Agricultural Quarantine Enforcement Act - Prohibits first-class mail parcel service (excluding letters) for any plant- or animal-related article unless the sender permits an agricultural inspection of such parcel. Makes it unlawful for a sender not to declare such articles. Provides for the: (1) detention of interstate mail (including mail from Puerto Rico); (2) inspection of international mail; and (3) detention of mail from outside the United States. Directs the Secretary of Agriculture to: (1) coordinate activities under this Act with the United States Postal Service and the United States Customs Service; and (2) conduct a public education campaign. Authorizes the Secretary to assess civil penalties for violations of this Act.

Amends the Consolidated Farm and Rural Development Act to direct the Secretary of Agriculture to administer farmland acquired by the Farmers Home Administration in conformity with specified requirements. Prohibits the offer of such land for sale or lease in any State or locality which has suffered substantial reduction in the average value of farmland since 1980 until the average farmland value in the State or locality equals or exceeds, for 12 consecutive months, the average value at the start of such 12-month period. Prohibits the lease or operation of such property for the production of any commodity in surplus supply. Requires devotion of such property to conserving uses.

Farm Credit Act Amendments of 1986 - Amends the Farm Credit Act of 1971 to terminate the Farm Credit Administration's (FCA) prior approval authority over Farm Credit System (FCS) loan interest rates. Authorizes FSC banks, from July 1, 1986 through December 31, 1988, to reduce borrowing costs by capitalizing "excess" borrowing costs (amounts by which debt incurred before January 1, 1985, exceeds prevailing market rates) and loan losses and amortizing such amounts over 20 years. Terminates FCA's prior approval authority over interest rates on FCS direct and discounted loans. Exempts FCS banks from having to follow generally accepted accounting principles in preparing financial statements relating to amortization of capitalized costs.

Wheat Marketing Act of 1986 - Amends the Agricultural Adjustment Act of 1938, effective for the 1988 through 1990 wheat crops, to direct the Secretary of Agriculture (who, currently, is merely authorized) to proclaim national marketing quotas for wheat by June 1, 1987 (currently June 15, 1986). Requires the Secretary to conduct a referendum of wheat producers by August 1, 1987 (currently August 1, 1986). Limits eligibility to producers with at least a 40-acre base. Amends the Agricultural Act of 1949, effective for the 1986 through 1990 wheat crops, to set loans and purchases at the higher of 70 percent of parity or $4.65 per bushel.

Farm Credit System Interest Reduction Act of 1986 - Title I: Farm Credit Assistance and Interest Reduction - Directs the Secretary of the Treasury to make loans to Farm Credit System (FCS) institutions to: (1) remove high-cost bonds from the FCS's portfolio; and (2) retire or restructure nonaccruing FCS-held loans. Provides for borrower interest rate reductions. Title II: Rights of Borrowers - Sets forth borrower rights relating to: (1) access to files and related information; (2) bank mergers; (3) district board election; and (4) financial disclosure by FCS officials. Directs the Comptroller General to conduct a feasibility study regarding the return of the FCS to local control. Title III: Independent Interest Rate-Setting Authority - Repeals Farm Credit Administration rate-setting authority. Title IV: Funding for Farm Credit Assistance - Repeals: (1) the Legal Services Corporation Act; and (2) the Export-Import Bank Act of 1945. Withholds from obligation and expenditure specified funds from the Foreign Assistance Act of 1961 relating to: (1) population planning; (2) voluntary United Nations contributions; and (3) foreign aid to non-Camp David countries.

Agricultural Quarantine Enforcement Act of 1986 - Authorizes the Secretary of Agriculture to: (1) inspect domestic mail parcels (excluding letters) mailed from Hawaii or Puerto Rico to the conterminous United States, or international mail parcels (excluding letters) in the United States or its territories or possessions, in order to prevent the introduction of destructive plant and animal diseases and pests or noxious weeds; and (2) confiscate or destroy such prohibited plants, animals, or related articles. Authorizes the Secretary to coordinate such activities with the United States Postal Service and the United States Customs Service. Requires written notice of the Secretary's inspection authority to be displayed at all parcel mailing locations in Hawaii and Puerto Rico.

Grain Quality Improvement Act of 1986 - Amends the United States Grain Standards Act to state that: (1) it is U.S. policy to provide quality grain to domestic and foreign buyers; (2) the primary objective of the Official United States Standards for Grain is to certify grain quality as accurately as possible; and (3) U.S. grain standards shall provide the framework necessary for the markets to establish quality improvement incentives. Prohibits, as of May 1, 1987, the recombination of dockage or foreign material (including dust) with any grain marketed in or exported from the United States. Stipulates that such prohibitions shall not be construed to bar: (1) the treatment of grain to destroy or prevent injurious fungi and insects; (2) any marketing of dockage or foreign material removed from grain which is marketed separately and uncombined with whole grain, or as part of a processed food for livestock, poultry, or fish; (3) the blending of similar grains to adjust mixture quality; (4) the recombination of broken corn or kernels with grain of the same type; (5) effective for the period ending December 31, 1987, the recombination of dockage or foreign material removed at an export loading facility from grain to be shipped as a cargo under one export inspection certificate; (6) the addition of identification material; and (7) any other addition determined by the Secretary of Agriculture as ensuring U.S. export grain quality. Authorizes the Secretary, effective through December 31, 1987, to exempt from such prohibitions the last handling of grain in a final domestic sale and shipment when in the public interest. Directs the Secretary, subject to appropriation of funds, to compensate a producer, grain merchant, grain processor, or grain exporter for loss of value of inventory grain if the person can show that such loss resulted from a grain classification change. States that compensation shall be paid only on the inventory held on the effective date of the classification change. Directs the Administrator of the Federal Grain Inspection Service to issue a final rulemaking within six months regarding insect infestation of grain. Directs the Secretary: (1) in consultation with farmers and members of the grain industry, to study the feasibility of adjusting the Commodity Credit Corporation grain premium and discount schedules in order to encourage the delivery, storage, and export of high quality grain; and (2) report to the appropriate congressional committees within 180 days. Directs the Administrator to: (1) publish and seek public comment on H.R. 5354 (Optimal Grain Grading Act); and (2) report to the Congress by May 1, 1987. Provides for a Federal Grain Inspection Service and Agricultural Research Service study of the need for an availability of uniform end-use value tests for grain including an ongoing review of such tests that are of economic value to buyers. Directs the Administrator: (1) to the extent practicable, to revise official grain standards accordingly; and (2) to report to the Congress within one year, and annually thereafter.

Save the Family Farm Act - Title I: Agricultural Commodity Supply Management - Amends the Agricultural Act of 1949 to direct the Secretary of Agriculture to implement an agricultural commodity supply management program for the 1988 through 2000 crops of wheat, feed grains, and soybeans, including an emergency program for the 1987 crops. Title II: Milk Marketing Control - Amends the Agricultural Act of 1949 to provide for suspension of the current milk price support program and implementation of an alternative program under which the percentage of the parity price of milk shall escalate by increments from 71 percent to 80 percent during the calendar years 1988 through 1997, and remain at 80 percent through 2000. Title III: Agricultural Exports and Imports - Amends the Agricultural Trade Development and Assistance Act of 1954 to direct the President to enter into multilateral agreements with other food exporting nations in order to fulfill the food aid requirements of needy nations. Directs the Secretary of Agriculture to examine and report to the President about any imported articles that interfere with any program or operation undertaken by the Department of Agriculture. Amends the Tariff Act of 1930 to require processed agricultural products to label any imported ingredients and their countries of origin. Title IV: Food Assistance - Amends the Food Stamp Act of 1977 to provide for increased food assistance benefits. Title V: Farm Debt Restructuring - Directs the Secretary of Agriculture to make farmer debt restructuring loans to any qualifying State under a specified program. Prohibits debt restructuring aid to borrowers who produce commodities on erodible land or on converted wetlands.

Soybean Production Program Improvement Act of 1986 - Amends the Agricultural Act of 1949 to set soybean price supports for the 1988 through 1990 crops at $5.02 per bushel. (Repeals the current price support provision for such crop years.) Grants employees of the Forest Service of the Department of Agriculture general arrest authority both within and outside the boundaries of the National Forest System for violations of the laws and regulations relating to such System. Requires the Forest Service to cooperate with other Federal law enforcement agencies. Authorizes the Secretary of Agriculture to designate Forest Service employees to carry firearms, serve and process warrants, and conduct searches and seizures. Authorizes the Secretary to designate other Federal agency employees to assist the Forest Service in carrying out law enforcement responsibilities. Authorizes the Secretary to designate Forest Service employees to enforce the Controlled Substances Act in connection with the administration and occupancy of the National Forest System. Authorizes cooperation with other Federal agencies. Amends the Controlled Substances Act to make it a criminal offense to be in possession of a firearm or to set a boobytrap while manufacturing a controlled substance on Federal property. Authorizes appropriations.

Agricultural Programs Improvement Act of 1986 - Amends the Agricultural Act of 1949 to set loan and target price supports for the 1987 through 1990 wheat and feed grain crops at 1985 levels. Provides, with regard to such crops, for: (1) mandatory loan deficiency payment and marketing loan programs; (2) a marketing loan price floor at 65 percent of the loan rate; and (3) export marketing certificate programs if marketing loan repayment rates exceed world prices. Sets loan and target price supports for the 1987 through 1990 cotton crops at 1985 levels. Sets the marketing loan price floor at 75 percent of the loan rate. Makes loan deficiency payments mandatory. Sets loan and target price supports for the 1987 through 1990 rice crops at 1985 levels. Sets marketing loan price floors at 45 percent for 1987, 55 percent in 1988, and 65 percent in 1989 and 1990. Makes loan deficiency payments mandatory. Maintains soybean price supports at current levels through 1990. Requires the implementation of either a marketing loan or a producer option payment plan. Makes advance recourse commodity loans mandatory. Provides that crop acreage bases shall be based on the previous five crop years, excluding (up to three years) those years in which crops were not planted or considered planted. Sets forth a farm program payment yield formula.

Farm Policy Reform Act of 1986 - Title I: Wheat - Amends the Agricultural Act of 1949 to require marketing loan programs for the 1987 through 1990 wheat crops. Provides that participating producers shall determine acreage limitations for the 1987 through 1990 wheat crops. Authorizes the Secretary to modify such levels for the 1988 through 1990 crops. Title II: Feed Grains - Amends the Agricultural Act of 1949 to set forth parallel provisions for the 1987 through 1990 feed grain crops. Title III: Maximum Payment Limitation - Amends the Food Security Act to 1985 to lower to 20 percent the maximum ownership interest in a corporation or limited partnership, or the beneficial interest in a trust or estate, which a person may have in order to be considered a separate person from such entity for agricultural payment limitation purposes. Prohibits agricultural payments to foreign operators. Title IV: Soybean and Oilseed Marketing Loans - Amends the Agricultural Act of 1949 to require a marketing loan program for the 1986 through 1990 crops of soybeans and oilseeds.

Directs the Secretary of Agriculture to provide emergency disaster relief (commodity certificates redeemable from Commodity Credit Corporation stocks) to agricultural producers who are eligible for disaster or economic emergency assistance due to the 1986 drought . Sets forth assistance limits. Directs the Secretary to: (1) provide in-kind cost-sharing assistance for reforestation and vegetative covering to prevent soil erosion; and (2) permit hay and grazing under acreage limitation programs. Expresses the sense of the Congress, with respect to the 1986 drought, that the President should: (1) declare a drought emergency; (2) direct the Secretary to provide assistance for improving livestock wells; and (3) direct the Federal Emergency Management Agency to reimburse the Secretary for any expenses incurred in providing such assistance. Directs the Secretary to implement the emergency feed program authorized by the Food and Agriculture Act of 1977 within a specified time. Provides for up to 50 percent reimbursement of feed costs. Directs the Secretary for 1986 to make surplus commodities available for livestock and poultry in drought areas at a cost not to exceed 50 percent of local commercial rates. Limits the value of surplus commodities available in 1986 to producers of nonprogram crops in drought areas. Prohibits reduction in the price received by milk producers in drought areas for the period beginning October 1, 1986, and ending December 31, 1986. Increases such reductions during the period beginning January 1, 1987, and ending September 30, 1987, in order to make up for such prohibited price reductions. Expresses the sense of the Congress, with respect to farm borrowers who are adversely affected by natural or economic disasters, that: (1) farm loan repayments and foreclosures should be deferred; (2) Farm Credit System and commercial institutions should adopt lenient lending and foreclosure policies; and (3) disaster and economic emergency loan funds should be used to help restructure loans so that the Farmers Home Administration would not have to service such accounts.

Amends the Consolidated Farm and Rural Development Act to authorize the Secretary of Agriculture to forgo foreclosure of specified agricultural loans and make an adjusted loan schedule available to a qualifying borrower providing for equitable repayment terms consistent with the borrower's prospective cash flow. Requires qualifying borrowers to have followed good management practices, to have suffered losses through economic or natural conditions beyond their control, and to be reasonably likely to be able to make installment payments if normal economic and natural conditions exist. Limits such program to family-sized farms. Terminates such authority on September 30, 1987.

Farm Mortgage Marketing Corporation Act of 1986 - Establishes the Farm Mortgage Marketing Corporation. Provides for a five-member Board of Directors. Authorizes the Corporation, with specified limitations, to buy farm mortgages from qualified agricultural lenders and dispose of such mortgages through security issues. Prohibits the Corporation from buying a mortgage unless: (1) the seller retains at least a ten-percent participation in the mortgage, or agrees to replace or repurchase the mortgage if the borrower defaults; and (2) at the time of purchase, the outstanding principal balance of such mortgage is less than 80 percent of the securing property's value, or the portion of the unpaid balance in excess of 80 percent is insured or guaranteed by a qualified insurer. Provides for an initial Treasury capitalization of $200,000,000. Sets forth Corporation authority. Terminates the Corporation ten years after enactment of this Act. Prohibits the making of any mortgage purchase commitments later than seven years after enactment of this Act. Provides for Treasury administration of any remaining Corporation assets or obligations. Authorizes appropriations beginning with FY 1987 for the purchase of Corporation stock.
