Defines "intracompany shipments" as including shipments of grain lots: (1) between facilities owned or controlled by the person owning the grain; or (2) from a facility owned by a grain-owning cooperative to an export facility which such cooperative jointly owns with other cooperatives.

Farm Labor Contractor Registration Act Amendments of 1980 - Amends the Farm Labor Contractor Registration Act of 1963 to revise the definition of "farm labor contractor" to: (1) broaden specified exclusions from such definition (thus broadening certain exemptions from coverage under such Act); and (2) exclude from such definition (and such coverage) any nonprofit or cooperative association of farmers, growers, ranchers, duly incorporated under appropriate State laws, and operated solely for the mutual benefit of the members thereof, and any full-time or regular employee of such association or cooperative who engages in such activity solely for such employer. Adds other definitions relating to such revisions. Revises the definition of "agricultural employment" to specify that listed activities take place on a farm or ranch. Limits the definition of "migrant worker" to only those workers who cannot regularly return to their domicile each day after working hours, or who are transported from and to their domicile each workday by the person who recruits, solicits, hires, or furnishes such worker for agricultural employment on a farm or ranch owned or operated by another person.

Tax Reduction - Job Creation Act - Title I: Individual Tax Rates - Amends the Internal Revenue Code to reduce income tax rates for each category of individual taxpayers. Title II: Incentives for New Plant and Equipment - Amends the Internal Revenue Code to revise the method for determining useful lives of business assets for purposes of computing allowable depreciation deductions. Replaces the asset depreciation range (ADR) method with a schedule of capital cost recovery periods for three classes of business property. Establishes capital cost recovery periods for the following classes of business property: (1) buildings and their structural components, ten years; (2) tangible property, five years; and (3) automobiles, taxis, and light-duty trucks (up to $100,000), three years. Allows a ten percent investment tax credit for buildings and tangible property, and a six percent credit for automobiles, taxis, and light duty trucks. Requires the recapture of depreciation amounts and investment tax credit amounts applicable to assets which are sold or otherwise disposed of prior to the expiration of the capital cost recovery period. Permits taxpayer to deduct less than the full allowance for capital cost recovery in any taxable year. Permits a carryover to succeeding taxable years of any unused depreciation amounts. Disqualifies capital cost recovery property from the allowance for first year depreciation. Treats amounts claimed as the capital cost recovery of noncorporate lessors as an item of tax preference for purposes of the minimum tax. Adopts as an accounting practice the "half year convention" under which investments eligible for capital cost recovery treatment or the investment tax credit which are made at any time during the taxable year are deemed to be made in the middle of such year.

Underground Coal Gasification and Unconventional Gas Research, Development, and Demonstration Act - Directs the Secretary of Energy to prepare a comprehensive research, development, and demonstration plan for underground coal gasification and unconventional natural gas production. Requires the Secretary to transmit such plan to Congress not later than June 30, 1981. Requires the Secretary to establish immediately research, development, and demonstration programs for underground coal gasification and unconventional natural gas production. Requires the Secretary to solicit proposals and evaluate new or improved technology which would contribute to such production. Directs the Secretary to solicit proposals for the design of underground coal gasification and enhanced gas recovery facilities for the demonstration programs established pursuant to this Act. States that the goals of such programs shall include the demonstration of: (1) a minimum production capacity of 15,000,000 standard cubic feet per day of synthetic natural gas from underground coal gasification by the year 1987; (2) significant gas production on a continuous basis to provide system performance and reliability data; (3) increased gas production from unconventional gas formations through the use of advanced fracturing technology; and (4) unconventional gas production from geopressure reservoirs through multi-long-term high-volume flow tests. Directs the Secretary to submit to Congress a viable design and cost estimate of the demonstration program facilities. Directs the Secretary to prepare a comprehensive commercialization plan which shall include: (1) the identification of efforts necessary to establish a sufficient industrial infrastructure to meet national underground coal gasification and unconventional natural gas production goals; and (2) an analysis of the government actions needed to minimize and eliminate legal and institutional barriers to and economic uncertainties of such plan. Directs the Secretary to transmit such plan to Congress within two years after the enactment of this Act. Requires the Secretary to submit to Congress an annual report of the activities undertaken pursuant to this Act.

Agriculture Emergency Act of 1980

Agricultural Emergency Act of 1980 - Amends the Agricultural Act of 1949 to raise the minimum loan and purchase levels which the Secretary of Agriculture is required to make available to producers, for the 1979 through 1981 crops, from $2.35 to $3.90 per bushel for wheat, from $2.00 to $2.50 per bushel for corn, and from 48 cents to 60 cents per pound for cotton. Sets a minimum loan and purchase level for the 1979 through 1981 crops of soybeans at $6.25 per bushel. Directs the Secretary to adjust such levels for such commodities at the beginning of each semiannual period after the beginning of the marketing year to reflect any estimated change in the parity index during such semiannual period. Prohibits the Commodity Credit Corporation, whenever the extended loan program for producer storage is in effect, from selling any of its stocks of wheat or feed grains at less than ten percent above the level at which the Secretary may call for the repayment of loans under specified conditions or at less than 20 percent above the then current level of price support for the commodity, whichever is higher, with specified exceptions. Amends the Agricultural Trade Development and Assistance Act of 1954 to require that the minimum quantities of agricultural commodities distributed for 1981 and each fiscal year thereafter under specified food relief programs be 1,600,000 metric tons, of which not less than 1,300,000 metric tons shall be distributed through the nonprofit voluntary agencies of the World Food Program. Amends the Food and Agriculture Act of 1977 to direct the Secretary to set price support loan levels for agricultural commodities at 90 percent of the parity price whenever the President or any other member of the executive branch suspends export sales of such commodities to any country or area of the world (no longer requiring that such suspensions be directed at countries or areas which the U.S. otherwise continues commercial trade or be based upon determinations of short supply). Directs the Secretary to: (1) announce and put into effect as soon as practicable specified cropland set-aside programs for wheat and for corn and feed grains; and (2) require that cropland acreage on the farm equal to not less than ten percent of the respective acreage of such commodities planted for harvest for the 1980 crop year be set aside and devoted to specified conservation uses. Authorizes the Secretary to adjust the 1980 cropland set-aside program operation as necessary because of the delay in initiating the program. Waives interest payment requirements on price support loans to producers of wheat, corn, grain sorghum, barley, rye, or oats for the 1979 crop for any period after January 10, 1980.
