Farmers’ Market Expansion Act of 2025 This bill includes tree nuts (including shelled tree nuts) as one of the eligible foods under the Senior Farmers' Market Nutrition Program (SFMNP). The Department of Agriculture's SFMNP provides grants to participating states to provide low-income seniors with coupons/vouchers that may be used at farmers’ markets, roadside stands, and community supported agriculture programs to purchase eligible foods (i.e., fresh, nutritious, unprepared, locally-grown fruits, vegetables, honey, and herbs).

Accountability Through Electronic Verification Act This bill expands the E-Verify program by requiring all employers to use it and permanently reauthorizes the program. Currently, E-Verify use is voluntary for most employers, although some states mandate its use. All employers must use E-Verify to confirm the identity and employment eligibility of all recruited, referred, or hired individuals, including current employees who were never verified under the program. Failure to use E-Verify shall create a rebuttable presumption that the employer is violating immigration law. U.S. Citizenship and Immigration Services must generate weekly reports about individuals who have received a final nonconfirmation of employment eligibility. The Department of Homeland Security (DHS) must use the report to enforce immigration laws. The bill increases civil and criminal penalties for hiring non-U.S. nationals ( aliens under federal law) who are not authorized to work. DHS must bar repeat offenders and those criminally convicted from holding federal contracts, grants, or cooperative agreements. The Social Security Administration, Internal Revenue Service, Department of the Treasury, and DHS must jointly establish a program to share information to help identify non-U.S. nationals who are not authorized to work. The bill establishes the Employer Compliance Inspection Center within Homeland Security Investigations of U.S. Immigration and Customs Enforcement. The center's duties include processing I-9 employment eligibility verification forms and ensuring compliance with employment eligibility laws. DHS must report to Congress on ways to simplify procedures relating to I-9 forms and on whether the I-9 process should be eliminated.

College Employment Accountability Act This bill prohibits an institution of higher education (IHE) from receiving certain federal funds or participating in federal student aid programs if the IHE does not take certain actions to prohibit the employment at the IHE of non-U.S. nationals ( aliens under federal law) who do not have work authorization. Specifically, the bill prohibits an IHE from receiving federal funds for student assistance or institutional aid if the IHE employs unauthorized individuals in violation of a specified section of the Immigration and Nationality Act (INA). (The section prohibits an employer from knowingly hiring, recruiting or referring for a fee, or continuing to employ a non-U.S. national who lacks work authorization.) Additionally, the bill requires an IHE that participates in federal student aid programs to participate in the E-Verify system. (This system allows employers and recruiters to verify an individual's eligibility for employment. The system is largely voluntary; however, federal employers, including federal contractors, must use E-Verify. Some IHEs currently participate in the system.) The bill directs the Department of Homeland Security (DHS) to, every six months, monitor whether an IHE is participating in the E-Verify system. Further, DHS must notify the Department of Education within 10 days of finding that an IHE (1) employs unauthorized individuals in violation of the INA, or (2) is not participating in the E-Verify system.

Lulu’s Law This bill requires the Federal Communications Commission to issue an order explicitly permitting the transmission of wireless emergency alerts to mobile phones in the event of a shark attack. (Under current regulations, authorized government authorities are permitted to send wireless emergency alerts regarding public safety emergencies, including severe weather, missing children, and other threats to life or property.)

Boosting Innovation, Technology, and Competitiveness through Optimized Investment Nationwide Act of 2025 or the BITCOIN Act of 2025 This bill provides for the acquisition and storage of the cryptocurrency Bitcoin by the U.S. government. The Department of the Treasury must purchase one million Bitcoins over a five-year period and hold the Bitcoins in trust for the United States. The bill also allows for additional acquisitions through specified transfers, forfeitures, and gifts. All Bitcoins acquired by the United States and placed into the Strategic Bitcoin Reserve must be held for at least 20 years. At the end of this period and upon the recommendation of Treasury, a percentage of the holdings may be sold to reduce the national debt. The bill also establishes exceptions to this holding period for specified Bitcoin asset distributions and splits. The bill directs Treasury to establish a Strategic Bitcoin Reserve for the secure storage of U.S. Bitcoins. The reserve must be a decentralized network of secure facilities across the United States. Existing U.S. Bitcoin holdings must be transferred to the reserve. States may voluntarily store Bitcoin holdings in the reserve in segregated accounts. The bill also reduces the total amount of U.S. dollars Federal Reserve banks may hold in surplus and requires Federal Reserve banks to remit a certain amount of net earnings annually to the purchase of Bitcoins. The bill also allows the use of Treasury’s Exchange Stabilization Fund to carry out purchases made under this bill.

Veteran Fraud Reimbursement Act of 2025 This bill modifies the procedures by which the Department of Veterans Affairs (VA) reissues misused benefits to a beneficiary, including by requiring the VA to establish methods and timing with respect to determining whether an instance of misuse by a fiduciary is the result of negligence by the VA. The bill also provides that if a beneficiary predeceases a reissuance, the VA must pay the amount to a surviving beneficiary in the same method as certain other VA benefits are paid upon the death of a beneficiary. Under the bill, the VA may not withhold the reissuing of a benefit payment by reason of a pending determination regarding the VA's negligence in relation to the instance of misuse by a fiduciary. Additionally, the VA is not required to make a determination regarding its negligence for each instance of misuse by a fiduciary of all or part of an individual's benefit paid to such fiduciary.

Supporting all Healthy Options when Purchasing Produce Act of 2025 or the SHOPP Act of 2025 This bill modifies the Gus Schumacher Nutrition Incentive Program (GusNIP) to include fresh frozen fruits and vegetables. GusNIP is a Department of Agriculture (USDA) program that provides grants for projects that increase low-income consumers' purchases of fruits and vegetables. It is made up of three competitive grant programs, including the GusNIP Nutrition Incentive Program, which provides grants for projects that provide incentives for Supplemental Nutrition Assistance Program (SNAP) participants to purchase fruits and vegetables. The bill directs USDA, in awarding GusNIP Nutrition Incentive Program grants, to give priority to projects that increase year-round availability of nutrition incentives by offering fresh frozen fruits or vegetables in the program. In addition, the bill amends another GusNIP program, the Produce Prescription Program, to include fresh frozen fruits and vegetables, as well as fresh and fresh frozen legumes. Currently, only fresh fruits and vegetables are covered under the program. The GusNIP Produce Prescription Program supports projects that demonstrate and evaluate the impact of fruit and vegetable prescriptions on increasing procurement and consumption of fruits and vegetables, reducing individual and household food insecurity, and reducing healthcare usage and associated costs.

Prioritizing Offensive Agricultural Disputes and Enforcement Act or the Ag Disputes Act This bill establishes a joint task force to identify and address trade barriers to U.S. agricultural exports. Specifically, the bill directs the President to establish the Agricultural Trade Enforcement Task Force. Members of this task force include employees of the Department of Agriculture's Foreign Agricultural Service and the Office of the U.S. Trade Representative. The bill requires the task force to (1) identify trade barriers to U.S. agricultural exports that are vulnerable to dispute settlement under the World Trade Organization (WTO) or other trade agreements to which the United States is a party, (2) develop and implement a strategy for enforcing violations of trade agreements related to those trade barriers, (3) identify like-minded trading partners that could act as complainants on disputes relating to specific trade barriers that are systemically or economically important to the United States, and (4) submit periodic reports to Congress. In its first report, the task force must include a plan for filing a request for consultations under the WTO with respect to agricultural price supports implemented by the Indian government.

Freedom to Invest in Tomorrow’s Workforce Act This bill expands the expenses eligible for tax-free withdrawals from a qualified tuition program (known as a 529 plan) to include tuition, fees (including test fees), books, supplies, equipment, and other expenses related to the enrollment or attendance in a recognized postsecondary credentialing program. Under the bill, a recognized postsecondary credentialing program includes certain programs identified by a state as providing training services, a program listed in the Web Enabled Approval Management System (WEAMS) maintained by the Department of Veterans Affairs, certain examinations required to obtain or maintain a credential, and other reputable credentialing programs. Further, under the bill, such programs must be designed for an individual to obtain an industry-recognized postsecondary employment credential (e.g., project management professional certificate, advanced emergency medical technician certificate, and welding supervisor certificate), a certificate of completion of a registered and certified apprenticeship, an occupational or professional license issued or recognized by a state or the federal government (and any certification required for obtaining such license), or an associate or baccalaureate degree.

Leveling the Playing Field 2.0 Act This bill addresses unfair trade practices by making various changes to U.S. antidumping and countervailing duty laws. Antidumping laws provide relief to U.S industries and workers that are materially injured or threatened with injury due to imports of like products sold in the U.S. market at less than fair value, while countervailing duty laws provide such relief from imports of products subsidized by a foreign government or public entity. Specifically, the bill establishes a process for successive antidumping and countervailing duty investigations. Successive investigations may be concurrent (an ongoing investigation of the same product) or recently completed (not more than two years before the date of the initiation of the successive investigation). Further, the bill establishes a timeline for the Department of Commerce to issue determinations in successive investigations. Among other provisions, the bill authorizes Commerce to apply countervailing duty law to subsidies provided by a foreign government or public entity to a company operating in a different country, use another method for calculating the cost of production in specific circumstances, and require importers to certify that the imported merchandise is not subject to an antidumping or countervailing duty order. Additionally, the bill statutorily establishes procedures for Commerce to conduct circumvention inquiries, including by specifying the deadlines for preliminary and final determinations. The bill also provides statutory authority for Commerce to investigate currency undervaluation as a countervailable subsidy.

Broadband Grant Tax Treatment Act This bill excludes from gross income (for federal tax purposes) certain grants received for broadband deployment. As background, contributions of capital to a corporation generally are not taxable income. However, under an exception enacted in 2017 by the Tax Cuts and Jobs Act, grants from a government or civic organization are not contributions to capital and, thus, treated as taxable income. Prior to the Tax Cuts and Jobs Act, the Internal Revenue Service (IRS) considered certain grants from a government or civic organization contributions of capital and, thus, not taxable income. The bill specifically excludes from gross income grants received for broadband deployment from the National Telecommunications and Information Administration (NTIA) Broadband Equity, Access, and Deployment Program; NTIA State Digital Equity Capacity Grant Program; NTIA Digital Equity Competitive Grant Program; NTIA Enabling Middle Mile Broadband Infrastructure Program; Department of Agriculture ReConnect Program; Coronavirus State and Local Fiscal Recovery Funds and the Coronavirus Capital Projects Fund; and NTIA Tribal Broadband Connectivity Program and the Broadband Infrastructure Program. The bill also requires the IRS to issue guidance on the exclusion from gross income of such grants. The bill applies to funds received in tax years ending after March 11, 2021.

Veterans Homecare Choice Act of 2025 This bill includes any nurse registry as an eligible health care provider under the Veterans Community Care Program of the Department of Veterans Affairs. Under the bill, a nurse registry is a person who satisfies applicable state licensure requirements and procures, or attempts to procure, contracts or agreements on behalf of registered nurses, licensed practical nurses, certified nursing assistants, home health aides, companions, or homemakers under which such individuals may furnish health care-related or assistive services and receive compensation.

Protecting America's Agricultural Land from Foreign Harm Act of 2025 This bill prohibits persons associated with the governments of Iran, North Korea, China, or Russia from purchasing or leasing agricultural land in the United States. Specifically, the President must prohibit any person (individual or entity) owned by, controlled by, or subject to the jurisdiction or direction of these foreign governments from purchasing or leasing (1) public agricultural land that is owned by the United States and administered by a federal department or agency, or (2) private agricultural land that is located in the United States. A person that violates or attempts to violate this prohibition is subject to civil and criminal penalties. This prohibition does not require a person that owns or leases agricultural land as of the date of this bill's enactment to sell that land. Further, the President must prohibit a person associated with these foreign governments and who leases, or who has full or partial ownership of, agricultural land in the United States from participating in Department of Agriculture (USDA) programs. Exceptions are included to allow for participation in USDA programs related to food safety, the health and labor safety of individuals, or certain reporting and disclosure requirements. The bill excludes U.S. citizens or lawful permanent residents from these restrictions. The bill also amends the Agricultural Foreign Investment Disclosure Act of 1978 (AFIDA) to require reporting on security interests and leases. Finally, the Government Accountability Office must submit a report to Congress on AFIDA.

Healthy Poultry Assistance and Indemnification Act of 2025 This bill expands the Animal and Plant Health Inspection Service (APHIS) producer indemnity and compensation program to include compensation for all poultry growers and layers located in an APHIS-determined control area, which may include non-infected poultry. Currently, APHIS provides indemnity and compensation to producers to remove animals classified as affected, suspect, or exposed to diseases of concern, including highly pathogenic avian influenza (HPAI). An APHIS-determined control area consists of both an infected zone and a buffer zone. Under the bill, APHIS must compensate all owners of poultry growing or laying facilities within a control area, which may include facilities that are located in the buffer zones and have non-infected poultry. Further, the bill establishes a new compensation payment formula that requires payments to be based on the owner’s average income from the five most recent flocks.

Protecting Access for Hunters and Anglers Act of 2025 This bill bars the Fish and Wildlife Service (FWS), the Bureau of Land Management (BLM), and the Forest Service from prohibiting or regulating the use of lead ammunition or tackle on federal land or water. The bill makes exceptions for specified existing regulations and where the FWS, the BLM, or the Forest Service determines that a decline in wildlife population at the specific unit of federal land or water is primarily caused by the use of lead in ammunition or tackle, based on the field data from such unit, and the state approves the regulations.

Credit Union Board Modernization Act This bill revises the required frequency of meetings held by a credit union's board of directors. Specifically, new credit unions and credit unions with a low soundness rating must meet monthly. All other credit unions must hold at least six meetings annually, with at least one meeting held during each fiscal quarter. Currently, all credit union boards must meet at least once a month.

Prescription Pricing for the People Act of 20 25 This bill requires the Federal Trade Commission (FTC) to report about anticompetitive practices and other trends within the pharmaceutical supply chain that may impact the cost of prescription drugs. The report must address whether pharmacy benefit managers (PBMs) (1) reimburse pharmacies owned by the PBM at a higher price than other pharmacies, and (2) implement formulary designs to increase the market share of higher-cost prescription drugs or depress the market share of lower-cost prescription drugs. The FTC also must provide recommendations to increase transparency in the supply chain, prevent anticompetitive practices, and ensure that consumers benefit from cost savings or efficiencies that result from mergers and consolidations. Additionally, the FTC must report the number and nature of complaints the FTC receives relating to an allegation of anticompetitive conduct by a manufacturer of a sole-source drug.

Veterans 2nd Amendment Protection Act of 2025 This bill prohibits the Department of Veterans Affairs (VA) from transmitting certain information to the National Instant Criminal Background Check System (NICS) utilized by licensed importers or dealers of firearms. Specifically, the bill prohibits the VA from transmitting personally identifying information of a veteran or a beneficiary to the NICS solely on the basis that such veteran or beneficiary has an appointed fiduciary to manage their benefits, unless there is an order or finding of a judicial authority that such veteran or beneficiary is a danger to themselves or others.

Family Farm and Small Business Exemption Act This bill restores an exemption for certain family farms and small businesses on the Free Application for Federal Student Aid (FAFSA) form. The bill applies to the net worth of (1) a family farm on which the family resides, or (2) a small business with not more than 100 full-time or full-time equivalent employees that is owned and controlled by the family. Prior to recent changes made to the FAFSA, the net worth of these family farms and small businesses were excluded as assets when calculating a student's financial need to determine federal student aid eligibility. Beginning with the 2024-2025 academic year, the net worth of these farms and businesses are treated as an asset and therefore included in the calculation. This bill restores the exemption to exclude such net worth from the calculation.

Regulations from the Executive in Need of Scrutiny Act of 2025 This bill expands congressional review of federal agency rules and establishes additional procedures for major rules and agency guidance. Specifically, the bill requires the enactment of a joint resolution for a major rule to take effect. A major rule is a rule that has resulted in or is likely to result in (1) an annual economic effect of at least $100 million; (2) a major increase in costs or prices for consumers, individual industries, government agencies, or geographic regions; or (3) significant adverse effects on competition, employment, investment, productivity, or innovation. Additionally, major rules approved by a joint resolution under the bill expire, and are no longer effective, 10 years after the enactment of such joint resolution. Further, each agency must annually designate at least 10% of the agency’s major rules that are currently in effect for review and approval by a joint resolution of Congress. Such rules that are not approved shall no longer be in effect. Under the bill, agency guidance documents are considered rules and certain significant guidance documents are considered major rules. Significant guidance documents include guidance anticipated to lead to an annual effect of at least $100 million, or adversely affect in a material way the economy, the environment, public health, or state or local government. The Office of Management and Budget must establish an federal regulatory budget specifying the net amount of incremental regulatory costs allowed by the federal government for the next fiscal year.

Denying Earnings to the Military Oligarchy in Cuba and Restricting Activities of the Cuban Intelligence Apparatus Act or the DEMOCRACIA Act This bill provides for asset- and visa-blocking sanctions for conduct relating to Cuba. It also establishes an interagency task force to facilitate access to uncensored internet in Cuba. The President must sanction foreign persons that engage in a transaction with or provide financial, material, or technological support to certain entities or individuals, including specified Cuban government sectors (e.g., the defense sector); any other government sector that the President certifies is involved in human rights abuses or terrorism; foreign persons that are military contractors or mercenaries operating on behalf of the Cuban government; or foreign persons that violate laws restricting trade with Cuba. Other individuals or entities the President must sanction include foreign persons responsible for or complicit in human rights abuses in Cuba; Cuban officials responsible for or complicit in corruption; and members of Cuba's Communist Party. The bill provides certain exceptions to these sanctions and the President may waive the sanctions in the interest of U.S. national security. The President may not license sanctionable conduct. U.S. persons seeking to engage in a sanctionable financial transaction must submit a written request to the Department of the Treasury's Office of Foreign Asset Control. The authority to impose sanctions under this bill ends when the President certifies that the Cuban government has taken specified steps to promote political rights and freedoms and Congress enacts a joint resolution approving the certification.

Protection of Women in Olympic and Amateur Sports Act This bill requires certified national governing bodies (NGBs) of amateur sports (e.g., USA Gymnastics) to prohibit a person whose sex is male from participating in an amateur athletic competition that is designated for females, women, or girls. Under the bill, male means an individual who has, had, will have—or would have, but for a developmental or genetic anomaly or historical accident—the reproductive system that at some point produces, transports, and utilizes sperm for fertilization.

Protecting Regular Order for Veterans Act of 2025 or the PRO Veterans Act of 2025 This bill requires the Department of Veterans Affairs (VA) to provide quarterly budget briefings to Congress and prohibits the VA from providing specified pay incentives to senior level employees. First, the bill requires VA to provide quarterly budget briefings to Congress, which must include information on any budget shortfalls the VA may be experiencing. The VA must present its plans to address or mitigate shortfalls during such briefings. Next, the bill prohibits the VA from providing certain senior level employees with a critical skill incentive, which is generally a payment bonus for employees possessing a high-demand skill or skill that is at a shortage. Specifically, the VA may not provide such an incentive to an employee in a Senior Executive Service position or other comparable position at the central office of the VA (e.g., the Veterans Health Administration), regardless of the actual location where the employee performs the functions of the position. The bill also provides that an incentive may be provided to senior-level employees on an individual basis and upon approval by specified officers (e.g., the Under Secretary for Health). Additionally, senior-level employees whose positions are primarily at the central office of the VA but perform some portion of the job function at other VA facilities are exempt from the prohibition. The VA must report to Congress annually regarding senior-level employees who were provided a critical skill incentive.

This joint resolution nullifies the Environmental Protection Agency (EPA) rule titled Waste Emissions Charge for Petroleum and Natural Gas Systems: Procedures for Facilitating Compliance, Including Netting and Exemptions and published on November 18, 2024. The rule outlines compliance requirements under the Methane Emissions Reduction Program. Under the program, the EPA collects an annual charge on emissions of methane and other greenhouse gases from entities in the oil and gas sector if their emissions exceed specified waste emissions thresholds.

Jumpstart Our Businesses by Supporting Students Act of 2025 or the JOBS Act of 2025 This bill expands student eligibility for Pell Grants by establishing the Job Training Federal Pell Grant program. Specifically, the bill requires the Department of Education to award a job training Pell Grant to a student who does not have a degree; attends an institution of higher education (IHE); is enrolled in a career and technical education program at an IHE that provides 150 to 600 clock hours of instructional time over a period of 8 to 15 weeks and provides training aligned with high-skill, high-wage, or in-demand industry sectors (i.e., job training programs); and meets all other eligibility requirements for a Pell Grant. The bill also specifies that any period during which a student receives a job training Pell Grant counts toward that student's Pell Grant eligibility period.

Fair Access to Banking Act This bill places restrictions on certain banks, credit unions, and payment card networks if they refuse to do business with a person who complies with the law. Restrictions include prohibiting the use of electronic funds transfer systems and lending programs, termination of an institution's depository insurance, and specified civil penalties. Banks and other specified financial institutions are allowed to deny financial services to a person only if the denial is justified by a documented failure of that person to meet quantitative, impartial, risk-based standards established in advance by the institution.
