Extends the period of continuing appropriations for the Federal Cuban refugee program to January 31, 1974.

Authorizes the Secretary of State to furnish, on terms and conditions he considers appropriate, assistance to Israel including assistance for the resettlement in Israel of Jewish refugees from the Union of Soviet Socialist Republics. Authorizes to be appropriated to the Secretary not to exceed $36,500,000 to carry out the provisions of this Act.

Provides that, a native or citizen of Cuba who fled that country subsequent to January 1, l959, and who (1) is physically present in any other country on the date of the enactment of this Act; (2) has not been firmly resettled; and (3) is otherwise admissible to the United States may be paroled into the United States under the Immigration and Nationality Act.
