Keep Air Travel Safe Act This bill provides continuing appropriations for the Transportation Security Administration (TSA) during any period in which there is a lapse in appropriations for TSA. It also requires the continuing appropriations to be funded using certain unobligated funds that were provided to U.S. Immigration and Customs Enforcement by the One Big Beautiful Bill Act. The bill provides the appropriations for TSA to continue all programs, projects, or activities (including the costs of direct loans and loan guarantees) that were funded in the preceding fiscal year. The appropriations provided by this bill are available from the first day of a lapse in appropriations for TSA until the earlier of the date on which the applicable regular appropriations bill for the fiscal year becomes law or a joint resolution making continuing appropriations becomes law, or the date that is 180 days after the first day of a lapse in appropriations.

This bill requires the federal government to reimburse state agencies that use state funds to carry out operations necessary to maintain participation in the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) during a lapse in discretionary appropriations (i.e., government shutdown). WIC provides nutrition-rich foods, nutrition education, and health care and social services referrals to eligible low-income women, infants, and children.

Shutdown Guidance for Financial Institutions Act This bill directs financial regulators—including the Federal Reserve Board, the Consumer Financial Protection Bureau, the Office of the Comptroller of the Currency, the Federal Deposit Insurance Corporation, and the National Credit Union Administration—to jointly issue guidance relating to a government shutdown. Specifically, financial regulators must issue guidance encouraging financial institutions to work with consumers and businesses affected by a shutdown, recognize that consumers and businesses affected by a shutdown may lose access to credit and face temporary hardship in making payments on debts, consider efforts to modify terms on existing loans or extend new credit to assist consumers and businesses affected by a shutdown, and take steps to prevent adverse credit information from being reported in a manner that harms consumers affected by a shutdown. In addition, financial regulators must jointly issue a press release to notify financial institutions, consumers, and businesses of this guidance in the event of a government shutdown. Financial regulators must also complete a report after a government shutdown regarding the guidance's effectiveness and update the guidance if any shortcoming are identified in the report.

Stop Stealing Our Jobs Act This bill prohibits the President or the head of an executive agency from removing a federal employee from the civil service (e.g., as part of a reduction in force) during a lapse in discretionary appropriations (i.e., government shutdown) unless the employee is a political appointee.

This bill prohibits the removal of federal employees from the civil service during a government shutdown due to a lapse in discretionary appropriations. If an employee is removed from the civil service in violation of this bill, the employee may elect to be reinstated with back pay on the date on which the lapse in appropriations ends.

This joint resolution directs the President to remove U.S. Armed Forces from hostilities against any organization designated on or after February 20, 2025, as a foreign terrorist organization or specially designated global terrorist, any states in which such entities operate, or any non-state organization engaged in illegal drug trafficking unless a declaration of war or authorization to use military force for such purpose has been enacted. The resolution specifies that it shall not be construed to prevent the United States from defending itself from an armed attack or the threat of an imminent armed attack or from using the U.S. Armed Forces in support of civil authorities as part of authorized counternarcotics operations.

Redistricting Reform Act of 2025 This bill sets forth requirements for congressional redistricting and generally prohibits mid-decade redistricting. Specifically, the bill requires that congressional redistricting be conducted in accordance with a plan developed by (1) a state-established independent commission; or (2) if such a commission does not enact a plan, a three-judge panel from a U.S. District Court. This requirement does not apply to a state that has a plan developed and approved by an independent redistricting commission that complies with specified requirements. The bill outlines the criteria for a redistricting plan, including that congressional districts must be drawn to (1) ensure the practical ability of a protected group to participate in the political process, nominate candidates, and elect representatives of choice; and (2) represent communities of interest and neighborhoods. Additionally, the bill prohibits the use of a redistricting plan that was drawn with the intent (or has the effect of) materially favoring or disfavoring any political party. Further, the bill establishes the requirements for appointing members to a state-established independent redistricting commission, including diversity requirements. The Government Accountability Office must report on the extent to which these commissions meet the diversity requirements. The bill includes a provision to prevent states from redistricting more than once following an apportionment (i.e., mid-decade redistricting). The bill also directs the Election Assistance Commission to make payments to states to carry out congressional redistricting.

This joint resolution nullifies the rule titled Patient Protection and Affordable Care Act; Marketplace Integrity and Affordability , which was issued by the Centers for Medicare & Medicaid Services on June 25, 2025. The rule makes several changes to enrollment requirements for health insurance exchanges, including (1) requiring annual open enrollment periods for all exchanges to begin by November 1 and end by December 31, (2) requiring all exchanges to conduct pre-enrollment verification of eligibility for at least 75% of new enrollments through special enrollment periods, and (3) prohibiting Deferred Action for Childhood Arrivals (DACA) recipients from enrolling in plans through exchanges or in state Basic Health Programs (state programs for certain low-income residents). The rule also prohibits individual and small group health insurers from covering certain sex-trait modification procedures as an essential health benefit.

This joint resolution proposes a constitutional amendment authorizing Congress and the states to (1) regulate and impose reasonable viewpoint-neutral limitations on the raising and spending of money by candidates and others to influence elections; and (2) regulate and enact public campaign financing systems, including those designed to restrict the influence of private wealth by offsetting the raising and spending of money by candidates and others with increased public funding. The amendment grants Congress and the states the power to implement and enforce this amendment by legislation. They are allowed to distinguish between natural persons and corporations or other artificial entities created by law, including by prohibiting such entities from spending money to influence elections.

Pay Our Troops Act of 2026 This bill provides continuing appropriations for military pay for any period during which interim or full-year appropriations for FY2026 are not in effect (i.e., a government shutdown). Specifically, the bill provides FY2026 continuing appropriations for the pay and allowances of (1) members of the Armed Forces, including reserve components, who perform active service during the period; and (2) civilian personnel and contractors of the Department of Defense (and the Department of Homeland Security in the case of the Coast Guard) who are providing support to such members of the Armed Forces. If a government shutdown occurs, the bill provides the continuing appropriations until the earlier of (1) the enactment into law of specified appropriations legislation, or (2) January 1, 2027.

Ensuring Patient Access to Critical Breakthrough Products Act This bill provides for Medicare coverage of medical devices that are approved under the Food and Drug Administration (FDA) Breakthrough Devices Program. (Under the program, manufacturers work with the FDA to expedite the review and approval of certain medical devices that provide for more effective treatment or diagnosis of life-threatening or irreversibly debilitating human diseases or conditions.) The bill allows designated medical breakthrough devices to be temporarily covered under Medicare during a four-year transitional period. Manufacturers must apply to the Centers for Medicare & Medicaid Services (CMS) to receive this designation. Qualifying devices must (1) have received priority review from the FDA, (2) received premarket approval (if applicable) based on clinical data that includes data from Medicare beneficiaries, (3) already generally qualify for Medicare coverage, and (4) not present an undue risk of harm that outweighs potential clinical benefits for Medicare beneficiaries. The CMS must approve or deny applications within six months of receipt and must provide an explanation in the case of a denial. In addition, the CMS must make permanent coverage decisions before the end of the transitional period upon a timely request to do so, as specified. The bill provides funds through FY2030 for the CMS to implement the bill.

George Floyd Justice in Policing Act of 2025 This bill addresses a wide range of policies and issues regarding policing practices and law enforcement accountability. It increases accountability for law enforcement misconduct, restricts the use of certain policing practices, enhances transparency and data collection, and establishes best practices and training requirements. The bill enhances existing enforcement mechanisms to remedy violations by law enforcement. Among other things, it does the following: lowers the criminal intent standard—from willful to knowing or reckless—to convict a law enforcement officer for misconduct in a federal prosecution, limits qualified immunity as a defense to liability in a private civil action against a law enforcement officer, and grants administrative subpoena power to the Department of Justice (DOJ) in pattern-or-practice investigations. It establishes a framework to prevent and remedy racial profiling by law enforcement at the federal, state, and local levels. It also limits the unnecessary use of force and restricts the use of no-knock warrants, chokeholds, and carotid holds. The bill creates a national registry—the National Police Misconduct Registry—to compile data on complaints and records of police misconduct. It also establishes new reporting requirements, including on the use of force, officer misconduct, and routine policing practices (e.g., stops and searches). Finally, it directs DOJ to create uniform accreditation standards for law enforcement agencies and requires law enforcement officers to complete training on racial profiling, implicit bias, and the duty to intervene when another officer uses excessive force.
