Agricultural Commodity-Based Plastics Development Act of 1988 - Directs the Administrator of the General Services Administration to encourage the development and use of degradable agricultural commodity-based plastics through a system of preferential Government procurement. Authorizes FY 1989 through 1991 appropriations to pay the difference in costs between conventional products and degradable plastic products. Directs the Administrator to establish an interagency working group to coordinate activities under this Act. Requires annual reports to the appropriate congressional committees. Directs the Secretary of Agriculture to report to the appropriate congressional committees concerning research into new non-food uses for agricultural commodities.

Rural Regeneration Act of 1988 - Title I: Education and Training Opportunities for Rural Americans - Subtitle A: Transition Assistance - Amends the Job Training Partnership Act to provide grants for the Federal share of State demonstration projects to aid dislocated or threatened farmers and ranchers and agriculture-related businesses in distressed rural areas. Sets forth: (1) grant allocation and priority criteria; (2) State application requirements; and (3) recipient and activity eligibility (including child care services). Requires a program report to the Congress. Authorizes appropriations beginning with FY 1989. Permits States to qualify for certain job training funds under such Act on the basis of agricultural economic downturns. Directs the Secretary of Labor to collect data and publish a report on rural unemployment and farmer and rancher dislocation. Amends the Higher Education Act of 1965 to authorize matching grants to improve courses of instruction for students in rural institutions. Authorizes appropriations beginning with FY 1989. Subtitle B: Development Assistance - Amends the Higher Education Act of 1965 to make institutions having 75 percent of their students residing in economically distressed rural areas eligible for development assistance grants. Amends the Internal Revenue Code to extend through 1992 the income exclusion of amounts from educational assistance programs with respect to rural employees. Title II: Agricultural Assistance Programs - Amends the Consolidated Farm and Rural Development Act to direct the Secretary of Agriculture to make income supplements to certain economically distressed Farmers Home Administration farm borrowers to enable them to: (1) engage more effectively in farming or ranching; or (2) use in the transition to other careers. Requires repayment of such amounts plus interest within three years. Converts such loan to a grant if the recipient leaves farming within 12 months of receipt of the first payment. Authorizes appropriations. Directs the Secretary to establish a pilot program of lump sum payments to producers in lieu of price support, loan, and program adjustment payments. Requires participants to remove their land from support and adjustment crops for ten years. Administers such program through the Agricultural Stabilization and Conservation Service. Title III: Rural Community Programs - Amends the Rural Development Act of 1972 to expand the scope of local, State, and Federal rural development efforts. Title IV: Infrastructure Resources - Subtitle A: Transitional Assistance - Directs the Secretary of Housing and Urban Development to establish a program of State rural infrastructure grants. Obligates a specified amount for Indian and territorial programs. Sets forth: (1) allocation provisions; (2) program requirements; and (3) grant use provisions. Authorizes FY 1989 through 1991 appropriations. Subtitle B: Developmental Assistance - Amends the Farm Credit Act of 1971 to require the Farm Credit Administration to permit Federal land banks and production credit associations to lend to local businesses if other credit is not available. Requires an applicant to provide certification of such commercial credit unavailability. Amends the Consolidated Farm and Rural Development Act to authorize the Secretary of Agriculture to capitalize revolving loan and grant funds on a matching basis with State and local entities to promote rural business opportunities in distressed areas. Authorizes appropriations. Provides for rural set-asides in Federal formula funding. Amends the Office of Federal Procurement Policy Act to establish rural area priority in certain construction projects. Title V: Health Care Provisions - Amends the Omnibus Budget Reconciliation Act of 1987 to increase the FY 1989 and 1990 authorization of appropriations, and authorize FY 1991 appropriations, for the rural hospital grant program. Title VI: Rural Communications - Amends the Rural Electrification Act of 1936 to give priority to rural telephone loan applications for advanced communications projects which will enhance rual economic development. Expresses the sense of the Senate regarding the importance of maintaining telephone toll rate averaging. Expresses the sense of the Senate that the Rural Electrification Administration should extend its consideration to all standard form contracts and bring its contracts in line with current developments in technology and commercial law. Title VII: Miscellaneous - Directs the Secretary of Agriculture, in cooperation with other Federal agencies, to enter into cooperative rural development agreements with States for certain services, including information and education services. Authorizes FY 1989 appropriations. Directs the Secretary, in conjunction with other Federal agencies, to conduct a study of overlapping Federal rural programs, with special emphasis on related administrative expenses, and report to the appropriate congressional committees. Directs the Office of Management and Budget to score outlays and budget authority that result from agricultural loan extensions at no greater than the amount of each guarantee or the historic loss level for programs with an adequate history.

National Agricultural Product Technology Development Act of 1988 - States that the purpose of this Act is to assist applied agricultural research and development through a matching grant program in order to: (1) increase production of new commercial products from agricultural commodities; and (2) decrease agricultural production and processing costs in order to increase U.S. competitiveness and market shares. Directs the Secretary of Agriculture to provide for the establishment of a National Agricultural Product Technology Institute as an independent entity within the Department of Agriculture. Creates the National Agricultural Product Technology Board to head the Institute. Sets forth related operating and administrative provisions. Establishes in the Treasury the Agricultural Product Technology Fund to carry out Institute programs. Establishes an agricultural product technology research and development program to: (1) provide three-year matching grants to private or public research or educational organizations, government agencies, and commercial entities, or any combination of such groups, for new product or cost reduction projects; and (2) establish and maintain programs of information collection and dissemination. Requires entities receiving new product funds to agree to engage in commercial production and sale of any project-developed products. Sets forth project funding limitations. Authorizes appropriations. Terminates project authority under this Act on June 30, 2000.

Pesticide Monitoring Improvements Act - Directs the Secretary of Health and Human Services (Secretary) to implement computerized data management systems for the Food and Drug Administration (FDA) to evaluate and revise its programs for monitoring pesticide residues in food products. Requires the FDA to use such system to summarize information on: (1) the types, amounts, and origins of food products tested; (2) the types and amounts of pesticides detected; and (3) the rate of violations of the Federal Food, Drug, and Cosmetic Act and their disposition. Requires the Secretary to make summarized data from such system available to interested agencies and persons on an annual basis. Amends the Federal Food, Drug, and Cosmetic Act to require specified agricultural commodity importers to file with the Secretary and the Secretary of the Treasury an import document identifying the pesticide chemical used in the production of the commodity and the names and addresses of the producers. Requires the Secretary, if a sample of a specified agricultural commodity contains a pesticide chemical which is not reported in the import document, to require that subsequent shipments of such commodity from the same producer be accompanied by results of an analysis designed to detect the levels of such chemical and other chemicals used on, or in connection with the production of, such commodity. Makes such requirements inapplicable if the Secretary determines that the pesticide chemical is present in the commodity as a result of long-term environmental persistence and that the residue levels do not pose a risk to public health. Defines "special agricultural commodity" as a fresh fruit or vegetable, the juice or concentrate of a fruit or vegetable, and any other food included by the Secretary by regulation under this Act. Lists criteria by which the Secretary may determine food to be included in such definition. Directs the Secretary to keep current information on the contents and administrators of pesticide registration and monitoring programs of countries which export significant quantities of food to the United States. Requires the Secretary to keep the FDA and such countries informed of information compiled, including violations. Directs the Secretary to report annually to the appropriate congressional committees. Directs the Secretary and the Administrator of the Environmental Protection Agency to develop and report to the appropriate congressional committees on a research plan for pesticide analytical methods.

Environmental Conservation Acreage Reserve Program Act of 1988 - Title I: Coordination of Conservation and Commodity Programs - Amends the Food Security Act of 1985 to increase authorized conservation reserve program acreage. Provides that with regard to the 1988 through 1991 crops of wheat, feed grains, rice, and upland cotton, the total acreage in the conservation reserve program and the environmental conservation acreage reserve program (established by this Act) shall represent at least 80 percent of total idled acreage. Sets forth program enrollment incentives, including: (1) advance payments; (2) bonus payments; and (3) the counting of enrolled acreage against acreage limitation requirements. Directs the Secretary of Agriculture to report to the appropriate congressional committees assessing such programs' implementation. Title II: Administration of the Conservation Reserve Program and the Environmental Conservation Acreage Reserve Program - Amends the Food Security Act of 1985 to limit the amount of conservation program-enrolled cropland in any county. Bases the limit on reduced economic activity associated with such land. Prohibits annual rental payment variations based on the time of program enrollment. Provides for the use of local conservation experts and farmers in determining appropriate cover crops. Directs the Secretary to carry out a land use pilot program for wildlife habitat or outdoor recreational purposes. Authorizes bonus payments for public access to hunting and fishing areas. Amends the Agricultural Programs Adjustment Act of 1984 to direct (current law merely authorizes) the Secretary to implement a program of reamortizing certain distressed agricultural loans with revenues from marginal land timber plantings. Increases program acreage. Title III: Environmental Conservation Acreage Reserve Program - Amends the Food Security Act of 1985 to direct the Secretary to establish an environmental conservation acreage reserve program of between 5,000,000 acres and 20,000,000 acres to foster resolution of water pollution and soil damage and the related problems of siltation, salinity, pesticide contamination, and adverse land use patterns. Authorizes enrolled acreage to be returned to crop production under specified circumstances. Limits fiscal year payments to any individual to $50,000. Directs the Secretary to submit an annual program report to the appropriate congressional committees, with the first report due by June 1, 1989. Title IV: Conservation and General Commodity Provisions - Amends the Agricultural Act of 1949 to require (present law merely authorizes) the Secretary to provide for upward crop acreage base adjustments. Increases the maximum adjustment ceiling. Amends the Food Security Act of 1985 to include certain alfalfa planted to produce hay and seed within the definition of "agricultural commodity" for certain conservation program purposes.

Amends the Agricultural Act of 1949 to specify wheat, rice, and feed grains acquired by the Commodity Credit Corporation (CCC) through price support operations as eligible commodities for agricultural assistance under title II of the Agricultural Trade Development and Assistance Act of 1954 (P.L. 480). Directs the Secretary of Agriculture to make available to nonprofit and voluntary agencies and cooperatives in any country the same commodities available to it as a country friendly to the United States. Directs the Secretary, upon request, to make multiyear commodity distribution or sale agreements. Increases: (1) the scope of nonprofit on voluntary agency or cooperative foreign currency programs; and (2) the aggregate value of commodities available for such activities. Directs the Secretary, no later than 45 days after submission, to take final action on a proposal submitted by a nonprofit and voluntary agency or cooperative, with the concurrence of the field mission, for the delivery of commodities requested. Directs the Secretary, no later than 30 days prior to the issuance of a final guideline issued to carry out the Act, to provide notice of the proposed guideline to participating nonprofit agencies and cooperatives and to make such guideline available for review and comment. Directs that such commodity purchase or supply orders be transmitted to the CCC within 15 days of receipt of a qualifying field mission request. Increase minimum quantities of CCC grain, oilseeds, and dairy products available for assistance programs to developing and friendly countries. Amends the Food Security Act of 1985 to extend the farmer to farmer program through FY 1990. Makes the Federal Advisory Committee Act inapplicable to activities of an agricultural and trade mission (as established by P.L. 100-202).

Requires participating owners or operators to: (1) retire permanently from the base and allotment history applicable to acreage placed in the reserve a number of acres equal to the number of acres placed in the reserve; and (2) not use for agricultural purposes other land drawing from the same water supply as land placed in the reserve.

Federal Meat Inspection Act Amendments of 1988 - Amends the Federal Meat Inspection Act to revise the definition of "misbranded" to include any meat or meat food product not labeled with its country of origin. Applies such provision to meat and meat products sold at wholesale and retail, including items subject to additional preparation after entering the United States. Directs the Secretary of Agriculture to provide for exemptions by regulations covering instances when compliance is impracticable. Authorizes the Secretary either to refuse to provide or to withdraw inspection services upon the determination, after opportunity for a hearing is given, that proper labeling has not been done. Requires the Secretary to withdraw inspection upon a third violation. Provides for judicial review by the appropriate U.S. Court of Appeals of the Secretary's determinations and orders with respect to country of origin labeling.

Emergency Hunger Relief Act of 1988 - Title I: Family Self Sufficiency Improvement - Subtitle A: Food Stamp Program - Amends the Food Stamp Act of 1977 to increase the minimum food stamp program (program) allotments by one percent for the period January 1, 1989, through September 30, 1989, and by one percent during FY 1990. Amends the definition of "household" to repeal the provision providing separate household status for certain parents of minor children and for such children. Makes permanent categorical program eligibility based on eligibility for specified social security programs. Provides an additional excess shelter deduction. States that: (1) households not required to submit monthly income reports shall have their income calculated on a prospective basis; and (2) households required to submit monthly income reports shall have their income calculated on a retrospective basis, except under specified circumstances. Repeals the requirement of prior approval by the Secretary of Agriculture for less than monthly income reporting of certain households. Prohibits a state agency from requiring periodic reporting of households: (1) made up entirely of migrant or seasonal farm workers; (2) made up entirely of homeless persons; or (3) with no earned income and in which all adult members are elderly or disabled. Requires that households reporting monthly be provided with clear and understandable reporting forms. Adjusts the automobile asset limitation to reflect Consumer Price Index changes. Provides full program benefits for breaks in certification of 30 days or less. Permits households subject to benefit prorating to receive an aggregate benefit allotment. Extends the scope of program informational activities. Amends the Homeless Eligibility Clarification Act to make permanent the authority for homeless persons in shelters to receive food stamps. Subtitle B: Related Programs - Amends the Temporary Emergency Food Assistance Act of 1983, as amended by the Stewart B. McKinney Homeless Assistance Act, to extend the temporary emergency food assistance program (TEFAP) through FY 1990. Increases the amount of TEFAP funds for emergency feeding organizations. Amends the Community Services Block Grant Act to authorize appropriations through FY 1993 for the community food and nutrition program. Directs the Secretary to: (1) conduct a study (through the National Academy of Sciences) of the kinds of medical problems commonly suffered by program participants and the resulting special diets; and (2) report to the Congress. Title II: Child Nutrition Promotion - Amends the Food Stamp Act of 1977 to exclude foster care and adoption assistance from program income determinations. Amends the Child Nutrition Act of 1966 to increase the school breakfast program reimbursement rate by three cents per meal as of July 1, 1989. Amends the National School Lunch Act to permit specified private nonprofit organizations to participate in the summer food program. Provides an additional meal or snack to children who attend day care centers which are open more than eight hours a day. Repeals the provision tying reduced price lunch eligibility to program eligibility. Title III: Effective Date - Sets forth the effective dates for provisions of this Act.

Prohibits a state agency from requiring periodic reporting of households: (1) made up entirely of migrant or seasonal farm workers; (2) made up entirely of homeless persons; or (3) with no earned income and in which all adult members are elderly or disabled. Requires that households reporting monthly be provided with clear and understandable reporting forms. Adjusts the automobile limitation to reflect Consumer Price Index changes. Provides full program benefits for breaks in certification of 30 days or less. Permits households subject to benefit prorating to receive an aggregate benefit allotment. Extends the scope of program informational activities. Amends the HOmeless Eligibility Clarification Act to make permanent the authority for homeless persons in shelters to receive food stamps. Subtitle B: Related Programs - Amends the Temporary Emergency Food Assistance Act of 1983, as amended by the Stewart B. McKinney Homeless Assistance Act, to extend the temporary emergency food assistance program (TEFAP) through FY 1990. Increases the amount of TEFAP funds for emergency feeding organizations. Amends the Community Services Block Grant Act to authorize appropriations through FY 1993 for the community food and nutrition program. Directs the Secretary to: (1) conduct a study (through the National Academy of Sciences) of the kinds of medical problems commonly suffered by program participants and the resulting special diets; and (2) report to the Congress. Title II: Child Nutrition Promotion - Amends the Food Stamps Act of 1977 to exclude foster care and adoption assistance from program income determinations. Amends the Child Nutrition Act of 1966 to increase the school breakfast program reimbursement rate by three cents per meal as of July 1, 1989. Amends the National School Lunch Act to permit specified private nonprofit organizations to participate in the summer food program. Provides an additional meal or snack to children who attend day care centers which are open more than eight hours a day. Repeals the provision tying reduced price lunch eligibility to program eligibility. Title III: Effective Date - Sets forth the effective dates for provisions of this Act.

Wetlands Conservation Amendments Act of 1988 - Amends the Food Security Act of 1985 to revise the definition of wetland for land conservation purposes to mean land that supports hydrophytic (water) vegetation under current land use practices. Provides for agricultural committees in each State to set penalties for misuse of wetland based on the presence or absence of intent. Exempts certain previously farmed land from loss of benefits due to misuse of wetlands.

Amends the Food Security Act of 1985 to authorize the Secretary of Agriculture to permit eligible producers to enroll 1988 through 1990 set-aside acreage in a three-year wildlife habitat and vegetative cover set-aside program (program). Directs the Secretary to offer cost-sharing program incentives. Provides for Federal-State cost sharing. Limits program participation to producers who have participated in farm programs in two of the three crop years prior to program enrollment. Limits program acreage to not more than 50 percent of a producer's set-aside acreage, and authorizes the enrollment of up to 50 percent of paid land diversion acreage in the program. Requires the program to be carried out through the Commodity Credit Corporation.

Authorizes the Secretary of Agriculture, notwithstanding certain land exchange requirements under specified Federal laws, to exchange certain lands within the Targhee National Forest, including lands located in Idaho and Wyoming. Requires any lands acquired by the Secretary as a result of the exchange authorized under this Act to become part of the adjacent National Forest. Directs the Secretary to carry out such exchange within nine months after the enactment of this Act.

Amends the Agricultural Act of 1949 to set 1988 through 1990 soybean support prices at $5.02 per bushel. (Currently such levels are a minimum of $4.50 per bushel for 1988 through 1990.) Requires (current law authorizes) soybean loan repayment at the lesser of prevailing world prices or the crop loan level. States that if producers of any crop are permitted to repay loans at less than the crop's loan level, cottonseed and sunflower seed prices shall be supported at traditional soybean-based levels.

Agricultural Credit Technical Corrections Act of 1988 - Title I: Amendments Related to Title I of the 1987 Act - Makes technical amendments to the Farm Credit Act of 1971, as amended by the Agricultural Credit Act of 1987 (the Act). Repeals statutory authority for the Farm Credit System (FCS) reserve fund. Provides that if an FCS institution is unable to retire its stock at par value due to liquidation, the Financial Assistance Corporation shall provide the receiver with the necessary funds to retire such stock at par value for the first five years, after which the Farm Credit Insurance Fund shall continue such assistance. (Current law provides assistance solely through the Financial Assistance Corporation.) Makes technical amendments to provisions of the Act regarding: (1) distressed loan restructuring; and (2) reconsideration of loan reduction or restructuring denials. Increases to 30 days (currently 15 days) the time period in which a previous owner may offer to repurchase FCS-held property. Decreases to 15 days (currently 30 days) the time period in which an FCS institution must make such sale. Title II: Amendments Relating to Title II of the 1987 Act - Makes technical amendments to the Act regarding: (1) the Farm Credit System Assistance Board; (2) the Farm Credit System Financial Assistance Corporation; (3) the availability of the revolving fund to provide initial assistance to the Farm Credit Administration and the Assistance Board and then the FCS Insurance Fund; and (4) regulatory accounting. Provides for the succession of the assets, liabilities, contracts, and stock of the Federal Farm Credit Banks Funding Corporation to the new Corporation. Authorizes the board of directors of the predecessor Federal Farm Credit Banks Funding Corporation to temporarily continue as the board of directors of the Financial Assistance Corporation until a majority of such Corporation's board of directors are elected. Makes technical amendments to regulatory accounting provisions. Title III: Amendments Related to Title III of the 1987 Act - Makes technical amendments to FCS institution capitalization provisions of the Act. Revises the definition of "insured obligation" to cover all FCS bonds until the new insurance provisions (FCS insured banks) become effective by January 5, 1989. Repeals the provision prohibiting FCS insurance premiums from being deposited into the Insurance Fund for five years. Revises the provisions of such Act with respect to minimum borrower stock percentages. Title IV: Amendments Related to Title IV of the 1987 Act - Makes technical amendments to Farm Credit Banks (FCBs) provisions of the Act. Permits FCBs to make long-term real estate loans and provide financial assistance and discounts to Federal land bank associations. Repeals the requirement that boards of directors be elected from among the voting stockholders. Revises the provisions of such Act with respect to authorizing FCBs to lease equipment to borrowers. Authorizes FCBs to pass along insurance premium costs to other FCS institutions in the same district. Changes the date for the required vote on association mergers from six months to 12 months after enactment of this Act. Authorizes a production credit association in a district having only two such associations to extend its lending authority to borrowers denied credit by the other association if the Farm Credit Administration Board determines that such other association is unduly restrictive in its credit standards. Repeals the provision providing a procedure for liquidating Federal land bank associations. Makes technical corrections to FCS institution merger provisions, including: (1) the exemption of merger transactions from State or local tax; and (2) the inclusion of FCBs in the merger of FCS districts. Requires that the nomination and election of the third member of the board of directors of a consolidated bank for cooperatives shall be in accordance with the bylaws of such bank. Requires each consolidated bank for cooperatives to provide for the capitalization of such bank. Extends the $15,000 salary limit to members of the board of directors of FCBs. Title V: Amendments Related to Title V of the 1987 Act - Makes technical amendments to State mediation program provisions of the Act. Title VI: Amendments Related to Title VII of the 1987 Act - States that national banking associations may purchase and hold Federal Agricultural Mortgage Corporation (FAMC) stock. Repeals FAMC authority to adopt standards regarding secondary market securities requirements. Authorizes the Secretary of Agriculture to contract under the guaranteed loan secondary market program of the Farmers Home Administration without regard to Titles 5, 40, and 41 of the U.S. Code. Makes technical amendments to agricultural mortgage secondary market provisions of the Act. Title VII: Amendments Related to Title VIII of the 1987 Act - Makes technical amendments to provisions of the Act regarding: (1) loan restructuring; and (2) borrowers' rights. Title VIII: Amendments Related to Title IX of the 1987 Act - Makes technical amendments to provisions of the Act relating to regulations. Title IX: Other Amendments to the Farm Credit Act of 1971 - Amends the Farm Credit Act of 1971 to revise provisions relating to banks for cooperatives' board of directors. Title X: Effective Dates - Makes the provisions of this Act effective as if enacted immediately after the enactment of the Agricultural Credit Act of 1987, with specified exceptions.

Environmental Conservation Acreage Reserve Program Act of 1988 - Title I: Coordination of Conservation and Commodity Programs - Amends the Food Security Act of 1985 to increase authorized conservation reserve program acreage. Provides that with regard to the 1988 through 1991 crops of wheat, feed grains, rice, and upland cotton, the total acreage in the conservation reserve program and the environmental conservation acreage reserve program (established by this Act) shall represent at least 80 percent of total idled acreage. Sets forth program enrollment incentives, including: (1) advance payments; (2) bonus payments; and (3) the counting of enrolled acreage against acreage limitation requirements. Directs the Secretary of Agriculture to report to the appropriate congressional committees assessing such programs' implementation. Title II: Administration of the Conservation Reserve Program and the Environmental Conservation Acreage Reserve Program - Amends the Food Security Act of 1985 to limit the amount of conservation program-enrolled cropland in any county. Bases the limit on reduced economic activity associated with such land. Prohibits annual rental payment variations based on the time of program enrollments. Provides for the use of local conservation experts and farmers in determining appropriate cover crops. Directs the Secretary to carry out a land use pilot program for wildlife habitat or outdoor recreational purposes. Authorizes bonus payments for public access to hunting and fishing areas. Amends the Agricultural Programs Adjustment Act of 1984 to direct (current law merely authorizes) the Secretary to implement a program of reamortizing certain distressed agricultural loans with revenues from marginal land timber plantings. Increases program acreage. Title III: Environmental Conservation Acreage Reserve Program - Amends the Food Security Act of 1985 to direct the Secretary to establish an environmental conservation acreage reserve program of between 5,000,000 acres and 20,000,000 acres to foster resolution of water pollution and soil damage and the related problems of siltation, salinity, pesticide contamination, and adverse land use patterns. Authorizes enrolled acreage to be returned to crop production under specified circumstances. Limits fiscal year payments to any individual to $50,000. Directs the Secretary to submit an annual program report to the appropriate congressional committees, with the first report due by June 1, 1989.
