Summary
Makes foreign nationals (including foreign-controlled corporations) ineligible for agricultural price supports, loans, crop insurance, and disaster payments. Prohibits all producers from producing nonprogram crops on set-aside acreage. States that for purposes of agricultural payment limitations a corporation stockholder with more than a 20 percent ownership interest shall not be considered a separate person from such corporation.
