Tobacco-Dependent Communities Assistance Act of 2002 - Amends the Agricultural Adjustment Act of 1938 to direct the Secretary of Agriculture, upon making specified determinations, to establish three-year national production poundage permits for Flue-cured and Burley tobacco, unless disapproved in successive referenda by active growers. Directs the Secretary to establish a tobacco equity reduction program for quota owners and growers of Flue-cured and Burley quota tobacco. Expresses the sense of Congress that quota owners and growers of Flue-cured and Burley tobacco should be able to invest tobacco equity payments in investment retirement accounts. Terminates marketing quotas for Flue-cured and Burley tobacco. Revises provisions regarding: (1) lease and transfer of acreage allotments; and (2) national marketing quota deadlines and apportionment; (3) poundage quotas; (4) purchase intention deadlines for cigarette manufacturers; (5) production and marketing information; (6) quota adjustments; (7) eminent domain; and (8) reconstitution of farms. Repeals provisions providing for mandatory sale of Burley and Flue-cured tobacco acreage allotments and marketing quotas. Prohibits Federal promotion of manufactured tobacco products. Amends the Agricultural Act of 1949 to revise tobacco price support provisions. States that the price support rate for each type of tobacco shall reflect annual production costs. Eliminates references to quota tobacco in the No Net Cost Tobacco Fund and No Net Cost Tobacco Account. Amends the Tobacco Inspection Act to apply the provisions of such Act to nonauction tobacco sales. Amends the Tobacco Adjustment Act of 1983 regarding tobacco inspections. Establishes a tobacco worker transition program under which a group of workers (including workers in any firm, or subdivision, involved in the manufacture, processing, or warehousing of tobacco or tobacco products) may apply for adjustment assistance if the Secretary of Labor determines that a significant number or proportion of the workers have become totally or partially separated, or are threatened to become totally or partially separated, and: (1) sales or production of such firm have decreased; and (2) implementation of the national tobacco settlement contributed importantly to such workers' separation and to the firm's decline in sales or production. Amends the Higher Education Act of 1965 to establish a farmer opportunity grant program of higher education assistance for qualifying members of tobacco farm families. Amends the Agricultural Adjustment Act of 1938 to direct the Secretary to make grants to tobacco-growing States in order to carry out economic development initiatives in tobacco-growing communities. Exempts an active tobacco producer, tobacco-related growers association, or tobacco warehouse owner or employee from Federal or State liability resulting from the failure of any tobacco product manufacturer, distributor, or retailer to comply with national tobacco settlement legislation. Prohibits an officer or employee of the Food and Drug Administration from entering a leaf tobacco farm without the written consent of the producer.

Cape Fox Land Entitlement Adjustment Act - Provides that Cape Fox Corporation shall not be required under the Alaska Native Claims Settlement Act (ANCSA) to select or receive conveyance of 160 nonproductive acres. Permits Cape Fox to select and the Secretary of the Interior to convey 99 acres of the surface estate of Tongass National Forest lands outside Cape Fox's current exterior selection boundary. Directs the Secretary to convey the subsurface estate to those lands to Sealaska Corporation. Directs the Secretary of Agriculture to offer and, if accepted by Cape Fox, to exchange specified Tongass National Forest lands for lands and interests identified by Cape Fox from specified lands previously conveyed to it. States that the Cape Fox land conveyed to the Federal Government shall include a public trail easement unless the Secretary of Agriculture agrees otherwise. Requires the Secretary of the Interior, upon conveyance by Cape Fox of such lands and conveyance and relinquishment by Sealaska of the subsurface estate underlying those lands and other specified Tongass National Forest lands, to convey to Sealaska Tongass National Forest lands selected by Sealaska from a specified area. Requires: (1) such exchange to be considered a modification of the Sealaska Corporation/United States Forest Service Split Estate Exchange Agreement; and (2) conveyances under this Act by the Federal Government to be considered to be conveyances pursuant to ANCSA. Subjects Federal lands conveyed to Cape Fox and Sealaska under this Act to reservations of public easements only as mutually agreed to in the relevant exchange agreements, with such easements to be for access across the lands conveyed for use of national forests or other public land.

Calls for the Governments of the Russian Federation and the United States, in proceeding with an energy dialogue, to consult widely with the governments of other independent states of the former Soviet Union and with other interested parties to promote exchanges and to seek support from the broadest cross-section of business and civil societies. Declares that Congress is committed to: (1) terminating the application of the Jackson-Vanik Amendment to Russia; and (2) authorizing the extension of normal trade relations to Russian products. Expresses support for: (1) the actions of the Russian Government and Duma to reform the structure of the Russian energy sector to attract international investment and to permit full implementation of energy projects on Sakhalin Island and in the Timan-Pechora region; and (2) continued high level and sustained exchanges on energy development between the U.S. and Russian Governments and between businesses in the two countries. Encourages: (1) regulatory and investment framework in the Russian Federation to expand Russia's oil and gas export capacities; and (2) Russia to work toward accession to the World Trade Organization in a manner that promotes meaningful market access opportunities for U.S. workers, businesses, and farmers.

Improved Nutrition and Physical Activity Act (IMPACT Act) - Amends the Public Health Service Act to address issues of overweight and obesity. Expands certain existing grant programs for health professional training to include the treatment of overweight and obesity. Creates grant programs at the local level to promote increased physical activity and improved nutrition. Targets partnerships with businesses, schools, senior centers, day care facilities and other institutions. Includes tax and other incentives among covered activities. Expands an existing coordinated school health program to include grants for the development of programs which focus on healthy lifestyle, including balanced diet and physical activity. Authorizes the collection and analysis of data concerning the fitness levels of children and youth. Requires a study of the food and nutrition assistance programs run by the Department of Agriculture to determine how they can be improved or altered to help prevent obesity and overweight. Requires an evidence report (study) on the effectiveness of weight reduction programs. Permits the use of preventive health and health services block grants for community education programs which promote healthy eating and exercise habits. Creates a Medicare demonstration project to reduce obesity and other chronic disease risks in older Americans. Makes grants available to local healthcare delivery systems for overweight and obesity treatment and prevention demonstration programs. Requires a report on research into the causes and health implications of obesity and being overweight. Makes grants available for a national campaign to change children's health behaviors.

Rural Fire Department Equipment Priority Act of 2002 - Directs the Secretary of Defense to enter into an agreement with the Secretary of Agriculture to use the existing property disposal program of the Forest Service (known as the Federal Excess Personal Property program) to facilitate the reutilization of Department of Defense (DOD) excess personal property by firefighting agencies in rural areas. Requires a DOD transfer of property for such purpose to be given a property disposal priority at least equal to the priority given the military departments and other entities within DOD.

Fort Donelson National Battlefield Expansion Act of 2002 - Authorizes the Secretary of the Interior to acquire for inclusion in the Fort Donelson National Battlefield land, interests, and improvements: (1) within the boundaries of the Battlefield; and (2) outside such boundaries if the land has been identified by the American Battlefield Protection Program as part of the battlefield associated with Fort Donelson or if the Secretary otherwise determines that acquisition will protect critical resources associated with the Battle of Fort Donelson in1862 and the Union campaign that resulted in the capture of the Fort. Limits the total area encompassed by the Battlefield to 2,000 acres. Directs the Secretary and the Secretary of Agriculture to enter into a memorandum of understanding to facilitate cooperatively protecting and interpreting the remaining vestige of Fort Henry and other remaining Civil War resources in the Land Between the Lakes National Recreation Area affiliated with the Fort Donelson campaign.

Cleveland National Forest Responsible Electricity Transmission Act of 2002 - Directs the Secretaries of the Interior and Agriculture (the "Secretaries") to issue the necessary grants, easements, permits, plan amendments, and other approvals to allow for the siting and construction of a high-voltage electricity transmission line in part of the Cleveland National Forest in California and adjacent lands under the jurisdiction of the Bureau of Land Management and the Forest Service. Forbids any portion of the transmission line from entering any identified wilderness area. Assigns primary responsibility for completing the environmental and other reviews necessary for the implementation of this Act to the Secretary of the Interior, acting through the Bureau of Land Management. States that it is anticipated that this Act will make it unnecessary to construct regional transmission lines through heavily populated lands in the Temecula Valley. Subjects the right-of-way to such terms and conditions as the Secretaries set forth to protect historic, cultural, and natural resources under their respective jurisdictions.

Daniel Patrick Moynihan Lake Champlain Basin Program Act of 2002 - Amends the Federal Water Pollution Control Act to establish the Lake Champlain Basin Program in place of the Lake Champlain Management Conference. Requires the program to protect the Lake Champlain basin and implement the plan entitled "Opportunities for Action: An Evolving Plan for the Future of the Lake Champlain Basin," approved by the Lake Champlain Steering Committee. Sets forth the environmental goals of the plan, including: (1) reducing phosphorous inputs and toxic contamination; (2) controlling nonnative nuisance species; (3) protecting sources of drinking water; (4) restoring wildlife and habitat; (5) shoreline protection; and (6) protecting and promoting recreational and economic activity. Directs the Committee to implement the program and review the plan at least every five years. Authorizes the Administrator to make grants to implement plan management strategies. Requires the Secretaries of Agriculture, Interior, and Commerce to support the implementation of the program with assistance from existing Federal programs concerning: (1) agricultural nonpoint source pollution; (2) watersheds; (3) habitat protection and restoration; (4) management of fisheries and marine resources, including nuisance aquatic species; and (5) cultural and natural resources. States that existing authorities remain unaffected by this program. Amends the Water Resources Development Act of 2000 to include Hamilton County in the Lake Champlain watershed.

Directs the Secretaries of Agriculture and of the Interior to conduct projects consistent with the Implementation Plan for the 10-year Comprehensive Strategy for a Collaborative Approach for Reducing Wildland Fire Risks to Communities and the Environment, May 2002, developed to reduce hazardous fuels within any areas of Federal land under the jurisdiction of either Secretary that: (1) are outside of Congressionally designated Wilderness Areas; and (2) the appropriate Secretary determines qualify as a fire risk condition class three area. Permits the Secretaries to enter into stewardship contracts with private persons or other public or private entities to perform services to achieve land management goals for the national forests and other Federal lands. Allows the Secretaries to collect monies from a contract so long as collection is secondary to the land management goals the contract is supposed to accomplish. Amends the Department of the Interior and Related Agencies Appropriations Act, 1993 to repeal the Appeals Reform Act (regarding Forest Service decisionmaking and appeals reform). Provides that in any action under any law for writs of prohibitory or mandatory injunction against agency action in which the agency has found that such action is necessary to restore fire-adapted forest or rangeland ecosystems, the reviewing court shall: (1) consider the public interest in avoiding long-term harm to such ecosystems; and (2) give deference to any agency finding, based upon information in its administrative record, that the public interest in avoiding the short-term effects of such action is outweighed by the public interest in avoiding long-term harm to such ecosystems.

Directs the Secretaries of Agriculture and the Interior to: (1) expeditiously complete hazardous fuels reduction projects consistent with the Implementation Plan for the 10-year Comprehensive Strategy for a Collective Approach to Reducing Wildland Fire Risks to Communities and the Environment; (2) develop a project selection process with interested parties; and (3) establish a commission and monitoring process to evaluate project impact and effectiveness. Gives implementation priority to: (1) wildland urban interface areas; (2) municipal watersheds; or (3) forested or rangeland areas affected by disease, insects, or wind throw. Authorizes the Secretaries to temporarily exclude from environmental documentation requirements certain projects in areas (condition class 3) identified in a specified Forest Service map and report. Requires that all specified hazardous fuels operations funds be used in such areas. Sets aside specified funds for small, economically disadvantaged communities.

Community Protection Against Wildfire Act of 2002 - Requires that at least 85 percent of the funds made available to implement the National Fire Plan go to hazardous fuels reduction projects and other wildfire control efforts on Federal lands in the wildland-urban interface (certain geographic areas conducive to wildfire that contain homes). Directs the Secretary of Agriculture to make grants to States and Indian tribes for various purposes, including: (1) the promotion of optimal firefighting efficiency; and (2) the expansion of outreach and education programs. Requires the Secretaries concerned (the Secretary of Agriculture, the Secretary of the Interior or appropriate Federal land managers) to promulgate regulations limiting the diameter of trees that may be removed as part of any wildfire control effort using Federal funds. Permits the Secretary concerned to grant an exception to such limitation for extraordinary circumstances. Allows the Secretary concerned to provide cost-share grants and cooperative agreements to establish Restoration and Value-Added Centers to augment community-based restoration projects on Federal lands. Prescribes that the Centers shall provide technical assistance to small enterprises or micro-enterprises in specified areas. Authorizes the Secretary concerned to enter into partnerships and cooperative agreements with specified groups in creating and maintaining the Centers. Requires the Secretary concerned to provide cost-share grants and/or cooperative agreements equaling 75 percent of each Center's operating costs, not to exceed $1,000,000 annually per Center.

Agriculture Competition Enhancement Act - Establishes within the Department of Agriculture a Special Counsel for Competition Matters, to be appointed by the President subject to the advice and consent of the Senate. Directs the Assistant Attorney General of the Antitrust Division of the Department of Justice or the Federal Trade Commission to notify the Secretary of Agriculture of specified (size- and market share-related) agribusiness premerger filings under the Clayton Act, and provide the Secretary with an opportunity to participate in such review. States that in addition to such antitrust review the Special Counsel shall conduct a contemporaneous review of the proposed action's marketplace effect on independent producers and family farmers, and may challenge such merger or acquisition. Authorizes the Special Counsel to request notification of a smaller merger or acquisition that may threaten market competition. Amends the Clayton Act with respect to proposed agricultural mergers or acquisitions. Sets forth: (1) unlawful practices for agricultural dealers, processors, commission merchants, or brokers; and (2) related enforcement provisions. Prohibits confidentiality clauses in livestock and poultry production contracts. Amends the Consolidated Farm and Rural Development Act to authorize business and industry guaranteed loans for non-rural sited, farmer-owned projects that add value to or process agricultural commodities. Establishes within the Antitrust Division of the Department of Justice an Assistant Attorney General for Agricultural Antitrust Matters. Increases certain Federal Trade Commission premerger filing fees (Hart-Scott-Rodino filing fees), to be partially earmarked for agribusiness-related staff increases at the Transportation, Energy and Agriculture section of the Department of Justice.

Family Farmers and Family Fishermen Protection Act of 2002 - Amends the Federal Bankruptcy Code to reenact Chapter 12, Adjustment of Debts of a Family Farmer with Regular Annual Income (thus reinstating permanently family farmer bankruptcy relief). Provides periodic adjustments for inflation of the debt limit for family farmers. Cites circumstances under which the claim of a governmental unit that arises from the disposition of a farm asset used in the debtor's farming operation shall be treated as an unsecured claim not entitled to priority. Increases from $1.5 million to $3.237 million the maximum aggregate debt that permits a farming operation to qualify as a family farming operation for debt adjustment purposes. Decreases from 80 percent to 50 percent the minimum percentage of aggregate, noncontingent liquidated debts arising out of such farming operation. Repeals the requirement that a family farmer and spouse receive over 50 percent of income from farming operations in the year before a bankruptcy petition is filed. Prohibits: (1) retroactive assessment of disposable income; and (2) post-confirmation modification of a bankruptcy plan that would increase the amount of payments that were due before such modification. Requires debtor's consent for post-confirmation increase in payments. Extends Chapter 12 coverage to family fishermen whose aggregate debts do not exceed $1.5 million, of which at least 80 percent of aggregate noncontingent, liquidated debts arise out of a commercial fishing operation.

Black Hills Charter Forest Act of 2002 - Directs the Secretary of Agriculture, acting through the Chief of the Forest Service, to conduct a ten-year demonstration project in the Black Hills National Forest (the "Forest") for the purposes of increasing community involvement in Forest management decisions and evaluating various methods of improving the management and condition of the Forest. Directs the Secretary to establish an independent panel of non-Federal scientists which shall: (1) conduct an assessment of the ecological, social, and economic sustainability of the Forest and submit the results to Congress; and (2) prepare a monitoring plan for the demonstration project. Requires the Secretary to establish a community management council to advise on environmental, economic, and social issues pertaining to the Forest and on the development of binding priorities for management activities on the Forest. Directs the Secretary to promulgate rules which, while not affecting any environmental analysis otherwise required, shall establish a predecisional review process for site specific projects during the demonstration project. Delineates procedures for the review of decisions, as well as circumstances in which exemptions from the review rules are permitted.

National Forest Fire Fuels Reduction Act - Authorizes the Secretary of Agriculture to cut additional timber within or outside existing cutting units for National Forest System timber sales and within related analysis areas to reduce insect infestation or fire hazard. Sets forth treatment priority criteria. Directs the Secretary to complete certain Federal land timber sales within the range of the northern spotted owl. Limits judicial review of forest fire fuels reduction timber sales (sales) to the United States district court for the district in which the affected lands are located. Prohibits sales on Federal lands: (1) included in the National Wilderness Preservation System; (2) with roadless areas recommended for wilderness designation; and (3) on which timber sales are prohibited by statute. Prohibits sale release or completion if any threatened or endangered bird species is nesting within acreage of the sale unit.

Agricultural Extended Retirement Credit Act of 2002 - Extends creditable service under the Civil Service Retirement System for periods of service in certain Federal-State cooperative programs which had agricultural or related purposes. Requires the Office of Personnel Management (OPM) to promulgate specific extended credit application and certification instructions to be followed by the Secretary of Agriculture in determining eligibility for extended credit for such periods of service, and by individuals in making application for such extended credit. Provides for appropriate annuity adjustments upon certification by the Secretary to the Office of Personnel Management (OPM) in response to annuitant applications. Directs the Secretary to transfer to the expedited retirement trust fund an amount equal to the expedited retirement savings realized by individuals receiving extended retirement credit under this Act. Prohibits the obligation or expenditure of any budget authority or outlays saved in any fiscal year by reason of implementation of this Act. Requires transfer to the Department's surplus fund of the savings resulting from the expedited retirement of those employees of the Department who have been extended such credit. Requires the surplus budget authority and outlays so transferred to be: (1) deposited by the Secretary in the Treasury to the credit of the Civil Service Retirement and Disability Fund, as a Government contribution; and (2) credited against pay and other personnel costs required to be sequestered under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Requires the Comptroller General to notify the Congress of each instance of noncompliance with such requirements. Directs the OPM Director to report to the Congress an evaluation of the expedited retirement savings program.

Healthy Forests Reform Act of 2002 - Directs the Council on Environmental Quality to: (1) treat the threat of catastrophic wildfire on Federal lands as an emergency circumstance; and (2) establish an expedited environmental analysis under the National Environmental Policy Act of 1969 for fire reduction and forest health measures on certain Federal lands. Directs the Secretaries of Agriculture and the Interior (Secretaries) to jointly establish an independent panel to assess agency actions concerning wildfire reduction, forest health and biodiversity promotion, and watershed protection. Directs the Secretary of Agriculture to establish a predecisional review process for the Forest Service. Repeals, 90 days after enactment of this Act, Forest Service decisionmaking and appeal provisions under the Department of the Interior and Related Agencies Appropriations Act, 1993. Directs that emergency response activities proceed immediately due to extraordinary circumstances affecting Federal lands, including actions to reduce bark beetle infestation and attendant catastrophic wildfire threat in the Routt National Forest, Colorado. Exempts all such activities from judicial review and certain notice, comment, and appeal requirements. Authorizes the Secretaries to enter into stewardship contracts for land management activities on Federal lands. Authorizes appropriations for fuel reduction activities.

Directs the Secretary of Agriculture to convey certain land in the Lake Tahoe Basin Management Unit, Nevada, to the Secretary of the Interior, in trust for the Washoe Tribe of Nevada and California. Reserves for the United States a nonexclusive easement for public and administrative access to National Forest System land. Requires the Secretary to provide a reciprocal easement to the Tribe for vehicular access to such land to accommodate: (1) individuals with disabilities or who would otherwise have access difficulties; and (2) administrative or safety needs. Requires the Tribe to: (1) limit the use of the conveyed land to traditional and customary uses and stewardship conservation; (2) not permit any permanent or recreational development on, or commercial use of, such land (including commercial development, tourist accommodations, gaming, sale of timber, or mineral extraction); and (3) comply with environmental requirements that are no less protective than those that apply under the Regional Plan of the Tahoe Regional Planning Agency.

Amends the Agricultural Marketing Act of 1946 to establish minimum per plant per reporting day purchase and slaughter requirements through spot purchases from nonaffiliated producers for a covered packer: (1) that is a cooperative; and (2) that is not a cooperative. Sets forth transitional requirements for a covered packer with a specified captive cattle supply. Defines "cooperative association of producers," "covered packer," "nonaffiliated producer," "spot market sale," and "reasonable competitive bidding opportunity."

Rural School and Community Enhancement Act - Allows an eligible State to make a one-time election to receive each full payment for FY 2002 through 2006 under the Secure Rural Schools and Community Self-Determination Act of 2000 in an adjusted amount calculated in accordance with: (1) a document prepared by the Forest Service; or (2) a revised document prepared under the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2002 (Public Law 107-76). Allows an eligible State to distribute such full payment amount among eligible counties that have elected to receive a share, considering the historic percentage distribution of each eligible county, as described in the document, and other factors the State determines appropriate.

Emergency Livestock Assistance Act of 2002 - Directs: (1) the Secretary of Agriculture to make payments to livestock producers in emergency-designated counties who have suffered losses in 2001 or 2002; and (2) producers to elect payments for one but not both of such years. Obligates specified amounts for the American Indian livestock program. Amends the Food Security Act of 1985 to reduce direct and counter-cyclical payments that a producer may receive during any crop year for: (1) peanuts, and (2) covered commodities (wheat, corn grain sorghum, barley, oats, upland cotton, rice, soybeans, and other oilseeds). Increases the total gain that a producer may receive from marketing loans, loan deficiency payments, and commodity certificate coupons in any crop year from: (1) loan commodities; and (2) other commodities. Revises gain determination provisions, including the addition of commodity certificate coupons. Sets forth a specified limitation for single farming operations.

California Five Mile Regional Learning Center Transfer Act - Directs the Secretary of Agriculture to: (1) convey to the Clovis Unified School District of California a specified parcel of National Forest System (NFS) land which has been utilized as the Five Mile Regional Learning Center by such school district since 1989 pursuant to a special use permit to provide natural resource conservation education to California youth; and (2) negotiate with the school district to enter into a new permit for the approximately 100 acres of NFS land that the school district is using pursuant to the present permit but that is not included in such conveyance. States that the conveyance shall be for a nominal cost, and that it shall not include the transfer of mineral rights.

Emergency Agricultural Disaster Assistance Act of 2002 - Directs the Secretary of Agriculture to provide: (1) emergency financial assistance to agricultural producers who have incurred qualifying 2001 or 2002 crop losses due to weather or related conditions; and (2) payments to livestock producers who have incurred 2001 and 2002 losses in an emergency-designated county. Permits producers with qualifying losses in both years to elect to receive payments in either, but not both, of such years. Makes producers ineligible for crop disaster assistance if they did not: (1) get Federal crop insurance for insurable commodities; and (2) file required paperwork and pay related fees for noninsurable commodities. Improved Nutrition and Physical Activity Act (IMPACT Act) - Amends the Public Health Service Act to address issues of overweight and obesity. Expands certain existing grant programs for health professional training to include the treatment of overweight and obesity. Creates grant programs at the local level to promote increased physical activity and improved nutrition. Targets partnerships with businesses, schools, senior centers, day care facilities and other institutions. Includes tax and other incentives among covered activities. Expands an existing coordinated school health program to include grants for the development of programs which focus on healthy lifestyle, including balanced diet and physical activity. Authorizes the collection and analysis of data concerning the fitness levels of children and youth. Requires a study of the food and nutrition assistance programs run by the Department of Agriculture to determine how they can be improved or altered to help prevent obesity and overweight. Requires an evidence report (study) on the effectiveness of weight reduction programs. Permits the use of preventive health and health services block grants for community education programs which promote healthy eating and exercise habits. Creates a Medicare demonstration project to reduce obesity and other chronic disease risks in older Americans. Makes grants available to local healthcare delivery systems for overweight and obesity treatment and prevention demonstration programs. Requires a report on research into the causes and health implications of obesity and being overweight. Makes grants available for a national campaign to change children's health behaviors. Establishes the private, nonprofit National Nutrition Foundation for the Department of Agriculture to carry out research and dissemination pertaining to the nutrition and food assistance programs in the Department.

Yavapai Ranch Land Exchange Act of 2002 - Directs the Secretary of Agriculture to convey certain land in the Prescott, Coconino, and Kaibab National Forests, Arizona, to the Yavapai Ranch Limited Partnership or the Northern Yavapai, L.L.C. (both referred to respectively as the "YLRP"), in exchange for land within the boundaries of the Prescott National Forest, Arizona. Requires the YLRP to reserve perpetual and unrestricted easements and water rights for seven existing wells and related equipment on the land it is transferring to Federal control. Grants to the YLRP perpetual, unrestricted, and nonexclusive easements that run with and benefit land transferred to the YLRP. Prescribes that if any part of either territory being transferred is unacceptable to the entity receiving it due to the presence of hazardous materials or any other reason, such section shall be deleted from the exchange and an adjustment shall be made. Requires the values of the land exchanged to be equal. Establishes that if the land destined for the YLRP is not already segregated pursuant to the Federal Land Policy and Management Act of 1976, this Act shall segregate it from all forms of entry and appropriation under the public land laws until the exchange. Directs the Secretary to perform any necessary land surveys, preexchange inventories, clearances, reviews, and approvals relating to threatened and endangered species, other environmental considerations, and hazardous materials. Prescribes that the land acquired by the United States shall become part of the Prescott National Forest, and shall be managed to maintain its present character and natural values.

Homeland Security Act of 2002 - Establishes a Department of Homeland Security (DHS), as an executive department of the United States, headed by a Secretary of Homeland Security who shall be appointed by the President, by and with the advice and consent of the Senate. States that the primary mission of DHS is to: (1) prevent terrorist attacks within the United States; (2) reduce the vulnerability of the United States to terrorism; and (3) minimize the damage, and assist in the recovery, from terrorist attacks that occur within the United States. Includes as DHS's primary responsibilities: (1) information analysis and infrastructure protection; (2) chemical, biological, radiological, nuclear, and related countermeasures; (3) border and transportation security; (4) emergency preparedness and response; and (5) coordination (including the provision of training and equipment) with other executive agencies, with State and local government personnel, agencies, and authorities, with the private sector, and with other entities. Creates: (1) a Deputy Secretary of Homeland Security, who shall be the Secretary's first assistant for purposes of details; (2) an Under Secretary for Information Analysis and Infrastructure Protection; (3) an Under Secretary for Chemical, Biological, Radiological, and Nuclear Countermeasures; (4) an Under Secretary for Border and Transportation Security; (5) an Under Secretary for Emergency Preparedness and Response; (6) an Under Secretary for Management; and (7) not more than six Assistant Secretaries. Establishes an Inspector General (to be appointed under the Inspector General Act of 1978), and requires the Commandant of the Coast Guard and the Director of the Secret Service as well, to assist the Secretary in the performance of his functions. Transfers to the Secretary the functions, personnel, assets, and liabilities of specified entities, including: (1) the National Communications System of the Department of Defense; (2) the select agent registration enforcement programs and activities of the Department of Health and Human Services (HHS); (3) the Plum Island Animal Disease Center of the Department of Agriculture (DOA); (4) certain programs and activities of the Department of Energy, such as those specified for Lawrence Livermore National Laboratory; (5) the United States Customs Service of the Department of the Treasury (DOT); (6) the Immigration and Naturalization Service of the Department of Justice (DOJ); (7) DOA's Animal and Plant Health Inspection Service; (8) the Coast Guard; (9) DOT's Transportation Security Administration; (10) the Federal Protective Service of the General Services Administration; (11) the Federal Emergency Management Agency; (12) the National Domestic Preparedness Office of the Federal Bureau of Investigation; (13) HHS' Office of the Assistant Secretary for Public Health Emergency Preparedness; (14) HHS' Strategic National Stockpile; and (15) the United States Secret Service. Livestock Reinvestment Extension Act of 2002 - Amends the Internal Revenue Code to allow farmers to delay the inclusion in income of the amount earned from the sale of excess livestock due to Federal land management policy or action or to severe weather conditions until the second year following the year in which the special circumstance ceased to exist.(present law allows for inclusion of such income in the year following a year of severe weather). Sets forth new rules for drought designations. Modifies rules for replacement of involuntarily converted livestock, including to extend the replacement period (for both weather-related sales and sales forced by Federal policy) and to prescribe that an heir to an estate may replace such property within the required time frame. Applies this Act to sales and exchanges made after December 31, 2000.

Nebraska National Forest Cooperation Act of 2002 - Authorizes the Secretary of Agriculture to enter into cooperative agreements and contracts with the Nebraska State Forester for watershed restoration and protection activities on National Forest System land in Nebraska if the State Forester is carrying out similar activities on adjacent State or private land. Includes among such activities: (1) treatment of insect-infested trees; (2) reduction of hazardous fuels; and (3) improvement of watersheds across ownership boundaries. Terminates agreement and contract authority on September 30, 2006.
