Women's Health Office Act of 2001 - Amends the Public Health Service Act to establish: (1) within the Office of the Secretary of Health and Human Services an Office on Women's Health (2) within the Office of the Director of the Centers for Disease Control and Prevention an office to be known as the Office of Women's Health; and (3) establish within the Office of the Director of the Agency for Healthcare Research and Quality an office to be known as the Office of Women's Health. Amends the Social Security Act to establish within the Office of the Administrator of the Health Resources and Services Administration an office to be known as the Office of Women's Health. Amends the Federal Food, Drug, and Cosmetic Act to establish within the Office of the Commissioner of the Food and Drug Administration an office to be known as the Office of Women's Health.

Medicare Medical Nutrition Therapy Amendment Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to provide coverage of medical nutrition therapy services for certain Medicare beneficiaries with cardiovascular diseases.

Providing Reliable Officers, Technology, Education, Community Prosecutors, and Training In Our Neighborhoods Act of 2001 or PROTECTION Act - Modifies provisions of the Omnibus Crime Control and Safe Streets Act of 1968 regarding public safety and community policing ("cops on the beat" program, COPS) to authorize the Attorney General to use funding under COPS grants to: (1) increase prosecutor presence and to enhance law enforcement access to new technologies; (2) pay overtime to existing career law enforcement officers to the extent that such overtime is devoted to community policing efforts; and (3) promote higher education among in-service State and local law enforcement officers by reimbursing them for the costs associated with seeking a college or graduate school education. Includes among permitted additional grant projects: (1) specialized integrity and ethics training; and (2) innovative proactive crime control and prevention programs involving school officials and religiously-affiliated organizations. Authorizes the Attorney General to use up to five percent of appropriated funds for technical assistance and training to States, local governments, Indian tribal governments, and other public and private entities. Repeals provisions of the Act regarding termination of grants for hiring officers. Allows grants to be used to assist: (1) police departments in employing specified professional, scientific, and technological advancements; and (2) State, local, or tribal prosecutors' offices in implementation of community-based prosecution programs that build on local community policing efforts. Reserves specified funds for units of local government with a population of less than 50,000. Authorizes the Attorney General to use no more than 50 percent of grant renewal funds to award grants targeted specifically for retention of police officers.

Civil Rights Tax Relief Act of 2001 - Amends the Internal Revenue Code to exclude from gross income amounts received by a claimant on account of claims based on unlawful discrimination (as defined). Permits income averaging for backpay and frontpay awards received on account of such claims.

Children First Child Support Reform Act of 2001 - Amends parts A (Temporary Assistance for Needy Families) (TANF) and D (Child Support and Establishment of Paternity) of title IV of the Social Security Act to: (1) modify the rule requiring assignment of support rights as a condition of receiving TANF; (2) increase child support payments to families; (3) revise child support distribution rules; and (4) change from mandatory to discretionary the authority of States to retain certain support rights assignments after a certain date (thus giving them the option to discontinue such assignments).

Child Support Distribution Act of 2001 - Amends title IV part D (Child Support and Establishment of Paternity) of the Social Security Act (SSA) to revise requirements for: (1) denial of assistance to families that do not assign certain support rights to the State; and (2) the distribution of child support collected by States on behalf of children receiving certain welfare benefits. Directs the Secretary of Health and Human Services to develop recommendations regarding the participation of public non-IV-D child support enforcement agencies in establishing and enforcing child support obligations. Prescribes requirements for ten demonstration projects involving establishment and enforcement of child support obligations by such public non-IV-D agencies. Reduces from $5,000 to $2,500 the amount of child support arrearage which shall trigger denial of a passport. Revises requirements for the use of the tax refund intercept program to collect past-due child support on behalf of non-minor children. Prohibits garnishment of certain compensation for a service-connected disability paid to a former member of the Armed Forces for: (1) alimony; or (2) child support less than 60 days in arrears. Permits no more than 50 percent of such compensation to be garnished to pay for such child support. Requires the Secretary to disclose new hire information to a State to assist in the administration of unemployment compensation programs. Amends the Immigration and Nationality Act to provide that a nonimmigrant alien more than $2,500 in arrears in legally obligated child support shall be: (1) ineligible to receive a visa ; and (2) excluded from admission to the United States. Provides for a payment rate increase to States for short term training of staff of State-licensed or State-approved child welfare agencies providing services.

Veterans Burial Benefits Improvement Act of 2001 - Increases the authorized allowance for burial and funeral expenses for deceased veterans who: (1) at the time of death were in receipt of veterans' disability compensation or veterans' pension benefits; or (2) were veterans of any war or were discharged or released from active military service for a service-connected disability and for whom there is no next of kin or sufficient resources to cover funeral and burial costs. Increases the burial plot allowance for veterans who, at the time of death, were receiving hospital or nursing home care in or through the Department of Veterans Affairs. Authorizes the annual adjustment of such allowances based on increases in the Consumer Price Index.

Access to Cancer Therapies Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to extend Medicare coverage to all oral drugs prescribed for use as an anticancer agent for a medically accepted indication.

Social Security Family Protection Act - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to provide that, if an OASDI recipient dies during the first 15 days of a month, the OASDI benefit for that month shall be reduced by 50 percent.

Area Wage and Base Payment Improvement Act - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) mandate a single national average standardized payment amount for inpatient hospital services furnished, regardless of whether in an urban or non-urban area, under the Medicare prospective payment system (PPS) for discharges occurring in FY 2002 and thereafter; and (2) establish a minimum factor of .925 as a floor for area wage adjustment factors used under the PPS for inpatient and outpatient hospital services.

Tibetan Policy Act of 2001 - Sets forth congressional declarations, including that it: (1) reaffirms that Tibet is an occupied country under the established principles of international law; (2) commends the Republic of India and the kingdom of Nepal for providing asylum and humanitarian care to the Dalai Lama and Tibetans in exile; (3) expresses concern over incidents of ill treatment of transitory Tibetans in border areas; and (4) urges continued cooperation with the Office of the United Nations High Commissioner for Refugees in Kathmandu. Expresses the sense of Congress that the President and the Secretary of State (as well as U.S. and European parliamentarians in the United States-European Interparliamentary Group) should initiate steps to encourage the Government of the People's Republic of China to enter into negotiations with the Dalai Lama or his representatives leading to an agreement on Tibet. Establishes within the Department of State a United States Special Coordinator for Tibetan Issues who shall promote substantive dialogue between the Government of China and the Dalai Lama or his representatives. Directs the U.S. executive director of each international financial institution to encourage and use the U.S. vote to support projects in Tibet consistent with specified principles. Directs the Export-Import Bank of the United States, the Overseas Private Investment Corporation, and the Trade and Development Agency similarly to support projects in Tibet consistent with such principles. Sets forth provisions with respect to: (1) the release of, and access by humanitarian organizations to, Tibetan prisoners detained in China because of their political or religious beliefs; (2) the establishment of a United States branch office in Lhasa, Tibet; (3) U.S. support for economic development, cultural preservation, health care, and education and environmental sustainability for Tibetans inside Tibet; (4) Tibetan language training to U.S. foreign service officers assigned to the consulate in China; (5) Tibet considerations at the United Nations; and (6) the end of religious persecution in Tibet.

Small Business Technology Transfer Program Reauthorization Act of 2001 - Amends the Small Business Act to: (1) increase and extend through FY 2010 the authorization of appropriations for the Small Business Technology Transfer (STTR) Program; (2) increase to $750,000 the maximum award for small businesses participating in the second phase of an STTR Program; (3) require each Federal agency that is required to establish an STTR Program to implement an outreach program to research institutions and small businesses; (4) require the Administrator of the Small Business Administration (SBA) to modify a certain SBA policy directive with respect to Federal funding awards; (5) require each of the above agencies to collect and maintain information necessary to assess its STTR Program; (6) require STTR information to be included in agency databases currently maintaining Small Business Innovation Research information; and (7) require STTR information to be included in such agencies' congressional reporting requirements.

Amends the Harmonized Tariff Schedule of the United States to impose tariff-rate quotas (quantitative import limits) and provide various duty rates on certain casein, caseinates, milk protein concentrate, and other casein derivatives and glues imported into the United States (except imports from Mexico). Authorizes the President to: (1) enter into a trade agreement with a foreign country to grant new concessions as compensation in order to maintain the general level of reciprocal and mutually advantageous concessions; and (2) proclaim any necessary modification or continuance of any existing duty, or continuance of existing duty-free or excise treatment. Sets forth certain limits on the reduction of duties on such products.

States that the Small Business Administration (SBA) should continue to be the leading advocate in the Federal Government for small businesses. Urges the President to: (1) strengthen and expand assistance to small businesses through Federal programs; (2) adopt a policy to achieve the applicable Federal procurement goals for small businesses, including such goals for women-owned businesses, HUBZone businesses, socially and economically disadvantaged businesses, and businesses owned by service-disabled veterans; (3) hold the head of each Federal department and agency accountable in ensuring that such goals are achieved; and (4) direct such heads to comply fully with requirements of the Small Business Regulatory Fairness Act and the Regulatory Flexibility Act. States that the SBA Administrator should have an active role as a member of the President's Cabinet and the Domestic and National Economic Policy Councils.

American Hospital Preservation Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act, to: (1) increase (restore the full) market basket update for inpatient prospective payment services hospitals; and (2) maintain the indirect medical education adjustment percentage at 6.5 percent.

Medication Errors Reduction Act of 2001 - Directs the Secretary of Health and Human Services to establish a program to make grants to eligible entities for the purpose of assisting such entities in offsetting the costs related to purchasing, leasing, developing, and implementing standardized clinical health care informatics systems designed to improve patient safety and reduce adverse events and health care complications resulting from medication errors. Terminates the Secretary's authority to make such grants on September 30, 2011. Authorizes appropriations.

Child Tax Credit Expansion and Equity Act - Amends the Internal Revenue Code to provide a phased-in increase ($1,000 as of 2006) of the child tax credit. Makes such credit partially refundable. Provides for coordination with Federal means-tested programs.

Amends the Internal Revenue Code to allow, through December 31, 2006, a limited credit for energy-efficient building property. Defines such property as a stationary fuel cell power plant that: (1) generates electricity using an electrochemical process; and (2) has an electricity-only generation efficiency greater than 30 percent. Allows, through December 31, 2006, a limited credit to an individual for nonbusiness energy-efficient building property expenditures.

Breast Cancer and Environmental Research Act of 2001 - Amends the Public Health Service Act to require the Director of the National Institute of Environmental Health Sciences to make grants to public or nonprofit private entities for the development and operation of not more than eight consortium centers (each such center shall be known as a Breast Cancer and Environmental Research Center of Excellence) for the conduct of multi-disciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer.

Early Detection and Prevention of Osteoporosis and Related Bone Diseases Act of 2001 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 to require a group health plan, and an insurer offering group coverage, to include coverage for bone mass measurement for individuals who: (1) are estrogen-deficient women at clinical risk for osteoporosis; (2) have vertebral abnormalities; (3) are receiving chemotherapy or long-term gluococorticoid (steroid) therapy; (4) have primary hyperparathyroidism, hyperthyroidism, or excess thyroid replacement; (5) are being monitored to assess the response to or efficacy of approved osteoporosis drug therapy; or (6) are men with a low trauma fracture. Regulates frequency and cost sharing. Prohibits related denial of coverage, incentives to individuals, restrictions on provider-patient communications, and provider penalties. Allows State laws providing greater detection or prevention benefits. Amends the Public Health Service Act to apply the above requirements to coverage offered in the individual market.

Automobile Fuel Economy Act of 2001 - Sets forth certain increased average fuel economy standards for certain light trucks, automobiles (up to 10,000 pounds gross vehicle weight), and certain classes of vehicles in the Federal fleet that are manufactured or purchased after specified dates.

Muscular Dystrophy Community Assistance, Research and Education Amendments of 2001, or the MD-CARE Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH), in coordination with specified national research institutes, to: (1) expand research and related programs concerning various forms of muscular dystrophy, including Duchenne, myotonic, and facioscapulohumeral muscular dystrophy. Requires the Director to: (1) award grants and contracts for establishing at least five related centers of excellence; and (2) provide for a related tissue donation program. Requires the Secretary of Health and Human Services to establish the Muscular Dystrophy Coordinating Committee to coordinate NIH programs and other Federal programs. Authorizes the Secretary, through the Centers for Disease Control and Prevention, to: (1) award grants and cooperative agreements for muscular dystrophy data collection and analysis; and (2) conduct a National Muscular Dystrophy Surveillance Program. Requires the Secretary, through the Centers, to establish at least three centers of excellence in muscular dystrophy epidemiology. Requires the Secretary to establish a program to provide professionals and the public with muscular dystrophy information.

Amends the Internal Revenue Code to include life insurance companies as an "includible corporation" for purposes of filing consolidated tax returns. Permits an affiliated group which includes at least one domestic insurance company that elects to file a consolidated return rather than pay tax under certain life insurance provisions to use a phased-in percentage of insurance company net operating loss in determining its own taxable income. (Permits unused loss carryover.) Provides for: (1) subsidiary stock basis adjustment; and (2) waiver of the five-year reconsolidation waiting period for certain formerly includible corporations which became nonincludible as a result of becoming a subsidiary of a nonincludible life insurance company.

Amends the Presidential Protection Assistance Act of 1976 to: (1) allow the President to designate a temporary non-governmental property to be secured by the Secret Service for the President's protection for not to exceed 60 days each fiscal year; and (2) authorize reimbursement of up to $100,000 of State and local government expenses for the utilization of law enforcement services, personnel, equipment, and facilities with respect to such property in any one fiscal year.

Geriatric Care Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) with respect to payments to hospitals for direct graduate medical education costs and the limitation on the number of full-time-equivalent residents in allopathic and osteopathic medicine. Provides for the disregard of up to three geriatric residents in applying such limitation. Amends SSA title XVIII, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to provide for Medicare coverage of care coordination and assessment services.

Clean Efficient Automobiles Resulting From Advanced Car Technologies (CLEAR ACT) Act of 2001 - Amends the Internal Revenue Code to allow an annual alternative motor vehicle credit equal to the sum of: (1) the new qualified fuel cell motor vehicle credit; (2) the new qualified hybrid motor vehicle credit; and (3) the new qualified alternative fuel motor vehicle credit. Sets forth credit termination dates. Extends and revises the credit for qualified electric vehicles. Makes leased vehicles eligible for the credit. Allows (through 2007) an alternative fuel retail sales credit of 50 cents per gallon to a qualifying retailer. Extends and revises the deduction for certain clean fuel vehicles and refueling property. Allows (through 2007) a credit for the installation of residential or retail clean-fuel vehicle refueling property.

Technology Education and Training Act of 2001 - Amends the Internal Revenue Code to: (1) allow a limited tax credit for information technology training program expenses; and (2) make technology training centers eligible educational institutions for purposes of the Hope scholarship and lifetime learning credits. Establishes an Information Technology Training Certification Advisory Board, which shall develop provider certifications for certified commercial information technology training.

Growing Renewable Energy for Emerging Needs (GREEN) Act - Amends the Internal Revenue Code respecting the credit for electricity produced from certain renewable resources to: (1) extend the credit; (2) expand the scope of qualifying closed-loop facilities; and (3) make qualifying biomass (other than closed-loop biomass) and biomass facilities eligible for the credit.

Holocaust Victims Tax Fairness Act of 2001 - Excludes from gross income and from adjusted gross income computations which consider excluded income (including Social Security benefits) specified restitution payments received by persons (or heirs) persecuted for racial or religious reasons by Nazi Germany, its allied or controlled countries, or any other Axis regime. Excludes such payments from eligibility and benefits determinations for purposes of Federal or federally assisted means-tested programs.

Eliminate Colorectal Cancer Act of 2001 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 to require coverage of colorectal cancer screening according to certain guidelines by a group health plan, a health insurance issuer offering group health insurance coverage, and a health insurance issuer in the individual market. Directs the Secretaries of Labor and of Health and Human Services to ensure coordination in the implementation and enforcement of this Act.

Nurse Reinvestment Act - Amends title XVIII (Medicare) of the Social Security Act to provide for nurse education training payments to qualified entities. Amends title XIX (Medicaid) of the Social Security Act to temporarily increase the matching rate for Medicaid nurse aide training and competency evaluation programs. Amends the Internal Revenue Code to provide for the exclusion from gross income of amounts received under the National Nursing Service Corps Scholarship Program. Amends the Public Health Service Act to direct the Secretary of Health and Human Services to: (1) develop and issue public service announcements that advertise and promote the nursing profession, highlight the advantages and rewards of nursing, and encourage individuals from diverse communities and backgrounds to enter the nursing profession; and (2) award grants to designated eligible educational entities in order to increase the number of nurses. Authorizes appropriations. Establishes a National Nurse Service Corps Scholarship program that provides scholarships to individuals seeking nursing education in exchange for service by such individuals in areas with nursing shortages. Authorizes appropriations.

Expresses the Senate's regret at the damage and loss of life occasioned by the accidental collision of a U.S. military EP-3E Aries II reconnaissance aircraft and an F-8 jet fighter from the Air Force of the People's Republic of China. Calls for the Chinese Government to release the crew members of the EP-3E and return the aircraft and its equipment to the United States. Supports the President's continuing efforts to ensure the safe return of the crew and aircraft.

Railroad Retirement and Survivors' Improvement Act of 2001 - Amends the Railroad Retirement Act of 1974 to increase benefits to railroad employees and their beneficiaries and to revise financing of the pension part (tier II) of the railroad retirement system. Establishes a Railroad Retirement Trust Fund and a Railroad Retirement Investment Trust to manage and invest Fund assets. Abolishes the Railroad Retirement Supplemental Annuity Account and provides for transfer of its funds to the Fund. Provides for transfer to the Fund of certain portions of the Railroad Retirement Account and of Social Security Equivalent Benefit account funds. Transfers to the disbursing agent from the Dual Benefits Payments Account the amount necessary to make dual benefit payments. Requires the Railroad Retirement Board (RRB) to calculate the ratio of assets to benefits to determine annual tier II tax rates for employers, employee representatives, and employees. Amends the Internal Revenue Code to exempt the Fund from taxation. Repeals a supplemental annuity tax that railroad employers pay to finance a benefit for long-time rail employees. Provides for adjustments to railroad employers, employee representatives, and employee tier II tax rates.

Blind Persons Earnings Equity Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to restore the link ended by the Senior Citizens' Freedom to Work Act of 1995 between the rules relating to substantial gainful activity for blind individuals and the rules relating to excess earnings under the Social Security earnings test for individuals who have attained retirement age (thus allowing blind individuals, once again, to earn up to the Social Security excess earnings threshold without being regarded as having demonstrated an ability to engage in substantial gainful activity and without losing entitlement to OASDI benefits).

Strengthening Working Families Act of 2001 - Amends part D (Child Support and Establishment of Paternity) of title IV of the Social Security Act (SSA) to provide for: (1) block grants to States for media campaigns to promote the formation and maintenance of married two-parent families, strengthen fragile families, and promote responsible fatherhood; (2) State Responsible Father programs; and (3) a national clearinghouse to assist States and communities to promote and support marriage and responsible fatherhood. Amends part A (Temporary Assistance for Needy Families) (TANF) of SSA title IV with regard to rules applicable to child support distribution, including modifying the rule requiring assignment of support rights as a condition of receiving TANF. Outlines provisions for involvement of public non-SSA title IV part D child support enforcement agencies in child support enforcement. Amends SSA title IV part D to: (1) make various specified changes to provide for expanded child support enforcement; and (2) provide for use of new hire information in unemployment compensation program administration. Amends the Immigration and Nationality Act to: (1) make nonimmigrant aliens ineligible to receive visas because of child support nonpayment; and (2) authorize legal process to be served in child support cases on any alien who is an applicant for admission to the United States. Amends SSA title IV part D to: (1) authorize the Secretary of Health and Human Services to share child support enforcement information to enforce immigration and naturalization law; and (2) provide for an increase in payment rate to States for expenditures for short-term training of staff of certain child welfare agencies. Amends the Internal Revenue Code to: (1) revise and increase the earned income tax credit for families with qualifying children; and (2) establish a credit for employer-provided child care facility expenditures. Amends: (1) SSA title IV part A to restore the authority of States to transfer up to ten percent of TANF funds to carry out State programs pursuant to SSA title XX (Block Grants to States for Social Services); and (2) SSA title XX to restore funds to States for such program. Amends SSA title IV part B (Child-Welfare Services) to reauthorize and extend the program for encouraging and enabling each State to establish a program of family preservation services, community-based family support services, time-limited family reunification services, and adoption promotion and support services. Amends SSA title IV part E (Foster Care and Adoption Assistance) to: (1) reauthorize and extend the John H. Housing Bond and Credit Modernization and Fairness Act of 2001 - Amends the Internal Revenue Code to: (1) repeal the required use of certain principal repayments on mortgage subsidy bond financings to redeem bonds; (2) modify the purchase price limitation under mortgage subsidy bond rules based on median family income; and (3) define the term "area median gross income" for low-income housing credit projects.

Enterprise Communities Enhancement Act of 2001 - Amends title XX (Block Grants to States for Social Services) of the Social Security Act to provide for: (1) additional State entitlements to grants for designated qualified enterprise communities; (2) funding for such grants; and (3) use of grant funds for revolving loan fund loans to residents, institutions, organizations, or businesses that hire disadvantaged adults and youths.

Controlling the Assault of Non-Solicited Pornography and Marketing Act of 2001, or the CAN SPAM Act of 2001 - Amends Federal criminal law to subject to a fine or imprisonment the transmission of unsolicited commercial electronic mail message containing fraudulent routing information accompanied by header information that is materially or intentionally false or misleading. Mandates inclusion of identifier, opt-out, and physical address in unsolicited commercial electronic mail. Confers enforcement powers for violations of this Act upon: (1) upon the Federal Trade Commission; (2) designated Federal agencies; and (3) the States. Permits treble damages in a civil action brought by a provider of Internet access service adversely affected by a violation of this Act.
