Redefines "food", under the Food Stamp Act, to include soap and other personal washing aids, laundry aids, toothpaste and other dental aids, toilet paper and other kitchen and bathroom paper products, and other personal hygiene items. Provides for the distribution to food stores of coupons in denominations under fifty cents in order to eliminate use of non-transferable change slips in connection with such Act. Prohibits the amounts determined by the Secretary of Agriculture as necessary to purchase a nutritionally adequate diet from being less than the amount which the Agricultural Research Service determines to be necessary to permit a comparable household to purchase the kinds and amounts of food specified in the middle cost food plan of such service. Prohibits a charge to recipients of more than 20 percent (now 30 percent) of cost of food stamp coupons.

Authorizes the Secretary of Agriculture, under the Consolidated Farm and Rural Development Act, to insure loans to borrowers who: (1) are citizens of the United States; (2) are or have been engaged in beef cattle producing operations; (3) are unable to obtain sufficient credit to finance actual needs in the beef cattle producing business at reasonable rates and terms; and (4) have, if having received previously a loan, performed successfully the terms of such loan. States that loans insured under this Act must be expended for the purpose of financing the normal operations of buying, raising, and selling beef cattle by the borrower whose loan is being insured. Sets forth the terms and conditions of such insured loans. Creates the Cattleman's Insurance Fund to be used by the Secretary as a revolving fund for the discharge of obligations under this Act. Empowers the Secretary to transfer assets from the Agricultural Credit Insurance Fund, to the fund if he determines that such transfer is necessary to establish the insurance program. Directs the Secretary to make and issue notes to the Secretary of the Treasury for the purpose of obtaining funds necessary for discharging obligations under this Act. Outlines the purposes for which the Secretary shall utilize the fund. Provides that the aggregate amount of the obligations insured under this Act and outstanding at any one time shall not exceed $3,000,000,000.

National Aquaculture Development Act

National Aquaculture Development Act - States that it is the purpose of this Act to provide for a national program for aquaculture development in order to increase sources of marine protein for the consumer; to increase the availability and quality level of consumer fishery products; to develop new resources; to improve or maintain recreational fisheries; and to initiate new business, industry, and employment. Requires the Secretary of Commerce, in consultation with interested Federal agencies and other public and private organizations and with the concurrence of the Secretary of the Interior, to establish national objectives for aquaculture development. Requires the Secretary to act as the interagency coordinator for all Federal programs and activities in aquaculture. Sets forth activities regarding aquaculture development which the Secretary may, as he deems appropriate, carry out pursuant to this Act, including: (1) construction, operation, and maintenance of hatcheries or similar facilities and undertaking of natural habitat improvement activities; (2) assistance to public and private organizations and individuals interested or engaged in aquaculture through advisory and other services; (3) consultation and cooperation with Federal, State, and local governments, regional commissions, institutions of higher learning, private industry; and (4) performance of basic and applied research to establish a sound information base for the development of aquaculture. Provides that the Secretary, in consultation with affected States, shall locate, construct, operate, and maintain such pilot aquaculture facilities as he deems appropriate in order to develop aquaculture technology relative to particular species of fish and shellfish. Authorizes the Secretary to carry out such functions and duties authorized by this Act as he deems appropriate through grants to or contracts with the States, regional commissions, local governments, institutions of higher learning, private industry, and other public and private organizations. Authorizes an appropriation for each fiscal year beginning with the fiscal year ending June 30, 1975, equal to 30 percent of the gross receipts from duties collected under the customs laws on fishery products during the period January 1 to December 31, both inclusive, preceeding the beginning of each such fiscal year. Authorizes the Secretary to carry out such other research as he deems appropriate in order to perform his functions and duties under this Act. Provides that the authority contained in this Act shall expire at the end of the fiscal year during which occurs the fifth anniversary of the date of enactment.

Directs the Secretary of Agriculture to use funds available for the direct distribution of food to needy children and low income persons for donation to maintain the traditional level of assistance for food assistance programs as are authorized by law, including but not limited to school lunch, institutions, supplemental feeding, disaster relief, and, until July 1, 1976, the family commodity distribution program on Indian reservations not requesting the food stamp program. Provides that the Secretary may, if stocks of the Commodity Credit Corporation are not available, use the funds of the Corporation to purchase agricultural commodities and the products thereof of the types customarily available under the program of commodity distribution to prevent waste. Provides, under the Food Stamp Act, that upon request to the Secretary by the appropriate officials of any Indian tribe, such tribe is authorized to administer a food stamp program under this Act on behalf of the eligible households of such tribe living on an Indian reservation. Authorizes the Secretary of the Interior or any State to administer a food stamp program on behalf of any tribe residing on an Indian reservation. Authorizes the Secretary under such Act to pay to each State agency an amount equal to 62.5 percent of all administrative costs, including, but not limited to, the cost of (1) the certification of households; (2) the acceptance, storage, and protection of coupons after their delivery to receiving points within the States; (3) the issuance of such coupons to eligible households; (4) the outreach and fair hearing requirements of this Act; and (5) the control and accounting of coupons. Authorizes the appropriation of necessary sums to encourage milk consumption in schools. Provides that, for the fiscal year ending June 30, 1975, and for subsequent fiscal years, the minimum rate of reimbursement for a half-pint of milk served in schools and other eligible institutions shall not be less than 5 cents per half-pint served to eligible children, and such minimum rate of reimbursement shall be adjusted on an annual basis each fiscal year thereafter, beginning with the fiscal year ending June 30, 1976, to reflect changes in the series of food away from home of the Consumer Price Index.

States that the labeling of imported dairy products shall comply with the requirements of the Fair Packaging and Labeling Act and shall be otherwise marked as the Secretary may require. Directs the Secretary to cause to be inspected all dairy products imported into the United States. Authorizes the Secretary to prescribe rules and regulations to carry out the purposes of this Act, and rules and regulations for the destruction of dairy products refused admission into the United States. Authorizes to be appropriated such sums as are necessary to carry out the administration and supervision of the provisions of this Act. Imposes criminal penalties for violations of this Act.

Stipulates that an amount equal to not less than 50 percent of the loan may be amortized over a period of forty years. Provides that the balance of any such loan shall become due and payable at the end of such period or extension thereof approved by the Secretary if the farm is then owned and operated by an eligible borrower or at such earlier date as the farm, or any interest therein, is transferred without the consent or approval of the Secretary to an eligible person.

Provides a fine of not more than $1,000, imprisonment for not more than one year, or both for violations of this Act or any regulation issued pursuant to it. Authorizes the Secretary of Agriculture to cooperate with the governments of specified nations in carrying out necessary research, surveys, and control operations in those countries in connection with the suppression, control, and prevention of the spread of undesirable species and subspecies of honeybees, including but not limited to the African or Brazilian honeybee. Authorizes to be appropriated the sums necessary to carry out the provisions of this Act.

Federal Noxious Weed Act

Federal Noxious Weed Act - States that the importation or distribution in interstate commerce of noxious weeds, except under controlled conditions, allows the growth and spread of such weeds which interfere with the growth of useful plants, clog waterways and interfere with navigation, cause disease, or have other adverse effects upon man or his environment, and therefore is determined to be injurious to the agriculture and commerce of the United States and to the public health. Defines the terms used in this Act. Authorizes the Secretary of Agriculture to designate as noxious weeds kinds of plants that he determines are new to, or not known to be widely prevalent or distributed within and throughout, the United States, and are directly or indirectly injurious to crops or other useful plants, livestock, or poultry, or other interests of agriculture, including irrigation, or to navigation or public health. Permits the Secretary to promulgate such quarantines and regulations requiring inspection of products and articles of any character whatsoever as he deems necessary to prevent the dissemination into the United States, or interstate, of any noxious weeds. Prohibits the movement or sale of any noxious weed into or through the United States unless authorized under permit from the Secretary. Allows the Secretary, in order to prevent the dissemination of any noxious weed, to destroy, or otherwise dispose of, any product or article of any character whatsover which he has reason to believe is infested by or contains any such noxious weed, if there is no less drastic action which would be adequate to prevent the dissemination of noxious weeds into the United States or in interstate commerce. Enables the owner of any article or noxious weed destroyed to bring an action against the United States in the United States District Court for the District of Columbia within one year after such destruction. Permits any authorized inspector, without a warrant, to stop any persons or means of conveyance moving into or through the United States, and to inspect any noxious weeds and any products and articles of any character whatsoever carried thereby, to determine whether such persons or means of conveyance are moving any noxious weeds contrary to this Act. Allows the entry with a warrant into any premises in the United States for inspections or other actions necessary under this Act. Provides a fine not exceeding $500, or imprisonment not exceeding 1 year, or both, for violation of this Act. Authorizes the Secretary to cooperate with the Governments of Canada or Mexico, and with State and Federal agencies to control the spread of any noxious weed.

Indian Food Stamp Program Amendments

Indian Food Stamp Program Amendments - Expands the definition of "State agency" under the Food Stamp Act to include, in specified circumstances; (1) the Secretary of the Interior; (2) the official governing body of any Indian tribe; and (3) any State. Provides that upon request to the Secretary of Agriculture by the appropriate officials of any tribe, such tribe is authorized to administer a food stamp program under this Act on behalf of the eligible households of such tribe living on an Indian reservation. Authorizes the Secretary of the Interior or any State to administer a food stamp program on behalf of any tribe residing on an Indian reservation. States that the Secretary shall pay any tribe administering a food stamp program on any Indian reservation an amount equal to 100 percent of all expenses attributable to the administration of such program and shall reimburse the Department of the Interior or any State administering a food stamp program on any Indian reservation for all expenses incurred by such Department or State in accordance with any agreement entered into under this Act.
