Family Farm Targeting and Marketing Act of 1987 - Amends the Agricultural Act of 1949 to revise 1988 through 1990 wheat and feed grain price support provisions. Requires the Secretary of Agriculture on February 15 of the calendar year to make advance payments to participating wheat and corn producers. Sets 1988 through 1990 target prices at $5.00 per bushel for wheat and $3.50 per bushel for corn, respectively. Prohibits in-kind target or advance target payments. Directs the Secretary to assure that only persons actively engaged in farming receive farm program benefits. Sets 1988 through 1990 crop acreage bases at 1987 levels. Bases farm program payment yields on the preceding five crop years. Repeals acreage limitation and set-aside cross-compliance provisions. (Eliminates cross-compliance for price support purposes.) Prohibits the mixing of export grain with dust or other nongrain material, except to destroy insects or injurious fungi. Increases conservation reserve acreage. Expresses the intent of the Congress with respect to the mandatory nature of the pilot barter program. Directs the Secretary to establish a farm land purchasing facility in the Department of Agriculture. Amends the Food Security Act of 1985 to extend the agricultural export expansion program through FY 1990. Increases targeted export assistance funds (or equivalent commodity values).

Directs the Secretary to guarantee such loans on terms that will assure them of an adequate secondary market. Authorizes the Secretary to similarly guarantee farm real estate loans held by the Farmers Home Administration (FmHA) or other qualifying institution. Authorizes the Secretary to offer for sale such guaranteed FmHA-held loans. Establishes: (1) the Farm Mortgage Revolving Fund; and (2) the Farm Real Estate Insurance Fund. Authorizes appropriations for such Insurance Fund. Terminates loan guarantee authority under this Act as of December 31, 1991.

Requires offers to sell System-held land to be made through local real estate agents. Requires the leasing of such land to be on a competitive bid basis. Requires a System institution with individual shareholders to provide them with a copy of the bylaws and upon request a copy of the charter or articles of incorporation.

Agricultural Investment Act of 1987 - Amends the Internal Revenue Code to allow an income tax exclusion for up to $1,000 ($2,000 for a joint return) of interest earned each year on an agricultural savings certificate. Defines an agricultural savings certificate as a certificate issued by a qualified savings institution in a specified denomination ranging from $10 to $1,000 which matures in 10, 15, or 20 years. Requires institutions to: (1) use the proceeds of such certificates to purchase U.S. agricultural savings bonds; or (2) pay a penalty. Revokes the tax exclusion of interest on any certificate redeemed or used as loan security before its maturity date. Authorizes the Secretary of the Treasury to issue agricultural savings bonds. Requires the proceeds from the sale of such bonds to be credited to the Farm Trust Fund established by this Act. Authorizes the Secretary to prescribe how such a bond may be issued to a taxpayer in lieu of a refund check for overpayment of taxes. Directs the Secretary of Agriculture to make loans from such Fund to certain lending institutions, with priority given to those institutions with the higher percentages of loans outstanding to bona fide farmers. Requires such institutions to loan the amount received to bona fide farmers meeting specified financial criteria and to return the portion not loaned within 60 days or incur a penalty. Limits the annual interest rate on such loans to farmers to nine percent. Defines a bona fide farmer as any individual 50 percent of whose annual gross income is directly attributable to the raising or cultivating of livestock or agricultural commodities.
