This bill establishes certain photo identification requirements for voting in federal elections. Specifically, the bill prohibits a state or local election official from providing a ballot for a federal election to an individual who does not present valid physical photo identification. Next, the bill outlines the availability of provisional ballots and the requirements for counting those ballots. An individual who does not present a valid photo identification must be permitted to cast a provisional ballot. However, an election official may not determine that the individual is eligible under state law to vote in the election unless, not later than three days after casting the provisional ballot, the individual presents (1) the identification required, or (2) an affidavit attesting that the individual does not possess the identification because of a religious objection to being photographed. An election official may not allow for voting methods other than in-person voting unless the individual submits with the ballot (1) a copy of their photo identification, or (2) the last four digits of their Social Security number with an affidavit attesting that the individual is unable to obtain a copy of a valid photo identification after making reasonable efforts to obtain a copy. This prohibition shall not apply to overseas military voters and certain disabled or elderly voters. States must, to the extent practicable, ensure public access to digital imaging devices for individuals to make a free copy of their valid photo identification. These requirements take effect one day after the bill's enactment.

Lindsey O. Graham Sanctioning Russia Act of 2026 This bill imposes a variety of sanctions, tariffs, and prohibitions related to Russia. For example, under the bill, the President must impose visa- and property-blocking sanctions on specified persons (individuals and entities) such as the Russian president, certain Russian military commanders, and any foreign person that knowingly provides goods or services relating to Russia's defense industrial base; increase the rate of duty on all goods imported into the United States from Russia to a rate of up to 500% ad valorem (i.e., relative to the value); increase the rate of duty up to 100% ad valorem on all goods imported into the United States from a country that was among the five largest importers of Russian-origin crude oil and natural gas if such country knowingly makes new purchases of such products after enactment of the bill; impose property-blocking sanctions on financial institutions organized under Russian law and owned wholly or partly by Russia; and impose property-blocking sanctions on foreign vessels that knowingly transport certain products of Russian origin, including crude oil, uranium, and coal. The bill prohibits (1) the export, reexport, or in-country transfer to or in Russia of U.S.-produced energy or energy product; (2) U.S. persons from making new investments in Russia or purchasing Russian sovereign debt; and (3) trading the securities of Russian government-owned, -controlled, or -affiliated entities on U.S. national securities exchanges. The President may waive requirements of the bill by certifying it is in the national interest.

Saving the OOI Act of 2026 This bill prohibits the National Science Foundation (NSF) from using federal funds to decommission or descope Ocean Observatories Initiative (OOI) instruments until a thorough review of OOI is completed. OOI measures and observes ocean conditions using a series of in-water instruments that gather physical, chemical, geological, and biological data. On May 21, 2026, NSF announced that it would remove all in-water infrastructure from four of the five active OOI arrays. Under the bill, NSF must conduct a thorough review of OOI with engagement from the scientific and coastal communities before decommissioning or descoping specified OOI instruments. This includes OOI instruments anchored off of Oregon, Washington, Alaska, and North Carolina, as well as instruments anchored in the Irminger Sea. NSF is required to maintain full and consistent OOI operations, including monitoring in states where instruments have already been decommissioned, until the review is complete.

This resolution designates June 2026 as National Post-Traumatic Stress Awareness Month and June 27, 2026, as National Post-Traumatic Stress Awareness Day. The resolution supports (1) the education of members of the Armed Forces, veterans, their families, and the public about post-traumatic stress; and (2) efforts by the Department of Veterans Affairs and the Department of Defense to foster cultural change around the issue of post-traumatic stress. The resolution also encourages the leadership of the Armed Forces to support treatment of members of the Armed Forces who suffer from post-traumatic stress.

Prevent Government Shutdowns Act of 2026 This bill provides continuing appropriations to prevent a government shutdown if the appropriations bills for a fiscal year have not been enacted before the fiscal year begins and continuing appropriations are not in effect. Specifically, the bill provides appropriations at the rate of operations that was provided for the prior fiscal year to continue programs, projects, and activities that were funded in the preceding fiscal year. The bill also limits official travel, congressional recesses or adjournments, and the consideration of legislation that is unrelated to appropriations after the beginning of a fiscal year if the appropriations process has not been completed.

Rural Community Hospital Demonstration Program Reauthorization This bill extends the Rural Community Hospital Demonstration Program for an additional five years. The program tests the feasibility of cost-based reimbursement under Medicare for small rural hospitals that are too large to qualify for special payment as critical access hospitals. The bill specifies that hospitals that participate in the program between December 30, 2024, and January 1, 2027, may continue to participate during the five-year extension period.

State-Based Education Loan Awareness Act This bill excludes certain arrangements or agreements regarding education loans from the definition of a preferred lender arrangement . A preferred lender arrangement is an arrangement or agreement between a lender and an institution of higher education (IHE) that receives federal funding or assistance (1) under which a lender issues education loans to students attending the IHE; and (2) that relates to the IHE recommending, promoting, or endorsing the education loan products of the lender. The bill provides that arrangements or agreements made under a state-based education loan program do not meet the definition of a preferred lender agreement for purposes of certain required disclosures to student borrowers.
