CRUIKSHANK REPORT ON BANKING

United Kingdom · UK Parliament · 9 May 2000

That this House is concerned by the failure of the UK banking system either to generate effective competition or to accept responsibility for problems of financial exclusion due to poverty; age and geographical isolation as reflected in the large scale programme of branch closures; notes the conclusions of the Cruickshank Report that there are 'profound competition problems and inefficiencies in the market for money transmission services' due to 'a series of unregulated networks mostly controlled by the same large banks who in turn dominate the market for services to SME's and personal consumers'; further notes the analysis of the Cruickshank Report suggesting that the banks consistently make 'excessive' returns to shareholders worth up to ú5 billion per annum at the expense of customers by exploiting lack of effective competition and regulatory privileges; regrets the Government's lack of urgency and radicalism in addressing the problems of an industry crucial to the UK economy as it competes in an e-commerce world; calls on the Government to ensure that banks are exposed to the full rigours of competition law and in particular that the Competition Commission investigates anti-competitive practices and excessive charges by members of the ATM LINK network, apparently in breach of sections 2 and 18 of the Competition Act 1998; calls on the Government to ensure that all prospective bank mergers are referred to the Competition Commission; calls on the Government to introduce into the Financial Services and Markets Bill a requirement that the Regulator upholds the interests of vulnerable consumers, particularly the elderly, disabled and geographically isolated, as is already the case in the Utilities Bill; and, in the absence of effective competition and a substantial voluntary contribution by the banks to social banking, calls on the Government to examine other mechanisms for curbing excess profits in the sector such as a levy on bank profits.

BRITISH AIRWAYS' TREATMENT OF ITS PENSIONERS

United Kingdom · UK Parliament · 24 January 2000

That this House notes that in a recent ballot of 37,080 members, pensioners and deferred pensioners of British Airways APS pension scheme, 78.5 per cent. voted on a turnout of 65.3 per cent. to reject the trustees' advice to merge with a new, NAPS, pensions scheme which would considerably reduce their pension entitlements; notes that pension fund merger is being actively promoted by BA to save it ú90 million initially, ú281 million at the next valuation and a share of the surplus thereafter; notes that the trustees, a majority of whom represent BA interests, are proposing to disregard the ballot subject to High Court Approval; notes that a BA spokesperson has expressed on television the opinion that the views of the members are irrelevant; and condemns the behaviour of British Airways management as unacceptable for a leading UK plc.

ENDOWMENTS

United Kingdom · UK Parliament · 18 January 2000

That this House notes that much distress has been caused by the past mis-selling of endowment policies linked to mortgages culminating in demands from insurance companies that many endowment holders must now increase their contributions in order to cover the investment shortfall of their endowment mortgages; notes that the Financial Services Authority is currently reviewing how to seek higher standards in future endowment selling; believes that past endowment mis-selling by the insurance industry raises many of the same issues as the mis-selling of private pensions over which the Government has already acted; and calls on the Government to take the lead working with the Financial Services Authority to establish the scale of past mis-selling, to name and shame the worst perpetrators of mis-selling and to establish arrangements by which the industry can compensate the victims.

MR MIKE TYSON AND THE HOME SECRETARY

United Kingdom · UK Parliament · 18 January 2000

That this House deplores the decision of the Secretary of State for the Home Department, to admit Mr Mike Tyson to Britain; believes that it is an insult to women in general and victims of domestic violence and sexual assault in particular; believes that it additionally insults the many constituents who face enormous obstacles from the immigration authorities in obtaining permission for their law-abiding relatives to come to the United Kingdom; believes the decision was motivated less by concern for small business in Manchester than concern for BSkyB's broadcasting interests; and calls on him to reverse his decision and remove Mr Tyson back to the USA.

USE OF PREMIUM RATE TELEPHONE SERVICES

United Kingdom · UK Parliament · 17 January 2000

That this House notes that companies such as the Allocation Group of Rotterdam using the telecommunications services of Core Communications Ltd (Manchester) are exploiting vulnerable as well as gullible members of the public through unsolicited offers of prizes for which applicants must apply by telephone, requiring long calls at high rates, advertised in very small print; notes that this is one of a number of abuses of premium rate services including many by the sex industry; and calls on the Government to initiatiate action through the Independent Committee for the Supervision of Standards of Telephone Services acting in consent with OFTEL and the main telecoms companies, local trading standards officers and the competition authorities to protect consumers from such abuses.

MORTGAGE REGULATION

United Kingdom · UK Parliament · 12 January 2000

That this House notes the repeated call by Government ministers including the Chancellor and Secretary of State for Trade and Industry for tougher action against abuses by mortgage lenders which have been amply documented by, inter alia, the Consumers Association; notes that the Burns Committee on Financial Services called for the statutory regulation of mortgage lending; notes that the Treasury has completed a consultation exercise on mortgage lending and promised to announce its conclusions before the New Year; and calls on the Government to supplant the present system of self-regulation by those lending institutions responsible for abuses and promptly to introduce a statutory system which will stop such practices as penalties for early repayment of mortgages, cross-selling of uncompetitive insurance products and hidden fees and which will provide a remedy for inadequate and poor advice.
