Imported Food Safety Act of 1987 - Amends the Federal Food, Drug, and Cosmetic Act to require the seizure and destruction of imported food treated with a pesticide deemed unsafe.

Foods Are Not Drugs Act of 1987 - Amends the Federal Food, Drug, and Cosmetic Act to exclude from the definitions of "drug" and of "food additive" foods for special dietary use, i.e. vitamins and minerals, where such foods are promoted or offered for sale in the diagnosis, mitigation, treatment, or prevention of disease. Provides that food shall be considered misbranded if oral representations have been made with respect to the food which are false or misleading in any particular.

Agricultural Emergency Assistance Act of 1987 - Makes the 1987 wheat crop eligible for disaster assistance under Public Law 99-500 (see Public Law 99-591 for updated version of Public Law 99-500). Directs the Secretary of Agriculture to make production adjustments to reflect any quality reductions caused by adverse 1986 conditions. Requires disaster claims to be filed by May 31, 1987. Amends the Rural Electrification Act of 1936 to increase the amount of permitted principal prepayment on Rural Electrification Administration loans. Permits the transfer of such funds to the Commodity Credit Corporation for disaster payment use.

Commodity Distribution Program Reform Act of 1987 - Amends the National School Lunch Act to direct the Secretary of Agriculture to take specified actions to modify the commodity distribution program, including: (1) quality testing and monitoring; (2) making items available in optional sizes and forms; and (3) developing and monitoring distribution.

Soybean Marketing Act of 1987 - Amends the Agricultural Act of 1949 to extend for the 1987 through 1990 soybean crops: (1) price supports at $5.02 per bushel; (2) marketing loans with a loan repayment rate that is the lesser of (A) the loan level determined or (B) the higher of (i) such loan level multiplied by 50 percent in 1987, 60 percent in 1988, and 70 percent in 1989 and 1990 or (ii) the prevailing world market price; and (3) loan deficiency payments.

Farm Credit Enhancement Act of 1987 - Authorizes the Secretary of Agriculture to guarantee pools of qualified agricultural mortgage loans and to provide for the issuance of securities representing interests in such pools by approved agricultural loan facilities. Sets a specified ceiling on outstanding guarantee authority. Terminates guarantee authority five years after enactment of this Act. Authorizes the Secretary to fund such guarantees through obligations issued to the Treasury.

Amends the Agricultural Act of 1949 to repeal the requirement that wheat and feed grain producers must plant specified percentages of conserving use acreage in order to receive deficiency payments. Provides a guaranteed three-year contract price for wheat and feed grain producers who agree to devote 100 percent or less of their wheat or feed grain acreage base to conservation use. States that, in the case of a landlord and tenant farmer, price support proceeds shall be shared proportionally to the lease terms in the first year, and paid in full to the landowner for the next two years.

Farm Mortgage Marketing Corporation Act of 1987 - Establishes the Farm Mortgage Marketing Corporation. Provides for a five-member Board of Directors. Authorizes the Corporation, with specified limitations, to buy farm mortgages from qualified agricultural lenders and dispose of such mortgages through security issues. Prohibits the Corporation from buying a mortgage unless: (1) the seller retains at least a ten-percent participation in the mortgage, or agrees to replace or repurchase the mortgage if the borrower defaults; and (2) at the time of purchase, the outstanding principal balance of such mortgage is less than 80 percent of the securing property's value, or the portion of the unpaid balance in excess of 80 percent is insured or guaranteed by a qualified insurer. Provides for an initial Treasury capitalization of $200,000,000. Sets forth Corporation authority. Authorizes appropriations beginning with FY 1987 for the purchase of Corporation stock.

Milk Marketing Control Act of 1987 - Amends the Agricultural Act of 1949 to direct the Secretary of Agriculture to conduct two referendums (one for 1988, the other for 1989 and 1990) among milk producers to determine whether to implement an alternative milk price support program for the respective periods based on individual milk marketing bases and a 70 percent of parity support level. Directs the Secretary, prior to the beginning of 1994, to conduct a study of the economic impact of this Act and such alternative price support system. Continues such system beyond calendar year 1993 unless the Congress disapproves it, by joint resolution, prior to July 1, 1993. Sets the support level at 75 percent of the parity price if the Congress disapproves such system.

Directs the Secretary of Commerce, upon recommendation of the Secretary of Health and Human Services, to approve instructions specifying first aid techniques (especially the Heimlich Maneuver) for removing food which has become lodged in a person's throat and to distribute such instructions to food service operations. Prohibits any U.S. court from entering any judgment against any person for acting in accordance with such instructions.

Federal Meat and Poultry Products Inspection Act of 1987 - Amends the Federal Meat Inspection Act and the Poultry Products Inspection Act to permit distribution in interstate commerce of certain State-inspected meat and poultry products. Continues the practice of barring such meats from international trade. Requires States to use official marks on meat and poultry products inspected under State law. Authorizes meat and poultry processing establishments to transfer from State to Federal inspection or vice versa on October 1 of each year upon the approval of the Secretary of Agriculture. Requires State-inspected products which are distributed in interstate commerce to meet Federal marking, labeling, packaging, and ingredient requirements.

Farm Family Emergency Protection Act of 1986 - Establishes within the Department of Agriculture the Office of Emergency Aid for Farm Families to: (1) evaluate and approve State plans for emergency services to eligible farm families; (2) make payments for such programs; (3) coordinate such services with existing assistance; and (4) maintain records and report annually to the Congress. Bases a State's payment allotment on the number of farms in the State compared to the number of farms in all States needing such assistance. Authorizes the use of such assistance for: (1) medical assistance; (2) social services; (3) employment assistance; and (4) nutrition assistance. Terminates such assistance authority five years after enactment of this Act. Limits the payment period to three years. Authorizes appropriations.

Agricultural Interest Rate Relief Act of 1987 - Title I: Agricultural Loan Interest Subsidy Program - Directs the Secretary of Agriculture to establish a Federal-State-Lender cooperative agricultural loan interest subsidy program to run through September 30, 1988. Sets forth borrower eligibility criteria, including a prohibition on borrowers who produce commodities on highly erodible land or converted wetland. Provides, with regard to such program, that the interest rate shall be written down as follows: (1) three percentage points shall be paid by the Federal Government; (2) between one and two percentage points may be paid by a State; and (3) one percent of interest shall be paid or at least 15 percent of the principal shall be cancelled by the lender. Sets maximum aggregate loan principal at $400,000 for an individual and $600,000 for a family corporation or partnership. Authorizes FY 1987 through 1990 program appropriations. Limits maximum aggregate fiscal year payments to $600,000,000. Requires States to submit a program plan to the Secretary for approval. Sets forth plan requirements, including the designation of a State administering agency. Title II: Farm Credit System Borrowers - Subtitle A: Farm Credit System Loan Restructuring Program - Requires a Farm Credit System (System) institution to restructure, rather than foreclose, a loan to an eligible borrower if foreclosure costs equal or exceed restructuring costs. Sets forth borrower eligibility criteria and related appeal procedures. Requires the Farm Credit System Capital Corporation to reimburse an institution for the amount of principal due on loans reduced by the institution if necessary to avoid insolvency or liquidation. Requires the Chairman of the Farm Credit Administration Board to submit a program report to the Congress within 270 days. Subtitle B: Farm Credit System Reform - Amends the Farm Credit Act of 1971 to require System institutions to provide borrowers with access to appraisals. Encourages System institutions to permit foreclosed borrowers to retain possession of their principal residences and a reasonable amount of adjoining land. Prohibits a System institution from raising the interest rate on a loan that has been reclassified as a risk or problem loan. Directs the Farm Credit Administration to make periodic determinations of System financial assistance needs. Limits System institution operating expenses to one percent above the average cost of System-issued bonds. Directs the Farm Credit Administration to issue regulations regarding the disposition and leasing of acquired farmland. Directs System institutions to give sale or lease priority to family-sized farms and to original owners or operators. Requires a borrower to buy System stock in order to be eligible to obtain a loan or to purchase by installment System-held farmland. Subtitle C: Farm Credit System Associations - Amends the Farm Credit Act of 1971 to prohibit district banks from charging associations that have voted against merging with other associations higher interest rates or assessments than are charged to other similar associations. Title III: Farmers Home Administration Borrowers - Requires the Secretary to restructure, rather than foreclose, a loan made under the Consolidated Farm and Rural Development Act if foreclosure costs equal or exceed restructuring costs. Sets forth borrower eligibility criteria and related appeal procedures. Prohibits the Secretary from requiring additional loan collateral if the borrower is current in the payment of principal or interest. Directs the Secretary to submit a program report to the Congress within 270 days. Amends the Consolidated Farm and Rural Development Act to authorize loans to farmers and ranchers for alternate crop production (as defined by this Act). Title IV: Miscellaneous Provisions - Provides for the establishment of an Inter-Agency Agricultural Task Force to assist commercial agricultural banks and borrowers to resolve present economic problems and to facilitate commercial bank lending to agriculture in the future. Requires semiannual reports to the appropriate congressional committees. Authorizes appropriations. Title V: Emergency Assistance for Certain Agricultural Producers - Makes the 1987 wheat crop eligible for disaster assistance under Public Law 99-500 (see Public Law 99-591 for updated version of Public Law 99-500). Directs the Secretary to make production adjustments to reflect any quality reductions caused by adverse 1986 conditions. Requires disaster claims to be filed by May 31, 1987. Title VI: Rural Electrification and Telephone Systems Loan - Amends the Rural Electrification Act of 1936 to permit Rural Electrification Administration borrowers to prepay Federal Financing Bank loans without penalties if: (1) private capital is used to replace such loans; and (2) any savings will be used to avoid future rate increases, passed on to customers, or used to improve the borrower's financial strength. Permits the transfer of specified amounts of such funds to the Commodity Credit Corporation and the Agricultural Credit Insurance Fund for the credit restructuring and disaster payment programs provided for by this Act.

Foreign Agricultural Service Improvements Act of 1987 - Sets at 850 the minimum full-time personnel levels for the Foreign Agricultural Service for FY 1987 through 1989. Authorizes the Secretary of Agriculture to enter into contracts abroad for services to maintain or enhance U.S. export markets.

Makes foreign nationals (including foreign-controlled corporations) ineligible for agricultural price supports, loans, crop insurance, and disaster payments. Prohibits all producers from producing nonprogram crops on set-aside acreage. States that for purposes of agricultural payment limitations a corporation stockholder with more than a 20 percent ownership interest shall not be considered a separate person from such corporation.

Food Assistance for the Homeless Act of 1987 - Amends the Food Stamp Act of 1977 to authorize food stamp outreach to homeless persons. Increases and extends the shelter deduction cap. Provides that third party payments for temporary housing lacking cooking or refrigeration facilities shall not be considered household income for food stamp benefit purposes. Amends the Temporary Emergency Food Assistance Act of 1983 to authorize FY 1988 appropriations for food stamp storage and distribution costs.

Amends the Commodity Exchange Act to require certain exporters of wheat, corn, or soybeans to report specified export sales information (commodity identity and quantity, sales date, and destination) to the Commodity Futures Trading Commission. Requires the Commission to: (1) make such information available to the public; and (2) implement this Act within 90 days. Directs the Commission to revoke the registration (for at least 12 months) of any broker violating these provisions or accepting an order from any person violating these provisions.

Farm Program Improvements Act of 1987 - Amends the Agricultural Act of 1949 to permit agricultural price support loan repayments for the 1988 through 1990 crops of wheat and feed grains at the lesser of the original level or current regional or State daily average market prices. Provides that for the 1988 through 1990 wheat crops: (1) the established price shall not be less than $4.40 per bushel for the first 15,000 bushels of a person's production, and $4.00 for each additional bushel; and (2) such payments shall not be made to any producer with a wheat acreage base of less than 15 acres. Provides that for the 1988 through 1990 corn crops: (1) the established price shall not be less than $3.05 per bushel for the first 30,000 bushels of a person's production, and $2.75 per bushel for each additional bushel; and (2) such payments shall not be made to any producer with a feed grain acreage base for each commodity of less than 15 acres. Makes the mandatory 50 percent planting requirement discretionary for purposes of specified wheat and feed grain acreage limitation payments.

Milk Producers Prompt Payment Act of 1987 - Provides that all milk purchased from a U.S. producer by a handler in a cash sale and all inventories and proceeds and related products shall be held by the handler in trust for the producer until the producer receives full payment. Exempts handlers whose total annual milk purchases do not exceed $500,000. Requires a handler to pay the full cash price to the producer within one day of receiving the milk, unless agreed otherwise. Grants producers a cause of action in U.S. district courts for handler trust or payment violations.

Amends the Federal Food, Drug, and Cosmetic Act to state that a food intended for human consumption shall be deemed misbranded unless it is labeled to show the amount of sodium and potassium it contains when in excess of a certain number of milligrams. Permits the Secretary of Health and Human Services to exempt a food from such requirement by requiring the information to be prominently displayed near its place of display or sale. Exempts from such labeling requirements any manufacturer of such foods whose total annual sales are less than a specified amount.

Expresses the sense of the Congress that the State agricultural experiment research system should continue to be supported, and that the 100th anniversary of the enactment of the Hatch Act of 1887 should be commemorated on March 3, 1987. Authorizes and requests the President to issue a proclamation commemorating such Act and its role in establishing the system of State agricultural experiment stations.
