Burley Buy-out Act of 2001 - Directs the Secretary of Agriculture, with respect to Burley tobacco, to: (1) eliminate price supports and market quotas beginning with the 2002 crop; (2) provide eligible quota holders with FY 2002 compensation for loss of tobacco quota asset value, and eligible producers with transition assistance through FY 2007; and (3) provide economically affected States with rural economic assistance grants through FY 2007.

Carbon Conservation Incentive Act

Carbon Conservation Incentive Act - Amends the Food Security Act of 1985 to direct the Secretary of Agriculture, acting through the Chief of the Natural Resources Conservation Service, to establish a carbon sequestration program (program) to permit owners and operators of eligible land (including conservation reserve and wetlands reserve land that have not received program payments) to enroll in minimum ten-year contracts. Directs the Secretary to establish an advisory panel, which shall develop: (1) criteria for evaluating carbon sequestration practices; and (2) estimates of carbon sequestration rates. Directs the Secretary, through the Extension Service, to conduct educational outreach programs respecting agricultural practices that will increase sequestration of carbon, while preserving participant economic and social well-being. Sets forth program and contract provisions, including cost-sharing and rental payments by the Secretary to participating owners and operators. Directs the Secretary to carry out at least four carbon monitoring pilot programs. States that the program shall be funded from Commodity Credit Corporation funds, and at the option of other agencies, from funds available for climate change initiatives or greenhouse gas emission reductions.

Native American Telecommunications Improvement and Value Enhancement Act

Native American Telecommunications Improvement and Value Enhancement Act - Amends the Rural Electrification Act of 1936 to direct the Secretary of Agriculture to establish a program to make loans to eligible Indian tribes, or tribal entities that have entered into a partnership with a telecommunications carrier, to enable such tribes to provide for the development of telecommunications infrastructure (wireline or wireless) on lands under their jurisdiction. Outlines tribal eligibility requirements, including submission of a telecommunications plan. Establishes in the Treasury the Native American Telecommunications Improvement Revolving Fund to make loans and award grants to eligible tribes. Limits loan interest rates dependent upon tribal per capita income. Directs the Secretary to award grants to enable tribes to conduct feasibility studies with respect to telecommunications projects. Limits grants to $200,000. Terminates the program on the earlier of: (1) ten years after the first loan is made; or (2) the date on which the Secretary determines that the telecommunications penetration rate is at least 90 percent of all households on reservation lands.

A bill to amend the Food Security Act of 1985 to authorize the annual enrollment of land in the wetlands reserve program, to extend the wetlands reserve program through 2005, and for other purposes.

James Peak Wilderness and Protection Area Act

James Peak Wilderness, Wilderness Study, and Protection Area Act - Amends the Colorado Wilderness Act of 1993 to designate specified lands in the Arapaho and Roosevelt National Forests as the James Peak Wilderness. Amends the Indian Peaks Wilderness Area and Arapaho National Recreation Area and the Oregon Islands Wilderness Area Act to add specified Federal lands in the Arapaho National Forest to the Indian Peaks Wilderness Area. Designates specified lands in the Arapaho and Roosevelt National Forests as the James Peak Protection Area. Directs the Secretary of Agriculture to: (1) maintain such Area's existing wilderness character and potential for inclusion in the National Wilderness Preservation System; and (2) report to Congress on the suitability of such lands for inclusion in the System. Sets forth provisions regarding the acquisition of lands within: (1) the Protection Area owned by the Colorado State Land Board; and (2) the portion of the Jim Creek drainage within such Area. Directs the Forest Supervisor of the Arapaho and Roosevelt National Forests to establish a trailhead and corresponding facilities and services to regulate use of National Forest System lands in the vicinity of the Fall River basin south of the communities of Alice Township and St. Mary's Glacier in Colorado. Directs the Secretary, if requested, to provide technical assistance (and to otherwise cooperate) in the repair of Rollins Pass road in Grand, Gilpin, and Boulder, Colorado Counties.

Better Nutrition for School Children Act of 2001

Better Nutrition for School Children Act of 2001 - Amends the Child Nutrition Act of 1966 (CNA) to prohibit the sale, donation, or service without charge of foods of minimal nutritional value on school grounds during the time of service under the school breakfast program under CNA or the school lunch program the Richard B. Russell National School Lunch Act. Directs the Secretary of Agriculture to: (1) review Federal, State, and local laws, policies, and practices relating to the sale, donation, or service without charge of foods of minimal nutritional value on school grounds during a covered period of the school day before service under the school lunch program (excluding the time of school breakfast program service); and (2) taking specified factors into consideration, promulgate related regulations, which may include Federal (or allowance of State or local) prohibition against provision of such foods during such covered period on all or part of school grounds.

National Forest Protection and Restoration Act of 2001

National Forest Protection and Restoration Act of 2001 - Prohibits commercial logging and timber sales (with specified exceptions) on Federal public lands, with a two-year phase-out for existing contracts. Provides for payment of relinquished contracts. Directs the Secretaries of Agriculture and the Interior to each: (1) establish a National Heritage Restoration Corps to restore (and monitor) such lands to their natural pre-logging condition; (2) develop National Heritage Restoration Plans and related standards for regional ecological restoration and monitoring. Sets forth provisions respecting forest fire and hazardous fuel reduction. Provides for worker retraining of eligible persons whose jobs have been lost due to terminated timber and logging contracts. Authorizes the Secretary of Labor to make training grants, including grants for job search and relocation. Sets forth fund allocation provisions, including amounts for an Environmental Protection Agency investigation of non-wood paper and construction alternatives. Amends the Secure Rural Schools and Community Self-Determination Act of 2000 to make permanent certain education, transportation, and public purpose payments to States and counties containing Federal land. Authorizes a private right of action for violations of this Act.

Agriculture Competition Enhancement Act of 2001

Agriculture Competition Enhancement Act of 2001 - Makes it unlawful for a business purchaser of livestock, poultry, or a basic agricultural commodity for (wholesale) resale, either unprocessed or processed, to acquire the voting assets of any person if: (1) the total amount of such assets or annual sales of each person exceeds specified limits; and (2) such acquisition would reduce competition so as have a negative effect on prices paid to producers. Requires such a purchaser filing a premerger notice under the Clayton Act to also file with the Secretary of Agriculture. Provides for: (1) public comment; and (2) review by the Secretary respecting such action's anticompetitive effects. Subjects such actions to specified enforcement provisions of the Clayton Act. Directs the Attorney General to establish in the Department of Justice an Office of Special Counsel for Agriculture to handle agricultural antitrust issues. Directs the Comptroller General to conduct a study respecting whether: (1) the Grain Inspection, Packers and Stockyard Administration needs additional resources to monitor and investigate the competitive implications of meat packing industry practices; and (2) disparities exist in the Administration's authority respecting the poultry, meat, and pork industries.

Medicare Extension of Drugs to Seniors (MEDS) Act of 2001

Medicare Extension of Drugs to Seniors (MEDS) Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to add a new part D (Prescription Medicine Benefit for the Aged and Disabled) establishing a voluntary insurance program to provide prescription medicine benefits, including pharmacy services, for eligible individuals (including low-income individuals) who are aged or disabled or have end-stage renal disease, and who elect to enroll during a prescribed period, to be financed from monthly premium payments by enrollees together with Federal appropriations. Creates the Prescription Medicine Insurance Account within the Federal Supplemental Medical Insurance Trust Fund. Directs the Secretary of Health and Human Services to develop and implement an Employer Incentive Program that encourages employers to provide adequate prescription medicine benefits to retired individuals and maintain such existing benefit programs. Outlines provisions for substantial reductions in the price of prescription drugs for Medicare beneficiaries. Amends the Federal Food, Drug, and Cosmetic Act, as amended by the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2001, with respect to the importation of certain prescription drugs, to revise testing requirements (granting the Secretary certain waiver discretion) and add approved labeling requirements. Requires the recipient of a patent to make a reasonable pricing agreement with the Secretary (or the Secretary to waive such an agreement in the public interest) if any Federal agency or any non-profit entity: (1) undertakes federally funded health care research and development; and (2) is to convey or provide a patent or other exclusive right to use such research and development for a drug or other health care technology.

Standard Trade Negotiating Authority Act of 2001

Standard Trade Negotiating Authority Act of 2001 - Sets forth the overall trade negotiating objectives of the United States for trade agreements (generally similar to the objectives of the Omnibus Trade and Competitiveness Act of 1988 (OTCA)), including to: (1) further strengthen the system of international trading disciplines and procedures, including dispute settlement; (2) foster economic growth, raise living standards, and promote full employment in the United States and to enhance the global economy; and (3) ensure that domestic producers have access to a full range of appropriate legal remedies against unfair trade practices, including adequate and accessible antidumping and antisurge protections. Sets forth the principal U.S. negotiating objectives (generally similar to the principal OTCA negotiating objectives) regarding trade barriers and other trade distortions, trade in services, foreign investment, intellectual property, transparency, reciprocal trade in agriculture, labor, the environment, and World Trade Organization (WTO) extended negotiations. Urges the President to take into account certain general international economic policy priorities when entering into a trade agreement with a foreign country (including the extent to which a country has implemented its obligations under the Uruguay Round Agreements). Requires U.S. negotiators to take into account U.S. domestic objectives, including the protection of health and safety, essential security, environmental, consumer, and employment opportunity interests, and related law and regulations. Requires the United States Trade Representative (USTR) to consult closely with Congress during trade negotiations. Sets forth the authority of the President (generally similar to the authority under OTCA) to enter into trade agreements with foreign countries regarding tariff and non-tariff barriers. States that a trade agreement (other than an agreement entered into under the auspices of the WTO) may be entered into only if it makes progress in meeting the overall and principal trade negotiating objectives, and the President satisfies certain notification and congressional preauthorization bill (subject to fast-track procedures) and consultation requirements set forth in this Act, including submission of the agreement for assessment by the International Trade Commission. Declares that bills implementing trade agreements may qualify for congressional trade authorities (fast-track) procedures only if they consist solely of: (1) a provision approving a trade agreement entered into under this Act, and approving any statement of administrative action; (2) provisions directly related to the principal trade negotiating objectives in, and the negotiating objectives in any preauthorization bill enacted under, this Act achieved in such trade agreement, if they are necessary for the operation or implementation of U.S. rights or obligations under such trade agreement; (3) provisions that define and clarify, or provisions that are related to, the operation or effect of the provisions of the trade agreement; (4) provisions to provide adjustment assistance to workers and firms adversely affected by trade; and (5) provisions necessary to comply with budget offset requirements of the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Authorizes both Houses of Congress to adopt, within 60 days of each other, a procedural disapproval resolution denying fast-track to any trade agreement if the President has failed or refused to notify or consult with Congress about it. Exempts from the preauthorization and consultation requirements of this Act any tariff or nontariff agreement which results from negotiations commenced before enactment of this Act, and which is entered into with Jordan or Vietnam. Requires the appointment of a Congressional Oversight Group to serve as advisor to the U.S. delegation prior to the negotiation of any tariff or nontraiff trade agreement. Requires the President to submit an implementation and enforcement plan at the same time a final text of any tariff or nontariff trade agreement is submitted to Congress. Establishes the Commission on Labor and the Environment to assess and prepare reports, with regard to countries in which proposed trade negotiations are to be conducted, on their laws on worker rights and protection of the environment, including any recommendations on modifications to such laws that should be pursued in the negotiations.

Backcountry Landing Strip Access Act - Prohibits either the Secretary of the Interior or the Secretary of Agriculture from taking any action which would permanently close or render or declare as unserviceable any aircraft landing strip located on Federal land under the respective jurisdiction, unless: (1) the head of the aviation department of each State in which the aircraft landing strip is located has approved such action; (2) notice of the proposed action has been published in the Federal Register; (3) a 90-day public comment period on the action has been provided; and (4) any comments received during the comment period have been taken into consideration by the Secretaries, as the case may be, and the appropriate State aviation department heads. Directs the Secretaries to: (1) adopt a nationwide policy for governing backcountry aviation issues related to the management of Federal land under their jurisdiction; and (2) require regional managers to adhere to it. Declares that a policy affecting air access to an aircraft landing strip located on Federal land (including any national policy required under this Act) shall not take effect unless certain conditions are met, including its statement that the FAA has the sole authority to control aviation and airspace over the United States.

To provide market loss assistance during fiscal year 2001 to owners and producers on farms who are eligible for a final payment for fiscal year 2001 under production flexibility contracts entered into under the Agricultural Market Transition Act.

Lyme Disease Initiative of 2001

Lyme Disease Initiative of 2001 - Directs the Secretaries of Health and Human Services, of Agriculture, of the Interior, and of Defense to: (1) establish specified detection test, improved surveillance and reporting system, and prevention goals to provide for a reduction in the incidence and prevalence of Lyme disease and related tick borne infectious diseases; and (2) establish a five-year plan of activities toward achieving those goals, and carry them out. Establishes the Lyme Disease Taskforce to advise the Secretaries with respect to achieving such goals.

To ensure that crop losses resulting from plant viruses and other plant diseases are covered by crop insurance and the noninsured crop assistance program and that agricultural producers who suffer such losses are eligible for emergency loans.

Lower Mississippi Delta Education Access and Improvement Act - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to make grants to improve education, including early heath care, in rural areas in the Lower Mississippi Delta (those counties designated as part of the Delta Regional Authority jurisdiction in the States of Mississippi, Arkansas, Louisiana, and Tennessee). Makes eligible for such grants institutions of higher education that have a school or college of education and an established, working partnership or consortium with one or more local educational agencies and nonprofit and community organizations. Requires that such grants be used for projects only in the predominately rural and agriculture-centered counties and communities of that region. Gives priority to applications for projects in counties where: (1) there is no single incorporated municipality having a population of more than 75,000 people; (2) the local school districts serve populations of which more than half of all students are eligible for free or reduced priced lunches; and (3) more than half of the population is medically underserved. Requires grantees to use such funds for activities that focus on research, development, and dissemination of programs, plans or demonstration projects designed to improve: school-wide performance; teacher and administrator training; teacher retention; parent and mentor education; assessment; cultural-based education and regional-identity building; workforce; family literacy; preschool learning readiness; and birth-to-kindergarten components of early preventative health care, educational intervention, and immunization delivery.

Real AMT Relief Act of 2001

Real AMT Relief Act of 2001 - Amends the Internal Revenue Code to provide for a graduated phaseout of the alternative minimum tax (AMT) on individuals (such tax to be eliminated for individuals as of 2005). Provides for coordination with: (1) income averaging for farmers; and (2) the child care credit. Increases the gross receipts test, including the first three-year period, for the small corporation AMT exemption.

Family Farm Protection Act

Family Farm Protection Act - Amends the Internal Revenue Code to exclude from gross income any gain on the sale of a qualified family farm interest to a family member of the taxpayer. Requires the taxpayer (or a member of the taxpayer's family) to have participated materially in the farming business operation during the five years preceding the sale, and requires the family member purchasing the interest to participate materially during the five years following the sale. Provides for recapture of tax foregone because of the exclusion if during the five years following the sale: (1) the interest ceases to be used in a farming business; or (2) the purchasing family member fails to participate materially in the farming business.
