State Prescription Drug Discount Act of 2002 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to: (1) require drug manufacturers to pay rebates to State prescription drug discount programs as a condition of participation in a rebate agreement for outpatient prescription drugs under the Medicaid program; and (2) provide for enhanced rebates for State prescription drug discount programs of States with rebate agreements.

Consumer and Shareholder Protection Association Act of 2002 - Authorizes the establishment of the Consumer and Shareholder Protection Association as a private, nonprofit corporation to: (1) educate and advise consumers and shareholders about the actions of certain entities, and how corporate initiatives will affect them; (2) represent and promote the interests of consumers, and negotiate on behalf of consumers and shareholders with such entities; (3) monitor the availability and quality of financial or shareholder services to low- and moderate-income constituencies and the elderly; and (4) develop data to assist shareholders and consumers in making informed decisions in the marketplace. Defines entities subject to this Act as: (1) any company with revenues during its last fiscal year of over $1.2 billion which is required to file periodic reports under the Securities Exchange Act of 1934; and (2) any insured depository institution. Establishes an interim board of directors representing: (1) consumer groups; (2) institutional shareholder groups; (3) labor unions; (4) civil rights groups; (5) neighborhood groups; (6) elderly groups; and (7) organizations representing low-income persons. Empowers the Association to: (1) represent the interests of consumers before Federal regulatory agencies, legislative bodies, the courts, and other public forums; (2) sue on behalf of Association members for judicial relief, including damages; and (3) participate in research, surveys, and investigations in consumer matters. Requires entities subject to this Act to include inserts periodically in mailings and proxy statements sent to shareholders and customers, advising them that the Association is established under Federal law to: (1) inform and represent consumers; (2) work on their behalf to prevent corporate fraud and deceptive business practices; and (3) ensure the protection of retirement funds and investments.

Beneficiary Access to Care and Medicare Equity Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to make a variety of changes with regard to rural health care and such matters as: (1) urban and rural standardized payment amounts under the Medicare inpatient hospital prospective payment system (PPS); (2) disproportionate share hospital (DSH) treatment for rural hospitals and urban hospitals with under 100 beds; (3) a temporary increase in payments for certain services furnished by small rural hospitals and for hospice care furnished in a frontier area; (4) the critical access hospital program; (5) the physician fee schedule geographic adjustment factor; (6) the Medicare incentive payment program; and (7) exclusion of certain rural health clinic and federally qualified health center services from the Medicare PPS for skilled nursing facilities. Amends the Public Health Service Act to give the Secretary the authority to make and guarantee loans from the loan fund to any rural entity for projects for capital improvements. Amends SSA title XVIII with respect to revising updates and restoring payments under: (1) Medicare part A (Hospital Insurance) relating to inpatient hospital services, skilled nursing facility services, and hospice services; (2) Medicare part B (Supplementary Medical Insurance) relating to physicians' and other services; and (3) both parts A and B relating to home health services, eliminating the 15 percent reduction in PPS payment rates. Amends SSA title XVIII part C (Medicare+Choice) with respect to: (1) the minimum percentage increase for 2003 and 2004; (2) authority regarding disapproval of unreasonable beneficiary cost-sharing; (3) specialized Medicare+Choice plans for special needs beneficiaries; and (4) extension of new entry bonus. Revises requirements for Medicare appeals, regulatory procedures, contracting, education and outreach, prepayment review, overpayment recovery, and enforcement. Amends SSA title XIX (Medicaid) with respect to: (1) Medicaid disproportionate share hospital (DSH) allotments; (2) extension of Medicare cost-sharing for part B premiums for certain additional low-income Medicare beneficiaries; and (3) inpatient drug prices in the best price exemptions for the Medicaid drug rebate program. Amends SSA title XXI (State Children's Health Insurance) (SCHIP) with respect to SCHIP allotments. Amends SSA title XI on the process for the development and implementation of Medicaid and SCHIP waivers. Amends SSA title XX (Block Grants to States for Social Services) to provide for additional temporary grants for State fiscal relief. Establishes the Safety Net Organizations and Patient Advisory Commission to review health care safety net programs.

Emergency Unemployment Compensation Act of 2002 - Amends the Temporary Extended Unemployment Compensation Act of 2002 (TEUCA, which is title II of the Job Creation and Worker Assistance Act of 2002, PL107-147) to extend the TEUCA program through weeks of unemployment ending before July 1, 2003 (currently January 1, 2003). Entitles eligible individuals in all States to a total of 26 weeks of TEUCA compensation (13 weeks beyond the current 13 weeks). Provides an additional seven weeks of TEUCA benefits for workers in high unemployment States (entitling them to a total of 33, which is 20 weeks beyond the current 13). Applies a revised adjusted insured unemployment rate State trigger. Sets an additional TEUCA benefit period State trigger based on total unemployment rate.

Keeping Children and Families Safe Act of 2002 - Amends the Child Abuse Prevention and Treatment Act to direct the Secretary of Health and Human Services to conduct research on the national incidence of child abuse and neglect. Permits the Secretary to award grants to States and public and private agencies and organizations for various programs to improve training for child protection services (CPS) and other child and family service workers. Directs the Secretary to make grants to States for child abuse and neglect prevention and treatment programs. Reauthorizes various grant programs. Permits the Secretary to extend national domestic violence hotline grants for grantees that submit a report evaluating the effectiveness of the program. Requires the Secretary to award a grant to a nonprofit organization to establish and operate a confidential Internet website to link domestic violence shelters and service providers and the National Domestic Violence Hotline. Establishes the Children Exposed to Domestic Violence Program, which shall provide grants to shelters and other domestic violence service providers to run programs that address the needs of children with mothers who are abused. Permits the Secretary to award grants to, or enter into contracts with, States, local government, and adoption and child welfare programs to help eliminate barriers to placing children for adoption across jurisdictional boundaries. Amends the Abandoned Infants Assistance Act of 1988 to prohibit the Secretary from making grants to public and nonprofit entities regarding abandonment of infants and young children in hospitals unless priority is given by the grantee to children who: (1) have been perinatally exposed to HIV or who have a life-threatening illness; (2) have another special medical need; or (3) have been exposed perinatally to a dangerous drug.

Student Testing Flexibility Act of 2002 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to direct the Secretary of Education to grant waivers of certain annual testing and assessment requirements to States and local educational agencies (LEAs) if they demonstrate that they have: (1) significantly closed the achievement gap between certain groups of students; or (2) exceeded their adequate yearly progress for two or more consecutive years. Requires States and LEAs receiving such waivers to use ESEA annual assessment funds for educational activities which they determine will improve the academic achievement of students attending public elementary schools and secondary schools that fail to make adequate yearly progress. Prohibits such States and LEAs from using such funds to pay a student's private school costs.

Veterans Health Care Funding Guarantee Act of 2002 - Requires the Secretary of the Treasury to: (1) make available to the Secretary of Veterans Affairs for programs, functions, and activities of the Veterans Health Administration for FY 2004 120 percent of the amount obligated during FY 2002; and (2) adjust the amount provided after FY 2004 based on the number of enrolled veterans and the number of others eligible for and provided care and the percentage increase in the Consumer Price Index.

Emergency Retiree Health Benefits Protection Act of 2002 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide emergency protections for retiree health benefits. Prohibits group health plans from making post-retirement reductions of retiree health benefits. Requires group health plans to adopt provisions barring post-retirement reductions in retiree health benefits. Requires group health plans to restore benefits reduced after retirement. Authorizes the Secretary of Labor to waive or vary such requirements, if a plan sponsor applies for such exemption, upon finding that compliance would: (1) be adverse to the interests of plan participants in the aggregate; (2) not be administratively feasible; and (3) cause substantial business hardship to the sponsor. Establishes the Emergency Retiree Health Loan Guarantee Program and its Board. Authorizes the Program, through its Board, to guarantee loans provided by private banking and investment institutions to eligible plan sponsors to assist them in meeting obligations under this Act to restore benefits reduced after retirement. Authorizes the Secretary to assess civil penalties for violations of this Act.

Student Bill of Rights - Directs the Secretary of Education to make annual determinations as to whether each State's public school system (system) provides all its students with educational resources to succeed academically and in life. Requires such education to enable students to: (1) acquire knowledge and skills necessary for responsible citizenship; (2) meet challenging academic achievement standards; and (3) compete and succeed in a global economy. Requires each system to do so through: (1) providing specified fundamentals of educational opportunity to students at each public elementary and secondary school; (2) providing educational services in school districts that receive funds for disadvantaged students that are, taken as a whole, at least comparable to educational services provided in school districts not receiving such funds; and (3) complying with any final Federal or State court order in any matter concerning the adequacy or equitableness of the system. Requires withholding of specified portions of its Federal funding for administrative expenses if a system: (1) fails to meet a yearly interim goal; (2) does not remedy, after two school years, a failure to provide comparable educational services to schools that receive funds for disadvantaged children; or (3) does not comply with a court order. Allows students or parents aggrieved by violations of this Act to bring civil actions for enforcement in Federal district courts.

Building Secure and Healthy Families Act of 2002 - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to revise the TANF program, with changes: (1) replacing grants for States to reward a decrease in illegitimacy with grants to States to promote and support secure families; (2) adding nondiscrimination requirements pertaining to marital status and family structure and participation in activities or services funded under the new grant; (3) authorizing a State to assist a teenage parent who does not attend high school or another equivalent training program to come into compliance with TANF work and education requirements, and deeming teenage heads of household who maintain satisfactory school attendance to meet work participation requirements; (5) requiring certain certifications regarding domestic or sexual violence in State TANF plans, and prohibiting a State from penalizing an individual for TANF requirement noncompliance where domestic or sexual violence is a significant contributing factor in the noncompliance; (6) deeming a TANF recipient who provides appropriate care to a child or other relative who has a serious health condition or a disability as engaged in work for work participation rate purposes; and (7) eliminating the termination of TANF assistance for an entire family where an individual in the family has refused to engage in required work.

Children's Health Improvement and Protection Act of 2002 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act to: (1) revise the rules for redistribution and extended availability of FY 2000 and subsequent fiscal year allotments under SCHIP; (2) direct the Secretary of Health and Human Services to establish a caseload stabilization pool and make an additional redistribution of allotments to stabilize caseloads; and (3) restore SCHIP funding for FY 2003 and 2004.

Domestic Partnership Benefits and Obligations Act of 2002 - Entitles domestic partners of Federal employees to benefits available to spouses of Federal employees. Specifies certifications required for benefit eligibility, filing requirements regarding partnership dissolution, and confidentiality requirements. Amends the Internal Revenue Code to extend the tax exemption for employer contributions to accident and health plans to domestic partners under this Act.

Economic Security Act 2002 - Amends the Temporary Extended Unemployment Compensation Act of 2002 (Public Law 107-147) (TEUCA) to: (1) establish a program of temporary enhanced unemployment compensation benefits; (2) require States to modify their compensation laws to include recently earned wages in base periods, allow compensation for those seeking part-time work, and increase benefits levels by the greater of 15 percent or $25 a week; (3) reimburse States for administrative expenses; (4) extend the TEUCA program; (5) entitle individuals to 26 weeks of TEUCA compensation; (6) apply a revised rate of insured unemployment; (7) set an additional TEUCA benefit period trigger; (8) provide an additional seven weeks of benefits for workers in high unemployment States; (9) repeal a requirement for 20 weeks of work; (10) provide that individual is not ineligible for emergency compensation because of a subsequent entitlement to regular benefits for which the individual does not file; and (11) provide an additional extension of TEUCA assistance. Amends the Internal Revenue Code to provide for no reduction in unemployment compensation as a result of pension rollovers. Amends the Federal-State Extended Unemployment Compensation Act of 1970 (FSEUCA) to: (1) repeal certain State law extended benefit requirements; (2) revise the definition of rate of insured unemployment; (3) entitle individuals to 13 weeks of unemployment compensation; (4) lower the extended benefit on-indicator; and (5) require a study and report on unemployment insurance benefits provided to individuals who have received assistance under the temporary assistance for needy families program.

Afghanistan Freedom Support Act of 2002 - Authorizes the President to provide assistance for Afghanistan through 2005 for the following activities: (1) urgent humanitarian needs; (2) repatriation and resettlement of refugees and internally displaced persons; (3) counternarcotics efforts; (4) reestablishment of food security, rehabilitation of the agriculture sector, improvement in health conditions, and the reconstruction of basic infrastructure; (5) reestablishment of Afghanistan as a viable nation-state through support for the development and expansion of democratic and market-based institutions; and (6) support for the establishment of a market economy, private financial institutions, the development of a telecommunications infrastructure, and trade and commercial links. Urges the President to: (1) designate within the Department of State a coordinator for such assistance and U.S. interests in Afghanistan; (2) utilize the expertise of Afghan-Americans; (3) encourage the donation of manufacturing equipment by U.S. businesses for the reconstruction of Afghanistan; and (4) utilize research conducted by U.S. land grant universities and the technical expertise of professionals at such institutions, particularly in the agricultural and rural development areas. Expresses the sense of Congress that, during the transition to fully representative government, the U.S. should support: (1) the development of a civilian-controlled and centrally-governed standing Afghanistan army that respects human rights and prohibits the use of children as soldiers; (2) the creation and training of a professional civilian police force that respects human rights; and (3) a multinational security force in Afghanistan. Authorizes the President to provide and direct the drawdown of defense articles and services and military education to the Government of Afghanistan. Prohibits U.S. involvement in poppy cultivation or illicit narcotics growth, production, or trafficking in Afghanistan.
