Weather Service Modernization Review Act of 1994 - Directs the Secretary of Commerce to: (1) ensure that the implementation of the National Implementation Plan (Plan) for modernization of the National Weather Service does not result in service degradation in any specific geographic area; and (2) provide for an independent review of the Plan by the National Research Council of the National Academy of Sciences.

Judicial Amendments Act of 1994 - Amends the Federal judicial code to make moneys in the Judiciary Automation Fund available to the Director of the Administrative Office of the United States Courts for: (1) the procurement of automatic data processing equipment (equipment) for program activities included in the courts of appeals, district courts, and other judicial services account of the judicial branch; and (2) support personnel in the courts and in the Administrative Office. Authorizes all agencies of the judiciary to make deposits into the Fund. Requires the Director to develop and annually revise a long range plan for meeting the equipment needs of the activities funded, including an annual estimate of certain fees that may be collected under the Judiciary Appropriations Act, 1991. Provides for the deposit into the Fund of such fees. Requires the Director's annual report to the Congress on the operation of the Fund to include: (1) the specific actions taken and progress made to improve the plan developed, the long range automation plan, and the strategic business plan; and (2) a comparison of planned and actual Fund expenditures and accomplishments and reasons for any delays in scheduled systems development or budget overruns. Authorizes the Director to transfer amounts up to $1 million from the Fund into the account to which the Funds were originally appropriated, with amounts in excess of that sum in any fiscal year permitted to be transferred only by following specified reprogramming procedures. Requires the Director to: (1) develop an overall strategic business plan which would identify the judiciary's missions, goals, and objectives, and a long range automation plan based on the strategic business plan and user needs assessments; (2) establish effective Administrative Office oversight of court automation efforts; (3) expedited efforts to complete the development and implementation of life cycle management standards; (4) utilize the standards in developing the next generation of case management and financial systems; and (5) assess the current utilization and future user requirements of the data communications network. Amends: (1) the Judicial Improvements and Access to Justice Act to authorize appropriations for court arbitration; and (2) the Civil Justice Reform Act of 1990 to extend civil justice expense and delay reduction pilot programs.

Amends the Service Members Occupational Conversion and Training Act of 1992 to eliminate the 18-month limit on the period of training (but not the limit on the amount of subsidy). Provides that certain standards for wages and benefits refer to other employees and training programs in the same community during the entire program period of the eligible person. Provides that the amount of the wage subsidy payment to the employer on behalf of the eligible person may not exceed the number of hours equivalent to 18 months of training. Revises provisions relating to entry into the program of job training and the time period for disapproval of assistance.

Smithsonian Institution Sesquicentennial Commemorative Coin Act - Directs the Secretary of the Treasury to issue five-dollar gold coins and one-dollar silver coins emblematic of the scientific, educational, and cultural significance of the Smithsonian Institution. Mandates that: (1) all but a certain portion of surcharges received from coin sales be paid by the Secretary to the Smithsonian Institution to support programming related to the 150th anniversary and general activities of the Smithsonian Institution; and (2) a certain portion of such surcharges be dedicated to supporting the operation and activities of the National Numismatic Collection at the National Museum of American History.

Defines the term "disease," for purposes of determining the relationship between undiagnosed illness and disease for purposes of entitlement to veterans' disability compensation, as any deviation from or interruption of the normal structure or function of any part, organ, or system of the body that is manifested by a symptom or sign the etiology, pathology, and prognosis for which is known or unknown. Requires due consideration to be given to the common or shared experiences, medical symptoms, or signs of other veterans who were engaged in similar service and who exhibit similar medical symptoms or signs.

TABLE OF CONTENTS: Title I: Retirement Savings Incentives Subtitle A: Restoration of IRA Deduction Subtitle B: Nondeductible Tax-Free IRAs Title II: Penalty-Free Distributions Title III: Aid to Families With Dependent Children Savings and Investment Incentive Act of 1994 - Title I: Retirement Savings Incentives - Subtitle A: Restoration of IRA Deduction - Amends the Internal Revenue Code to remove the limitation on the deductibility of contributions to individual retirement plans (IRAs) by active participants in employer-maintained plans, thereby restoring the IRA deduction. Provides an inflation adjustment after 1995. Allows certain spouses a full deduction for contributions to an IRA. Makes certain coins and bullion ineligible as collectible investments for purposes of distributions from an IRA. Subtitle B: Nondeductible Tax-Free IRAs - Allows individuals to establish individual retirement plus (IRA plus) accounts with tax treatment similar to that for individual retirement plans. Makes contributions to such accounts nondeductible. Title II: Penalty-Free Distributions - Allows distributions from certain retirement plans without penalty to purchase first homes, pay higher education expenses and financially devastating medical expenses, and assist certain unemployed individuals. Title III: Aid to Families with Dependent Children - Amends part A (Aid to Families with Dependent Children) (AFDC) of title IV of the Social Security Act to exclude from AFDC eligibility determinations certain income and resources that are to be used for education, training, and employability purposes. Requires the Secretary of Health and Human Services to report to the Congress on a revision of the AFDC limit on automobiles in order to increase the employability of AFDC recipients.

International Antitrust Enforcement Assistance Act of 1994 - Authorizes the Attorney General and the Federal Trade Commission (FTC) to provide, in accordance with an antitrust mutual assistance agreement in effect with a foreign antitrust authority, antitrust evidence to assist such authority to: (1) determine whether a person has violated, or is about to violate, any of the foreign antitrust laws administered or enforced by the authority; and (2) enforce any of such laws. Authorizes the Attorney General to conduct investigations to obtain evidence relating to a violation of such foreign antitrust laws and provide such evidence to the authority, regardless of whether the conduct investigated violates any of the Federal antitrust laws. Authorizes the U.S. district court for the district in which a person resides, is found, or transacts business, upon application of the Attorney General made in accordance with such an agreement, to order such person to give testimony or a statement to, or to produce a document or other thing for, the Attorney General to assist the authority to make its determination or enforce any of such laws. Sets forth provisions regarding the contents of the order, the preservation of rights and privileges, and voluntary conduct. Makes this Act inapplicable with respect to antitrust evidence that is: (1) received by the Attorney General or the FTC under provisions of the Clayton Act regarding a premerger notification and waiting period; (2) a matter occurring before a grand jury with respect to which disclosure is prevented by Federal law, with exceptions; (3) specifically authorized to be kept secret in the interest of national defense or foreign policy under criteria established by executive order; and (4) classified under specified provisions of the Atomic Energy Act of 1954. Permits disclosure of antitrust evidence obtained under the Antitrust Civil Process Act in accordance with such an agreement under, and the other requirements of, this Act. Sets forth provisions regarding: (1) publication requirements; (2) implementation of such agreements; (3) limitations on judicial review; (4) supplementation and preservation of authority; and (5) reporting requirements. Authorizes the Attorney General and the FTC to receive from a foreign state or a regional economic integration organization reimbursement for costs incurred to conduct investigations or provide evidence.

Revises certain provisions for the John Heinz Senate Fellowship Program (which are contained in S. Res. 356, agreed to in the 102d Congress). Limits the period of employment for each participant to not more than one year. Makes funds available for a five-year period to the Secretary of the Senate to compensate eligible participants. Terminates such program five years from the date of adoption of this provision.

Expresses the sense of the Congress that the President should actively seek: (1) an international agreement prohibiting the production, possession, transfer, and use of antipersonnel landmines; and (2) in the interim, international agreements to further limit the production, possession, transfer, and use of such landmines. Expresses the sense of the Congress that a U.S. moratorium on the purchase and production of such landmines would encourage other nations to adopt similar measures. Establishes such moratorium for a one-year period beginning 90 days after enactment of this Act. Calls for the President to urge other nations to adopt such a moratorium. Allows the moratorium to be extended. Earmarks funds authorized under the current Department of Defense Authorization Act for improving landmine detection and neutralization. Directs the Administrator of the Agency for International Development and the Secretary of State to jointly submit to the Congress a report containing an analysis of the social, economic, and environmental costs and effects of the use of antipersonnel landmines. Directs the Secretary of Defense to report to the Congress on the total number of U.S. military personnel killed or wounded by such landmines during World War II, the Korean conflict, the Vietnam era, and the Persian Gulf War.

Unlisted Trading Privileges Act of 1994 - Amends the Securities Exchange Act of 1934 to modify the guidelines under which a national securities exchange may extend unlisted trading privileges for corporate securities. Directs the Securities and Exchange Commission to prescribe, as necessary, the time period after commencement of an initial public offering during which a national securities exchange is prohibited from extending unlisted trading privileges. Subjects the extension of unlisted trading privileges by a national securities exchange to Commission rules and/or approval. Provides for suspension and reinstatement of such privileges.

World War II Peace Accords Commemorative Coin Act - Expresses the sense of the Congress that: (1) the 50th anniversary of the signing of the World War II peace accords on the U.S.S. Missouri should not go unrecognized at the national level; and (2) the United States should recognize such anniversary by minting and issuing a commemorative coin. Sets forth specifications for half dollar clad coins. Mandates that the surcharges received from the sale of such coins be paid by the Secretary of the Treasury to the Admiral Nimitz Foundation for the purpose of preserving the Pacific War heritage of the United States.

Comprehensive One-Call Notification Act of 1994 - Requires the Federal Communications Commission (FCC) to establish a nationwide telephone number to be used by local and regional underground facility location services and by one-call systems established under this Act. Requires each State to establish a comprehensive statewide one-call (call before you dig) notification system in order to protect all underground facilities (underground lines of any kind) from damage due to excavation. Authorizes the Secretary of Transportation to impose sanctions against States for nonparticipation. Sets forth required elements of the one-call systems and penalties for system violations. Directs the Office of Pipeline Safety of the Department of Transportation to draft and make available to States a model one-call system program in order to assist States in complying with this Act. Requires approval from the Secretary of an alternative form of one-call system. Requires State status reports.

Steamtown National Historic Site Act of 1994 - Repeals the Steamtown National Historic Site Act of 1986 and sets forth new provisions establishing the Steamtown National Historic Site to preserve and interpret certain elements of railroading, especially steam-operated railroads during the period of 1850 to 1950. Directs the Secretary of the Interior to prepare and submit a new comprehensive general management plan for the Site to specified congressional committees. Prohibits the Secretary from acquiring any lands or interests in lands contaminated with hazardous substances that would require removal or remedial action at the expense of the United States. Requires the Secretary to seek reimbursement of any funds expended by the National Park Service for such purpose prior to enactment of this Act before the Secretary may accept title to such lands for the Site. Directs the Secretary to preserve the collection of railroad equipment (including locomotives and rolling stock) present at the Site as of enactment of this Act. Authorizes the Secretary to acquire additional examples of locomotives and rolling stock if action is taken to ensure that the total number in the collection does not increase. Requires the Secretary to preserve the artifact collection and archival materials located at the Site. Prohibits Federal funds from being expended for access between the Site and any structure that is privately-owned or operated for profit. Authorizes the Secretary to provide regular excursions with appropriate interpretation between Scranton, Pennsylvania, and Moscow, Pennsylvania. Authorizes the Secretary to pay customary and appropriate track usage fees. Prohibits the Secretary from expending funds of the National Park Service for the restoration or maintenance of tracks, bridges, or tunnels outside the Site, except certain funds appropriated before November 15, 1991. Establishes the Steamtown National Historic Site Advisory Committee to provide the Secretary with a readily available source of professional expertise in railroad management and history and to advise in the development and operation of the Site. Authorizes appropriations. Limits: (1) expenditures for the development of the Site after FY 1986; and (2) expenditures for the Site to specified activities.

TABLE OF CONTENTS: Title I: Family Investment Program and Other Welfare Reform Title II: Improvements in the Collection of Child Support Welfare to Self-Sufficiency Act of 1994 - Title I: Family Investment Program and Other Welfare Reform - Amends part A (Aid to Families with Dependent Children) (AFDC) of title IV of the Social Security Act (SSA) to require State AFDC plans in States without a waiver from the Secretary of Health and Human Services (Secretary) to provide for a program in which the State agency negotiates an agreement with each family on AFDC outlining the steps non-exempt family members must take. Includes among such steps participation in education or job training programs, or in substance abuse treatment or parenting programs, in order to obtain self-sufficiency within a certain period. Requires supplemental services, such as transportation and child care, when necessary for achieving such goal, as well as support and case management when adapting such agreement for changing family circumstances. Requires the State agency to offer such families enrollment in a limited benefit plan under which benefits are suspended after six months, and in which families failing to comply with the agreement are automatically enrolled. (Sec. 101) Requires the Secretaries of Health and Human Services, of Labor, and of Education to ensure appropriate coordination in the planning, development, and operation of the family investment program above and other specified programs, including the JOBS program under SSA title IV part F (Job Opportunities and Basic Skills Training Program) in order to improve departmental services and reduce program overlap and administrative costs. (Sec. 102) Makes numerous miscellaneous amendments to SSA title IV part A. Provides States with various specified options for moving AFDC recipients towards self-sufficiency, including options for: (1) increasing asset limits and disregards for work expenses, earned income, and automobiles; (2) disregarding interest income and certain earned income of new employees and dependent children as well as certain income and resources related to microenterprise and other employment and self-sufficiency initiatives; and (3) requiring certain unemployed parents to participate in job search and training activities. Eliminates the earned income disregard time limitation and various work-related requirements with regard to unemployed parent households. Provides for the inclusion of microenterprise training and activities in the JOBS program, and makes various specified changes with regard to program job searches, work assignments, and grievance procedures. (Sec. 106) Requires pregnant AFDC recipients to participate in the JOBS program. Changes payment formulae for the JOBS program and child care. Increases the JOBS program's authorization. (Sec. 109) Extends transitional child care benefits and the disregards for earned income and child care to non-recipient stepparents. Provides for timely preventive health care for children of AFDC recipients. (Sec. 110) Directs the Secretary to establish wage supplementation demonstration projects for certain AFDC-eligible individuals to provide an incentive to work. (Sec. 111) Amends the Public Health Service Act to increase the authorization for family planning services. Title II: Improvements in the Collection of Child Support - Amends SSA title IV part D (Child Support and Establishment of Paternity) and the Internal Revenue Code to provide for the establishment of a system under which the Internal Revenue Service (IRS) would collect child support via wage withholding and estimated tax payments and disperse it as appropriate. Requires the entire amount of child support owed to be paid to the IRS by the end of the applicable tax year along with the individual's tax return. Subjects delinquent individuals to generally the same penalties applicable to back taxes. (Sec. 203) Gives States the option of periodically making available for publication the identity of individuals at least three months behind in child support payments.

George C. Marshall Commemorative Coin Act of 1994 - Directs the Secretary of the Treasury to issue one-dollar silver coins with the likeness of George C. Marshall in commemoration of the 50th anniversary of the end of World War II and General George C. Marshall's service. Directs the Secretary to pay all surcharges from such coin sales to the Friends of George C. Marshall to be used solely for the construction of the George C. Marshall Memorial and Visitor Center in Uniontown, Pennsylvania.

Veterans' Compensation Cost-of-Living Adjustment Act of 1994 - Directs the Secretary of Veterans Affairs, as of December 1, 1994, to increase the rates of and limitations on: (1) veterans' disability compensation; (2) additional compensation for veterans' dependents; (3) the clothing allowance for certain disabled veterans; (4) dependency and indemnity compensation for surviving spouses and children; and (5) supplemental dependency and indemnity compensation for disabled adult children. Requires such increases to be the same percentage as the increase in benefit amounts payable under title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act. Authorizes the Secretary to adjust administratively the rates of disability compensation payable to certain persons who are not in receipt of compensation for service-connected disability or death. Requires the Secretary to publish such rate increases and limitations in the Federal Register at the same time that OASDI benefit increases are required to be published.
