Calls for the Governments of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan to accelerate democratic reforms and fulfill their human rights obligations. Declares that increased levels of U.S. assistance to the Central Asian governments made possible by their cooperation in the war in Afghanistan can be sustained only if there is substantial and continuing progress towards meeting these goals. Calls for the President of the United States, the Secretary of State, and the Secretary of Defense to: (1) continue to raise specific cases of political and religious persecution with the Central Asian governments and urge greater respect for human rights and democratic freedoms; (2) consider progress in meeting such goals when determining diplomatic engagement and foreign assistance; (3) ensure that provisions of the Foreign Operations Appropriations Act are fully implemented to ensure that no U.S. assistance benefits security forces in Central Asia implicated in human rights violations; (4) follow the recommendations of the United States Commission on International Religious Freedom by designating Turkmenistan a Country of Particular Concern under the International Religious Freedom Act of 1998 and make clear that Uzbekistan risks designation if conditions there do not improve; (5) urge the Government of Turkmenistan to respect the right of imprisoned opposition leader Boris Shikmuradov to due process and a fair trial and to release democratic activists and their family members from prison; (6) urge the Government of the Russian Federation not to extradite political opposition members of Turkmenistan to Turkmenistan; (7) work with the Government of Kazakhstan to create a political climate free of intimidation and harassment and to reduce official corruption; (8) work with the Government of Uzbekistan to address concerns about torture there and to implement recommendations made in the United Nations Special Rapporteur on Torture; (9) work with the Government of Kyrgyzstan to introduce changes in the recently adopted constitution that would address concerns about protections for human rights and balance of powers; and (10) support through U.S. assistance programs those individuals, non-governmental organizations, and media outlets in Central Asia working to build more open societies, support the victims of human rights abuses, and expose official corruption.

Citizens' Self-Defense Act of 2003 - Declares that a person not prohibited under the Brady Handgun Violence Prevention Act from receiving a firearm shall have the right to obtain firearms for security and to use firearms in defense of: (1) self or family against a reasonably perceived threat of imminent and unlawful infliction of serious bodily injury; (2) self or family in the course of the commission by another person of a violent felony against the person or a member of the person's family; and (3) the person's home in the course of the commission of a felony by another person. Authorizes persons whose rights under this Act have been violated to bring an action in U.S. district court against the United States, any State, or any person for damages, injunctive relief, and such other relief as the court deems appropriate. Sets forth provisions regarding: (1) the award of attorney's fees; and (2) the statute of limitations.

Agent Orange Veterans' Disabled Children's Benefits Act of 2003 - Provides health care, vocational training and rehabilitation, and a monthly disability allowance through the Department of Veterans Affairs to the natural child of a parent who performed qualifying herbicide-risk service (active military service in an area in which a Vietnam-era herbicide agent was used or service during which the parent was otherwise exposed to such agent) if such child was conceived after such service and suffers from spina bifida. (Currently, such benefits are authorized only for the spina bifida care of a Vietnam veteran's natural child conceived after the veteran first entered the Republic of Vietnam.)

Military Survivor Benefits Improvement Act of 2003 - Adjusts the basic Survivor Benefit Plan (SBP) annuity amount for surviving spouses, age 62 and older, of former military personnel to: (1) 35 percent of the retired pay of the decedent (current law), for months before October 2004; (2) 40 percent for months during FY 2005; (3) 45 percent for months during FY 2006; (4) 50 percent for months during FY 2007; and (5) 55 percent for months after FY 2007. Adjusts similarly percentage amounts with respect to survivors of reserve personnel and survivors of persons who die while on active duty. Provides a corresponding phased elimination of the SBP supplemental annuity authorized to be provided to such surviving spouses. Requires periodic recomputation of: (1) annuity amounts beginning in October 2004; and (2) retired pay reductions for supplemental survivor annuities. Provides a one-year open enrollment period for SBP participation, commencing October 1, 2004, for those currently not participating, those electing to increase current coverage, and those wishing to participate in the supplemental SBP. Authorizes the Secretary of Defense to require appropriate premiums for SBP participation.

Veterans' Prescription Drug and Surviving Spouses Assistance Act of 2003 - Suspends, for five years, the authority of the Secretary of Veterans Affairs to increase the required copayment for medication furnished to veterans on an outpatient basis for the treatment of non-service-connected disabilities. Increases the maximum annual rates of pensions for surviving spouses of war veterans. Amends the Social Security Act to exclude the amount of such rate increases from a surviving spouse's income for purposes of Medicaid (title XIX) eligibility.

Veterans Cold Weather Injury Compensation Act - Directs the Secretary of Veterans Affairs to establish and maintain a registry of veterans who, while in active military service, were exposed for a significant period of time to sustained periods of extremely cold weather (seven days or more of average temperatures of 32 degrees or lower). Requires such registry to be used to determine the association, if any, between the disabilities of such veterans and the exposure to such weather. Presumes cold-weather injuries in such veterans to be service-connected and therefore compensable through veterans' disability compensation. Directs the Secretary, within 90 days, to prescribe initial regulations on injuries determined to have a positive association with sustained exposure to cold weather.

Global Coordination of HIV/AIDS Response Act or Global CARE Act - Establishes an interagency working group to coordinate Federal programs related to the prevention, treatment, and monitoring of HIV/AIDS in foreign countries and to conduct global HIV/AIDS activities. Establishes the International HIV/AIDS Prevention and Capacity Development Initiative to prevent the spread of HIV/AIDS and opportunistic infections through specified measures. Establishes the International AIDS Care and Treatment Access Initiative. Authorizes appropriations to the following Federal agencies for such purposes: (1) the Centers for Disease Control and Prevention; (2) the Health Resources and Services Administration; (3) the National Institutes of Health; (4) the Agency for Healthcare Research and Quality; (5) the Food and Drug Administration; (6) the United States Agency for International Development; and (7) the Departments of Defense, Agriculture, Labor, and Commerce, including the Global Health Fund. States that the United States should make contributions to such Fund consistent with the general principles outlined in the Global AIDS and Tuberculosis Relief Act of 2000. Authorizes the Secretary of Health and Human Services to establish a (HIV/AIDS) Global Physician Corps using international assignment of physicians to provide care, train host country physicians, and establish or adapt clinical protocols for prevention and treatment. Amends the Foreign Assistance Act of 1961 to authorizes funds for injection safety. AIDS Orphans Relief Act of 2002 - Amends the Foreign Assistance Act of 1961 to provide assistance to communities affected by AIDS, including microcredit programs. Requires the Director of the Centers for Disease Control and Prevention to create a pilot program concerning the use of antiretroviral drugs in resource-poor settings.
