Disabled Veterans Tax Fairness Act of 2007 - Amends the Internal Revenue Code to allow members of the uniformed services whose retired pay in any taxable year is reduced due to an award of disability compensation by the Department of Veterans Affairs an extension of the three-year limitation period for filing tax refund claims until one year after the date of a disability determination. Limits the period for which such refund claims may be filed to taxable years beginning less than five years before the date of a disability determination.

Amends the Horse Protection Act to prohibit the shipping, transporting, moving, delivering, receiving, possessing, purchasing, selling, or donation of horses and other equines to be slaughtered for human consumption. Authorizes the Secretary of Agriculture to detain for examination, testing, or the taking of evidence: (1) any horse at any horse show, horse exhibition, or horse sale or auction that is sore or which the Secretary has probable cause to believe is sore; and (2) any horse or other equine that the Secretary has probable cause to believe is being shipped, transported, moved, delivered, received, possessed, purchased, sold, or donated in violation of such prohibition.

Expresses the sense of Congress that: (1) it is not in the U.S. national interest to deepen its military involvement in Iraq, particularly by escalating the U.S. military presence in Iraq; (2) the primary objective of U.S. strategy in Iraq should be to have the Iraqi political leaders make the political compromises necessary to end the violence in Iraq; (3) greater regional and international support would assist the Iraqis in achieving a political solution and national reconciliation; (4) main elements of U.S. forces in Iraq should transition to helping ensure Iraq's territorial integrity, conduct counterterrorism activities, reduce regional interference in Iraq's internal affairs, and accelerate training of Iraqi troops; (5) the United States should transfer, under an appropriately expedited timeline, responsibility for internal security and halting sectarian violence in Iraq to the government of Iraq and Iraqi security forces; and (6) the United States should engage nations in the Middle East to develop a regional, internationally-sponsored peace and reconciliation process for Iraq.

Amends the Internal Revenue Code to exempt certain small business taxpayers from the requirements of using the accrual method of accounting and of using inventories. Allows such taxpayers to use a cash method of accounting if they meet the gross receipts test and are not engaged in farming as a corporation. Increases the amount of the gross receipts test to $10 million (currently, $5 million) and permits an annual inflation adjustment of that amount.

Passenger Rail Investment and Improvement Act of 2007 - Authorizes appropriations for Amtrak for FY2007-FY2012. Authorizes Amtrak to contract for the operation of an intercity rail service or route not included in the national rail passenger transportation system. Requires Amtrak to: (1) implement a modern financial accounting and reporting system; (2) submit an annual budget and business plan and a five-year financial plan; (3) submit grant requests for specified authorizations of appropriations, including for its operating and capital grants and debt repayment; (4) develop and implement a standardized methodology for establishing and allocating the operating and capital costs among the states and Amtrak associated with trains operated on state supported routes. Requires an independent auditor to develop and recommend objective methodologies for determining intercity passenger routes and services. Provides for: (1) minimum standards for measuring performance and service; (2) investigations of substandard performance; (3) annual evaluations of the financial and operating performance of each long distance passenger rail route; (4) passenger rail service to be provided by alternate carriers on certain Amtrak routes; (5) a northeast corridor state-of-good-repair plan; and (6) restructuring Amtrak's indebtedness. Authorizes: (1) grants to states for the capital costs of facilities and equipment necessary to provide or improve intercity passenger rail transportation; (2) a state to prepare and maintain a state rail plan. Requires Amtrak to establish a Next Generation Corridor Equipment Pool Committee, comprised of representatives of Amtrak, the Federal Railroad Administration, and interested states. Provides, in order to carry out all railroad safety laws, for eight safety offices for eight geographical regions. Surface Transportation and Rail Security Act of 2007 - Directs the Secretary of Homeland Security to establish a task force to complete a vulnerability and risk assessment of freight and passenger rail transportation. Provides for: (1) systemwide Amtrak security upgrade grants; (2) grants for fire and life-safety improvements to Amtrak tunnels on the Northeast Corridor; and (3) grants for freight and passenger rail security upgrades. Provides funding for oversight of capital projects and management plans. Requires a plan for addressing the needs of the families of passengers involved in any Amtrak intercity train rail passenger accident resulting in a loss of life. Requires a railworker security training program. Provides for whistleblower protection for rail security matters. Requires rail carriers transporting hazardous materials to develop high hazard material security threat mitigation plans. Encourages the equipping of rail cars transporting high hazard materials with wireless communications technology.

Expresses the sense of the Senate that the United States should act to reduce risks posed by global climate change and to foster economic growth by: (1) participating in negotiations under the United Nations Framework Convention on Climate Change and leading efforts in other international fora with the objective of securing U.S. participation in binding agreements that advance and protect U.S. interests, that establish mitigation commitments by all countries that are major emitters of greenhouse gases, that establish flexible international mechanisms to minimize the cost of efforts by participating countries, and that achieve a significant long-term reduction in global greenhouse gas emissions; and (2) establishing a bipartisan Senate observer group to monitor international negotiations on climate change and to ensure that the advice and consent function of the Senate is exercised to facilitate timely consideration of any applicable treaty.

Climate Stewardship and Innovation Act of 200 7 - Directs the Administrator of the Environmental Protection Agency (EPA) to establish and maintain the National Greenhouse Gas Database to collect, verify, and analyze information on greenhouse gas (GHG) emissions. Establishes a program for market-driven reduction of GHGs through the use of tradeable allowances. Requires certain covered entities that own or control a source of GHG emissions in the electric power, industrial, and commercial sectors of the U.S. economy to submit to the Administrator, beginning in 2012, one tradeable allowance for every metric ton of GHGs emitted. Requires the Administrator to establish a declining cap on tradeable allowances to reduce GHG emissions over time. Allows tradeable allowances to be sold, exchanged, purchased, retired, borrowed, offset, or otherwise used as permitted by this Act. Requires the Administrator to establish a program to allow covered entities to earn tradable allowances from developing countries' activities that result in certified emission reductions. Establishes the Climate Change Credit Corporation to manage tradeable allowances. Requires the Secretary of Commerce to: (1) establish a Climate Technology Financing Board; (2) study technology transfer barriers, best practices, and technology transfer activities at federal laboratories related to the licensing and commercialization of technologies that result in reduced GHG emissions, increased ability to adapt to climate change impacts, or increased sequestration of GHGs; (3) analyze business opportunities available for climate change technologies; (4) establish a nonprofit government sponsored enterprise for providing investment in private sector technologies that show promise for climate change adaptation and mitigation applications; (5) create a program of public-private partnerships for climate innovation; (6) establish a national program to ensure that lessons learned and best practices concerning energy efficiency and GHG emission reductions are available to the public; (7) carry out a program of scientific research on potential abrupt climate change; (8) carry out a Climate Technology Challenge Program to award funding to stimulate innovation in technologies for reducing GHG emissions; (9) establish a program to reduce GHG emissions through deployment of energy efficiency measures by large commercial customers by providing for energy audits; (10) establish, operate, and report on a research and development program focused on advanced once-through fuel cycles, a Nuclear System Modeling project to evaluate the cost, safety, waste management, and proliferation avoidance and resistance of fuel cycles, and an Advanced Diversified Waste-Disposal Research Program; (11) establish a demonstration program to reduce the first-time regulatory costs of the current Nuclear Regulatory Commission licensing process incurred by the first applicant using an advanced reactor design; (12) establish a program to demonstrate the effectiveness of retooling an existing vehicle or component manufacturing facility to reduce vehicle GHG emissions and of increasing competitiveness of advanced technology vehicle production facilities; (13) establish guidelines for setting project baselines for reductions of GHG emissions and GHG storage in geological formations; (14) submit a climate change adaptation plan for the United States; and (15) conduct research on the impact of climate change on low-income populations everywhere in the world. Requires the National Science Foundation (NSF) to: (1) implement a plan to increase and establish priorities for funding research in the adaptation to and mitigation of climate change; and (2) establish a climate change science and technology enhancement program for math and science teachers. Establishes a National Medal of Climate Stewardship Innovation. Requires the Patent and Trademark Office (PTO) to determine the extent to which changes to the patent system are necessary to increase the flow of climate change-related technologies. Requires the National Institute of Standards and Technology (NIST) to establish a research program on global climate change standards and processes to provide knowledge on the reduction of GHGs. Provides for establishment of a joint competitive, merit-based research program to fund low- or zero-emissions transportation proposals. Requires the Office of Science and Technology Policy (OSTP) to: (1) establish an interagency panel to establish standards for measurement of sequestered carbon; (2) establish a program on adaptation technologies and assess the climate change technological needs of various regions of the country; (3) perform one national and six regional infrastructure cost assessments to provide estimates of the range of costs anticipated for adaptation to the impacts of climate change.

Amends the Internal Revenue Code to: (1) increase the expensing allowance for depreciable business property from $100,000 to $200,000; (2) make such allowance permanent; (3) increase to $800,000 the asset cost threshold for calculating reductions in such allowance; (4) allow an annual inflation adjustment to the expensing allowance and the threshold amount after 2007; and (5) allow a taxpayer to revoke an election to expense such business property without the prior consent of the Secretary of the Treasury.

Animal Fighting Prohibition Enforcement Act of 2007 - Amends the federal criminal code to prohibit: (1) sponsoring or exhibiting a bird in a fighting venture in a state where it would not otherwise be in violation of the law, only if the person knew that any bird in the venture was knowingly bought, sold, delivered, transported, or received in interstate or foreign commerce for such purpose; or (2) knowingly sponsoring or exhibiting in an animal fighting venture any other animal that was moved in interstate or foreign commerce. Prohibits knowingly: (1) selling, buying, transporting, delivering, or receiving, for purposes of transportation in interstate or foreign commerce, any dog or other animal to participate in an animal fighting venture; (2) using interstate mail service for commercial speech promoting an animal fighting venture except as performed outside the limits of the states (with an exception for bird fights in states whose laws allow them); or (3) selling, buying, transporting, or delivering in interstate or foreign commerce a knife, gaff, or other sharp instrument to be attached to the leg of a bird for use in an animal fighting venture. Increases the penalties to a fine and up to three years' imprisonment for violations.

Amends the Internal Revenue Code to allow qualified retail improvement property a 15-year recovery period for purposes of the tax deduction for depreciation. Defines such property as any improvement to an interior portion of a building which is nonresidential real property, if: (1) such portion is open to the general public and is used in the trade or business of selling tangible personal property or services to the general public; and (2) such improvement is placed in service more than three years after the date the building was first placed in service. Excludes specified improvements, including the enlargement of a building, any elevator or escalator, or the internal structural framework of a building.

Small Business Tax Flexibility Act of 2007 - Amends the Internal Revenue Code to permit certain small start-up businesses to elect a taxable year, other than the required taxable year, which ends on the last day of any of the months of April through November (or at the end of an equivalent annual period).

Small Business Compliance Assistance Enhancement Act of 2007 - Amends the Small Business Regulatory Enforcement Fairness Act of 1996 to require an agency to prepare a compliance guide to assist small entities in complying with a Federal rule or group of related rules for which an agency is required to prepare a final regulatory flexibility analysis whenever an agency determines that a Federal rule or group of rules will have a significant economic impact on a substantial number of small entities.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the posthumous presentation, on behalf of Congress, of a gold medal to Constantino Brumidi, in recognition of his contributions to the Nation as a designer and decorator of the U.S. Capitol. Requires the Architect of the Capitol to arrange for the gold medal to be displayed in the Capitol Visitor Center as part of an exhibit honoring Constantino Brumidi.

Social Security Number Misuse Prevention Act - Amends the federal criminal code to prohibit the display, sale, or purchase of Social Security numbers without the affirmatively expressed consent of the individual, except in specified circumstances. Directs the Attorney General to study and report to Congress on all the uses of Social Security numbers permitted, required, authorized, or excepted under any federal law, including the impact of such uses on privacy and data security. Establishes a public records exception to the prohibition. Directs the Comptroller General to study and report to Congress on Social Security numbers in public records. Grants the Attorney General rulemaking authority to enforce this Act's prohibition and to implement and clarify the permitted uses occurring as a result of an interaction between businesses, governments, or business and government. Amends title II (Old Age, Survivors, and Disability Insurance) of the Social Security Act (SSA) to prohibit: (1) the use of Social Security numbers on checks issued for payment by governmental agencies; and (2) inmate access to Social Security account numbers. Prohibits a commercial entity from requiring an individual to provide a Social Security number when purchasing a commercial good or service or denying an individual the good or service for refusing to provide that number, with exceptions. Establishes civil and criminal penalties. Extends civil monetary penalties for misuse of a Social Security number. Provides for: (1) criminal penalties under SSA title II for the misuse of a Social Security number; (2) civil actions and civil penalties against persons who violate this Act; and (3) federal injunctive authority with respect to any violation by a public entity.

Encouraging Work Act of 2007 - Amends Internal Revenue Code provisions relating to the combined work opportunity and welfare-to-work tax credit to: (1) make such credit permanent; (2) make individuals age 18 through 39 residing in an empowerment zone, enterprise community, or renewal community (designated community residents) eligible for such credit; (3) allow vocational rehabilitation referrals under such credit after completion of certain individual work plans; and (4) allow an increased credit for the hiring of certain veterans with service-connected disabilities incurred after September 10, 2001.

Pharmaceutical Market Access and Drug Safety Act of 2007 - Amends the Federal Food, Drug, and Cosmetic Act (FFDCA) to revise provisions governing the importation of prescription drugs. Waives the limitation on importation of prescription drugs that have been exported from the United States. Prohibits the importation of a qualifying drug unless such drug is imported by: (1) a registered importer; or (2) an individual for personal use. Establishes registration conditions for importers and exporters. Requires the Secretary to inspect places of business, verify chains of custody, inspect facilities, and determine compliance with registration conditions. Sets forth provisions governing the importation of qualifying drugs that are different from U.S. label drugs, including standards for judging such differences. Prohibits manufacturers from: (1) discriminating against registered exporters or importers; (2) causing there to be a difference in a prescription drug distributed in the United States and one distributed in a permitted country; (3) engaging in actions to restrict, prohibit, or delay the importation of a qualifying drug; or (4) engaging in any action that the Federal Trade Commission (FTC) determines discriminates against a person that engages or attempts to engage in the importation of a qualifying drug. States that the resale in the United States of prescription drugs that were properly sold abroad is not patent infringement. Requires the Secretary to educate consumers regarding prescription drug importation. Sets forth provisions governing the sale of prescription drugs through an Internet site. Includes the dispensing or selling of a prescription drug in violation of this Act as a prohibited act under FFDCA. Prohibits the introduction of restricted transactions with unregistered foreign pharmacies into a payment system or the completion of such transactions using a payment system.

Medicare Enhancements for Needed Drugs Act of 2007 - Directs the Comptroller General to review and report to Congress on the retail cost of prescription drugs in the United States during 2000 through 2006, with an emphasis on the prescription drugs most utilized for individuals age 65 or older. Requires the Comptroller General to conduct an ongoing study that compares the average retail cost in the United States for each of the 20 most utilized prescription drugs for individuals age 65 or older with: (1) the average prices at which private health plans, the Department of Defense under the Defense Health Program, and the Department of Veterans Affairs acquire each such drug; and (2) the average negotiated price for each such drug that eligible beneficiaries have access to under a Medicare prescription drug plan providing only basic prescription drug coverage. Amends title XVIII (Medicare) of the Social Security Act (SSA) to include in the comparative plan information for beneficiaries under new Medicare part D (Voluntary Prescription Drug Benefit Program) a comparison of average aggregate prescription drug plan beneficiary costs and savings with such costs for a beneficiary with no prescription drug plan. Repeals the prohibition against interference by the Secretary of Health and Human Services with the negotiations between drug manufacturers and pharmacies and prescription drug plan sponsors. Authorizes the Secretary instead, like other federal entities that purchase prescription drugs in bulk, to negotiate contracts with manufacturers of covered part D drugs. Requires the savings to the Medicare Prescription Drug Account through the use of authority provided under this Act to be used to strengthen the part D program and to reduce the federal deficit. Requires the Secretary to ensure that each part D eligible individual has: (1) a choice of enrollment in a comprehensive prescription drug plan in the area in which the individual resides; or (2) in any case in which such a plan is not available, the opportunity to enroll in a comprehensive fallback prescription drug plan.

Senate Campaign Disclosure Parity Act - Amends the Federal Election Campaign Act of 1971 to require Senate candidates to file election-related designations, statements, and reports in electronic form. Requires the Secretary of the Senate to forward a copy of any electronically filed designation, statement, or report to the Federal Election Commission within one working day (instead of the current two working days) after receiving it.

Social Security Fairness Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) government pension offset requirements applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to OASDI payments; and (2) windfall elimination requirements with respect to computation of an individual's primary insurance amount.

Internet Freedom Preservation Act - Amends the Communications Act of 1934 to establish certain Internet neutrality duties for broadband service providers (providers), including not interfering with, or discriminating against, the ability of any person to use broadband service in a lawful manner. Allows providers to engage in activities in furtherance of certain management and business-related practices, such as protecting network security and offering consumer protection services such as parental controls. Prohibits a provider from requiring a subscriber, as a condition on the purchase of broadband service, to purchase any cable service, telecommunications service, or IP-enabled voice service. Requires a report from the Federal Communications Commission (FCC) to specified congressional committees on provider delivery of broadband content, applications, and services.

Calling for 2-1-1 Act of 2007 - Directs the Secretary of Health and Human Services to award a grant to each state to carry out a program for making available throughout that state the 2-1-1 telephone service for information and referral on human services. Requires a participating state to ensure that at least 50% of the resources of the program funded by the grant will be derived from other sources. Requires a state seeking a grant to carry out its activities through a lead entity to be known as a 2-1-1 Collaborative. Requires grant amounts to be used solely to make available to a state 2-1-1 telephone service for community information and referral on human services to all citizens of that state with phone access, including telephone connections between families and individuals seeking services and the service providers. Requires grant recipients to: (1) abide by the Key Standards for 2-1-1 Centers; and (2) collaborate with human service organizations to provide an exhaustive database of services with which to provide information or referral to individuals utilizing the 2-1-1 service.

Small Business Disaster Response and Loan Improvements Act of 2007 - Amends the Small Business Act to authorize the Administrator of the Small Business Administration (SBA) to: (1) guarantee the payment of principal and interest on private lender loans to small businesses located in a disaster area; and (2) make disaster loans to private nonprofit organizations located or operating in a disaster area. Increases disaster loan caps. Authorizes the Administrator to: (1) allow small business development centers (SBDCs) to provide assistance to a small business located outside the state of the SBDC if the business is in a disaster area; (2) establish a contracting outreach and technical assistance program for small businesses having a significant presence in a disaster area; (3) declare a disaster area as an area of concentrated unemployment or underemployment, or a labor surplus area, for purposes of a contracting priority for local small businesses; and (4) establish and implement a disaster assistance business loan program. Provides for increased public notice of disaster declaration and application periods and deadlines. Authorizes the Administrator to enter into agreements with private contractors to process disaster loans. Requires the Administrator to amend the 2006 hurricane season disaster response plan to apply to major disasters and catastrophic national disasters. Provides for increased congressional oversight of the SBA disaster loan program with respect to presidentially declared disasters. Authorizes the Administrator to make loans to assist small businesses that have or are likely to suffer substantial economic injury as the result of significant increases in the price of heating fuel due to a disaster-related energy emergency.

Energy Diplomacy and Security Act of 2007 - Expresses the sense of Congress on energy diplomacy and security. Urges the Secretary of State to seek immediately to establish: (1) strategic energy partnerships with the governments of major energy producers and major energy consumers, and with governments of other countries; (2) petroleum crisis response mechanisms with the governments of China and India; (3) a Western Hemisphere energy crisis response mechanism; and (4) a regional-based ministerial Hemisphere Energy Cooperation Forum. Urges the President to place on the agenda for discussion at the Governing Board of the International Energy Agency the merits of establishing an international energy program application procedure. Urges the Hemisphere Energy Cooperation Forum (established in response to this Act) to implement: (1) an Energy Crisis Initiative; (2) an Energy Sustainability Initiative; and (3) an Energy for Development Initiative. Encourages the Secretary to approach other governments in the Western Hemisphere to seek cooperation in establishing a Hemisphere Energy Industry Group of industry and government representatives, coordinated by the U.S. government.

Surface Transportation and Rail Security Act of 2007 - Directs the Secretary of Homeland Security to establish a task force to complete a vulnerability and risk assessment of freight and passenger rail transportation, and develop specific prioritized recommendations for improving rail security. Authorizes the Secretary of Homeland Security (or Secretary of Transportation, where appropriate) to make grants for certain system-wide Amtrak, freight, hazardous materials transportation, and passenger rail security upgrades, including to Amtrak for fire and life-safety improvements and infrastructure upgrades to tunnels on the Northeast Corridor. Directs Amtrak to submit to the National Transportation Safety Board a plan to address the needs of families of passengers involved in rail passenger accidents. Requires railroad carriers to develop rail security training programs for all front-line workers. Sets forth certain whistleblower protections for rail employees or other persons providing information about perceived security threats. Directs the Secretary of Homeland Security (or Secretary of Transportation, where appropriate) to require: (1) rail carriers transporting hazardous materials to develop high hazard material security threat mitigation plans; and (2) motor carriers transporting hazardous materials to maintain route plans that meet certain requirements. Sets forth requirements regarding : (1) equipping rail cars and motor carriers transporting high hazard materials with wireless communications and tracking technology; (2) hazardous materials security plans of shippers, carriers, and other persons; (3) truck security assessment; (4) a national security public sector response system; (5) over-the-road bus operators or over-the-road bus terminal operators system-wide security improvements; (6) a Pipeline Security and Incident Recovery Protocols Plan; and (7) pipeline security plans and inspecting of natural gas and hazardous liquid pipelines and pipeline facilities.

Lifelong Learning Accounts Act of 2007 - Amends the Internal Revenue Code to: (1) establish a tax-exempt lifelong learning account for the payment of certain employee higher education and training expenses; (2) allow individuals a nonrefundable tax credit for contributions to such accounts; and (3) allow employers a business-related tax credit for contributions to such accounts. Directs the Secretary of the Treasury to study and report to Congress on such accounts and the tax credits enacted by this Act.

Cell Phone Tax Moratorium Act of 2007 - Prohibits states from imposing any new discriminatory tax on mobile services (cell phones), mobile services providers, or mobile services property for three years after enactment of this Act. Defines "new discriminatory tax" as a tax imposed on mobile services, providers, or property which is not generally imposed on other types of services or property or is generally imposed at a lower rate.

Permanent Internet Tax Freedom Act of 2007 - Amends the Internet Tax Freedom Act to make permanent the ban on state and local taxation of Internet access and on multiple or discriminatory taxes on electronic commerce.

Lane Evans Veterans Health and Benefits Improvement Act of 2007 - Makes a veteran who served on active duty during a period of war eligible for a mental health evaluation and hospital care, medical services, nursing home care, and family and marital counseling for any identified mental health condition, notwithstanding insufficient medical evidence to conclude that the condition is attributable to such service. Requires: (1) post-deployment medical and mental health screenings to be conducted within 30 days after a deployment; (2) each member, upon discharge, to be provided an electronic copy of all military records of such member; and (3) the Secretary of Defense to ensure appropriate outreach to members of the National Guard and reserves concerning benefits and services available upon discharge or deactivation. Directs the Secretary of Veterans Affairs to establish and maintain a Global War on Terrorism Veterans Information System. Requires quarterly reports from the Secretaries of Veterans Affairs, Labor, and Defense on the effects on veterans and on each such department of participation in the Global War on Terrorism.

Stem Cell Research Enhancement Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to conduct and support research that utilizes human embryonic stem cells, regardless of the date on which the stem cells were derived from a human embryo. Limits such research to stem cells that meet the following ethical requirements: (1) the stem cells were derived from human embryos donated from in vitro fertilization clinics for the purpose of fertility treatment and were in excess of the needs of the individuals seeking such treatment; (2) the embryos would never be implanted in a woman and would otherwise be discarded; and (3) such individuals donate the embryos with written informed consent and receive no financial or other inducements. Requires the Secretary to develop techniques for the isolation, derivation, production, or testing of stem cells that are capable of producing all or almost all of the cell types of the developing body and may result in improved understanding of treatments for diseases and other adverse health conditions, but that are not derived from a human embryo. Requires the Secretary to: (1) provide guidance concerning the next steps required for additional research; (2) prioritize research with the greatest potential for near-term clinical benefit; and (3) take into account techniques outlined by the President's Council on Bioethics and any other appropriate techniques and research.

Ocean and Coastal Exploration and NOAA Act (OCEAN Act) - National Ocean Exploration Program Act - Requires establishment of a coordinated national ocean exploration program in the National Oceanic and Atmospheric Administration (NOAA). Requires NOAA to convene an ocean technology and infrastructure task force. Authorizes NOAA, the National Science Foundation (NSF), and other agencies involved in the program to participate in interagency financing and share, transfer, receive, and spend funds appropriated to any federal participant in the program. NOAA Undersea Research Program Act of 2007 - Requires establishment of an undersea research program, to be conducted through a national headquarters, a network of regional undersea research centers, and a national technology institute.

911 Modernization Act - Amends the Digital Television Transition and Public Safety Act of 2005 to authorize the Assistant Secretary of Commerce for Communications and Information to borrow from the treasury to make payments to implement the ENHANCE 911 Act of 2004. Requires repayment, without interest, as funds are deposited into the Digital Television Transition and Public Safety Fund. Amends the National Telecommunications and Information Administration Organization Act to require issuance of regulations updating the criteria to provide priority for public safety answering points not capable of receiving 911 calls.

Rail Security Act of 2007 - Directs the Assistant Secretary of Homeland Security for the Transportation Security Administration (TSA) to conduct a vulnerability assessment of freight and passenger rail transportation, and develop specific prioritized recommendations for improving rail security. Directs the Assistant Secretary to conduct a study on requiring security screening for passengers, baggage, and cargo on passenger trains. Authorizes the Secretary of Transportation to make grants to Amtrak for fire and life-safety improvements and infrastructure upgrades to tunnels on the Northeast Corridor. Directs Amtrak to submit to the National Transportation Safety Board (NTSB) a plan to address the needs of families of passengers involved in rail passenger accidents. Authorizes the Assistant Secretary to award grants to Amtrak for certain system-wide Amtrak, freight, hazardous materials transportation, and passenger rail security upgrades. Directs the Administrator of the Federal Railroad Administration to set forth certain standards for welded rail and tank car safety improvements. Sets forth certain whistleblower protections for rail employees or other persons providing information about perceived security threats.

Family Abduction Prevention Act of 2007 - Directs the Attorney General to make grants to states for projects involving: (1) the extradition of individuals suspected of committing a family abduction; (2) investigation by law enforcement agencies of family abduction cases; (3) training for law enforcement agencies in responding to family abductions and recovering abducted children; (4) outreach and media campaigns to educate parents on the dangers of family abductions; and (5) notifying law enforcement authorities of the name and address of anyone requesting the school records of an abducted child. Requires that not less than 50 percent of the cost of a project for which a grant is made be provided by non-federal sources.

Veterans' Disability Compensation Automatic COLA Act - Requires that, whenever there is an increase in benefit amounts payable under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, the Secretary of Veterans Affairs shall increase by the same percentage the amounts payable as veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled adult children, and dependency and indemnity compensation for surviving spouses and children.

Directs the Secretary of Defense to permit any former member of the armed forces who is entitled to compensation for a service-connected disability rated total by the Secretary of Veterans Affairs to travel on military aircraft to the same extent as retired members of the armed forces.

Universal Service for Americans Act or USA Act - Amends the Communications Act of 1934 to require each communications service provider to contribute to support universal service (the provision of communications service in rural, insular, and high-cost areas), subject to exemptions. Modifies requirements regarding interconnection and rural telephone companies. Imposes on facilities-based IP-enabled voice service providers the same rights, duties, and obligations as a requesting telecommunications carrier if the provider elects to assert those rights. Prohibits a carrier from refusing to transport or terminate IP-enabled voice traffic solely because it is IP-enabled and prohibits a provider originating, transmitting, or terminating IP-enabled voice traffic from being exempted from paying compensation for interstate traffic solely because the traffic is IP-enabled. Regulates IP-enabled voice service regarding: (1) accessibility for the disabled community; and (2) alarm or security systems or personal security or medical monitoring systems. Applies universal service provisions to any services under FCC jurisdiction that can effectively substitute for interexchange telecommunications services, including any such substitute classified as an information service that uses telecommunications. Establishes the Broadband for Unserved Areas Program to provide financial assistance for the deployment of broadband equipment and infrastructure to unserved areas throughout the United States. Declares that universal service support mechanisms and rules should be competitively neutral. Requires telecommunications and IP-enabled voice service providers to ensure, as technically possible, that all traffic contains or preserves identification information.

Post-9/11 Veterans Educational Assistance Act of 2007 - Amends federal veterans' benefits provisions to entitle to educational assistance under the Montgomery GI Bill individuals in certain length-of-service categories who, commencing on or after September 11, 2001, serve on active duty in the Armed Forces. Establishes the duration of such assistance (in most cases 36 months) and assistance amounts. Requires programs of education pursued with such assistance to be approved by the Secretary of Veterans Affairs. Allows for the pursuit of an approved program of education while on active duty. Allows, under such assistance, for the pursuit of: (1) programs on less than a half-time basis; (2) apprenticeship or other on-job training; (3) correspondence courses; (4) flight training; (5) tutorial assistance; and (6) licensure and certification tests. Makes individuals entitled to assistance under this Act also eligible for supplemental educational assistance for additional active duty service. Requires the Secretary to carry out a program, to be known as the "Yellow Ribbon G.I. Education Enhancement Program," under which colleges and universities may enter into an agreement with the Secretary to cover, for certain individuals, a portion of established charges not otherwise covered and match contributions toward such costs. Requires educational assistance under this Act to be used within 15 years of the individual's discharge or release from active duty (with exceptions). Allows individuals currently under the Montgomery GI Bill educational assistance program to elect to participate in the post-9/11 educational assistance program with respect to any unused entitlement.

Wakefield Act - Amends the Public Health Service Act to extend by one year the length of time for which a grant may be awarded under the emergency medical services for children grant program, which allows the Secretary of Health and Human Services to make grants to states or schools of medicine to support projects to expand and improve emergency medical services for children who need treatment for trauma or critical care. Sets forth as the purpose of the program the reduction of child and youth morbidity and mortality by supporting improvements in the quality of all emergency medical care children receive. Requires the Secretary to support emergency medical services for children by supporting projects that: (1) develop and present scientific evidence; (2) promote existing innovative technologies appropriate for the care of children; and (3) provide information on health outcomes and effectiveness and cost-effectiveness. Directs that such program: (1) strive to enhance the pediatric capability of emergency medical service systems; and (2) be coordinated with all research, evaluations, and awards undertaken by the federal government related to emergency medical services for children.

Harriet Beecher Stowe House Special Resource Study Act - Directs the Secretary of the Interior to complete a study of the Harriet Beecher Stowe House in Brunswick, Maine, to evaluate: (1) the national significance of the House and surrounding land; and (2) the suitability and feasibility of designating the House and such land as a unit of the National Park System.

Supports the principles of the Addis Ababa Agreement and U.N. Security Council Resolution 1706 (2006) concerning Darfur. Declares that the deployment of a United Nations-African Union peacekeeping force under U.N. command is the minimum acceptable international effort to protect the people of Darfur. Supports strengthening the African Union (AU) peacekeeping mission in Sudan. Calls upon the government of Sudan to: (1) allow implementation of the U.N. support packages as provided for in the Addis Ababa Agreement; and (B) work with the United Nations and the international community to deploy U.N. peacekeepers to Darfur. Calls upon all parties to the conflict to: (1) adhere to the 2004 N'Djamena ceasefire; and (2) respect the neutrality of humanitarian agencies so that relief workers can have access to their beneficiary populations. Urges the President to: (1) continue to work with the international community, including the permanent members of the Security Council, the AU, the European Union (EU), the Arab League, Sudan's trading partners, and the government of Sudan to facilitate deployment of the U.N. peacekeeping force; (2) ensure the ability of any Darfur peacekeeping force to carry out its mandate by providing adequate funding and working with our international partners to provide technical assistance, logistical support, intelligence gathering capabilities, and military assets; (3) work with Security Council members and the international community to develop and impose economic and diplomatic sanctions against the government of Sudan should such government continue to refuse to cooperate with implementation of Resolution 1706 and the Addis Ababa Agreement; and (4) work with Security Council members and the international community to address insecurity in Chad and the Central African Republic.

Trade Complaint and Litigation Accountability Improvement Measures Act or the Trade CLAIM Act - Amends the federal judicial code to grant the Court of International Trade exclusive jurisdiction of any civil action commenced by a petitioner requesting de novo review of a U.S. Trade Representative (Trade Representative) decision concerning the enforcement of U.S. trade rights. Amends the Trade Act of 1974 to revise requirements concerning the enforcement of U.S. trade rights with respect to presidential authority and the responsibility of the Trade Representative. Permits the Trade Representative to take further action to enforce U.S. rights, based on the Trade Representative's monitoring, when a petitioner considers that the actions of a foreign country in implementing a measure have not been satisfactory.

Northern Appalachian Economic Development Commission Act of 2006 - Establishes the Northern Appalachian Economic Development Commission to provide advisory strategic guidance and coordination and grant assistance in support of economic development, community development, and natural resource conservation in the Northern Appalachian region in the states of Maine, New Hampshire, Vermont, and New York. Authorizes each affected state to designate local development districts to receive such assistance. Requires the Commission to develop an integrated development strategy for the region. Authorizes the Commission to approve grants to states, local development districts, and public and nonprofit entities for economic development projects in the region.

Small Business Disaster Response and Loan Improvements Act of 2006 - Amends the Small Business Act to authorize the Administrator of the Small Business Administration (SBA) to: (1) guarantee the payment of principal and interest on private lender loans to small businesses located in a disaster area; and (2) make disaster loans to private nonprofit organizations located or operating in a disaster area. Increases disaster loan caps. Authorizes the Administrator to: (1) allow small business development centers (SBDCs) to provide assistance to a small business located outside the state of the SBDC if the business is in a disaster area; (2) establish a contracting outreach and technical assistance program for small businesses having a significant presence in a disaster area; (3) declare a disaster area as an area of concentrated unemployment or underemployment, or a labor surplus area, for purposes of a contracting priority for local small businesses; and (4) establish and implement a disaster assistance business loan program. Provides for increased public notice of disaster declaration and application periods and deadlines. Authorizes the Administrator to enter into agreements with private contractors to process disaster loans. Requires the Administrator to amend the 2006 hurricane season disaster response plan to apply to major disasters and catastrophic national disasters. Provides for increased congressional oversight of the SBA disaster loan program with respect to presidentially declared disasters. Authorizes the Administrator to make loans to assist small businesses that have or are likely to suffer substantial economic injury as the result of significant increases in the price of heating fuel due to a disaster-related energy emergency.

Satellite Consumer Protection Act of 2006 - Grants a satellite carrier under an injunction for certain secondary transmission violations a statutory license to provide distant network stations in specified local markets under prescribed conditions. Requires a satellite carrier as a condition of license use to deposit escrow funds with the Copyright Office. Imposes monetary penalties for license violations. Terminates such license authority after February 17, 2009.
