Expresses support for the goals and ideals of National Multiple Sclerosis Education and Awareness Month and invites states and U.S. territories and possessions to issue proclamations designating March 2008 as that month. Reaffirms the nation's commitment to combating multiple sclerosis by promoting awareness about its causes and risks and by promoting new education programs, supporting research, and expanding access to medical treatment. Recognizes all Americans living with multiple sclerosis, expresses gratitude to their family members and friends, and salutes the health care professionals who provide assistance to those afflicted and the researchers who continue to work to find cures and improve treatments.

Tom Lantos and Henry J. Hyde United States Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008 - Amends the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 to revise the provisions of the President's comprehensive five-year global strategy to combat HIV/AIDS. Amends the State Department Basic Authorities Act of 1956 to provide for the establishment of an interagency working group on HIV/AIDS headed by the Global AIDS Coordinator and comprised of representatives from the United States Agency for International Development (USAID) and the Department of Health and Human Services (HHS). Extends funding for: (1) the Global Fund to fight AIDS, tuberculosis, and malaria; (2) the Vaccine Fund; (3) the International AIDS Vaccine Initiative; and (4) programs to fight malaria. Authorizes appropriations for tuberculosis vaccine research. Directs USAID to facilitate the availability of safe microbicides that prevent HIV transmission. Amends the Foreign Assistance Act of 1961 with respect to assistance programs to combat HIV/AIDS, malaria, and tuberculosis. Authorizes the President to provide increased resources to the World Health Organization (WHO) and the Stop Tuberculosis Partnership. Establishes within USAID a Coordinator of United States Government Activities to Combat Malaria Globally. Amends the Immigration and Nationality Act to eliminate infection with the etiologic agent for acquired immune deficiency syndrome as a public health grounds for alien nonadmission. Directs the President to address mother-to-child and youth HIV infection concerns as part of the comprehensive global HIV/AIDS prevention strategy. Amends the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 to extend funding for activities under such Act.

Bonus TEFAP Assistance Act of 2008 - Amends the Emergency Food Assistance Act of 1983 to direct the Secretary of Agriculture to provide assistance for the costs of intrastate transportation, storage, and distribution of bonus commodities provided to states and food assistance agencies under the emergency food assistance program.

Authorizes the provision by the Secretary of the military department concerned of a travel and transportation allowance for up to three family members of a member of the Armed Forces who is hospitalized in a military medical facility in the United States for a serious psychiatric condition, as long as such transportation is provided pursuant to travel orders issued upon the recommendation of a physician that the family's presence would be helpful and beneficial to the member's treatment and recovery.

Medicare Fracture Prevention and Osteoporosis Testing Act of 2008 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to establish a national minimum payment amount for CPT code 77080 (relating to dual energy x-ray absorptiometry, or DXA, the most widely accepted method of measuring bone mass to predict fracture risk) and CPT code 77082 (relating to vertebral fracture assessment, or VFA), and any successor to such codes as identified by the Secretary (bone mass scans). Directs the Secretary to arrange with the Institute of Medicine of the National Academies to conduct a study for a report to the Secretary and Congress on: (1) the ramifications of Medicare reimbursement reductions for DXA and VFA on beneficiary access to bone mass measurement benefits; and (2) the methods to increase use of bone mass measurement by Medicare beneficiaries.

Section 8 Voucher Reform Act of 2008 - Amends the United States Housing Act of 1937 to revise requirements for public housing agency (PHA) inspections of each dwelling unit for which a housing assistance payment contract is established. Requires an initial inspection before any assistance payment is made. Allows such payments if failure to meet standards is a result only of non-life threatening conditions. Permits a PHA, in the case of projects receiving certain federal housing subsidies, to authorize occupancy before completion of an initial inspection. Requires biennial inspections (currently annual inspections) to determine compliance. Provides, upon a family's request, for interim inspections. Prescribes requirements for reviews and calculation of family income. Prescribes eligibility criteria for assistance based upon assets and income. Revises requirements governing: (1) assistance to low-income working families; (2) tenant-based contract renewals; (3) administrative fees; and (4) the home ownership downpayment grant program. Authorizes a PHA to report to certain consumer reporting agencies information regarding the past rent payment history of a family receiving housing choice vouchers. Directs the Secretary of Housing and Urban Development (HUD) to establish standards and procedures for assessing PHA performance in carrying out the programs for tenant-based rental assistance and for homeownership assistance, including biennial assessments. Revises the rent calculation for housing assistance payment contracts. Directs the Secretary to endeavor to define market areas. Limits a PHA's elective applicant screening. Revises requirements for enhanced voucher assistance. Authorizes the Secretary to provide preservation project-based voucher assistance in lieu of enhanced voucher assistance upon request of the owner of the multifamily housing project. Authorizes the Secretary to enter into agreements with the Social Security Administration and the Secretary of Health and Human Services to permit HUD participation in certain state demonstration programs providing for persons with significant disabilities to be employed and to continue to receive certain federal and state benefits. Requires the Comptroller General to identify and report to Congress on obstacles to using vouchers in federally subsidized housing projects. Requires state agencies to furnish to the Secretary certain data on tenants in low-income housing projects receiving tax credits under the Internal Revenue Code. Authorizes a PHA to use subsidy payments otherwise due the owner to pay for continued utility service to avoid hardship to program participants. Requires the Secretary to provide access to HUD programs for persons with limited English proficiency.

Truth in Cigarette Labeling Act of 2008 - Prohibits a cigarette manufacturer from making any claims or other representations based on data derived from a cigarette testing method established by the Federal Trade Commission (FTC) before enactment of this Act. Treats any violation as an unfair or deceptive act or practice under the Federal Trade Commission Act.

Medicare Beneficiary Protection Act of 2008 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to develop and maintain a Medicare plan complaint system. Requires non-network Medicare Advantage private fee-for-service plans to disclose providers that refuse to accept certain enrollees in the plan. Prohibits certain marketing practices with respect to Medicare Advantage plans and prescription drug plans, including provision for meals or other items of monetary value, telemarketing, cross-selling, and up-selling. Revises enrollment requirements under Medicare parts C (Medicare+Choice) and D (Voluntary Prescription Drugs). Allows an individual to discontinue an election of a Medicare+Choice plan if enrolled fewer than 60 days. Changes the beginning date of the annual, coordinated election period for such a plan from November 15 to October 1. Requires the Secretary, in establishing a process for the enrollment, disenrollment, termination, and change of enrollment of part D eligible individuals in prescription drug plans, to use rules similar to (and coordinated with) those under the Medicare+Choice program for a continuous open enrollment and disenrollment period for the first three months of the year in which an individual first becomes eligible.

Code Talkers Recognition Act of 2008 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of gold medals in recognition of the service of Native American code talkers of specified Indian tribes. Defines "code talker" as a Native American who served in the Armed Forces during a foreign conflict and who participated in miliatary communications using a native language. Requires the Secretary of the Treasury, in consultation with the Secretary of Defense and Indian tribes, to identify Native American code talkers eligible for a gold medal.

Green Chemistry Research and Development Act of 2008 - Directs the President to establish a Green Chemistry Research and Development Program to promote and coordinate federal research, development, education, and technology transfer activities related to green chemistry. Defines "green chemistry" as chemistry and chemical engineering to design chemical products and processes that reduce or eliminate the use or generation of hazardous substances while producing high quality products through safe and efficient manufacturing processes. Requires the President to establish an Interagency Working Group to oversee the planning, management, and coordination of the Program. Amends the National Institute of Standards and Technology Act to provide for the Regional Centers for the Transfer of Manufacturing Technology to enhance productivity and technological performance in U.S. manufacturing through the enabling of supply chain manufacturers to continuously make improvements with the aim of reducing or eliminating the use or generation of hazardous substances. Requires the Director of the National Science Foundation to carry out a program to award grants to institutions of higher education to support their efforts to revise their undergraduate curriculum in chemistry and chemical engineering to incorporate green chemistry concepts and strategies. Requires such Director to enter into an arrangement with the National Research Council to conduct a study of, and report on, the factors that constitute barriers to the successful commercial application of promising results from green chemistry research and development. Directs the agencies participating in the Program to carry out a joint, coordinated program to award grants to institutions of higher education to establish partnerships with companies in the chemical industry to retrain chemists and chemical engineers in the use of green chemistry concepts and strategies.

Affordable Housing Investment Act of 2008 - Amends the Internal Revenue Code to revise and enhance tax incentives for investment in affordable housing, including by: (1) renaming the low-income housing tax credit as the affordable housing credit; (2) revising the applicable percentage rates for such credit; (3) increasing the amount of such credit for low-income buildings that are part of state-designated projects; (4) revising rules for the treatment of scattered site and rural residential rental housing projects; (5) permitting affordable housing credits for federally-assisted moderate rehabilitation developments; (6) allowing an offset against alternative minimum tax liability for affordable housing tax credit amounts; (7) exempting interest on certain exempt private activity bonds, qualified mortgage revenue bonds, qualified veterans' mortgage bonds, and certain exempt facility bonds used for residential rental projects from the alternative minimum tax; and (8) allowing the use of mortgage revenue bonds to provide housing assistance for disaster victims, single parents, and displaced homemakers. Repeals: (1) rules requiring recapture of income from sales of low-income buildings that are reasonably expected to be operated on a low-income basis; and (2) requirements to use repayments of mortgage revenue bonds for redemptions. Directs the Secretary of the Treasury to modify regulations for the low-income housing tax credit to disregard certain housing assistance grants for purposes of making reductions in the basis of property eligible for such credit.

Anti-Phishing Consumer Protection Act of 2008 or the APCPA - Makes it unlawful for a person to fraudulently: (1) solicit identifying information from a protected computer; (2) use a domain name in violation of the Trademark Act of 1946; (3) use a domain name in an electronic mail message, an instant message, or on a Web page; or (4) register a domain name in any domain name registration authority. Makes it unlawful for a domain name authority to replace or materially alter the contents of, or restrict access to, any domain name registrant's name or other identifying information in any domain name registration authority database if the authority has received written notice that the use of such domain name is in violation of any provision of this Act. Authorizes civil actions by state officials (except during the pendency of a federal action), interactive computer services, and trademark owners. Provides for enforcement by the Federal Trade Commission (FTC) and certain other agencies. Provides for fines and/or imprisonment for violators. Preempts inconsistent state laws, but allows state laws that provide greater protection.

Consumer Protection and Cost Accountability Act - Amends the Federal Power Act to require the Federal Energy Regulatory Commission (FERC) to consider whether a rate or charge made, demanded, or received by a Transmission Organization (TO) would enable the TO to provide or facilitate reliable service to consumers at the lowest reasonable cost. Instructs FERC, in determining whether a TO filing to establish or change a rate or charge is consistent with specified requirements, to consider whether the rate or charge would: (1) provide consumer benefits that outweigh any anticipated costs to consumers as demonstrated by a cost-benefit analysis submitted by the TO; or (2) have only a de minimis impact upon the total delivered costs to the consumer. Directs FERC to ensure that each TO is subject to biennial, independent audits.

Directs the Secretary of Commerce, acting through the Under Secretary for Oceans and Atmosphere, to prescribe regulations to reduce the incidence of vessels colliding with North Atlantic right whales by limiting the speed of vessels. Requires those regulations to incorporate the whale protection measures contained in a specified proposed rule and to provide the same or greater level of protection.

Assured Funding for Veterans Health Care Act - Requires the Secretary of the Treasury to make available to the Secretary of Veterans Affairs for programs, functions, and activities of the Veterans Health Administration for FY2008 130 percent of the amount obligated during FY2006. Adjusts the amount provided for fiscal years after FY2008 based on the number of enrolled veterans and the number of other persons eligible but not enrolled who are provided care, multiplied by the per capita baseline amount for FY2006, as increased by the percentage increase in the Consumer Price Index. Prohibits the availability of such funds for: (1) construction, acquisition, or alteration of veterans' medical facilities (other than for repairs provided for before the date of enactment of this Act); or (2) grants for the construction of state home facilities for the furnishing of veterans' domiciliary, nursing home, and hospital care.

Vessel Discharge Evaluation and Review Act - Directs the Coast Guard's Commandant to conduct an evaluation of vessel discharges, other than aquatic nuisance species, and report to specified congressional committees. Amends the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 to suspend, beginning on the date of enactment of this Act and notwithstanding any other provision of law, any requirement to obtain a permit for a discharge incidental to the normal operation of a vessel. Requires promulgation of a final rule establishing enforceable uniform national discharge standards modeled on the regulatory program for vessels of the Armed Forces and based upon the best available technology. Preempts related state and local laws regarding a discharge incidental to the normal operation of a vessel, subject to exception. Lists certain discharges that are unaffected by or excluded from this Act, including Armed Forces vessels, discharges of vessel sewage, and discharges related to aquatic nuisance species. Makes this Act, notwithstanding any other provision of law, the exclusive statutory authority for federal regulation of vessel discharges to which these provisions apply.

American Renewable Energy Act of 2008 - Amends the Public Utility Regulatory Policies Act of 1978 to require that electric utilities that sell electricity to consumers generate or purchase a specified percentage (increasing from 2% in 2010 to 20% in 2024) of their electricity from renewable resources (e.g., solar, wind, geothermal, ocean, biomass, landfill gas, or incremental hydropower or geothermal energy). Renewable Energy Tax Incentives Act - Amends the Internal Revenue Code to provide tax incentives for investment in renewable energy sources and conversation, including by: (1) extending the tax credit for producing electricity from renewable resources, the energy tax credit, the small ethanol producer tax credit, and the tax credits for investment in clean new renewable energy bonds, biodiesel used as fuel, alternative fuel motor vehicles and refueling property, nonbusiness energy property, and new energy efficient homes, and the tax deduction for energy efficient commercial buildings; (2) allowing accelerated depreciation of qualified energy management devices and certain reuse and recycling property; and (3) allowing new tax credits for residential wind property, production of cellulosic biomass alcohol, fossil free alcohol production, and plug-in electric drive motor vehicles. Extends the tariff duty on ethanol until 2011. Denies major integrated oil companies the tax deduction for income attributable to domestic production of oil, natural gas, and related products. Increases and extends through 2017 the Oil Spill Liability Trust Fund tax. Imposes taxes on: (1) crude oil and natural gas produced from the outer Continental Shelf in the Gulf of Mexico; and (2) taxable fuels in foreign trade zones. Revises tax rules relating to: (1) penalties for sale of fuel failing to meet Environmental Protection Agency (EPA) regulations; (2) tax credits for fuels produced outside the United States and foreign oil and gas extraction income; (3) treatment of alcohol and biodiesel fuel mixtures as taxable fuels; (3) foreign corporation inversion transactions; (4) leasing of tax-exempt use property to foreign entities; and (5) taxation of U.S. citizens and permanent residents who revoke citizenship or resident status to avoid U.S. taxation (expatriates).

Declares that the United States should: (1) undertake bilateral discussions with Canada to negotiate an agreement for the conservation and protection of migratory or transboundary populations of large whales at risk of extinction in the northwest Atlantic Ocean, including mechanisms for reducing incidents of endangered large whales becoming entangled in fishing gear, being struck by ships, or otherwise adversely impacted by human activity; and (2) until that agreement becomes operational, continue to reduce such human activity impacts while taking steps to minimize the economic impact of such efforts on affected industries.

Biennial Budgeting and Appropriations Act - Amends the Congressional Budget Act of 1974 to require: (1) biennial (currently, annual) budget resolutions; (2) biennial appropriations Acts; and (3) biennial government strategic and performance plans. Defines the budget biennium as the two consecutive fiscal years beginning on October 1 of any odd-numbered year. Requires the Director of the Office of Management and Budget (OMB) to: (1) determine the impact and feasibility of changing the definition of a fiscal year and the budget process based on that definition to a two-year fiscal period with a biennial budget process based on such period; and (2) report the findings to the House and Senate Budget Committees.

Paul D. Wellstone Muscular Dystrophy Community Assistance, Research, and Education Amendments of 2008 - Amends the Public Health Service Act to designate centers of excellence for research on various forms of muscular dystrophy as Paul D. Wellstone Muscular Dystrophy Cooperative Research Centers. Requires the Muscular Dystrophy Interagency Coordinating Committee to give special consideration to enhancing the clinical research infrastructure required to test emerging therapies for the various forms of muscular dystrophy. Requires the Secretary of Health and Human Services to ensure that any data on patients that is collected as part of the Muscular Dystrophy Surveillance, Tracking and Research Network (MD STARnet) is regularly updated to reflect changes in patient condition over time. Requires the Director of the Centers for Disease Control and Prevention (CDC) to: (1) report to the appropriate congressional committees on MD STARnet and data collection; and (2) make publicly available prospective health outcome data on the health and survival of people with muscular dystrophy. Requires the Director of CDC, in carrying out a program to provide information and education on muscular dystrophy to health professionals and the general public, to: (1) partner with leaders in the muscular dystrophy patient community; and (2) widely disseminate the Duchenne-Becker muscular dystrophy care considerations. Requires the Director of the Agency for Healthcare Research and Quality to: (1) evaluate the available scientific evidence to develop and issue an initial set of care considerations for Duchenne-Becker muscular dystrophy and provide ongoing review and updates where appropriate; and (2) replicate the same systematic review methodology used to develop such care considerations as a model for other muscular dystrophies.

Small Business Women's Procurement Program Improvement Act - Amends the Small Business Act relating to the women's procurement program (the provision of contracting opportunities for women-owned small businesses) to require the Administrator of the Small Business Administration (SBA) to wait until five years after the program is implemented before conducting a required study to identify industries in which small businesses owned and controlled by women are underrepresented with respect to federal procurement contracting (and therefore eligible for contracting preferences or set-asides). Presumes as underrepresented by women-owned small businesses the industries identified in industry codes 11 through 81 of the 2007 North American Industry Classification System Code. States that a contracting officer need not make a finding of past gender discrimination by a contracting agency in order to comply with federal contracting requirements under the women's business procurement program.

Amends the Deficit Reduction Act of 2005 to extend through FY2012 the requirement for the Assistant Secretary for Communications and Information of the Department of Commerce to make payments from the Digital Television Transition and Public Safety Fund to implement a program to reimburse each licensee of an eligible low-power television station for equipment to upgrade low-power television stations from analog to digital in eligible rural communities. Requires such reimbursements to be issued to eligible stations on or after February 18, 2009 (currently, no earlier than FY2010).

Strategic Petroleum Reserve Fill Suspension and Consumer Protection Act of 2008 - Directs the Secretary of Energy to suspend, during calendar year 2008, petroleum acquisition for the Strategic Petroleum Reserve (SPR) through the royalty-in-kind program or any other acquisition method. Authorizes resumption of such acquisition not earlier than 30 days after the Secretary notifies Congress that the weighted average price of petroleum in the United States for the most recent 90-day period is $50 or less per barrel.

Secure and Fair Enforcement for Mortgage Licensing Act of 2008, or S.A.F.E. Mortgage Licensing Act of 2008 - Encourages the states to establish a Nationwide Mortgage Licensing System and Registry for the residential mortgage industry through the Conference of State Bank Supervisors and the American Association of Residential Mortgage Regulators. Sets forth procedures, requirements (including education and testing), and standards for mandatory registration and state licensing of mortgage loan originators. Requires the federal banking agencies jointly, through the Federal Financial Institutions Examination Council, to develop and maintain a system for registering depository institiution employees as registered loan originators with the Registry. Directs the Secretary of Housing and Urban Development (HUD) to establish and maintain a backup licensing and registration system for loan originators operating in a state that either: (1) does not, after a certain period of time, have a licensing and registering system for loan originators that meets the requirements of this Act; or (2) does not participate in the Registry. Requires the HUD Secretary also to establish and maintain a backup licensing, supervisory, and tracking system for loan originators if the Registry is failing to meet the requirements and purposes of this Act. Declares that this Act does not preempt state law which provides greater protection to consumers than is provided under this Act. Directs the HUD Secretary to study and report to Congress on the root causes of default and foreclosure of home loans.

Armed Forces Suicide Prevention Act of 2008 - Directs the Secretary of Defense to undertake specified actions to enhance the suicide prevention programs of the Department of Defense (DOD), including: (1) suicide prevention training for all members of the Armed Forces and DOD civilian health care community and family support professionals; and (2) a suicide prevention outreach program throughout the Armed Forces and military family communities. Directs the Secretary to provide readjustment assistance to spouses and parents of members returning from deployments, including information on: (1) ways to identify signs and symptoms of risk factors for suicide; and (2) the national suicide prevention hotline and other suicide prevention resources. Authorizes the Secretary to award grants and enter into cooperative agreements to identify and implement within DOD strategies for: (1) the recruitment and retention of qualified military behavioral health professionals to provide mental health services, and substance abuse disorder prevention and treatment services, to members; and (2) reducing the stigma associated with seeking mental health treatment.

Clean Stove Act of 2008 - Amends the Internal Revenue Code to allow individual taxpayers a tax credit, up to $500, for the cost of replacing a residential wood stove with: (1) a wood-burning stove that complies with current Environmental Protection Agency (EPA) standards; and (2) a pellet or corn-burning stove. Terminates such credit after 2010.

Delays until April 1, 2009, implementation of proposed changes to payment rules under title XIX (Medicaid) of the Social Security Act for case management and targeted case management services. Prohibits the Secretary of Health and Human Services, before such date, from taking any action to restrict coverage or payment under Medicaid if such action is more restrictive than the administrative action, policy, or practice that applies to coverage of, or payment for, such services under Medicaid on December 3, 2007. Makes null and void any such action taken by the Secretary between December 4, 2007, and March 31, 2009, that is based in whole or in part on such interim final rule.

College and University Rural Education (CURE) Act of 2008 - Amends the Higher Education Act of 1965 to authorize the Secretary of Education to award grants to partnerships between rural institutions of higher education (IHEs) and rural local educational agencies, rural education service agencies, regional employers, or rural education nonprofit organizations for activities to: (1) improve the rural IHE enrollment rates of rural secondary school graduates and former attendees; and (2) encourage nontraditional students' participation in rural IHE degree programs. Authorizes the Secretary to award grants to partnerships between rural IHEs and regional employers to: (1) provide additional training to rural IHE attendees in careers relevant to the regional economy; and (2) encourage regional businesses to employ rural IHE graduates. Authorizes the Secretary to award grants to rural IHEs to create or strengthen academic programs that prepare graduates to enter high-need occupations in the regional and local economies. Requires the Comptroller General to investigate, and make recommendations to Congress regarding the improvement of, rural access to four-year IHEs and degree programs.

Directs the Secretary of the Interior to: (1) conduct a national historic landmark theme study to identify sites and resources in the United States that are significant to the Cold War; (2) establish the Cold War Advisory Committee; and (3) prepare and publish an interpretive handbook on such War and disseminate information gathered through the study.

Small Business Stimulus Act of 2008 - Amends the Internal Revenue Code to: (1) increase to $200,000 the expensing allowance for depreciable business assets in 2008; (2) extend through 2008 the five-year carryback allowed for certain unused net operating losses; and (3) extend through 2008 the tax credit for increasing research activities.

National Affordable Housing Trust Fund Act of 2007 - Amends the Cranston-Gonzalez National Affordable Housing Act to establish in the Treasury a National Affordable Housing Trust Fund available to the Secretary of Housing and Urban Development to provide assistance to states, Indian tribes, insular areas, and participating local jurisdictions to increase the supply of decent quality affordable housing, especially for low-income, extremely low-income, and very poor families. Prohibits the use of appropriations to the Fund for a fiscal year unless the amount equal to the net increase in the negative credit subsidy for specified mortgage insurance programs is first made available for: (1) single family housing mortgage insurance; (2) housing counseling; and (3) mortgage insurance technology, procedures, processes, program performance, and salaries. Limits Federal Housing Administration (FHA) mortgage insurance premium increases. Specifies affordable housing eligibility criteria for a rental dwelling unit and one- to four-family owner-occupied housing, including a priority to families on section 8 rental assistance or public housing waiting lists. Requires the Secretary to establish a green housing clearinghouse for Fund grantees and recipients. Declares that nothing in this Act allows any payments under it for any individual or head of household that is not a legal U.S. resident.

Amends the Energy Policy and Conservation Act to revise requirements for the sale by the Secretary of Energy of products from the Northeast Home Heating Oil Reserve. Conditions any sale on a finding by the President that: (1) there is a severe energy supply interruption; or (2) the price of home heating oil threatens the health and safety of residents of the Northeast. Adds to the alternative determinations on whose basis the President may make such a finding a determination that the price of home heating oil has increased by such an extent that the Northeast is experiencing, or will experience, an emergency situation that threatens the safety and health of residents of the Northeast.

Santa Fe 400th Anniversary Commemorative Coin Act of 2007 - Instructs the Secretary of the Treasury to issue $5 gold coins and $1 silver coins emblematic of the settlement of Santa Fe, New Mexico, the oldest capital city in the United States. Permits issuance of such coins only during calendar 2010. Requires the Secretary to pay 50% of surcharges received from such coin sales to: (1) the Santa Fe 400th Anniversary Committee, Inc.; and (2) the Secretary of the Interior to sustain the ongoing mission of preserving Santa Fe, including educational programs, infrastructure and archaeological research activities, and other programs to support commemoration of the 400th anniversary of Santa Fe.

Amends the Internal Revenue Code to: (1) allow proceeds of qualified mortgage bonds to be used to refinance certain residential subprime loans issued between 2002 and 2008; (2) increase in 2008 limitations on issuance amounts for qualified mortgage bonds; and (3) exempt tax-exempt interest on qualified mortgage or veterans' mortgage bonds issued before 2011 from the alternative minimum tax.

Allows employees of commercial passenger airlines who receive payments from a bankruptcy case filed between September 11, 2001, and January 1, 2007, as compensation for lost pension plan benefits to rollover such payments into an individual retirement account (IRA), except for a Roth IRA, without tax or tax penalty.
