House Office of Legislative Counsel Modernization Act This bill authorizes the designation of more than one attorney in the Office of the Legislative Counsel of the House of Representatives as Deputy Legislative Counsel. (Current law authorizes only one deputy.) A Deputy Legislative Counsel must perform the functions of the Legislative Counsel during the Legislative Counsel's disability or absence (including a vacancy).

Modernizing the Congressional Research Service's Access to Data Act This bill grants the Congressional Research Service (CRS) the authority to secure all forms of records, information, and data directly from the various departments, agencies, and establishments of the executive branch, regulatory agencies, and commissions, as necessary to carry out congressional requests. Such government entities must furnish CRS with such material in a timely manner. CRS must maintain the same level of confidentiality for such material as is required by law of the government entity from which it is obtained. The bill subjects CRS officers and employees to the same statutory penalties for unauthorized disclosure or use of such material as officers or employees of the government entity from which it is obtained.

This resolution establishes the rules of the House of Representatives for the 117th Congress by adopting and modifying the House rules from the 116th Congress. Changes from the rules for the previous Congress include measures to facilitate the operation of Congress during the ongoing COVID-19 (i.e., coronavirus disease 2019) pandemic. The resolution makes the Office of Diversity and Inclusion permanent, revises language in the rules to be gender-inclusive, and continues requirements to protect congressional employees from harassment and discrimination. The resolution also implements measures to protect whistle-blowers and increase congressional transparency. The resolution authorizes necessary amounts for the Committee on House Administration to resolve contested elections. Additionally, the Clerk of the House of Representative must establish a process for House Members to indicate their support for Senate-passed measures that have been received by the House, including maintaining a publicly available list of Members supporting each measure. The chair of the Committee on the Budget may adjust an estimate concerning the fiscal impact of legislation to exempt the budgetary effects of measures to prevent, prepare for, or respond to economic or public health consequences resulting from the COVID-19 pandemic, as well as measures to prevent, prepare for, or respond to economic, environmental, or public health consequences resulting from climate change. Until the Committee on Oversight and Reform has adopted rules, the chair of the Select Subcommittee on the Coronavirus Crisis may issue subpoenas related to its investigation into political interference in the response to the coronavirus pandemic at the Department of Health and Human Services and the Centers for Disease Control and Prevention. The resolution also reauthorizes specified commissions, offices, and committees, and establishes a Select Committee on Economic Disparity and Fairness in Growth.

Shirley Chisholm Congressional Gold Medal Act This act provides for the posthumous presentation of a Congressional Gold Medal in commemoration of Shirley Chisholm, in recognition of her activism, independence, and groundbreaking achievements in politics, including election as the first African American woman in Congress. The act provides that the gold medal shall be given to and displayed at the Smithsonian Institution. The act also authorizes duplicate medals to be cast in bronze and made available for sale.

Office of Technology Assessment Improvement and Enhancement Act This bill renames and revises the functions and duties of the Office of Technology Assessment which, composed of a Technology Assessment Board and a director, provides Congress with assessments of probable technology application impacts. (The office has not been funded since FY1996.) Specifically, the bill renames the office the Congressional Office of Technology, and it requires the office to undertake additional duties, such as providing to Members of Congress (1) certain information without the need for board review, (2) certain technical assistance on legislation related to science and technology without the need for board review, and (3) objective policy options on how Members may achieve goals with respect to science and technology policy. The bill authorizes individual Members of Congress to submit to the board a request that the office undertake an assessment activity. Additionally, the bill requires the Congressional Research Service and the Government Accountability Office to coordinate technology assessment activities with the office to avoid duplication or overlapping of research activities. The bill also (1) allows the office to temporarily appoint specified technical and professional personnel to work for the office, (2) requires the office to make the findings of completed analyses publicly available, (3) revises the appointment of board members, (4) requires the board to hold an annual meeting at which Members of Congress may appear and present information regarding technology assessment activities, and (5) requires the board to report annually on the activities of the office.

Advisory Committee on the Records of Congress Sunset Act of 2024 This bill eliminates the Advisory Committee on the Records of Congress and transitions related oversight responsibilities to the Center for Legislative Archives of the National Archives and Records Administration (NARA) and others. Under the bill, the Center for Legislative Archives must provide an annual report on the management and preservation of the records of Congress during the previous year to NARA, the Senate, and the House of Representatives. The first such report shall be provided by February 1 of the second calendar year after the bill’s enactment. Further, the Archivist, the Secretary of the Senate, and the Clerk of the House of Representatives must regularly meet to review the management and preservation of the records of Congress and Members of Congress. The meetings must occur within 60 days after the date on which the annual report is provided and within 180 days after the date on which an individual is appointed to the position of Archivist, the Secretary of the Senate, or the Clerk of the House of Representatives. The committee is eliminated 60 days after the bill's enactment.
