or adds provisions concerning women's small business ownership. Establishes an Associate Administrator for International Trade. Native American Small Business Development Act of 2008 - Establishes: (1) the Office of Native American Affairs; (2) a Native American small business development program; (3) a Native American development grant pilot program; and (4) an American Indian tribal assistance center grant pilot program. National Small Business Regulatory Assistance Act of 2008 - Establishes a: (1) small business regulatory assistance pilot program; (2) minority entrepreneurship and innovation pilot program; (3) small business health insurance information pilot program; and (4) Native American economic development pilot program. Directs the President to convene a National Small Business Summit. Revises or adds provisions concerning small business lender oversight.

Signaling Modernization Act of 2008 - Amends the Communications Act of 1934 to require a telecommunications service or IP-enabled voice service provide to ensure that all voice communications service traffic originating on its network contains the signaling information reasonably needed to facilitate intercarrier billing in accordance with industry standards. Requires a provider that transports or transits traffic between voice communications service providers to forward the signaling information it receives from another provider (without altering such signaling information) that is reasonably needed to facilitate intercarrier billing in accordance with industry standards, except as otherwise permitted by the Federal Communications Commission (FCC).

Trust in Reliable Understanding of Consumer Costs Act, or the TRUCC Act - Amends federal transportation law to require certain fuel costs disclosures and fuel costs reimbursements by a motor carrier, broker, or freight forwarder providing or arranging truckload transportation or service using fuel for which it does not bear the cost. Requires such a motor carrier, broker, or freight forwarder to: (1) reimburse persons (truckers) that do bear fuel costs for any such costs they have paid; and (2) give such persons a written list that identifies any freight charge, brokerage fee or commission, fuel surcharge or adjustment, and any other charges. Prohibits any person from causing a motor carrier, broker, or freight forwarder to present false or misleading information on a document or in an oral representation about the actual rate, charge, or allowance to any party to the transaction or transportation.

Independent Office of Advocacy and Small Business Regulatory Reform Act of 2008 - Requires the Office of Advocacy (Office) of the Small Business Administration (SBA) to carry out responsibilities concerning the analysis of regulatory functions, including regulatory flexibility analyses. Requires: (1) each federal budget to include a separate statement of the amount requested for the Office, designated in a separate account in the General Fund of the Treasury; and (2) the SBA Administrator to provide the Office with appropriate and adequate office space, together with necessary equipment, operating budget, and communications facilities and services, and to provide necessary maintenance services for such offices and equipment. Requires: (1) each federal agency to notify the SBA's Chief Counsel for Advocacy of any agency draft rules that may have a significant impact on a substantial number of small businesses; (2) each agency's final regulatory analysis of a final rule to include the agency's response to any comments of the Chief Counsel for Advocacy with respect to that rule, as well as changes made as a result of such comments; and (3) agencies to make final regulatory flexibility analyses available to the public, including on a website.

Honors the entrepreneurial spirit of small business owners during National Small Business Week beginning April 21, 2008. Honors the efforts and achievements of small business owners and their employees. Recognizes that small businesses are essential to restoring the country's economic health. Recognizes the vital role of Small Business Administration (SBA) programs, employees, and resource partners in providing assistance to entrepreneurs and small business owners. Urges the President to ensure that: (1) reasonable rules relating to the federal contract procurement program for women-owned small businesses are expeditiously implemented; (2) small businesses have access to quality, affordable health insurance; (3) the needs of veterans and reservists who own, work for, or wish to start a business are met during deployment and upon their return from duty; (4) measures are enacted to provide a stimulus for business lending during the current economic downturn; (5) small business tax burdens and regulatory and bureaucratic barriers are reduced; (6) all federal agencies adhere to contracting goals for small businesses; (7) venture capital and small business loans are available to all qualified small businesses; and (8) necessary federal resources are provided to management assistance programs delivered by SBA resource partners. Urges that the SBA Administrator have an active role as a member of the President's Cabinet.

Diesel Tax Parity Act of 2008 - Amends the Internal Revenue Code to reduce the excise tax on diesel fuel for a specified period ending on December 31, 2008. Provides for reimbusement from the Treasury to the Highway Trust Fund for any reduction in Trust Fund receipts resulting from this reduction in diesel fuel taxes.

Alternative Minimum Tax and Extenders Tax Relief Act of 2008 - Amends the Internal Revenue Code to extend expiring provisions relating to the alternative minimum tax, individual and business taxpayers, energy conservation, and tax administration. Extends through 2008 for individual taxpayers: (1) the offset of nonrefundable personal tax credits against alternative minimum tax (AMT) liability; and (2) increased AMT exemption amounts. Extends through 2009: (1) the election to include combat zone compensation as earned income for purposes of the earned income tax credit; (2) tax-free distributions from individual retirement plans (IRAs) for individuals called or ordered to active military duty and for charitable purposes; (3) the election to deduct state and local sales taxes in lieu of state and local income taxes; (4) the tax deductions for qualified tuition and related expenses and for certain expenses of elementary and secondary school teachers; (5) authority for use of qualified mortgage bonds to finance residences for veterans; (6) provisions relating to regulated investment companies and qualified investment entities; and (7) the special rule for charitable contributions of capital gain real property for conservation purposes. Extends through 2009 various business-related tax provisions, including: (1) the tax credit for increasing research activities; (2) the new markets tax credit; (3) provisions relating to foreign personal holding company income; (4) accelerated deprecation for qualified leasehold and restaurant improvements, for motorsports racing track facilities, and for business property on Indian reservations; (5) the expanded tax deduction for charitable contributions of food and book inventories by noncorporate taxpayers; (6) the special rule for the tax treatment of certain payments to tax-exempt organizations by a controlled subsidiary; (7) the special rule for reductions in the basis of S corporation stock for charitable contributions of property; (8) increases in alcohol excise taxes payable to Puerto Rico and the Virgin Islands; (9) parity provisions for group health insurance mental health benefits; (10) the economic development credit for American Samoa; (11) tax incentives for mine rescue team training and advanced mine safety equipment; (12) the expensing allowance for film and television production expenditures and for environmental remediation costs; (13) the tax deduction for income attributable to domestic production activities in Puerto Rico; (14) issuance authority for qualified zone academy bonds; (15) the Indian employment tax credit; (16) the tax credit for railroad track maintenance; and (17) work opportunity tax credit eligibility for Hurricane Katrina employees. Extends through 2009 tax credits for: (1) energy efficient appliances; (2) nonbusiness energy property; (3) residential energy efficient property; (4) producing electricity from renewable resources; (5) new energy efficient homes; and (6) investment in certain energy property and in clean renewable energy bonds. Extends through 2009 the tax deduction for energy efficient commercial buildings. Makes permanent the authority for Internal Revenue Service (IRS) undercover operations and combined employment tax reporting. Extends through 2009 IRS authority for disclosure of tax information relating to terrorist activities.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

Amends the Internal Revenue Code to: (1) qualify manufacturing facilities that create intangible property for tax-exempt bond financing; and (2) revise the definition of "manufacturing facility" for purposes of certain limitations on tax-exempt bond financing to include facilities which are functionally related and subordinate to a manufacturing facility.

Designates May 16, 2008, as Endangered Species Day. Encourages: (1) schools to spend at least 30 minutes on such Day teaching and informing students about threats to, and efforts to restore, endangered species; (2) organizations, businesses, private landowners, and agencies with a shared interest in conserving endangered species to collaborate in developing educational information for use in schools; and (3) people to become educated about, and aware of, threats to species, success stories in species recovery, and opportunities to promote species conservation.

Hubbard Act - Amends federal employment, armed forces, military pay, and veterans' benefits law to authorize the provision of the following benefits to a member of the Armed Forces who is discharged at the member's request pursuant to a Department of Defense (DOD) policy permitting the early discharge of a member who is the only surviving child in a family in which the father or mother, or one or more siblings, served in the Armed Forces and, incident to such service, was killed, died as a result of wounds, accident, or disease, is in a captured or missing in action status, or is permanently disabled: (1) continued payment, through the original agreed-upon service period, of any bonus, incentive, or similar benefit to which the member was entitled during service; (2) separation pay, even though the member has completed less than six years of active service before discharge; (3) transitional health care, on the same basis as an active-duty member, for 180 days after discharge; (4) transitional commissary and exchange benefits, on the same basis as an active-duty member, for two years after discharge; (5) veterans' housing loan, employment and training, and basic educational assistance; (6) federal unemployment compensation; and (7) veteran's preference for federal employment purposes. Makes this Act effective with respect to any such discharge granted after September 11, 2001.

Benefit Rating Acceleration for Veteran Entitlements Act of 2008 - Amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVI (Supplemental Security Income) (SSI) of the Social Security Act to treat as a disability for OASDI and SSI disability payment purposes any service-connected disability rated and certified by the Secretary of Veterans Affairs as total by reason of unemployability, and expected to last at least one year. Applies the same treatment to related child's insurance and widow's and widower's insurance benefits. Makes medical findings by the Secretary of Veterans Affairs of total service-connected disability by reason of unemployability conclusive evidence of disability for OASDI and SSI purposes. Requires treatment of any determination of a veteran's disability by the Commissioner of Social Security for OASDI and SSI purposes as a disability or a combination of disabilities rated as 100% disabling by reason of individual unemployability for veterans' benefits purposes. Cautions, however, that such requirement shall not be construed to establish a service-connection or presumption of service-connection with respect to any disability of a veteran.

Fisheries Capital Construction Fund Enhancement Act of 2008 - Adds withdrawals for the acquisition of gear or equipment required for safety of life at sea or to comply with conservation measures within a fishery to the list of qualified withdrawals from a vessel capital construction fund. Declares that specified capital acquisition, construction, or reconstruction minimum cost requirements do not apply to withdrawals for such purposes.

Extends gratitude to the veterans, soldiers, families, and employers who have supported the Army Reserve in accomplishing its vital missions.

Recognizes: (1) National Public Health Week; (2) the efforts of public health professionals, first responders, states, municipalities, and local communities to incorporate measures to adapt health care systems to address impacts of climate change; and (3) the role of adaptation in preventing impacts of climate change on vulnerable communities, the potential for improvement of health status and equity through efforts to address climate change, and the need to include health policy in the development of climate responses. Encourages: (1) further research, interdisciplinary partnership, and collaboration to understand and monitor the health impacts of climate change, for preparedness activities, and for improvement of health care infrastructure; and (2) every American to learn about the impacts of climate change on health.

Condemns the violence in Tibet and calls for restraint by the government of the People's Republic of China (PRC) and the people of Tibet. Calls for: (1) a dialogue between the government of China and the Dalai Lama on religious and cultural autonomy for Tibet within China; and (2) release of peaceful protesters. Calls on the PRC to: (1) respect the right of the people of Tibet to speak of the Dalai Lama and possess his photograph; (2) respect basic human rights; (3) allow international journalists free access to China; and (4) provide a full accounting of the March 2008 protests in Tibet. Calls on the Department of State to fully implement the Tibetan Policy Act of 2002. Urges that the agreement permitting the PRC to open further diplomatic missions in the United States should be contingent upon establishment of a U.S. government office in Lhasa, Tibet.

Economic Recovery in Health Care Act of 2008 - Prohibits the Secretary of Health and Human Services from finalizing, implementing, enforcing, or otherwise taking any action to give effect prior to April 1, 2009, to the following administrative actions: (1) the proposed and final rule (with certain exceptions) entitled "Medicaid Program; Health-Care Related Taxes," published, respectively, on March 23, 2007, and on February 22, 2008; (2) the proposed rule entitled "Medicaid Program; Graduate Medical Education," published on May 23, 2007; (3) the State Health Official Letter 07-001, dated August 17, 2007, issued by the Director of the Center for Medicaid and State Operations in the Centers for Medicare & Medicaid Services regarding certain requirements under the State Children's Health Insurance Program (SCHIP) relating to the prevention of the substitution of health benefits coverage for children and the enforcement of medical support orders; (4) the proposed rule entitled "Medicaid Program; Clarification of Outpatient Clinic and Hospital Facility Services definition and Upper Payment Limit," published on September 28, 2007; (5) the interim final rule entitled "Medicaid Program; Optional State Plan Case Management Services," published on December 4, 2007; and (6) the proposed rule entitled "Revisions to Procedures for the Departmental Appeals Board and Other Departmental Hearings," published on December 28, 2007. Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act of 2007 to extend through April 1, 2009, the moratorium relating to the cost limit for providers operated by units of government and provisions to ensure the integrity of the federal-state financial partnership. Amends the Medicare, Medicaid, and SCHIP Extension Act of 2007 to extend through April 1, 2009, the moratorium relating to rehabilitation services, school-based administration, and school-based transportation. Provides for state fiscal relief through a temporary increase of Medicaid federal medical assistance percentage (FMAP) and targeted grants to Round One (FY2008 and FY2009) and Round Two (FY2009 only) Qualifying States. Makes appropriations for related payments to such states.

Clean Energy Tax Stimulus Act of 2008 - Amends the Internal Revenue Code to extend certain tax incentives for energy production and conservation. Extends through 2009 the tax credit for the production of electricity from renewable resources (e.g., biomass, geothermal energy, landfill gas, and trash combustion). Includes marine and hydrokinetic renewable energy as a renewable resource eligible for such credit. Allows sales of electricity produced from renewable resources to regulated public utilities. Extends the energy investment tax credits for solar energy (through 2016) and for fuel cell and microturbine property (through 2017). Repeals the dollar per kilowatt limitation for fuel cell property under the energy investment tax credit. Allows public electric utilities to qualify for such credit. Extends through 2009 the tax credit for residential energy efficient property expenditures. Repeals the $2,000 limitation on the tax credit for solar electric property. Allows an offset against the alternative minimum tax (AMT) of tax credit amounts. Extends through 2009 the tax credit for investment in clean renewable energy bonds. Increases the national limitation amount for such bonds. Extends through 2009 deferral provisions relating to the recognition of gain by certain electric utilities. Extends through 2009 the tax credit for nonbusiness energy property. Includes residential biomass fuel stoves (pellet stoves) as eligible energy property for purposes of such credit. Extends through 2010 the tax credit for energy efficient new homes. Extends through 2009 the tax deduction for energy efficient commercial buildings and increases the allowable amount of such deduction. Extends the tax credit for energy efficient appliances to include appliances produced in 2008, 2009, and 2010. Revises and updates energy efficiency standards for such appliances in accordance with the Energy Independence and Security Act of 2007.

Greenhouse Gas Endangerment Finding Deadline and California Waiver Reconsideration Act - Requires the Administrator of the Environmental Protection Agency (EPA), not later than June 30, 2009, to reconsider, and confirm or reverse, the decision to deny California's request to regulate greenhouse gas emissions from new motor vehicles. Requires the Administrator, not later than 60 days after this Act's enactment, to issue a finding in accordance with: (1) the Clean Air Act with respect to whether such emissions from one or more classes of new motor vehicles or engines causes or contributes to air pollution that may reasonably be anticipated to endanger public health or welfare; and (2) the decision of the U.S. Supreme Court in Massachusetts v. Environmental Protection Agency .

Small Business Health Options Program Act of 2008 or the SHOP Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to designate an office within the Department of Health and Human Services (HHS) to administer a health insurance program for small businesses and self-employed individuals to purchase health insurance coverage meeting certain requirements. Establishes a Small Business Health Board to monitor the implementation of the program and make recommendations for improvements. Requires the Administrator of the program to: (1) enter into contracts with health insurance issuers to provide health insurance coverage under this Act; and (2) enter into agreements with entities to serve as navigators to provide information about the program and assist in enrollment. Requires a participating employer to ensure that each eligible employee has an opportunity to enroll in a plan. Sets forth requirements for health plans offered under this Act. Requires the Administrator to contract with the National Association of Insurance Commissioners to study the rating requirements that apply to health insurance purchased in the small group markets in the states and to develop recommendations concerning rating requirements. Sets forth premium-setting rules for plans under this Act. Allows a state to prohibit participation in this program if the state offers alternative health benefit plans. Amends the Internal Revenue Code to allow a tax credit for small employers for qualified employee health insurance expenses under this Act.

Women Veterans Health Care Improvement Act of 2008 - Requires the Secretary of Veterans Affairs to: (1) conduct a long-term epidemiological study on the health of women veterans who served on active duty in Operations Iraqi Freedom and Enduring Freedom; (2) assess barriers encountered by women veterans to the provision by the Department of Veterans Affairs (VA) of comprehensive health care; (3) assess all health care services and programs provided by the VA for women veterans; (4) study the health consequences on women veterans of active-duty service in Operations Iraqi Freedom and Enduring Freedom; (5) provide training and certification for mental health professionals who provide counseling and care to women veterans suffering from sexual trauma; (6) develop a program of training and certification for VA health care professionals on the effective treatment of women veterans suffering from post-traumatic stress disorder (PTSD); (7) carry out a pilot program of child care for certain women veterans receiving health care from VA facilities; (8) carry out a pilot program of reintegration and readjustment services in group retreat settings for women veterans recently separated from service after a prolonged deployment; and (9) ensure that there is at least one full-time women veterans program manager at each VA medical center. Authorizes the Secretary to furnish care to a newborn child of a woman veteran receiving VA maternity care for up to 30 days after the birth of the child. Requires women veterans recently separated from service to be included on the Advisory Committee on Women Veterans and the Advisory Committee on Minority Veterans.

Clean Boating Act of 2008 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to provide that no permit shall be required by the Administrator of the Environmental Protection Agency (EPA) under the national pollutant discharge elimination system for the discharge from a recreational vessel of graywater, bilge water, cooling water, weather deck runoff, oil water separator effluent, or effluent from properly functioning marine engines or for any other discharge that is incidental to the normal operation of such vessel. Defines a "recreational vessel" as any vessel that is leased, rented, or chartered to a person for that person's pleasure or that is manufactured or used primarily for pleasure, excluding vessels that are subject to Coast Guard inspection and that are engaged in commercial use or that carry paying passengers. Requires the Administrator to: (1) develop management practices for recreational vessels to mitigate the adverse impacts on U.S. waters of discharges incidental to normal vessel operation (excluding sewage) in any case in which the Administrator determines that the use of those practices is reasonable and practicable; and (2) promulgate federal standards of performance (which may distinguish among vessel types) for each discharge for which such a management practice is developed. Requires the Secretary of the department in which the Coast Guard is operating to promulgate regulations governing the design, construction, installation, and use of management practices for recreational vessels as necessary to meet such standards. Prohibits the owner or operator of a recreational vessel from operating in U.S. waters if such owner or operator is not using applicable management practices in compliance with such regulations.
