Iranian Enrichment Monitoring Act of 2023 This bill specifies that the Office of the Director of National Intelligence (ODNI) must notify Congress within 48 hours of determining that Iran has produced or possesses any amount of uranium-235 enriched to more than 60% purity. Subsequent to such notification, ODNI must also notify Congress within 48 hours if Iran has engaged in significant enrichment activity (such as enriching more than 10 kilograms of uranium-235).

Veteran Fraud Reimbursement Act This bill modifies the procedures by which the Department of Veterans Affairs (VA) reissues misused benefits to a beneficiary, including by requiring the VA to establish methods and timing with respect to determining whether an instance of misuse by a fiduciary is the result of negligence by the VA. Under the bill, the VA may not withhold the reissuing of a benefit payment by reason of a pending determination regarding the VA's negligence in relation to the instance of misuse by a fiduciary. Additionally, the VA is not required to make a determination regarding its negligence for each instance of misuse by a fiduciary, of all or part of an individual's benefit paid to such fiduciary.

Hydrogen Aviation Development Act This bill expands certain Federal Aviation Administration (FAA) grants and programs to include research and projects to increase the use of hydrogen in the aviation sector. Specifically, the bill expands eligible airport development activities under the FAA's Airport Improvement Program (AIP) to include acquiring land for, or work necessary for, constructing or improving an airport, airport facilities, or property in the vicinity of an airport to store and distribute hydrogen, sustainable aviation fuel, or electrification to power aircraft. The bill also expands the Continuous Lower Energy, Emissions and Noise (CLEEN) Program (a public-private partnership program between the FAA and the aviation industry to develop and test certifiable aircraft, engine technologies, and jet fuels with less noise, fewer emissions, and improved fuel efficiency) to include the development and testing of hydrogen and batteries for aircraft. In addition, the Center of Excellence for Alternative Jet Fuels and Environment (ASCENT) must conduct research on hydrogen to increase aviation decarbonization. Such research must be in addition to any other research authorized to be carried out by the center, including other hydrogen-related research. (ASCENT is a cooperative aviation research organization co-led by Washington State University and the Massachusetts Institute of Technology, in collaboration with the FAA, the National Aeronautics and Space Administration [NASA], the Department of Defense, the Environmental Protection Agency, and Transport Canada.)

Homeowners’ Defense Act of 2023

Homeowners' Defense Act of 2023 This bill allows the Department of the Treasury to guarantee the debt issued by an eligible state catastrophe insurance program, with limitations on the total amount of debt guaranteed. To qualify, a state program must (1) be established and authorized by state law as an insurance program or a reinsurance program designed to support the private insurance market, and (2) offer residential property insurance coverage for losses arising from any personal residential line of insurance. Treasury must pay the portion of the principal and interest on guaranteed debt due for payment if the state program has insufficient funds. Treasury must also make reinsurance coverage available to eligible state programs. (Reinsurance protects insurers from large losses.) The bill also establishes the Federal Natural Catastrophe Reinsurance Fund, funded in part by the sale of reinsurance contracts, to pay out eligible losses. The bill also establishes the National Catastrophe Risk Consortium which must maintain an inventory of catastrophic risk obligations held by natural catastrophe insurance, among other functions. The Department of Housing and Urban Development must provide grants to entities (such as states) for the purpose of preventing and mitigating losses from natural catastrophes. The Government Accountability Office must report on risk-based rate pricing and state insurance program rates.

AUKUS Undersea Defense Act This bill authorizes the Department of Defense (DOD) to sell Australia up to two Virginia-class attack submarines under the Australia-United Kingdom-United States security partnership agreement (AUKUS). The bill authorizes DOD to transfer the submarines from existing Navy inventories. The bill also applies existing law to the transfer under this bill of special nuclear material related to submarine reactors, authorizes the Navy to determine the appropriate shipyard in any of the AUKUS countries for repair of U.S. Navy submarines, establishes a submarine security activities account to accept payments from Australia for non-nuclear related aspects of submarine security activities, and authorizes the President to transfer defense services to Australia to develop the Australian submarine industrial base for AUKUS activities.

Isakson-Roe Education Oversight Expansion Act

Veterans Education Oversight Expansion Act This bill requires educational institutions to notify state approving agencies or the Department of Veterans Affairs (VA) within 30 days of becoming subject to certain unfavorable actions as a condition of approval for VA educational assistance purposes. For example, a reportable event would include punitive action taken against an educational institution by a state or federal agency. Institutions that are applying to have nonaccredited courses of education approved for purposes of VA educational assistance must also agree to notify the state approving agency or the VA within 30 days of the institution becoming subject to an unfavorable action. The state approving agency or the VA must take specified disciplinary action (e.g., revocation of the approval of courses and programs by an institution) if an institution does not comply with the notification requirements prescribed by this bill. If the VA takes action that effects the approval or disapproval of a course and an individual is unable to complete the course or program, the educational assistance benefit must not be charged for an individual or counted against the aggregate period limiting receipt of assistance by an individual. The VA must establish a database within 180 days of the enactment of this bill for risk-based surveys, which deal with the oversight of educational institutions with courses and programs of education approved for purposes of VA educational assistance.

Continue VET TEC Authorization Act of 2023

Continue VET TEC Authorization Act of 2023 This bill requires the Department of Veterans Affairs (VA) to implement through FY2028 a program similar to the Veteran Employment Through Technology Education Courses (VET TEC) pilot program (which this bill terminates at the end of FY2023) under which the VA provides up to 6,000 covered individuals per year the opportunity to enroll in high technology programs of education that provide non-degree training or skills related to computer programming, media application, data processing, or information sciences. A covered individual is a veteran who (1) is under the age of 62, served an aggregate of at least 36 months on active duty, and was discharged or released from service under conditions other than dishonorable; or (2) will satisfy such requirements in fewer than 180 days after the VA's determination. In administering the program, the VA must provide assistance to covered individuals in amounts equal to those provided to Post-9/11 GI Bill recipients who are pursuing a degree on more than a half-time basis. The VA must seek to enter into contracts with any number of qualified providers of high technology programs of education and pay such providers a specified percentage of the tuition and other fees for each enrolled individual. The bill prescribes (1) requirements for a provider of a program to be considered as qualified (e.g., the provider employs instructors the VA determines are experts in their respective fields), and (2) criteria for the VA to approve providers for contracts. If a covered individual has remaining entitlement to other VA educational assistance, entitlement under this program must be charged at the rate of one month of that remaining entitlement for each month of assistance under this program.

Promoting Utilization and Economic Benefits from Land Optimization (PUEBLO) Act This bill requires the Department of the Army to close Pueblo Chemical Depot in Pueblo County, Colorado, not later than one year after the completion of the chemical demilitarization mission in accordance with the Chemical Weapons Convention Treaty. The Department of the Army must carry out the closure and related property management and disposal of the depot in accordance with the Defense Base Closure and Realignment Act of 1990. The bill authorizes the Office of Local Defense Community Cooperation within the Department of Defense to make grants and supplement other federal funds to support closure and reuse activities of the depot.

International Maritime Pollution Accountability Act of 2023

International Maritime Pollution Accountability Act of 2023 This bill establishes requirements and incentives to reduce greenhouse gas emissions from the marine shipping industry. Specifically, the Environmental Protection Agency (EPA) must assess fees on certain cargo vessels for emissions of carbon dioxide, nitrogen oxides, sulfur dioxide, and fine particulate matter from fuel consumed during voyages. The fees apply to certain large vessels that are off-loading cargo or freight at U.S. ports. However, the fees do not apply to (1) certain vessels already regulated under the Clean Air Act; or (2) vessels transporting military cargo, food aid, or supplies for disaster or emergency relief. The amount of the fee must be based on the amount of fuel consumed and the quantity of emissions. The EPA must also assess alternative fees on certain cargo vessels that off-load cargo or freight at foreign ports if the cargo or freight is ultimately intended to be transported to the United States. The Coast Guard and U.S. Customs and Border Protection must penalize vessels that do not pay fees by deadlines. The bill also creates incentives related to decreasing greenhouse gas emission from vessels, port equipment, maritime technologies, and harbor crafts. A portion of the revenue generated from the fees must be provided to the EPA, the Maritime Administration, and the Department of Energy to carry out new programs that award such incentives. A portion of such revenue must also be used for certain existing programs related to clean ports, port infrastructure, ocean and coastal security, and marine debris.

This bill addresses Department of Veterans Affairs (VA) benefits and care for certain children with spina bifida or other birth defects. The bill requires the VA to provide health care, job training, and monetary benefits for the duration of the child's life. The bills covers a child, regardless of age or marital status, who: (1) has spina bifida and is the natural child of a Vietnam veteran or a veteran of specified service in Korea or Thailand who was conceived after the date on which the veteran entered service in Vietnam, Korea, or Thailand; or (2) has certain birth defects and is the natural child of a woman Vietnam veteran. The bill requires the VA to establish an advisory council on health care and benefits for covered children. Additionally, the VA must establish care and coordination teams for covered children. At least every 180 days, the teams must conduct outreach to ensure the continued care of the children and assist with any necessary changes in care. The VA must report to Congress a list of conditions that will trigger outreach to covered children, and must attempt to contact such children as soon as practicable after the identification of a condition. The Veterans Benefits Administration and the Veterans Health Administration must enter into a memorandum of understanding to better assist covered children.
