Homeland Infrastructure Power Security and Assurance Incentives Act of 2003 - Instructs the Secretary of Energy to establish within the Department of Energy an Advanced Technology Incentives Program to provide funding to accelerate development and deployment of new advanced technologies such as fuel cells, turbines, hybrid, and storage system power technologies. Requires the use of such funding for: (1) eligible owners or operators to support efforts to reduce system costs, and improve the performance and reliability of advanced distributed power generation and energy storage systems; and (2) demonstrating the capability of new technologies to increase power generation through enhanced operational, economic, and environmental performance. Directs the Secretary to: (1) evaluate security and assurance performance improvement; (2) define locations and facilities that would benefit most from such improvements; and (3) determine the criteria for facilities that generate or store and distribute electric energy that improves the security and reliability of the nation's electricity grid and protects locations critical to its security (including military installations, financial institutions, medical and first responder facilities).

Reserve Component Tax Assistance Act of 2003 - Amends the Internal Revenue Code to allow as a business or trade deduction the expenses of a member of the reserve component of the U.S. armed forces in connection with such service. Makes such deduction available to itemizers and non-itemizers. Establishes related reserve component business-related employment and self-employment credits.

Veterans Entrepreneurship Act of 2003 - Authorizes a State agency to approve entrepreneurship (business education) courses for attendance by veterans using veterans' basic educational assistance provided through the Department of Veterans Affairs. Prohibits the Secretary of Veterans Affairs from treating a business owner as already qualified for such purposes. Includes entrepreneurship courses within authorized programs of veterans' education assistance. Authorizes any person entitled to a veterans' rehabilitation program to establish self-employment as a vocational goal. Amends the Small Business Act to authorize a Federal contracting officer to award a sole source contract to any small business owned and controlled by service-disabled veterans if: (1) the business is determined to be responsible with respect to the performance of the contract opportunity and the contracting officer does not expect two or more such businesses to submit offers for such contract; (2) the anticipated award price of the contract will not exceed a specified amount; and (3) the contract award can be made at a fair and reasonable price. Allows a contracting officer to restrict contract competition to such businesses if the officer can reasonably expect two or more such businesses to submit offers. Allows for the appeal by the Administrator of the Small Business Administration of a contracting officer's decision not to award a contract opportunity to such a business.

Veterans' Appraiser Choice Act - Authorizes a veteran to select an appraiser prior to the purchase of housing under a loan guaranteed by the Department of Veterans Affairs. (Currently, the Secretary of Veterans Affairs is required to select such appraiser from a pre-approved appraiser list.) Requires the Secretary to make a selection, if the veteran declines to do so, from the list on a rotating basis.

Troops Phone Home Free Act of 2003 - Directs the Secretary of Defense to provide prepaid phone cards, or the equivalent telephone service benefit, to enable military personnel stationed outside the United States who are directly supporting military operations in Iraq or Afghanistan to call family and friends in the United States at no cost. Limits such benefit to $40 per month per person. Terminates the program 60 days after the end of Operation Iraqi Freedom. Directs the Secretary to work with telecommunications providers to facilitate the deployment of additional telephones for such use as quickly as practicable.

Defense Against Regional Threats Act of 2003 - Declares that it is U.S. policy to: (1) provide for deployment as soon as technologically possible of missile defense systems capable of defending Israel, Japan, the Republic of Korea, Taiwan, and all member nations of the North Atlantic Treaty Organization against ballistic missile attack; and (2) seek continued negotiated burdensharing agreements with such countries to share the costs of development and deployment of ballistic missile defense systems.

Child Abuse Accountability Enhancement Act - Requires any payment of military retired pay to be paid, in whole or in part, by the Secretary of the military department concerned to another person if and to the extent expressly provided for in the terms of a child abuse garnishment order enforcing a judgment rendered against a member of the armed forces for physically, sexually, or emotionally abusing a child.

Commends the bravery and professionalism of members of the U.S. armed forces and its coalition partners. Extends sympathies to the families of such members who are killed, wounded, missing in action, or taken prisoners of war in Iraq. Condemns the failure of Iraqi authorities to treat prisoners of war in strict conformity with Geneva Convention. Homeland Security Technical Corrections Act of 2003 - Makes technical corrections to the Homeland Security Act of 2002 concerning: (1) critical infrastructure information; (2) visa issuance; (3) responsibilities of the Under Secretary for Emergency Preparedness and Response; (4) military activities of the Coast Guard; (5) the annual independent evaluation of information security programs and practices of Federal agencies; (6) immigration-related powers and duties, and powers and duties in general, of the Secretary of Homeland Security, the Under Secretary of Homeland Security for Border and Transportation Security, and the Attorney General; (7) a report on war risk insurance for air carriers; and (8) authority to arm flight deck crews with less-than-lethal weapons. Requires that, in any case in which a report or notification is required by such Act or an amendment thereto to be submitted to Congress or a congressional committee, such report or notification shall also be submitted to the House Select Committee on Homeland Security.

Higher Education Relief Opportunities for Students Act of 2003 - Authorizes the Secretary of Education to waive or modify any requirement or regulation applicable to the student financial assistance programs under title IV of the Higher Education Act of 1965 as deemed necessary with respect to an affected individual who: (1) is serving on active duty during a war or other military operation or national emergency; (2) is performing qualifying National Guard duty during a war, operation, or emergency; (3) resides or is employed in an area that is declared a disaster area by any Federal, State, or local official in connection with a national emergency; or (4) suffered direct economic hardship as a direct result of a war or other military operation or national emergency. Authorizes the Secretary to grant such a waiver to ensure that: (1) affected individuals who have received student financial assistance (affected recipients) are not placed in a worse position financially in relation to that financial assistance because of their status; (2) administrative requirements placed on affected recipients are minimized to ease the burden on them and avoid inadvertent, technical violations or defaults; (3) calculations of income or overpayment amounts required to be returned may be modified in light of the special circumstances; and (4) institutions of higher education, eligible lenders, guaranty agencies, and other participating entities that are located in declared disaster areas in connection with a national emergency, or whose operations are significantly affected by such a disaster, may be granted temporary relief from requirements that are rendered infeasible or unreasonable by the emergency, including due diligence requirements and reporting deadlines. Declares the sense of Congress that: (1) all institutions offering postsecondary education should provide a full refund (or credit) of tuition and related fees to students who are affected individuals for that portion of a period of instruction such student was unable to complete, or for which such individual did not receive academic credit, because he or she was called up for active duty or active service; and (2) if affected individuals withdraw from a course of study as a result of such active duty or active service, such institutions should make every effort to minimize deferral of enrollment or reapplication requirements and should provide the greatest flexibility possible with administrative deadlines related to those applications.

Urges the Secretary of Education to continue the longstanding commitment of the United States to the men and women of the U.S. Armed Forces, serving on active duty (including Reserves), by providing assistance and flexibility with their transition into and out of postsecondary education. Urges all institutions offering postsecondary education to provide a full refund of tuition and fees and other charges to students who are members of the Armed Forces, serving on active duty (including Reserves), for that portion of a period of instruction the student was unable to complete, or for which that individual did not receive academic credit, because he or she was called up for such service. Urges all postsecondary institutions to make every effort, if an individual withdraws from a course of study as a result of such service, to minimize deferral of enrollment or reapplication requirements and to provide the greatest flexibility possible with administrative deadlines related to those applications. Urges lending institutions holding or servicing Federal student loans for a borrower called to such service to provide all available benefits, forbearance, deferrals, and flexibility with respect to such loans as necessary to ensure that such borrowers who are called to active duty are not placed in a worse position financially in relation to those loans because of such service.

Military Families Leave Act of 2003 - Amends the Family and Medical Leave Act of 1993 to entitle an eligible employee to 12 work weeks of leave during any 12-month period because a spouse, son, daughter, or parent of the employee is a member of the Armed Forces who is either on active duty in support of a contingency operation or has been notified of an impending call or order to such status. Allows such leave only for issues relating to or resulting from such family member's military duty. Amends Federal law to grant leave under the same conditions to civil service employees.

Recognizes that a strong domestic steel industry and strong domestic manufacturing base are vital to national defense and economic security. Energy Savings Performance Contracts Amendments Act of 2003 - Amends the National Energy Conservation Policy Act (NECPA) to: (1) repeal the termination dates governing the authority to enter into energy savings performance contracts (thus extending such authority indefinitely); (2) allow as an approved benefit ancillary to an energy savings contract or energy savings performance contract providing for energy savings through construction of replacement facilities those savings resulting from reduced operation and maintenance costs at such facilities; and (3) authorize the Secretary of Defense and the heads of other interested Federal agencies to enter into a pilot program for energy savings performance contract investments in non-building energy efficiency improvement projects.

Child Support Distribution Act of 2003 - Amends title IV part D (Child Support and Establishment of Paternity) of the Social Security Act (SSA) to revise requirements for: (1) denial of assistance to families that do not assign certain support rights to the State; and (2) the distribution of child support collected by States on behalf of children receiving certain welfare benefits. Reduces from $5,000 to $2,500 the amount of child support arrearage which shall trigger denial of a passport. Revises requirements for the use of the tax refund intercept program to collect past-due child support on behalf of non-minor children. Prohibits garnishment of certain compensation for a service-connected disability paid to a former member of the Armed Forces for: (1) alimony; or (2) child support less than 60 days in arrears. Permits no more than 50 percent of such compensation to be garnished to pay for such child support. Provides for mandatory review and adjustment of child support orders for families receiving TANF. Requires the Secretary to disclose new hire information to a State to assist in the administration of unemployment compensation programs. Provides for a payment rate increase to States for short term training of staff of State-licensed or State-approved child welfare agencies providing services.

Former Prisoners of War Equitable Dental Benefits Act - Amends Federal veterans' benefits provisions with respect to former prisoners of war to repeal the 90-day minimum period of internment required for eligibility for dental care furnished through the Department of Veterans Affairs.

Aviation Industry Stabilization Act of 2003 - Amends Federal transportation law to change from discretionary to mandatory the authority of the Secretary of Transportation to provide insurance and reinsurance against loss or damage arising out of any risk from the operation of an American aircraft or foreign-flag aircraft. Grants the Secretary authority to extend through calendar year 2007 the termination date of any insurance policy issued to an air carrier. Makes permanent the Secretary's authority to declare an air carrier a victim of terrorism not liable for third party claims arising out of acts of terrorism. Extends the period for an air carrier to apply for a loan guarantee or line of credit to pay for its aviation fuel costs or increases in aviation fuel costs under the Air Transportation Safety and System Stabilization Act. Requires the Under Secretary for Border and Transportation Security, after all cockpit doors are strengthened, to consider and report to Congress on whether it is necessary to require Federal air marshals to be seated in the first class cabin of an aircraft with strengthened cockpit doors. Requires the Under Secretary to: (1) undertake action necessary to improve the screening of mail so that it can be carried on passenger flights; and (2) reimburse air carriers for certain screening and related activities as well as the cost of fortifying cockpit doors, and for any financial losses attributed to the loss of air traffic resulting from the use of force against Iraq in calendar year 2003. Requires that an airlift services contract entered into by the Secretary of Defense and an air carrier provide for the air carrier to be compensated for the positioning, repositioning, and other ferry portions of missions performed under the contract. Requires the Secretary of Energy, if the use of force against Iraq is authorized in calendar year 2003, to drawdown and distribute petroleum from the Strategic Petroleum Reserve to the extent necessary to remedy a dislocation in the jet fuel market or an extraordinary increase in the price of jet fuel. Establishes an air cargo security working group composed of various groups to develop recommendations on the enhancement of the current known shipper program. Directs the Comptroller General to analyze factors contributing to the financial difficulties of air carriers to determine possible approaches to alleviate such difficulties.

Equity for Reservists Pay Act of 2003 - Entitles a Federal employee who is also a member of the reserves and who is absent from his or her civilian employment position under a call or order for active duty service of more than 30 days, to receive an amount equal to the difference in pay between the military compensation received and the civilian compensation that otherwise would have been received during such period. Makes such amounts also payable during: (1) any period of hospitalization or convalescence required as a result of such service; and (2) the 14-day period following such service. Directs the Secretary of the military department concerned to reimburse a State or local government for 50 percent of the civilian compensation paid by such government for pay periods when a State or local government employee is performing active duty service of more than 30 days. Increases such rate to 100 percent if the employee's active duty service period extends beyond nine months. Requires such reimbursement during periods of hospitalization or convalescence and for 14 days after service. Amends the Internal Revenue Code to provide that, for purposes of the general business credit, the Active-Duty Reserve Component employee credit is 50 percent of the compensation paid by the employer to the employee during the period of active duty.
