School Bus Safety Act of 2023 This bill directs the Department of Transportation (DOT) to issue rules requiring school buses to have certain safety features. DOT must also establish a grant program to assist in the implementation of the requirements. Specifically, DOT must issue rules requiring school buses to include three-point safety belts for all seats, a fire suppression system which addresses engine fires, a firewall between the engine and passenger compartment that prevents hazardous quantities of gas or flames from passing through the firewall, increased performance standards for interior flammability and smoke emissions, an automatic emergency braking system, an event data recorder, and an electronic stability control system. DOT must also require at least eight hours of behind-the-wheel training for school bus operators that meets specified requirements. Further, the Federal Motor Carrier Safety Administration and the National Highway Traffic Safety Administration (NHTSA) must issue rules on the evaluation of safety sensitive personnel for moderate-to-severe obstructive sleep apnea. NHTSA must also study the benefits of requiring school buses manufactured in, or imported into, the United States to be equipped with a motion-activated detection system that is capable of detecting road users (e.g., pedestrians and bicyclists) and alerting the bus operator of their presence. NHTSA must issue rules implementing such a requirement. Finally, DOT must establish a grant program to assist local educational agencies in (1) purchasing school buses equipped with three-point safety belts or any of the other safety features required under this bill, and (2) modifying existing school buses.

Fresh Food Act This bill provides a new business tax credit for 2025-2030 to grocery stores in underserved areas for a percentage of the cost of fresh fruit, vegetables, meat, and dairy sold. The bill also increases the work opportunity tax credit (WOTC) for 2025-2030 for grocery stores in underserved areas that hire eligible employees. Under the bill, a grocery store in an underserved area may claim a tax credit of between 26% and 30% of the cost of fresh fruits, vegetables, meat, and dairy sold, depending on when the grocery store is placed in service and when the grocery store’s location is deemed to be in an underserved area. The percentage is increased by 5% for any fresh fruits, vegetables, meat, or dairy sourced from a location that is within the same state in which the store is located or within 100 miles of the store. Under the bill, the grocery store must be in an underserved or rural area; have no more than 80,000 square feet of retail space; allocate at least 25% of the retail space for the sale of fresh fruit, vegetables, meat, and dairy; and have at least 25% of sales attributable to fresh fruit, vegetables, meat, and dairy. Finally, the bill increases the WOTC for grocery stores in underserved areas by increasing the amount of qualifying wages paid to an eligible employee that may be used in the calculation of the tax credit. Under current law, the WOTC is calculated as a percentage of qualified wages paid to an eligible employee.

Homeward Bound Act This bill allows dogs under six months of age, and dogs without microchips born before the bill becomes law, to be imported into the United States from low-risk countries for rabies. The bill delays the applicability of new requirements on importing dogs for certain government personnel importing dogs from low-risk countries, and for service animals imported from low-risk countries. On May 13, 2024, the Centers for Disease Control and Prevention (CDC) published a rule adding new requirements for importing dogs to prevent the reintroduction and spread of rabies. The rule, among other things, requires that every dog imported into the United States must be at least six months of age and must have a microchip implanted. The bill requires the CDC to revise the rule so that dogs of any age may be imported from low-risk countries for rabies, and so that dogs imported from low-risk countries do not need a microchip if born before the bill becomes law. In addition, the bill delays the applicability of the rule by 18 months for (1) members of the Armed Forces stationed in a foreign country, personnel serving at a diplomatic or consular post, and their families seeking to import a dog from a low-risk country; and (2) individuals seeking to import service animals from low-risk countries.
