Reaffirms the Senate's commitment to: (1) a lasting solution to the Israeli-Palestinian conflict based on the establishment of two states, Israel and Palestine; and (2) Israel's security. Denounces the use of violence and terror. Calls on: (1) President Bush to engage Israel and the Palestinian Authority (PA) to begin negotiations; (2) Hamas to recognize Israel's right to exist, renounce and end all terror and incitement, and accept past agreements and obligations with Israel; (3) moderate Arab states to intensify their diplomatic efforts toward a two-state solution; and (4) Israeli and Palestinian leaders to embrace efforts to achieve peace and refrain from taking any actions that would prejudice final status negotiations. Welcomes the Arab League Peace Initiative. Urges President Bush to consider appointing as Special Envoy for Middle East Peace an individual who has held cabinet rank or someone equally qualified with an extensive knowledge of foreign affairs and the Middle East region in particular.

Airline Flight Crew Technical Corrections Act - Amends the Family and Medical Leave Act of 1993 with respect to hours-of-service requirements airline flight crews must meet to qualify for leave under such Act. Declares that a flight attendant or flight crewmember will be considered to meet such requirements if he or she has been paid for or has worked 60% of the employer's monthly hour or trip guarantee, or the equivalent annualized over the previous 12-month period.

Teachers at the Table Act - Amends title I (Improving the Academic Achievement of the Disadvantaged) of the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to establish the Volunteer Teacher Advisory Committee to monitor the effects of such title (amended by the No Child Left Behind Act of 2001) in classrooms, with its focus solely on children and families. Requires that committee membership consist of a diverse group of public school classroom teachers who are past or present Teachers of the Year.

Medicare Anesthesiology Teaching Funding Restoration Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to part B (Supplementary Medical Insurance) to set forth a special payment rule of 100% of the fee schedule amount for teaching anesthesiologists involved in the training of physician residents, if certain presence and availability requirements are met.

Makes null and void the August 17, 2007, letter to State Health Officials from the Director of the Center for Medicaid and State Operations in the Centers for Medicare & Medicaid Services requiring states that have established or that expand the income eligibility level for children under title XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act above 250% of the federal poverty level to comply with new requirements as a condition of covering such children. Declares that such letter shall not be applied. Prohibits the Secretary of Health and Human Services from: (1) promulgating or implementing any requirement, rule, or provision similar to any requirement in the August 17, 2007, letter; or (2) applying any such requirement to any state plan amendment or waiver expanding the income eligibility level for children under title XXI.

Tropical Forest and Coral Conservation Reauthorization Act of 2007 - Renames the Tropical Forest Conservation Act of 1998 as The Tropical Forest and Coral Conservation Act of 2007 (Act). Includes tropical forests and coral reefs and associated coastal marine ecosystems within the scope of such Act. Renames the Tropical Forest Facility as the Conservation Facility. Authorizes U.S. government representation on the administering body that oversees the implementation of grants from a debt-for-nature swap or debt buy-back regardless of whether the United States is a party to any agreement between the eligible purchaser and the government of the beneficiary country. Requires U.S. government and beneficiary country government review of Conservation Fund grants in excess of $250,000. Repeals Enterprise of the Americas Board authority to carry out activities under the Act.

Energy Efficient Lighting for a Brighter Tomorrow Act of 2007 - Amends the Energy Policy and Conservation Act to establish new efficiency standards for incandescent lighting. Redefines the term "general service incandescent lamp." Requires general service incandescent lamps, intermediate base incandescent lamps, and candelabra base incandescent lamps to meet specified lamp efficacy, maximum wattage, and Color Rendering Index (CRI) standards. Requires a specified maximum wattage and CRI for certain frosted, clear, and soft white lamps and modified spectrum lamps. Authorizes any person to petition to the Secretary of Energy to: (1) exempt types of general service lamps from efficiency requirements; and (2) establish standards for lamp types that are excluded from the definition of general service lamps. Requires the Secretary, by specified dates, to initiate rulemakings concerning energy efficiency standards for general service incandescent lamps, rough service lamps, vibration service lamps, three-way incandescent lamps, 150-watt general service incandescent lamps, and shatter-resistant lamps. Sets forth specific efficiency standards that become effective if the Secretary fails to complete such rulemakings on specified dates. Requires the Secretary to initiate rulemakings concerning lamp labeling. Requires the Secretary to: (1) conduct an annual assessment of the market for general service lamps and compact fluorescent lamps; and (2) carry out an awareness, information, and education program to help consumers understand lamp labels and make energy-efficient lighting choices. Provides for a state preemption rule for energy conservation standards for general service incandescent lamps, intermediate base incandescent lamps, and candelabra base lamps. Makes it unlawful for any manufacturer, distributor, retailer, or private labeler to distribute adapters that: (1) allow incandescent lamps that do not have medium screw bases to be installed into fixtures or lampholders with such base sockets; and (2) have a voltage range that includes 110 and 130 volts. Authorizes the Secretary to carry out a lighting technology research and development program. Requires the Secretary to submit to Congress a report describing recommendations relating to the means by which the federal government may reduce or prevent the release of mercury during the manufacture, transportation, storage, or disposal of light bulbs. Sets forth requirements concerning metal halide lamp fixtures and ballasts. Provides for a preemption rule for regulations concerning such fixtures adopted by the California Energy Commission on or before January 1, 2011.

International Child Marriage Prevention and Protection Act of 2007 - Requires the Secretary of State to develop a comprehensive strategy to reduce the incidences of child marriage by further integrating this issue into U.S. development efforts. Requires the Secretary to report to Congress on such strategy and on child marriage and related U.S. assistance programs. Authorizes the President to provide assistance for programs to reduce the incidences of child marriage and promote the empowerment of girls, including support for the treatment and reduction of fistula in countries with high rates of such surgery. Requires the Secretary to work through the United States Agency for International Development (USAID) and other appropriate agencies as part of their ongoing research and data collection activities concerning child marriage. Requires the Secretary to include in the Department of State's Annual Country Reports on Human Rights Practices a section for each country where child marriage is prevalent, outlining the status of the practice.

REIT Investment Diversification and Empowerment Act of 2007 - Amends Internal Revenue Code provisions relating to real estate investment trusts (REITs) to: (1) treat passive foreign exchange gains attributable to overseas real estate investment as qualifying REIT income; (2) increase from 20 to 25% the the maximum value of a REIT's total assets thay may be represented by securities of one or more taxable REIT subsidiaries; (3) revise safe harbor rules for the excise tax penalty on certain REIT sales activities; (4) treat rental payments made by a health care facility to a REIT as qualifying REIT income; and (5) treat income from, and interests in, foreign-qualified REITs as qualifying REIT income and assets.

Declares that: (1) the United States should initiate discussions to negotiate international agreements for managing fish stocks in the Arctic Ocean and establishing new international fisheries management organizations for the region; (2) such agreements should conform with the United Nations Fish Stocks Agreement; (3) the United States should consult with the North Pacific Regional Fishery Management Council and Alaska Native subsistence communities of the Arctic; and (4) prior to the agreements coming into force, the United States should support international efforts to halt the expansion of commercial fishing activities in the high seas of the Arctic Ocean.

Urges the Former Yugoslav Republic of Macedonia (FYROM) to: (1) observe its obligations under the 1995 Interim Accord to prohibit hostile activities or propaganda by state-controlled agencies and to discourage acts by private entities likely to incite violence or hatred, and to review textbooks, maps, and teaching aids to ensure their information's accuracy; and (2) work with Greece within the U.N. process to achieve longstanding U.S. and U.N. goals by reaching a mutually-acceptable official name for FYROM.

Pharmacy Access Improvement (PhAIm) Act of 2007 - Amends part D (Voluntary Prescription Drug Benefit Program ) of title XVIII (Medicare) of the Social Security Act (SSA) with respect to participating pharmacies and standards for access to them. Requires that such standards ensure that enrollees residing in long-term care facilities have access to a long-term care network pharmacy. Requires prompt payment of clean claims to pharmacies by prescription drug plans (PDPs) and Medicare Advantage prescription drug plans (MA-PD Plans). Defines prompt payment as payment occurring within 14 days from submission for claims submitted electronically, and within 30 days for claims submitted otherwise. Requires payment of interest if a payment is not issued, mailed, or otherwise transmitted within the applicable number of calendar days. Directs the Secretary of Health and Human Services to establish a 24-hour toll-free telephone number dedicated to providing Medicare prescription drug benefit information to pharmacists and pharmacy staff. Requires PDP sponsors to establish toll-free pharmacy and physician and provider hotlines. Prohibits a Medicare prescription drug card issued by a PDP sponsor from displaying the name, brand, logo, or trademark (co-branding) of any pharmacy. Provides for submission of claims by pharmacies located in or contracting with long-term care facilities. Requires the Inspector General of the Department of Health and Human Services to analyze and report to the Secretary on the cost of dispensing covered part D drugs under a PDP or an MA-PD plan. Provides that, if the PDP sponsor uses a standard for reimbursement of pharmacies based on the cost of a drug, each contract entered into with such sponsor with respect to the plan shall require the sponsor to update the standard at least once every seven days.

Protecting Children in the 21st Century Act - Directs the Federal Trade Commission (FTC) to carry out a nationwide program to increase public awareness and provide education to promote the safe use of the Internet by children. Directs the Assistant Secretary of Commerce for Communications and Information to establish an Online Safety and Technology working group consisting of members of the business community, public interest groups, and other appropriate groups and federal agencies to review and evaluate industry efforts to promote online safety for children. Amends the Communications Act of 1934 to: (1) require schools to educate minors about appropriate use of the Internet; and (2) impose a forfeiture penalty on carriers who violate requirements to report online child pornography. Amends the Crime Control Act of 1990 to increase fines on providers of electronic communication or remote computing services who fail to report violations of child pornography laws. Amends the Victims of Child Abuse Act of 1990 to: (1) require reporting of online child pornography to foreign law enforcement agencies (in addition to federal and state agencies); and (2) authorize the National Center for Missing and Exploited Children to provide information or images relating to child pornography to providers of electronic communication or remote computing services to stop the further transmission of such pornography and develop anti-child pornography technologies and related industry best practices.

Design Piracy Prohibition Act - Extends copyright protection to fashion designs. Excludes from such protection fashion designs that are embodied in a useful article that was made public by the designer or owner more than three months before the registration of copyright application. Gives fashion designs copyright protection for three years. Declares that is not infringement to make, have made, import, sell, or distribute any article embodying a design which was created without knowledge or reasonable grounds to know that protection for the design is claimed and was copied from such protected design. Extends the definition of infringing article to include any article the design of which has been copied from an image of a protected design without the consent of the owner. Provides that a fashion design shall not be deemed to have been copied from a protected design if it is original and not closely and substantially similar in overall visual appearance to a protected design. Applies the doctrines of secondary infringement and secondary liability to actions related to original designs. Makes any person who is liable under either such doctrine subject to all the remedies, including those attributable to any underlying or resulting infringement. Requires the Register of Copyrights to determine whether or not the application relates to a design which on its face appears to be within the subject matter protected as original designs and, if so, register the design. Increases allowable damage awards for infringement of original designs.

No Child Left Inside Act of 2007 - Amends the Elementary and Secondary Education Act of 1965 to require states, as a prerequisite to receiving implementation grants, to develop environmental literacy plans, approved by the Secretary of Education, for kindergarten through grade 12 (K-12) that include environmental education standards and teacher training. Directs the Secretary to award Environmental Education Professional Development Grants to states and, through them, competitive subgrants to partnerships that include an LEA and, permissibly, institutions of higher education (IHE), other educational entities, or state or local natural resource or environmental agencies, for activities involving, among other things, teacher training and the operation of model environmental education programs. Authorizes the Secretary to award competitive matching grants to nonprofit organizations, states, LEAs, or IHEs for activities to improve and support environmental education that include: (1) advancing content and achievement standards; (2) developing or disseminating innovations or model programs; (3) research; and (4) creating new funding sources. Authorizes the use of grants to states out of the Teacher and Principal Training and Recruiting Fund for activities incorporating field-based learning, service learning, and outdoor experiential learning into the curricula and instruction. Authorizes the use of funds under the Fund for the Improvement of Education program to advance environmental education. Amends the Department of Education Organization Act to create an Office of Environmental Education to advance K-12 environmental education and administer environmental education grant programs.

Fair Medicaid Drug Payment Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to direct the Secretary of Health and Human Services to calculate the federal upper reimbursement limit as no less than 300% of the weighted average (based on utilization) of the most recent average manufacturer prices (AMPs) for pharmaceutically and therapeutically equivalent multiple source drug products available for purchase by retail community pharmacies on a nationwide basis. Directs the Secretary to implement a smoothing process for AMPs to ensure that federal upper reimbursement limits do not vary significantly from month to month as a result of rebates, discounts, and other pricing practices. Requires a state plan to subject to prior authorization all covered outpatient drug products that are innovator multiple source drugs, if such drug products are more expensive than other biologically and therapeutically equivalent drug products available for purchase in that state by retail community pharmacies. Revises requirements for monthly reports to the Secretary of price information by manufacturers subject to rebate agreements.

Regional Ground and Surface Water Enhancement Program Act of 2007 - Amends the Food Security Act of 1985 to direct the Secretary of Agriculture to: (1) identify areas in which protecting or improving water quality or water quantity, or both, is a priority; (2) establish (within the environmental quality incentives program) a regional water enhancement program to improve agricultural water quality or water quantity; and (3) invite prospective partners to submit competitive grant proposals for regional water enhancement partnerships.

Surety Bond Improvement Act of 2007 - Amends the Small Business Investment Act of 1958 to: (1) authorize the Administrator of the Small Business Administration (SBA) to guarantee any surety against loss from a small business principal's breach of bond on any total work or contract amount that does not exceed $3 million (under current law, $2 million); (2) direct the Administrator to authorize a surety that issues, monitors, or services such bonds to use rates approved by the insurance commissioner in the state in which the contract will be performed; and (3) prohibit the Administrator from refusing to make payment on a surety guarantee based on facts, circumstances, or defects that the Administrator should reasonably have identified during the guarantee process. Requires the Administrator to notify the congressional small business committees regarding a proposed change in fees charged to guarantee surety bonds. Expresses the sense of Congress that the surety bond guarantee program is not required to be self-funding and, therefore, may at times operate at a loss. Directs the Administrator to establish a third-party alternative dispute resolution procedure for mediating an issue in controversy between a participating surety and the SBA.

Federal Firefighters Fairness Act of 2007 - Amends federal law to provide that, in the case of an employee in fire protection activities: (1) heart disease, lung disease, specified cancers and infectious diseases shall be presumed to be proximately caused by the employee's employment; (2) the disability or death of an employee in fire protection activities due to such a disease shall be presumed to result from personal injury sustained while in the performance of such employee's duty; and (3) such presumptions may be rebutted by a preponderance of the evidence.

National Infrastructure Bank Act of 2007 - Establishes an independent National Infrastructure Bank to: (1) designate qualified transit, public housing, water, highway, bridge, or road infrastructure projects for loans, loan guarantees, and other financial assistance; and (2) issue general purpose and project-based infrastructure bonds exempt from state and local taxation.

Combat Illegal Logging Act of 2007 - Amends the Lacey Act Amendments of 1981 to redefine the term "plant" to include products of plants and to exclude any common food crop or cultivar that is a species not listed: (1) in the Convention on International Trade in Endangered Species of Wild Fauna and Flora; or (2) as an endangered or threatened species under the Endangered Species Act of 1973. Redefines the term "take" to include harvesting, cutting, logging, or removing a plant. Makes it unlawful to import, export, transport, sell, receive, acquire, possess, or purchase in interstate or foreign commerce plants: (1) taken, transported, possessed, or sold in violation of specified foreign or state law; (2) taken, transported, or exported without the payment of royalties, taxes, or stumpage fees required by foreign or state law; or (3) exported or transshipped in violation of any limitation under foreign or state law. Makes it unlawful to import plants unless the importer files, when clearance is requested, a declaration that contains: (1) the scientific name of any plant contained in the importation; and (2) a description of the value of the importation, the quantity of the plant, and the name of the country from which the plant was taken. Sets forth requirements concerning the contents of a declaration. Authorizes the Secretary of the Interior to promulgate regulations to limit the applicability of, or to modify, declaration requirements.

Amends the Internal Revenue Code to exclude any amount derived from an investment of federal grant or related state matching amounts made in connection with any revolving fund established under the Federal Water Pollution Control Act or the Safe Drinking Water Act from a determination of whether a bond is an arbitrage bond (thus allowing states to retain arbitrage earnings from state revolving loan funds).

Designates September 2007 as National Prostate Cancer Awareness Month. Declares that the federal government has a responsibility to: (1) raise awareness about prostate cancer screening and treatment; (2) increase funding for prostate cancer research; and (3) improve access to, and the quality of, health care services for detecting and treating prostate cancer.

Coast Guard Authorization Act for Fiscal Year 2008 - Authorizes appropriations for FY2008 for the Coast Guard. Authorizes FY2008 levels of Coast Guard active duty military personnel and average military training student loads. Authorizes appropriations for fiscal years 2008 and 2009 to the Coast Guard to continue deployment of a World Wide Web-based risk management system to help reduce accidents and fatalities. Establishes the Merchant Mariner Medical Advisory Committee. Authorizes the commandant of the Coast Guard to make grants to, or enter into cooperative agreements, contracts, or other agreements with, international maritime organizations to acquire information or data about merchant vessel inspections, security, safety and environmental requirements, classification, and port state or flag state law enforcement or oversight. Sets forth various provisions relating to Coast Guard personnel, Coast Guard administrative matters, shipping and navigation, and maritime law enforcement. Requires certain measures to reduce risks related to oil spills and improve response. Provides for maritime hazardous cargo security. Sets forth miscellaneous other provisions.

Unemployment Insurance Modernization Act - Amends the Social Security Act to require the Secretary of Labor to make unemployment compensation modernization incentive payments in FY2008-FY2012 by certain transfers from the federal unemployment account to the accounts of the states in the Unemployment Trust Fund. Prescribes a formula for determining the maximum allowable incentive payments. Specifies requirements state law must meet for the state to qualify for such a payment. Limits the use of transferred amounts to the payment of cash unemployment benefits to individuals. Requires the Secretary of the Treasury to reserve specified funds out of the federal unemployment account for such incentive payments. Amends the Internal Revenue Code to extend through FY2013 the Federal Unemployment Tax Act (FUTA) excise tax imposed on every employer.

Trade and Globalization Adjustment Assistance Act of 2007 - Amends the Trade Act of 1974 to allow the filing of a petition with the Secretary of Labor for certification of eligibility to apply for trade adjustment assistance (TAA) by adversely affected workers in a service sector firm, its subdivision, or a public agency. Revises group eligibility requirements for TAA to cover: (1) a shift, by a public agency to a foreign country, of production of articles or in provision of services, like or directly competitive with articles which are produced, or services which are provided by the workers' firm, subdivision, or public agency; and (2) instances where the workers' firm, subdivision, or public agency obtains or is likely to obtain such services from a foreign country. Provides for industry-wide certification of adversely affected workers for TAA. Increases the amount of payments for training of adversely affected workers under the Act. TAA Health Coverage Improvement Act of 2007 - Amends the Internal Revenue Code to increase the tax credit for the health insurance costs of certain TAA workers and Pension Benefit Guaranty Corporation (PBGC) pension recipients. Sets forth requirements to prevent a lapse of health care coverage for TAA workers and their families. Replaces alternative trade adjustment assistance for older workers provisions with eligibility requirements for wage insurance benefits to older workers who have received an industry-wide certification to apply for TAA. Increases the maximum allowance to cover costs of an adversely affected worker for job search expenses and relocation expenses. Establishes an Office of the Trade Adjustment Assistance Ombudsman. Extends the TAA program for workers through December 31, 2012. Revises the TAA program for communities negatively impacted by trade. Establishes a TAA for communities program to coordinate the federal response. Allows the filing of a petition with the Secretary of Commerce for certification of eligibility to apply for TAA by a service sector firm. Extends the TAA program for firms through FY2012. Makes fishermen and aquaculture producers eligible for TAA without regard to whether such fishermen seek TAA based on an increase in imports of wild stock or an increase of imports of farm-raised stock. Revises TAA group eligibility requirements for certain agricultural commodity producers. Extends the TAA program for farmers through FY2012.

Community Broadband Act of 2007 - Prohibits any state or local government statute, regulation, or other legal requirement from having the effect of prohibiting any public provider from providing advanced telecommunications capability, or related services, to any person or any public or private entity. Defines "public provider" as a state or a political subdivision or instrumentality thereof, an Indian tribe, or any entity owned, controlled, or otherwise affiliated with a state, subdivision, instrumentality, or tribe. Requires, subject to exception, any public provider that regulates competing providers of advanced telecommunications capability or services to apply its ordinances, rules, and policies without discrimination in favor of itself or any other provider it owns or is affiliated with. Requires, subject to exception, a public provider, before it provides advanced telecommunications capability or services, to publish notice and provide local citizens and private-sector entities with an opportunity to be heard.

AMT Penalty Protection Act of 2007 - Amends the Internal Revenue Code to exempt taxpayers who did no owe alternative minimum tax in a preceding taxable year from penalties for failure to pay estimated tax on alternative minimum tax liabilities for the current taxable year.

Fair Pay Restoration Act - Amends the Civil Rights Act of 1964 to declare that an unlawful employment practice occurs when a discriminatory compensation decision or other practice is adopted, when an individual becomes subject to the decision or practice, or when an individual is affected by application of the decision or practice, including each time compensation is paid. Accrues liability, and allows an aggrieved person to obtain relief including recovery of back pay for up to two years preceding the filing of the charge, where the unlawful employment practice that has occurred during the charge filing period is similar or related to a practice that occurred outside the charge filing period. Applies certain amendments made by this Act to claims of compensation discrimination under the Americans with Disabilities Act of 1990 and the Rehabilitation Act of 1973. Amends the Age Discrimination in Employment Act of 1967 to declare that an unlawful practice occurs when a discriminatory compensation decision or other practice is adopted, when a person becomes subject to the decision or other practice, or when a person is affected by the decision or practice, including each time compensation is paid.

National Women's History Museum Act of 2007 - Requires the Administrator of General Services to enter into an occupancy agreement with the National Women's History Museum, Inc. (Museum Sponsor) to allow the Museum Sponsor to locate a National Women's History Museum, at the Pavilion Annex (the building and specified surrounding land in Washington, D.C.), which shall extend for a period of not more than 99 years.

Military Reservist and Veteran Small Business Reauthorization and Opportunity Act of 2007 - Increases funding, for each of FY2008-FY2010, for the Office of Veterans Business Development of the Small Business Administration (SBA), with the excess funds to be used to support veterans business outreach centers. Amends the Small Business Act to direct the President to establish an interagency task force to coordinate federal efforts to increase capital and business development opportunities for, and the award of federal contracts and subcontracts to, small businesses owned and controlled by service-disabled veterans and veterans. Extends permanently the SBA's Advisory Committee on Veterans Business Affairs. National Reservist Enterprise Transition and Sustainability Act of 2007 - Directs the SBA Administrator to establish a program to provide business planning assistance to small businesses owned and operated by reservists. Directs the Administrator to: (1) establish a loan pre-consideration process for small business loans to reservists; (2) develop an outreach and technical assistance program with respect to loans and grants made to reservists; and (3) give priority to reservists' loan applications. Increases the loan limit for such loans. Authorizes the Administrator to make noncollateralized small business loans to reservists. Provides relief from SBA time limits in the case of certain veteran or service-disabled veteran small business loans. Requires a: (1) report concerning types of assistance needed by service-disabled veterans who wish to become entrepreneurs; and (2) study on options for promoting positive working relations between employers and their reservist employees.

Small Business Payroll Protection Act of 2007 - Amends the Internal Revenue Code to require the Secretary of the Treasury to establish a registration system for payroll tax deposit agents (defined as any person that provides payroll processing or tax filing and deposit service to one or more employers). Requires such agents to: (1) submit a bond or to submit to quarterly third-party certifications; (2) make certain disclosures to their clients concerning liability for payment of employment taxes; and (3) pay penalties for failing to collect or pay over employment taxes or for attempting to evade or defeat payment of such taxes. Requires the Secretary of the Treasury to: (1) issue a notice of confirmation of any address change for an employer making employment tax payments; and (2) send such notice to both the employer's former and new address.

Global Democracy Promotion Act - Declares that foreign nongovernmental organizations: (1) shall not be ineligible for assistance under the Foreign Assistance Act of 1961 solely on the basis of health or medical services (including counseling and referral services) provided by them with non-U.S. government funds if such services do not violate the laws of the country in which they are being provided, and would not violate U.S. federal law if provided in the United States; and (2) shall not be subject to requirements relating to the use of non-U.S. government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving such assistance.

Teacher Tax Credit Act of 2007 - Amends the Internal Revenue Code to allow elementary and secondary school (K-12) teachers a tax credit for 50% of their education expenses (books, supplies, computer equipment, and supplementary materials) and their professional development expenses up to $300 in any taxable year.

Pathways to Independence Act of 2007 - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to deem individuals with disabilities complying with a modified employability plan to be meeting work participation requirements. Gives states the option to disregard in determining work participation rates any SSI (Supplemental Security Income) (SSA title XVI) and Social Security disability insurance applicants or recipients.

Small Business Children's Health Education Act of 2007 - Establishes a task force to conduct a nationwide campaign of education and outreach for small businesses regarding the availability of health care coverage for children through private insurance options, the Medicaid program, and the State Children's Health Insurance Program (SCHIP) (title XXI of the Social Security Act). Requires the Administrator of the Small Business Administration (SBA) to ensure that links to information on eligibility and enrollment requirements for the Medicaid program and SCHIP of each state are prominently displayed on the SBA website.

Medicare Mental Health Copayment Equity Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to provide, by a gradual increase in the percentage of expenses considered incurred expenses, for a gradual reduction (from 50% to the standard 20%) of copayment rates for outpatient psychiatric services under the Medicare program.

Small Business Health Insurance Options Act of 2007 - Directs the Administrator of the Small Business Administration (SBA) to: (1) establish a four-year pilot program to provide information and educational materials regarding health insurance options, including coverage options within the small group market, to small businesses; and (2) select up to 20 small business development centers (SBDCs) to receive grants under the pilot program. Requires: (1) a specified geographical distribution with respect to grant recipients; and (2) grant funds to be used to create and distribute informational materials and conduct training and educational activities.

Servicemembers' Healthcare Benefits and Rehabilitation Enhancement Act of 2007 - Directs the Secretary of Defense to: (1) assign a medical care manager and a caseworker to each member of the Armed Forces who is undergoing medical treatment, recuperation, or therapy, or is otherwise in a medical hold or holdover status, for an injury, illness, or disease incurred or aggravated while on active duty (recovering member); and (2) undertake efforts to improve the speed and efficiency of the Department of Defense (DOD) physical disability evaluation system. Requires the Secretary of Veterans Affairs to submit to the congressional defense and veterans' committees a plan to update the disability ratings schedule of the Department of Veterans Affairs (VA) to reflect the effects on the modern workforce of mental health disorders, including traumatic brain injury (TBI) and post-traumatic stress disorder (PTSD). Directs the Secretary of Defense to: (1) establish a system for the prioritization of processing the separation of members; (2) establish a medical record database to track and record the medical status of all members (and make such system accessible to the VA); (3) assess, both before and after, the mental health of each member who is deployed, or is expected to be deployed, to a combat theater; and (4) report, along with the Secretary of Veterans Affairs, on plans to increase the role of private providers in the provision of rehabilitation to members and former members with TBI or PTSD when the VA is unable to provide such services. Requires the: (1) Secretary of the military department concerned to notify the appropriate Members of Congress of the hospitalization of any recovering member evacuated from a theater of combat; and (2) recovering member to consent to such notification.

Entrepreneurial Development Act of 2007 - Amends the Small Business Act to reauthorize for FY2008-FY2010 the following programs for small businesses administered by the Small Business Administration (SBA): (1) the Service Corps of Retired Executives (SCORE) program; (2) the small business development center (SBDC) program; (3) the drug-free workplace program; and (4) the women's business center program and the National Women's Business Council. Establishes the position of Associate Administrator for International Trade within the SBA's Office of International Trade. Native American Small Business Development Act of 2007 - Establishes within the SBA the Office of Native American Affairs to implement SBA programs for the development of business enterprises by Native Americans (American Indians, Alaska Natives, and Native Hawaiians). Requires: (1) the SBA to provide financial assistance to tribal governments, tribal colleges, Native Hawaiian organizations, and Alaska Native corporations to create Native American business centers; and (2) each business center to conduct projects for business education aid to such entities. Establishes related pilot programs. National Small Business Regulatory Assistance Act of 2007 - Establishes a pilot program to provide regulatory compliance assistance to small businesses through participating SBDCs. Directs the Administrator to: (1) make minority entrepreneurship and innovation grants to historically black colleges and universities, tribal colleges, and Hispanic-, Alaska Native-, and Native Hawaiian-serving institutions; and (2) establish a pilot program for grants to SBDCs to provide health insurance information to small businesses. Authorizes the Office of Native American Affairs to conduct a pilot program to provide economic development assistance to Indian tribes. Directs the President to convene a National Small Business Summit to examine present conditions and the future of the U.S. community of small businesses.

Securing Equity for the Economic Development of Low Income Areas Act of 2007 or SEED Act - Amends the Small Business Investment Act of 1958 to direct the Administrator of the Small Business Administration (SBA) to select at least one company from each SBA geographic region when selecting companies to participate as New Markets Venture Capital companies. Establishes in the Investment Division of the SBA the Office of New Markets Venture Capital. Modifies the definition of low-income geographic area to reflect the new markets tax credit under the Internal Revenue Code. Revises the formula for the amount of operational assistance grants for new markets venture capital companies.
