Farmers' Value-Added Agricultural Investment Tax Credit Act - Amends the Internal Revenue Code to provide that for purposes of the general business credit, for either an eligible farmer or a farmer-owned entity, the value-added agricultural property investment credit for any taxable year is 50 percent of the basis of any qualified value-added agricultural property placed in service during the taxable year. Provides that, in the case of a farmer-owned entity, such credit shall be allocated on a pro rata basis among eligible persons holding qualified interests in such entity as of the last day of such taxable year. Limits such credit.

Economic Recovery and Growth Act of 2001 - Amends the Internal Revenue Code with respect to reducing or repealing, among other things: (1) tax rates for individuals; (2) alternative minimum tax; (3) capital gains; (4) estate and gift tax; (5) marriage penalty; (6) Federal communications excise tax; (7) taxes for farmers, ranchers, fishermen; and (8) occupational taxes relating to alcoholic beverages. Quality Cheese Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act to prohibit: (1) using Federal funds to amend specified regulations to include dry ultra-filtered milk, milk protein concentrates, or casein in the definition of "milk" or "nonfat milk" as specified in the domestic natural standards for cheese and cheese products; and (2) amending such regulations and definitions to include wet ultra-filtered milk until 60 days after submission of the study required by this Act. Requires a study of the impact of wet ultra-filtered milk's use on dairy farmers.

Small Business and Farm Energy Emergency Relief Act of 2001 - Amends the Small Business Act to authorize the Small Business Administration (SBA) to make disaster loans to assist small businesses that have suffered or are likely to suffer substantial economic injury as the result of a sharp and significant increase in the price of heating fuel or electricity. Prohibits any such loan from being made if the total amount outstanding and committed to the borrower would exceed $1.5 million, unless the applicant is a major source of employment in its surrounding area. Requires, for such assistance: (1) a declaration of a disaster by the President or the SBA Administrator; or (2) a certification from the Governor of the State that its small businesses have suffered such economic injury and are in need of assistance which is not otherwise available. Amends the Consolidated Farm and Rural Development Act to authorize the Secretary of Agriculture to make loans to farm operations that qualify as a small business and have or are likely to suffer substantial economic injury from a sharp and significant increase in energy costs or input costs from energy sources occurring after June 1, 2000, in connection with an energy emergency declared by the President or the Secretary.

Huna Totem Corporation Land Exchange Act - Amends the Alaska Native Claims Settlement Act to direct the Secretary of Agriculture, subject to valid existing rights, to convey to the Huna Totem Corporation and the Sealaska Corporation the surface and subsurface estates, respectively, of specified lands that are readily accessible to the Village of Hoonah and, where possible, located on the road system to such Village (to be identified by the Huna Totem Corporation) in exchange for the surface and subsurface estates of specified municipal watershed lands. Prohibits: (1) timber harvested from land conveyed to Huna Totem Corporation from being exported as unprocessed logs from Alaska; and (2) the Huna Totem Corporation from selling, trading, substituting, or otherwise conveying that timber to any person for export from Alaska.

Forest Access Immediate Relief Act of 2001 - Terminates the authority of the Secretary of Agriculture to impose or collect any fee under the Forest Service recreational fee demonstration program (authorized under the Department of the Interior and Related Agencies Appropriations Act, 1996). Prohibits the Forest Service from using Federal funds to provide engineering support for the timber sales program, including support of timber purchaser-funded roadwork.

Veterans' Opportunities Act of 2001 - Increases the maximum annual Reserve Officers' Training Corps award while continuing eligibility for benefits under the Montgomery GI Bill program. Includes certain outreach services within veterans' work-study opportunities. Includes as an "educational institution," for purposes of veterans' educational assistance, private entities teaching a profession or education in a technology occupation. Revises the incremental GI bill contributions required from active-duty personnel. Directs the Secretary of Veterans Affairs to: (1) provide increased transition assistance to members of the armed forces; and (2) maintain overseas veterans assistance offices. Requires veterans' pre-separation counseling to occur as soon as possible within 18 months preceding an anticipated retirement. Increases certain education and training outreach services available for separating military personnel and veterans. Directs the Secretary to ensure that the outreach needs of veterans' dependents are fully addressed, including through the use of the Internet and announcements in veterans publications and through the media. Increases the maximum available benefits for veterans' burial expenses, family coverage under Servicemembers' Group Life Insurance, automobile and adaptive assistance benefits for certain disabled veterans, and veterans' specially adapted housing. Allows real property used for farming, ranching, or similar agricultural purposes to be excluded from the value of a veteran's estate for purposes of pension eligibility for veterans who are permanently and totally disabled from a non-service-connected disability.

Rural America Prosperity Act of 2001 - Amends the Internal Revenue Code to: (1)allow self-employed individuals a full deduction for self-employed health insurance costs; (2) exclude from gross income gain from the sale of qualified farmland; (3) provide that income averaging by farmers shall not increase alternative minimum tax liability; (4) establish a Farm and Risk Management Account into which an individual engaged in an eligible farming business may deposit and deduct up to 20 percent of taxable income; (5) provide for a phased-in repeal of estate, gift, and generation-skipping taxes. Directs the Comptroller General to conduct a a study of the costs of regulations on farmers, ranchers, and foresters. Reciprocal Trade Agreement Authorities Act of 2001 - Authorizes the President, upon a determination that import restrictions are unduly burdening U.S. foreign trade, to enter into foreign trade agreements which: (1) open and expand U.S. market access; (2) reduce or eliminate trade barriers for U.S. exports; and (3) free investment fund transfers. Agricultural Trade Freedom Act - Amends the Agricultural trade Act of 1978 to exempt, with exceptions, agricultural commodities, livestock, and products made available as a result of commercial sales from a unilateral trade sanction imposed by the United States on another country.

Rural America Prosperity Act of 2001 - Amends the Internal Revenue Code to make revisions concerning both farmers and non-farmers. Provides for, with respect to all taxpayers, among other things: (1) the repeal of the estate, gift, and generation-skipping taxes; and (2) the deduction of 100 percent of health insurance costs for the self-employed. Provides for, with respect to farmers, among other things: (1) the limited exclusion of the gain from the sale of qualified farmland; and (2) a limited deduction for contributions to a Farm and Ranch Risk Management Account. Provides for a study of the costs of regulations on farmers, ranchers, and foresters. Reciprocal Trade Agreement Authorities Act of 2000 - Authorizes the President, whenever the President determines that one or more existing duties or other import restrictions of any foreign country or the United States are unduly burdening and restricting the foreign trade of the United States to enter into trade agreements with foreign countries (during a limited time period) which, among other things: (1) create more open, equitable, and reciprocal market access; (2) reduce or eliminate trade barriers that decrease market opportunities for U.S. exports; (3) expand market opportunities for U.S. exports; (4) obtain reciprocal tariff and non-tariff barrier elimination; and (5) free the transfer of funds relating to investments. Farm and Ranch Risk Management Act - Amends the Internal Revenue Code to allow an individual engaged in an eligible farming or commercial fishing business a deduction for any taxable year of up to 20 percent of taxable income attributable to the eligible farming or commercial fishing business which was paid in cash by the taxpayer to a Farm and Ranch Risk Management Account (FARRM Account). Includes distributions from a FARRM account in the taxpayer's gross income, and subjects to a special ten percent surtax any distributions not made within five years of contribution. Establishes a tax on excess contributions, but exempts the taxpayer from the tax on certain prohibited transactions.

Tax Empowerment and Relief for Farmers and Fishermen (TERFF) Act - Amends the Internal Revenue Code (IRC) to allow to an eligible commercial farmer or commercial fisherman a deduction, of up to 20 percent of such commercial farmer's or fisherman's taxable income which is attributable to an eligible commercial farming or fishing business, for the amount paid in cash by such commercial farmer or fisherman into a Farm, Fishing, and Ranch Risk Management Account. Amends the IRC and title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to exclude net earnings from a lease agreement (currently, an arrangement) from income with respect to farmland. Treats conservation reserve program payments as real estate rentals for self-employment earnings purposes. Exempt certain small issue agriculture bonds from the State volume cap. Sets forth a rule for determining the amount of the deduction allowable for a charitable contribution of food inventory. Extends income averaging to income from the trade or business of catching, taking, or harvesting fish intended to enter commerce through sale, barter, or trade. Disregards income averaging for farmers and commercial fishermen in computing the regular alternative minimum tax. Declares, with respect to the treatment of S corporations and to the tax exemption for farmers' cooperatives, that cooperative marketing includes the value-added processing of the products of cooperative members and other producers through animals that is by: (1) feeding such products to cattle, hogs, fish, chickens, or other animals; and then (2) selling the resulting animals or animal products. Authorizes a U.S. district court to issue a declaratory judgment relating to the initial or continuing qualification of a farmers' cooperative as tax-exempt. Provides, with respect to the small ethanol producer credit, for: (1) authorizing credit allocation among a cooperative's patrons; (2) increasing the gallon capacity for eligible producers; (3) making the credit a non-passive income credit; and (4) removing the credit from the alcohol fuel credit gross income inclusion.

Northern Rockies Ecosystem Protection Act of 2001 - Designates the following lands in Idaho, Montana, Oregon, Washington, and Wyoming as wilderness and components of the National Wilderness Preservation System (System): (1) Greater Glacier/Northern Continental Divide ecosystem; (2) Greater Yellowstone ecosystem; (3) Greater Salmon/Selway ecosystem; (4) Greater Cabinet/Yaak/Selkirk ecosystem; (5) Islands in the Sky Wilderness; and (6) Blackfeet Wilderness. Designates: (1) specified wild land areas as Biological Connecting Corridors to protect the life flow of the Northern Rockies Bioregion; (2) the inventoried roadless areas identified as part of the Corridors as components of the System; and (3) certain biological connecting corridors as special corridor management areas. Establishes the Hells Canyon/Chief Joseph National Park and Preserve as a National Park System unit. Repeals Federal law provisions that establish the Hells Canyon National Recreation Area. Requires the Secretary of the Interior to: (1) implement a program of ecosystem restoration in the Preserve; and (2) study the feasibility of creating a Flathead National Park and Preserve in the area generally known as the Glacier View Ranger District of the Flathead National Forest. Amends the Wild and Scenic Rivers Act to designate segments of specified rivers and creeks in Idaho, Montana, and Wyoming as components of the National Wild and Scenic Rivers System. Establishes the National Wildland Restoration and Recovery System and the National Wildland Recovery Corps. Requires the Secretaries of the Interior and Agriculture to assure nonexclusive access to the specified areas and corridors designated by this Act by Native Americans for traditional cultural and religious purposes.

Cuba Food and Medicine Access Act of 2001 - Exempts from the embargo on trade with Cuba (including prohibitions under the Cuban Democracy Act of 1992 against the unloading at a U.S. port of vessels that previously entered a Cuban port to engage in trade) the export of any agricultural commodities, medicines, or medical devices, or any travel incident to the delivery of such items. Declares that such exemption shall not apply to certain restrictions imposed under the Export Administration Act of 1979 or the International Emergency Economic Powers Act. Amends the Agricultural Trade Act of 1978 to direct the Secretary of Agriculture to study and report to Congress on existing U.S. agricultural export promotion and credit programs to determine how they can be carried out to promote the consumption of U.S. agricultural commodities in Cuba. Repeals a specified section of the Trade Sanctions Reform and Export Enhancement Act of 2000 prohibiting travel incident to the commercial sale of agricultural commodities to, or tourist travel by U.S. citizens to or from, Cuba.
