Emergency Unemployment Compensation Act of 2002 - Amends the Temporary Extended Unemployment Compensation Act of 2002 (TEUCA, which is title II of the Job Creation and Worker Assistance Act of 2002, PL107-147) to extend the TEUCA program through weeks of unemployment ending before July 1, 2003 (currently January 1, 2003). Entitles eligible individuals in all States to a total of 26 weeks of TEUCA compensation (13 weeks beyond the current 13 weeks). Provides an additional seven weeks of TEUCA benefits for workers in high unemployment States (entitling them to a total of 33, which is 20 weeks beyond the current 13). Applies a revised adjusted insured unemployment rate State trigger. Sets an additional TEUCA benefit period State trigger based on total unemployment rate.

Local Emergency Health Services Reimbursement Act of 2002 - Amends the Balanced Budget Act of 1997 to appropriate $200,000,000 for each of FY 2003 through 2007 for allotments to States for reimbursement of emergency health services furnished to undocumented aliens (presently such appropriations end after FY 2001). Directs the Secretary of Health and Human Services to use $134,000,000 of such amount to compute an allotment, according to a specified formula, for each of the 17 States with the highest number of undocumented aliens. Directs the Secretary to use $66,000,000 to compute an allotment for each of the six States with the highest number of undocumented alien apprehensions. Permits a State to receive funds on both accounts. Allows funds to go to States, local governments, hospitals, or other providers in a State, including providers of services received through an Indian Health Service facility (presently funds go only to States). Declares that this Act constitutes budget authority in advance of appropriations Acts.

Food Allergen Labeling and Consumer Protection Act - Amends the Federal Food, Drug, and Cosmetic Act to require food that is not a raw agricultural commodity, and that is, or intentionally bears or contains, a major food allergen, to state that information on its label by January 1, 2006. Directs the Secretary of Health and Human Services to give priority to increasing the number of inspections under the Act to ensure that foods comply with practices to reduce or eliminate cross-contact with major food allergen residues and to ensure that major food allergens are properly labeled on foods. Requires the Secretary, through the National Institutes of Health, to convene a panel of nationally recognized experts to review basic and clinical research efforts related to food allergies and to develop a plan for expanding, intensifying, and coordinating such research. Directs the Secretary, in the Conference for Food Protection, as part of its cooperative activities between the States under the Public Health Service Act, to pursue certain revisions of the Food Code to provide guidelines for preparing allergen-free foods in food establishments. Requires the Secretary to include assistance relating to the use of different modes of treatment for and prevention of allergic responses to foods when providing technical assistance relating to trauma care and emergency medical services under the Public Health Service Act.

Declares Sharif Kesbeh, Asmaa Sharif Kesbeh, Batool Kesbeh, Noor Sharif Kesbeh, Alaa Kesbeh, Sondos Kesbeh, Hadeel Kesbeh, and Mohanned Kesbeh to each be eligible for issuance of an immigrant visa or for adjustment of status to that of an alien lawfully admitted to the United States for permanent residence under the Immigration and Nationality Act.

Declares that it is the sense of Congress that: (1) a National Minority Health and Health Disparities Month should be established to promote educational efforts on the health problems currently facing minorities and other populations experiencing health disparities; (2) the Secretary of Health and Human Services should present public service announcements on health promotion and disease prevention that target minorities and other populations experiencing health disparities in the United States and educate the public and health care professionals about health disparities; (3) the Agency for Healthcare Research and Quality should continue to collect and report data on health care access and utilization on patients by race, ethnicity, socioeconomic status, and, where possible, primary language to monitor the Nation's progress toward the elimination of health care disparities; and (4) the information gained should be disseminated to all health care professionals so that they may better communicate with all patients, regardless of race or ethnicity, without bias or prejudice.

Elder Justice Act - Amends the Social Security Act (SSA) to add a new title XXII (Elder Justice) to establish: (1) within the Department of Health and Human Services (HHS) an Office of Elder Justice, headed by a Director who shall develop objectives, priorities, policy, and a long-term plan for elder justice programs; (2) within HHS an Intra-Agency Elder Justice Steering Committee to coordinate HHS elder justice programs and policy; (3) the Elder Justice Coordinating Council to make recommendations for the coordination of activities, relating to elder abuse, neglect, and exploitation and other crimes against elders, to HHS, the Department of Justice, and other relevant Federal, State, local, and private agencies and entities; and (4) the Advisory Board on Elder Abuse, Neglect, and Exploitation. Outlines provisions with respect to uniform collection, maintenance, and dissemination of national data relating to elder abuse, neglect, and exploitation. Authorizes the HHS Secretary to award various grants, including grants for: (1) prevention of elder abuse, neglect, and exploitation; (2) five Centers of Excellence nationwide that shall specialize in research, clinical practice, and training relating to elder abuse, neglect, and exploitation; (3) six diverse communities to examine various types of elder shelters and to test various models for establishing safe havens; (4) nonprofit organizations to encourage such organizations to establish or continue volunteer programs that focus on the issues of elder abuse, neglect, and exploitation, or that provide related services; and (5) various multidisciplinary elder justice activities. Provides for: (1) reporting to law enforcement of crimes occurring in Federally-funded long-term care facilities; (2) revising the quality of long-term care; and (3) increasing consumer information about long-term care. Amends: (1) SSA titles XVIII (Medicare) and XIX (Medicaid) to establish programs to prevent abuse of skilled nursing facility and nursing facility residents; (2) the Public Health Service Act to increase the number of health care professionals with geriatric training; (3) the Older Americans Act of 1965 with respect to the long-term care ombudsman program; (4) part A (General Provisions) of SSA title XI to establish in HHS the Office of Adult Protective Services; and (5) SSA titles XVIII and XIX to assure safety of residents when nursing facilities close. Establishes in the Department of Justice an Office of Elder Justice. Amends the: (1) Federal criminal code to provide for a cause of action for elder abuse and neglect; and (2) Internal Revenue Code to provide for a long-term care facility worker employment tax credit.

Designates the month of September 2002 as National Prostate Cancer Awareness Month. Declares that the Federal Government has a responsibility to: (1) raise awareness about the importance of screening methods and treatment of prostate cancer; (2) increase research funding that is commensurate with the burden of the disease so that the causes of, and improved methods for screening, treating, and curing prostate cancer may be discovered; and (3) continue to consider ways for improving access to, and the quality of, health care services for detecting and treating prostate cancer.

Infertility Research Centers Act of 2002 - Amends the Public Health Service Act to mandate grants or contracts for two centers for improving methods of preventing infertility. Requires each center to: (1) conduct clinical and other applied research; (2) develop training protocols and conduct training; (3) develop model continuing education programs; and (4) disseminate information to professionals. Allows funds to be used for: (1) stipends for training program enrollees; and (2) fees to clinical trial subjects. Establishes a program of agreements with health professionals to conduct infertility prevention research in return for the Government repaying the professionals' educational loans.

Amends the Higher Education Act of 1965 to direct the Secretary of Education to discharge or cancel the Federal student loan indebtedness of spouses, surviving joint debtors, and parents of public servants and other individuals who died (or die) or who became (or become) permanently and totally disabled from injuries suffered in the terrorist attacks on September 11, 2001.

Expresses the sense of Congress that the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health, should conduct or support research on the effectiveness of medical screening techniques for ovarian cancer, including the use of proteomic patterns in blood serum in combination with other techniques. Requires a report to Congress and the inclusion of such technique in Federal health care programs and group and individual health plans if it proves effective.

Veterans Health Care Funding Guarantee Act of 2002 - Requires the Secretary of the Treasury to: (1) make available to the Secretary of Veterans Affairs for programs, functions, and activities of the Veterans Health Administration for FY 2004 120 percent of the amount obligated during FY 2002; and (2) adjust the amount provided after FY 2004 based on the number of enrolled veterans and the number of others eligible for and provided care and the percentage increase in the Consumer Price Index.

Weapons of Mass Destruction Civil Support Team Act of 2002 - Directs the Secretary of Defense to ensure that at least one Weapons of Mass Destruction Civil Support Team is established in each State by September 30, 2003, to provide support for emergency preparedness programs to respond to any emergency involving the use of a weapon of mass destruction.

Domestic Partnership Benefits and Obligations Act of 2002 - Entitles domestic partners of Federal employees to benefits available to spouses of Federal employees. Specifies certifications required for benefit eligibility, filing requirements regarding partnership dissolution, and confidentiality requirements. Amends the Internal Revenue Code to extend the tax exemption for employer contributions to accident and health plans to domestic partners under this Act.

Act to Save America's Forests - States that the purposes of this Act are to protect native biodiversity and ecosystems on Federal land from losses caused by: (1) clearcutting and other forms of even-age logging operations; and (2) logging in ancient forests, roadless areas, watershed protection areas, and special areas. Amends the Forest and Rangeland Renewable Resources Planning Act of 1974 to revise eligibility criteria for members of the land and resource management scientific committee. Revises the committee termination date to ten years after enactment of this Act. Provides for conservation and restoration of native biodiversity in forested areas. Prohibits clearcutting or other even-age logging operations on any stand or watershed on certain Federal land, National Forest System land, and National Wildlife Refuge System land. Provides for: (1) Federal enforcement; and (1) a private right of action. Describes special areas as Federal forest land parcels possessing outstanding biological, scenic, recreational, or cultural values which may not meet the definitions of ancient forests, roadless areas, watershed protection areas, or Federal boundary areas. Designates specified special areas which shall be subject to restrictions on road construction and logging in the following States: (1) Alabama; (2) Alaska; (3) Arizona; (4) Arkansas; (5) California; (6) Colorado; (7) Georgia; (8) Idaho; (9) Illinois; (10) Michigan; (11) Minnesota; (12) Missouri; (13) Montana; (14) New Mexico; (15) North Carolina; (16) Ohio; (17) Oklahoma; (18) Oregon; (19) South Carolina; (20) South Dakota; (21) Tennessee; (22) Texas; (23) Vermont; (24) Virginia; (25) Wisconsin; and (26) Wyoming. Provides for the appointment of a committee of independent scientists to recommend additional special areas.

Requires the Federal Communications Commission (FCC), within 15 days after the enactment of this Act, to return to the winning bidders of spectrum auction 35 the full amount of all deposits and down payments made for licenses that the FCC has not delivered by such date. Frees each winning bidder that elects within such period to relinquish a license not yet delivered of all license obligations such bidder would otherwise have had, including the obligation to pay the full amount of its winning bid upon license delivery.

Amends the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001 (USA PATRIOT ACT) to extend to two years (currently, one year) after the September 11, 2001, terrorist attack the period that certain aliens who were disabled as a direct result of the attack or who are survivors of aliens disabled or killed in the attack may lawfully remain in the United States in nonimmigrant status.

Amends the Internal Revenue Code to change the permitted deduction for qualified higher education tuition and related expenses to: (1) $10,000 in the case of a taxpayer whose adjusted gross income is $65,000 or less ($130,000 in the case of a joint return); and (2) $5,000 in the case of a taxpayer earning above $65,000 up through $80,000 ($160,000 in the case of a joint return). Applies this Act to payments made after December 31, 2001 (present law allows deductions of between $2,000 to $4,000 through 2005).

FHA Multifamily Housing Loan Limit Improvement Act - Amends the National Housing Act to increase and index to the Bureau of the Census' annual construction cost index multifamily project mortgage loan limits for: (1) rental housing; (2) cooperative housing; (3) rehabilitation and neighborhood conservation housing; (4) housing for moderate income and displaced families; (5) housing for the elderly; and (6) condominiums. Increases loan limits in high-cost areas.

Children's Health Improvement and Protection Act of 2002 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act to: (1) revise the rules for redistribution and extended availability of FY 2000 and subsequent fiscal year allotments under SCHIP; (2) direct the Secretary of Health and Human Services to establish a caseload stabilization pool and make an additional redistribution of allotments to stabilize caseloads; and (3) restore SCHIP funding for FY 2003 and 2004.

Columbian Temporary Protected Status Act of 2002 - Expresses the sense of Congress in favor of extending temporary protected status to Columbian nationals in the United States. Designates Columbia under the Immigration and Nationality Act as a country undergoing an ongoing armed conflict in order to make qualifying Columbians living in the United States eligible aliens for temporary protected status.

Expresses the sense of the Senate that having the President lead the U.S. delegation at the World Summit on Sustainable Development would send a strong signal of U.S. support. Calls for the United States to: (1) take specified steps at the Summit, such as reaffirming its support for the implementation of commitments entered into at the United Nations Conference on Environment and Development (UNCED), supporting efforts to improve the institutional structure for implementing the framework created by Agenda 21 and the Rio Declaration on Environment and Development, remaining firmly opposed to commercial whaling, and supporting measures to increase the use of renewable sources of energy worldwide; and (2) provide leadership and pursue the negotiation of international agreements to address global climate change and to protect the marine environment. Urges the President to identify priority international environmental agreements that the United States has signed during and following the UNCED that the Administration will present to the Senate for ratification.

Foreign and Armed Forces Tax Fairness Act of 2002 - Amends the Internal Revenue Code to: (1) restore the full exclusion from gross income of the death gratuity payment; (2) permit a suspension of residency rules governing the exclusion of gain from sale of a principal residence for members of the uniformed services or the Foreign Service serving on qualified official extended duty; (3) exclude from gross income qualified military base realignment and closure fringe benefits; (4) extend tax filing delay provisions to military personnel serving in contingency operations; (5) allow as a business or trade deduction the expenses of a member of the reserve component of the U.S. armed forces in connection with such service (available to itemizers and non-itemizers); (6) include ancestors and lineal descendants of past or present members of the armed forces when determining whether a veterans' organization is exempt from tax; and (7) fully exclude from gross income certain dependent care assistance programs sponsored by the Department of Defense.

Safe and Fair Enforcement and Recall for Meat, Poultry and Food Act (SAFER Meat, Poultry and Food Act) - Amends the Federal Meat Inspection Act, the Poultry Products Inspection Act and the Federal Food, Drug, and Cosmetic Act to: (1) require a person, other than a household consumer, who has reason to believe meat, poultry, or food products to be adulterated or misbranded to so notify the Secretary of Agriculture; and (2) provide the Secretary with authority for voluntary and mandatory nondistribution and recall, withdrawal of inspectors from violating facilities, and civil penalties.

John's Law of 2002 - Directs the Secretary of Transportation to withhold specified Federal highway funds from a State that fails to enact and enforce a law that requires: (1) an agency to provide an individual summoned to transport or accompany a person who has been arrested for public intoxication with a written statement advising that individual of his or her potential criminal and civil liability for permitting or facilitating the arrestee's operation of a motor vehicle while the arrestee remains intoxicated; and (2) a law enforcement agency to impound the vehicle of a person arrested for public intoxication for a period of 12 hours or until such later time as the person is able to operate the vehicle in a safe manner and not in violation of driving while intoxicated laws. Allows withheld funds to: (1) remain available for apportionment to the State (once it meets Act requirements) for four years; (2) remain available for expenditure for three fiscal years after apportionment; and (3) be redistributed to other States if the originally targeted State is not in compliance, or the funds are not obligated for expenditure, within such periods.

Breast Cancer Prescription Drug Fairness Act of 2002 - Requires each participating manufacturer of a covered outpatient drug to make available for purchase by each pharmacy a covered outpatient drug: (1) in an amount equal to the aggregate amount of the covered outpatient drug sold or distributed by the pharmacy to Medicare beneficiaries (including the amount sold or distributed to Medicare beneficiaries in a hospice program); and (2) at a price equal to the lower of either the lowest price paid for the drug by the Federal Government or the manufacturer's best price for the drug.

Highlands Stewardship Act of 2002 - Directs the Secretaries of Agriculture and the Interior to establish the Highlands Stewardship Area in the Highlands region (an area encompassing nearly 2,000,000 acres extending from eastern Pennsylvania through New Jersey and New York to northwestern Connecticut). Directs the Secretary of Agriculture to establish: (1) within the Department of Agriculture the Office of Highlands Stewardship to implement the strategies of the Highlands Regional Study conducted by the Forest Service in 1990 (study) and the New York-New Jersey Highlands Regional Assessment Update conducted by the Service in 2001 (update); and (2) the Highlands Stewardship Area Work Group to assist with such implementation and to advise the Office and the Secretaries on priorities for projects carried out with assistance under this Act, on land conservation partnership projects, on Highlands region research, and on policy and educational initiatives necessary to implement study and update findings. Authorizes the Office to provide financial and technical assistance to an eligible entity to carry out a project to protect, restore, preserve, promote, or interpret Area resources. Directs the Secretary of the Interior to annually designate land conservation partnership projects that are eligible to receive financial assistance under this Act.

Crossroads of the American Revolution National Heritage Area Act of 2002 - Establishes the Crossroads of the American Revolution National Heritage Area in New Jersey. Designates the Crossroads of the American Revolution Association, Inc. as the Area's management entity. Directs the Association to submit, and to assist local governments, regional planing organizations, and nonprofit entities in implementing, an area management plan which includes strategies for conservation, funding, management, and development of the Area. Bars the Association from using Federal funds received under this Act to acquire real property, but allows it to use any other source of funding, including other Federal funding, intended for the acquisition of real property. Authorizes the Secretary of the Interior to provide assistance to: (1) the Area to develop and implement the management plan; and (2) State or local government or nonprofit organizations for treatment of historical objects or structures eligible for listing on the National Register of Historic Places. Authorizes the Superintendent of Morristown National Historical Park to provide operational assistance supporting implementation of the management plan to public and private organizations within the Area, including the Association.

Anti-Ocean Dumping Act of 2002 - Amends the Marine Protection, Research, and Sanctuaries Act of 1972 to make ineffective any permit authorizing transportation of material for the purpose of dumping at the Historic Area Remediation Site (located east of Sandy Hook, New Jersey) other than qualified dredged material defined by the Administrator of the Environmental Protection Agency. Prohibits dredged material from qualifying unless its level of polychlorinated biphenyls does not exceed 113 parts per billion.

Afghanistan Freedom Support Act of 2002 - Authorizes the President to provide assistance for Afghanistan through 2005 for the following activities: (1) urgent humanitarian needs; (2) repatriation and resettlement of refugees and internally displaced persons; (3) counternarcotics efforts; (4) reestablishment of food security, rehabilitation of the agriculture sector, improvement in health conditions, and the reconstruction of basic infrastructure; (5) reestablishment of Afghanistan as a viable nation-state through support for the development and expansion of democratic and market-based institutions; and (6) support for the establishment of a market economy, private financial institutions, the development of a telecommunications infrastructure, and trade and commercial links. Urges the President to: (1) designate within the Department of State a coordinator for such assistance and U.S. interests in Afghanistan; (2) utilize the expertise of Afghan-Americans; (3) encourage the donation of manufacturing equipment by U.S. businesses for the reconstruction of Afghanistan; and (4) utilize research conducted by U.S. land grant universities and the technical expertise of professionals at such institutions, particularly in the agricultural and rural development areas. Expresses the sense of Congress that, during the transition to fully representative government, the U.S. should support: (1) the development of a civilian-controlled and centrally-governed standing Afghanistan army that respects human rights and prohibits the use of children as soldiers; (2) the creation and training of a professional civilian police force that respects human rights; and (3) a multinational security force in Afghanistan. Authorizes the President to provide and direct the drawdown of defense articles and services and military education to the Government of Afghanistan. Prohibits U.S. involvement in poppy cultivation or illicit narcotics growth, production, or trafficking in Afghanistan.

Amends the Temporary Extended Unemployment Compensation Act of 2002 (which is title II of the Job Creation and Worker Assistance Act of 2002, PL107-147) to extend temporary extended unemployment compensation (TEUC) program agreements through weeks of unemployment ending before June 30, 2003 (currently January 1, 2003). Revises the formula for determining the amount in an eligible individual's TEUC account. Sets such amount at the lesser of: (1) the total (currently half of the total) amount of regular compensation, including dependents' allowances, payable to the individual during the individual's benefit year; or (2) 26 (currently 13) times the individual's average weekly benefit amount for the benefit year. Increases an individual's account by half (currently all) of the amount originally established in that account if it is exhausted at the time a State is in an extended benefit period.

Amends the Robert T. Round II EZ/EC Flexibility Act of 2002 - Authorizes appropriations to: (1) the Secretary of Housing and Urban Development for specified urban empowerment zones; and (2) the Secretary of Agriculture for specified rural empowerment zones and rural enterprise communities. Permits: (1) use of such funds for zone or community strategic plan implementation; and (2) use of Federal funds to pay matching fund requirements.
