Lindsey O. Graham Sanctioning Russia Act of 2026 This bill imposes a variety of sanctions, tariffs, and prohibitions related to Russia. For example, under the bill, the President must  impose visa- and property-blocking sanctions on specified persons (individuals and entities) such as the Russian president, certain Russian military commanders, and any foreign person that knowingly provides goods or services relating to Russia's defense industrial base; increase the rate of duty on all goods imported into the United States from Russia to a rate of up to 500% ad valorem (i.e., relative to the value); increase the rate of duty up to 100% ad valorem on all goods imported into the United States from a country that was among the five largest importers of Russian-origin crude oil and natural gas if such country knowingly makes new purchases of such products after enactment of the bill; impose property-blocking sanctions on financial institutions organized under Russian law and owned wholly or partly by Russia; and  impose property-blocking sanctions on foreign vessels that knowingly transport certain products of Russian origin, including crude oil, uranium, and coal.  The bill prohibits (1) the export, reexport, or in-country transfer to or in Russia of U.S.-produced energy or energy product; (2) U.S. persons from making new investments in Russia or purchasing Russian sovereign debt; and (3) trading the securities of Russian government-owned, -controlled, or -affiliated entities on U.S. national securities exchanges. The President may waive requirements of the bill by certifying it is in the national interest.

Student Aid Fraud Oversight and Accountability Act of 2026 This bill requires the Department of Education (ED) to prioritize the review of institutions of higher education (IHEs) that disburse federal student aid without verifying the identity of a student whose Free Application for Federal Student Aid (FAFSA) presents a reasonable suspicion of identity fraud. Specifically, the bill requires ED to identify each IHE that disburses, on or after October 1, 2026, federal financial aid for an award year to any student whose FAFSA presents a reasonable suspicion of identity fraud, as determined by ED's identity fraud detection system. However, the bill excludes from this identification any IHE that demonstrates to ED, for each student and before disbursing federal financial aid, that the IHE (1) verifies the student's identity in person or by live video, (2) notifies ED of the identify verification, and (3) maintains a record of such identity verification. ED may use identification information to inform program reviews, audits, investigations, and other oversight activities related to federal student aid. (On April 26, 2026, ED began implementing a real-time identity fraud detection process within the FAFSA form that places applicants into one of four risk categories. High-risk applicants must confirm their identity by presenting documentation during the online application process, including via a live camera process. Applicants who are rejected via this automated process must then have their identity verified in person by IHEs.)

No Aid for Ghost Students Act of 2026 This bill requires the Department of Education (ED) to establish an identity fraud detection system for the Free Application for Federal Student Aid (FAFSA). Beginning on October 1, 2026, ED must use an identity fraud detection system to review each submitted application to determine whether the applicant presents a reasonable suspicion of identity fraud. If ED makes such a determination, it must notify the applicant and each institution of higher education (IHE) designated on the application that the applicant is subject to additional identity verification. An IHE may not disburse federal financial aid to an applicant that presents a reasonable suspicion of fraud unless the IHE verifies the applicant's identity in person or by live video. If the applicant's identity is confirmed, the IHE must notify ED that the applicant's identity has been verified. ED must establish guidelines for the identity verification procedures conducted by IHEs. (On April 26, 2026, ED began implementing a real-time identity fraud detection process within the FAFSA form that places applicants into one of four risk categories. High-risk applicants must confirm their identity by presenting documentation during the online application process, including via a live camera process. FAFSA Verification Efficiency Act This bill requires the Department of Education (ED) to verify the Social Security number (SSN) and citizenship status of any individual who is required to provide information to ED for federal student aid.  Currently, ED must work with the Social Security Administration (SSA) to verify the SSN of a student who is applying for federal student aid. This bill expands the requirement so that ED must work with the SSA to verify the SSN and citizenship status of any individual who is required to provide information to ED on the Free Application for Federal Student Aid (FAFSA) form, including contributors. A contributor refers to anyone (the student, the student’s spouse, the student's biological or adoptive parent, or a parent’s spouse) who is required to provide information on the FAFSA form.

Fostering Learning and Excellence in Charter Schools Act or the FLEX Act This bill expands and revises the Charter Schools Program (CSP), including by expanding the allowable uses of CSP funds. Current law authorizes competitive grants to state entities (e.g., state educational agencies and state charter school boards) and, through them, subgrants to eligible applicants (i.e., charter school developers) to enable them to open and prepare for the operation of a new charter school or replicate or expand an existing high-quality charter school.  The bill allows subgrants to also be used for adding or expanding programs or other offerings at these schools, such as through the adoption of new academic programs or delivery models, personalized learning, or a new curricular approach. New offerings must enable additional students to enroll in and benefit from the school. Eligible applicants may also use CSP funds for activities such as  hiring and compensating teachers and other school staff (currently, this may only occur during the planning period); carrying out necessary renovations, upgrades, or facility repairs, or acquiring portable classrooms; and providing transportation to students (currently, only one-time, start-up transportation costs are permitted). Eligible applicants may request and receive advance payments of subgrants. Among other requirements, the Department of Education must (1) use CSP funds for additional activities (e.g., increasing the number of available seats in charter schools that serve rural students and students with disabilities), and (2) consult with charter school operators prior to issuing a notice of proposed rulemaking relevant to charter schools.
