American Agriculture First Act This bill requires the Agricultural Marketing Service (AMS) to purchase at least 75% of the agricultural commodities of the Food Purchase and Distribution Program from domestically owned enterprises if it is necessary to respond to trade damage from retaliation by foreign nations with respect to agricultural commodities. The requirement does not apply if the Department of Agriculture reports to Congress that meeting the requirement is not possible because the agricultural commodities available from domestically owned enterprises cannot meet the supply needs of the AMS; or would result in a greater than 150% increase between (1) the amount necessary to purchase the agricultural commodities, and (2) the average cost of the agricultural commodities purchased by the AMS in the prior 3 years. The authority provided by this bill expires on September 30, 2023.

Protect SNAP Act This bill prohibits the Department of Agriculture from modifying certain regulations for the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) regarding the time limit for able-bodied adults, work requirements, and waivers of the requirements.

Safe Food Act of 2018 This bill establishes the Food Safety Administration (FSA) as an independent agency to administer and enforce food safety laws. The functions of specified federal agencies that relate to the administration or enforcement of food safety laws are transferred to the FSA. The FSA is directed to: promulgate regulations to protect the food supply from contamination; implement federal food safety inspection, labeling, enforcement, and research efforts to protect the public health; develop consistent and science-based standards for safe food; prioritize federal food safety efforts and deployment of resources to achieve the greatest benefit in reducing foodborne illness; administer a national food safety program based on an analysis of the hazards associated with different foods and the processing of different foods; require that all food and feed facilities register before operation or importation of food, feed, or ingredients; establish an accreditation system for foreign governments seeking to certify food for importation to the United States; establish requirements for tracing food and animals from point of origin to retail sale; establish and administer a food safety technology program to foster innovations with the potential to improve food safety; maintain or access an active surveillance system of food and epidemiological evidence; establish a sampling system to monitor contaminants in food; rank categories of food based on their health hazard; establish a national public education campaign on food safety; and conduct research relating to food safety. This bill includes provisions regarding prohibited acts, recall authority, penalties for violations of food safety laws, whistle-blower protection, and civil actions.

Pathogen Reduction and Testing Reform Act of 201 8 This bill amends the Federal Meat Inspection Act, the Poultry Products Inspection Act, and the Egg Products Inspection Act to revise the definition of "adulterated" to make explicit the authority of the Department of Agriculture (USDA) to issue a recall of meat, poultry, and egg products that contain microbial pathogens associated with serious illness or death or are resistant to two or more antibiotics critically important for human medicine. The bill requires USDA to establish sampling protocols and testing procedures necessary to determine if meat, poultry, and egg products are adulterated under this bill and to prevent the entry, flow, or movement of those products into commerce.

Agriculture Research Integrity Act of 2018 This bill amends the Department of Agriculture Reorganization Act of 1994 to reaffirm that the Agricultural Research Service, the Economic Research Service, the National Agricultural Statistics Service, the National Institute for Food and Agriculture, and any successor agencies must be: (1) within the research, education, and economics mission area of the Department of Agriculture (USDA); and (2) administered by the USDA Under Secretary for Research, Education, and Economics. USDA must locate each of the specified agencies and the majority of the staff of the agencies within the National Capital Region.

Protecting American Communities from Wildfire Act This bill sets forth categorical exclusions of specified forest management activities from the preparation of an environmental assessment or an environmental impact statement, gives the Forest Service and the Bureau of Land Management direct authority to carry out activities to reduce hazardous fuels and risk for loss of human life and property within the wildland-urban interface, requires (currently authorizes) the Department of Agriculture to cooperate with state foresters and equivalent state officials for certain forest management and wildfire prevention purposes, modifies the Community and Private Land Fire Assistance Program, and makes permanent the authorization for such cooperative purposes and program.

Removing Excessive Dollars to Uproot and Cut Expensive Government Waste Act or the REDUCE Government Waste Act This bill amends the Agricultural Act of 2014 to repeal the rules for peanuts under the nonrecourse marketing assistance loan program administered by the Department of Agriculture (USDA). (Under a nonrecourse marketing assistance loan, a farmer pledges a commodity as collateral and may deliver the pledged collateral to USDA to repay the loan.) The bill also prohibits federal funds from being used for the development of: (1) a beerbot or other robot bartender; or (2) insect-based foods for human consumption, including cricket farming and taste-testing of insect-based foods.

Wildfires and Hurricanes Indemnity Program Extension Act of 2018 This bill amends the Bipartisan Budget Act of 2018 to extend the Department of Agriculture 2017 Wildfires and Hurricanes Indemnity Program. (Under current law, the program provides disaster payments to agricultural producers who suffered crop, tree, bush, and vine losses resulting from hurricanes and wildfires that occurred in the 2017 calendar year.) The bill extends the availability of the funding for the program through December 31, 2020, and expands the program to include losses resulting from hurricanes and wildfires occurring in calendar year 2018.

Animal Disease and Disaster Prevention, Surveillance, and Rapid Response Act of 2018 This bill establishes the Animal Disease and Disaster Prevention, Surveillance, and Rapid Response Program within the Department of Agriculture (USDA) to support activities to prevent, detect, and rapidly respond to animal pests and diseases affecting the economic interests of the livestock industry and related U.S. industries. The bill also establishes a National Livestock Vaccine Bank within USDA to leverage, as appropriate, the mechanisms and infrastructure that have been developed for the management, storage, and distribution of the National Veterinary Stockpile. The vaccine bank must maintain a sufficient quantity of animal vaccine, antiviral, or therapeutic products: (1) to appropriately respond to the most damaging animal diseases affecting human health and the economy, and (2) be capable of deployment within 24 hours of an outbreak of the animal disease.

Weekends Without Hunger Act This bill amends the Richard B. Russell National School Lunch Act to require the Department of Agriculture to establish a program to provide commodities, on a competitive basis, to public or private nonprofit institutions to provide nutritious food to at-risk children on weekends and during extended school holidays throughout the year (At-risk children are children who are eligible to receive free or reduced price meals under the Richard B. Russell National School Lunch Act or the Child Nutrition Act of 1966.)

Specialty Crop Mechanization Prize Challenge of 2018 This bill requires the Department of Agriculture (USDA) to establish a Specialty Crop Mechanization Challenges program to carry out prize competitions for the mechanization of specialty crop production. (Specialty crops are fruits and vegetables, tree nuts, dried fruits, and horticulture and nursery crops, including floriculture.) The program must include at least one prize competition for solutions to automate or alleviate stresses on the workforce during each of the following: the planting of specialty crops, tasks associated with the management of specialty crops, the harvesting of specialty crops, and processing and preparing specialty crops for distribution. USDA must assemble prize committees to determine the scope, details, requirements, judging criteria, and incentives for each competition.

This bill requires the Department of Agriculture (USDA) to issue emergency payments to dairy producers. USDA must develop criteria for the payments that give priority to producers who are: (1) located in a state with a high cost of dairy production compared to other states, and (2) on a farm with a high cost of dairy production based on the size of the farm. The emergency payments provided under this bill must be at least $10,000 but no greater than $20,000 per dairy operation. USDA must use $556 million in Commodity Credit Corporation funds to carry out this bill. The bill designates the spending as an emergency requirement pursuant to the Statutory Pay-As-You-Go (PAYGO) Act of 2010 and the FY2018 congressional budget resolution. (This exempts the spending from various budget enforcement rules.)

Combustion Avoidance along Rural Roads Act or the CARR Act This bill exempts wildfire mitigation activities conducted within 500 feet of a road from all laws governing (1) environmental review of proposed agency actions, or (2) protection of endangered or threatened species. Mitigation activities are those that are (1) conducted by Department of the Interior or the Department of Agriculture; and (2) conducted on federal land that is administered by the National Park System, the Bureau of Land Management, or the Forest Service. Mitigation activities include forest thinning, hazardous fuel reduction, prescribed burning, and vegetation management.

Agricultural Trucking Relief Act of 2018 This bill amends the Motor Carrier Safety Improvement Act of 1999 to revise the definition of "agricultural commodity" to include agricultural, aquacultural, horticultural, and floricultural commodities; fruits; vegetables; any non-human living animal and the products thereof; and other agriculture products that are sensitive to temperature or climate and at risk of perishing in transit. The transportation of agricultural commodities is exempt from requirements of such Act.

No Blame, No Shame Act This bill amends the Richard B. Russell National School Lunch Act to establish requirements for the treatment of a child who is a student at a school participating in the National School Lunch Program or the School Breakfast Program and is unable to pay for a meal at the school. The bill applies to a child who either does not have funds to pay for a meal or has outstanding credit that was extended by a school food authority. A local educational agency may not permit: the public identification of the child, such as by requiring a wristband or hand stamp; the stigmatization of the child, such as by preventing participation in school events; or requirements for the child to perform chores or activities that are not required of students generally or dispose of food after it has been served to the child. Any communication related to outstanding credit must be directed to the child's parent or guardian. The bill sets forth reporting and disclosure requirements regarding school meal collection policies, violations of this bill, and the amount of student meal debt. The bill also: (1) establishes penalties for violations, and (2) prohibits the use of collection agencies to collect an outstanding debt if the agency charges the child or the child's family fees that are in addition to the debt.

Drought Relief through Innovative Projects Act or the DRIP Act This bill requires the Department of Agriculture to establish a program to award grants to qualified partnerships to: (1) remove non-native plant species that contribute to drought conditions, and (2) replace the non-native plant species with native plant species. A "non-native plant species" is a plant species that: (1) is non-native (or alien) to an ecosystem; and (2) when introduced to the ecosystem causes, or is likely to cause, economic harm, environmental harm, or harm to human health. A "qualified partnership" is a partnership between: (1) at least one flood control district; and (2) at least one city, county, township, town, borough, parish, village, or other general purpose political subdivision of a state.

Breakfast After the Bell Act of 2018 This bill provides increased reimbursements under the School Breakfast Program to schools that serve breakfasts through a breakfast after the bell program. A "breakfast after the bell program" is a program that: (1) serves breakfast to students after the start of the school day; and (2) uses a service model, including service of breakfast in the classroom or at a kiosk outside the cafeteria of the school, that the state educational agency determines increases participation in the breakfast program.

Protecting American Taxpayers and Homeowners Act of 2018 This bill revises provisions related to housing finance, mortgage-backed securities, and government-sponsored enterprises. Among other things, the bill: abolishes the Federal Home Loan Mortgage Corporation (Freddie Mac) and the Federal National Mortgage Association (Fannie Mae), effective five years after the bill's enactment; makes both the Government National Mortgage Association (Ginnie Mae) and the Federal Housing Administration (FHA) independent of the Department of Housing and Urban Development (HUD); transfers certain functions from HUD and the Department of Agriculture to the FHA and otherwise revises the FHA's authority; and establishes a mortgage-backed security market exchange and covered bond program.

The amounts in the fund must be available to the Department of Agriculture (USDA), without further appropriation, for carrying out activities of the Foreign Market Development Program, the Market Access Program, and the Technical Assistance for Specialty Crops program to promote exports of U.S. agricultural commodities and products. In carrying out this bill, USDA must, to the maximum extent practicable, give priority to promoting exports of agricultural commodities and products of U.S. businesses that are adversely affected by increased duties imposed on U.S. exports by foreign countries in response to increased duties imposed by the United States on imports from the countries.

Protection and Transparency for Adjacent Landowners Act This bill amends the Federal Land Policy and Management Act of 1976 to instruct the Department of the Interior or the Department of Agriculture (USDA) to provide advance written notification to each owner of land that is adjacent to a parcel to be acquired to become public lands or National Forest System (NFS) lands. Interior or USDA must provide advance written notification to each owner of land that is adjacent to a parcel of public lands or NFS lands to be conveyed by sale, exchange, or other disposal method. The Bureau of Land Management, before commencing a resurvey of federal land under its administrative jurisdiction, must notify all property owners who have land abutting or adjacent to the land being resurveyed.

Subject to the agreement of the permit holder of Zephyr Cove Resort, the Department of Agriculture (USDA) shall modify such permit to include the Zephyr Shoals. The Forest Service and the Department of Interior shall convey 7,951 acres of specified federal land to Douglas County, Nevada, for flood control or any other public purpose. USDA shall implement a cooperative management agreement for the Tahoe Rim Trail North Parcel to: (1) improve the quality of recreation access for such land, and (2) conserve the land's natural resource values. The Forest Service or Interior shall conduct one or more sales of specified federal lands in Douglas County to qualified bidders. All U.S. interest in 1,945 acres of certain federal land and certain land administered by the Bureau of Land Management (BLM) or Forest Service (Section 5 lands) shall be held in trust for the Washoe Tribe of Nevada and California. The bill designates 12,330 acres of specified BLM land, to be known as the Burbank Canyons Wilderness, as a component of the National Wilderness Preservation System. USDA may transfer from the Forest Service to Nevada or to Douglas County certain Forest Service lands which are unsuitable for Forest Service administration or necessary for a public purpose.

Broadband Internet for Small Ports Act This bill amends the Rural Electrification Act of 1936 to include grants in the Department of Agriculture (USDA) program that provides loans and loan guarantees for broadband telecommunications services in rural areas. In making grants, loans, or loan guarantees under the program, USDA must give: (1) the highest priority to project applicants that offer to provide broadband service to unserved rural households that do not have any residential broadband service, and (2) priority to applicants that offer to provide the maximum level of broadband service to the greatest proportion of rural households. USDA must then give priority to projects to serve rural communities that: have a population of less than 10,000 permanent residents, are experiencing out-migration, have a high percentage of low-income residents, and are isolated from other significant population centers. A grant may not exceed 50% of the development costs of a project. USDA may increase the limit to 75% for projects that serve a remote or low-income area that does not have access to broadband service from any provider.

Local Control of School Lunch Act This bill prohibits the Department of Agriculture (USDA) from establishing or applying certain minimum nutrition requirements for the National School Lunch Program. The bill applies to requirements regarding: target 1 sodium, calorie limitations, and the percentage of grains made with enriched or whole grain flour. With respect to grains and meats served in school breakfasts, USDA must apply meal requirements in regulations that were in effect on September 12, 2008. This bill also amends the Richard B. Russell National School Lunch Act to repeal requirements for school food authorities to use a specified formula (known as paid lunch equity requirements) to establish a price for paid lunches served to students who are not certified to receive free or reduced price meals.

Stop Child Summer Hunger Act of 201 8 This bill amends the Richard B. Russell National School Lunch Act to require the Department of Agriculture to establish a program providing eligible households with summer Electronic Benefits Transfer (EBT) cards in order to give children access to food during the summer months to: (1) reduce or eliminate children's food insecurity and hunger, and (2) improve their nutritional status. An "eligible household" is a household that includes one or more children who are eligible to receive free or reduced price meals under the school lunch or breakfast programs. The amount on each summer EBT card is set at $150 per child in 2019, with adjustments thereafter reflecting changes in reimbursement rates for school meals under the school lunch program. If children are enrolled to receive free or reduced price meals under the school lunch or breakfast programs, they must be enrolled in this program without further application. Summer EBT cards may be used only to purchase food from retail food stores that have been approved for participation in the supplemental nutrition assistance program (SNAP, formerly known as the food stamp program).

Land Grant and Acequia Traditional Use Recognition and Consultation Act This bill requires coordination between the Department of Agriculture (USDA), the Department of the Interior, and the governing bodies of certain community land grants made by Spain or Mexico to individuals, groups, and communities to promote the settlement of the southwestern United States (land grant-merceds). Specifically, the bill directs USDA and Interior, before adopting, amending, or revising a management plan for, or before conducting an action for which an environmental impact statement is required on, federal land that contains a portion of a qualified land grant-merced, or federal land adjacent to or nearby such a land grant-merced, to: provide for notice and an opportunity for comment for the governing body of the land grant-merced and the relevant state agency that serves as a liaison between the land grant-merced and the federal government, hold at least two meetings with the governing body, and notify it before each public meeting. The bill establishes a process for determining and recognizing historical-traditional use boundaries of qualified land grant-merceds.

Trade Assistance for Farmers Act of 2018 This bill extends eligibility for trade adjustment assistance to farmers affected by a reduction in exports resulting from retaliation to tariffs imposed by the United States. Such farmers may apply to the Department of Agriculture for trade adjustment assistance.
