National Center for the Advancement of Aviation Act of 2020 This bill establishes the National Center for the Advancement of Aviation as a federally chartered entity to serve as a national independent forum to facilitate collaboration and cooperation between aviation and aerospace stakeholders for the purpose of supporting and promoting civil and military aviation and aerospace in order to address the demands and challenges associated with ensuring a safe and vibrant national aviation system. In furtherance of that purpose, the center must focus on the development and sustainability of a well-qualified, well-trained civil and military aviation and aerospace workforce; conduct of research and development of new aviation and aerospace training materials and products; coordination of the dissemination of grants for the development of aviation and aerospace oriented high school STEM education curriculum; facilitation of collaboration between institutions of higher education or other research institutions engaged in aviation, aerospace or related research or technical development, including those institutions designated as Centers of Excellence or Test Centers of the Federal Aviation Administration and aviation and aerospace stakeholders; and engagement in other workforce development activities consistent with addressing the demands and challenges facing the aviation and aerospace industry.

Manufacturing American Dynamism in Entrepreneurship and Harnessing Education to Retool Employees Act or the MADE HERE Act This bill requires the National Institute of Standards and Technology, the Department of Energy, and the Department of Defense to establish a manufacturing cluster program to award resources and grants to eligible manufacturing clusters, and it establishes an interagency entity to oversee and coordinate the activities of manufacturing cluster programs at federal agencies. A manufacturing cluster is a geographic concentration of companies and institutions within a particular field of manufacturing that engage collaboratively in workforce development, technology development, supply chain sourcing, and other activities. The program shall be comprised of three phases wherein awards shall be distributed to manufacturing clusters for (1) the development of a detailed implementation plan, (2) the implementation of such plan, and (3) continuing the activities of the cluster. Phase two and three awards may be used for purposes such as developing and deploying educational programs for cluster members, funding efforts with respect to supply chain sourcing and innovation, and developing shared infrastructure or resources for cluster members.

Restoring Military Priorities Act of 2020 This bill requires the Department of Defense (DOD) to restore certain funds that were transferred from various DOD accounts to be used for the construction of a wall along the southern border of the United States. The bill also reduces the amount of funding that DOD is permitted to transfer between certain appropriations accounts.

K2 Veterans Toxic Exposure Accountability Act of 2020 This bill addresses toxic exposure of members of the Armed Forces deployed to Karshi-Khanabad (K-2) Air Base in Uzbekistan between October 1, 2001, and December 31, 2005. Specifically, the bill requires the Department of Defense (DOD) to conduct a study and report on such exposure. Based on the results of the study, the Department of Veterans Affairs (VA) must determine (1) whether a positive association exists between such exposure and the occurrence of a diagnosed illness in humans, and (2) whether a presumption of service-connection is warranted. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. If the VA determines a presumption of service-connection is not warranted, notice must be published and include an explanation of the basis for the determination. The bill also requires the VA to remove previous presumptions if evidence indicates such presumption is not warranted. The bill requires the VA to establish and maintain a registry for individuals who were deployed to K-2 during the specified time frame. Finally, DOD must provide access to information upon request by the National Academies of Sciences, Engineering, and Medicine for purposes of a study regarding the effects of exposure to toxic substances at K-2.

Selective Service Modernization Act of 2020 This bill makes changes related to the Selective Service System and induction into the U.S. Armed Forces. The bill requires the expungement of an individual's criminal conviction, other than for a crime of violence, upon the individual's induction into the U.S. Armed Forces. The bill also requires that the records of Selective Service registrants are periodically updated to exclude persons no longer subject to induction into the U.S. Armed Forces (e.g., deceased persons and persons receiving Social Security Disability Insurance benefits).

Fair Access to Co-ops for Veterans Act This bill reauthorizes the Department of Veterans Affairs (VA) to guarantee a loan for a veteran's purchase of stock or membership in a cooperative housing corporation for the purpose of entitling the veteran to occupy a single family residential unit. The VA must ensure a loan for the purchase of stock or membership in a cooperative housing corporation is not denied if it has been reviewed and approved by a lender approved by Fannie Mae. The bill also requires the VA to advertise the availability of loan guarantees for housing cooperative share loans to notify eligible veterans, participating lenders, and interested realtors of the availability of such loan guarantees and the procedures and requirements that apply to the obtaining of such guarantees.

Ronald V. Dellums Memorial Fellowship for Women of Color in STEAM and National Security Act This bill requires the Department of Defense (DOD) to establish a fellowship program that provides scholarships and internships to underrepresented students who have high potential talent in STEAM (science, technology, engineering, arts, and mathematics) in exchange for those students working in the federal government or in a STEAM field upon graduation. DOD must award at least 50% of the number of fellowships under the program to students who attend historically black colleges and universities and minority-serving institutions.

Joint Long-Term Storage Act of 2020 This bill addresses long-term renewable energy storage technologies and systems. Specifically, it requires the Advanced Research Projects Agency-Energy (ARPA-E) in the Department of Energy to establish an initiative composed of demonstration projects focused on the development of long-duration energy storage technologies. The goals of the initiative include demonstrating the potential benefits of long-duration energy storage to efficient use of the electricity grid and increasing the commercial viability of long-duration energy storage technologies. As part of the initiative, ARPA-E must establish a joint program with the Department of Defense's Environmental Security Technology Certification Program office to (1) demonstrate promising long-duration energy storage technologies at different scales; and (2) help new, innovative long-duration energy storage technologies become commercially viable. In addition, the bill authorizes through FY2024 the Duration Addition to electricitY Storage program to develop energy storage systems that provide power to the electric grid for durations of 10 to approximately 100 hours.

Protecting Business Opportunities for Veterans Act of 2020 This bill applies certain small business subcontracting limitations to contracts that the Department of Veterans Affairs (VA) awards to a small business concern owned and controlled by a veteran or a veteran with a service-connected disability. The VA may award such a contract only after obtaining a certification from the offeror that it will comply with such subcontracting limitations if awarded the contract. Such certification shall specify the applicable performance requirements and explicitly acknowledge that the certification is subject to criminal penalties for making false statements in any matter within the jurisdiction of the U.S. government. The VA Director of Small and Disadvantaged Business Utilization and the VA Chief Acquisition Officer shall jointly monitor compliance and refer any violation or suspected violation to the VA Inspector General. If the VA determines that a contract recipient did not act in good faith, such recipient shall be subject to any or all of the following: (1) referral to the VA Debarment and Suspension Committee, (2) a criminal fine, and (3) criminal prosecution. The Inspector General shall report on (1) the number of referred violations and suspected violations; and (2) the disposition of such violations, including the number of small business concerns suspended or debarred from federal contracting or referred for Department of Justice prosecution.

Protect Our Military Families' 2nd Amendment Rights Act This bill broadens the scope of allowable firearm transactions involving active duty service members and their spouses. Specifically, the bill allows a licensed gun dealer, importer, or manufacturer to sell or ship a firearm or ammunition to the spouse of a member of the Armed Forces on active duty outside the United States. (Current law already allows a licensed dealer, importer, or manufacturer to sell or ship a firearm or ammunition to a member of the Armed Forces on active duty outside the United States.) The bill also specifies that, for purposes of federal firearms laws, a member of the Armed Forces on active duty, or his or her spouse, is a resident of the state in which (1) the member or spouse maintains legal residence, (2) the permanent duty station of the member is located, and (3) the member maintains a home from which he or she commutes to the permanent duty station.

Setting Treatment Options and Practices for Veteran Suicide and Substance Abuse Act or the STOP Veteran Suicide and Substance Abuse Act This bill requires the Department of Veterans Affairs (VA) to complete the development of clinical practice guidelines for the treatment of post-traumatic stress disorder (PTSD), military sexual trauma, and traumatic brain injury that is occurring simultaneously with substance use disorder or chronic pain. The VA, the Department of Defense (DOD), and the Department of Health and Human Services must create a Trauma and Comorbid Substance Use Disorder or Chronic Pain Work Group to develop such clinical practice guidelines in consultation with other work groups, including the Substance Use Work Group. The bill also requires the VA and DOD (through the Assessment and Management of Patients at Risk for Suicide Work Group) to issue an update to the VA/DOD Clinical Practice Guideline for Assessment and Management of Patients at Risk for Suicide that considers gender- and age-specific factors.

Jobs and Childcare for Military Families Act of 2020 This bill allows an employer a work opportunity tax credit for hiring the spouse or domestic partner of a member of the Armed Forces and requires the creation of programs for service members to pay for childcare on a pretax basis. Specifically, an employer may receive a tax credit equal to 40% of a new employee's first-year wages if the employer hires a service member's spouse or domestic partner (as recognized under state law or by the Armed Forces). Currently, a similar tax credit exists for employers who hire certain disadvantaged individuals, including disadvantaged veterans. The Department of Defense and the Department of Homeland Security (with respect to the Coast Guard) must implement flexible spending arrangements that permit members of the Armed Forces to use basic pay and compensation to pay on a pretax basis for dependent childcare.

Veterans Education and Transfer Extension Act of 2019 or the VET Extension Act of 2019 This bill updates Post-9/11 GI Bill educational assistance for certain veterans or active duty military service members. Specifically, the bill increases the number of months of educational assistance available by the lesser of (1) 15 months, or (2) the amount of months needed to complete remedial and deficiency courses that may be needed prior to beginning a program of education. Under the bill, individuals who do not currently have a dependent, but wish to elect to transfer educational assistance to a dependent, may do so at such a time when they do have a dependent. The bill removes a restriction on the timing of the transfer of educational assistance and also authorizes an individual to designate a new dependent or dependents to receive an unused entitlement.

Strengthening Oversight for Veterans Act of 2020 This bill gives the Department of Veterans Affairs Office of Inspector General (VA OIG) the authority to subpoena the attendance and testimony of witnesses as necessary to carry out the duties of the office. The bill prohibits the VA OIG from subpoenaing the attendance and testimony of current federal employees. Under the bill, the VA OIG must notify the Department of Justice (DOJ) and the intended witness of the intent to issue a subpoena. If DOJ objects to the subpoena because it will interfere with an ongoing investigation, the VA OIG may not issue the subpoena.

The National Service GI Bill Act This bill requires in-state tuition for certain volunteers, revises the requirements to receive certain national service grants, and revises AmeriCorps educational awards. It also requires certain grant programs to educate students about the U.S. Constitution. Specifically, states must charge in-state tuition rates for institutions of higher education to volunteers who have served in a national service position (i.e., AmeriCorps) for one year, as well as for their spouses and children. Additionally, states and subdivisions must submit a plan to the Corporation for National and Community Service to receive certain grants. Such a plan must (1) ensure that students are notified of and encouraged to commit to a term of service in the military, a national service program, or a public service job; (2) ensure that students are provided information about these options; and (3) include assurances that it will request each high school student to indicate a preference for a program and to register their intent to serve in the program. It revises AmeriCorps educational awards by (1) increasing the amount of such awards, and (2) modifying the requirements for calculating taxable income to exclude from gross income such awards. Further, AmeriCorps volunteers are eligible for appointment in the competitive service. (Currently, Peace Corps volunteers are eligible for such an appointment.) Finally, national activities supported by American History and Civics Education grants must include programs that educate students about the history and principles of the U.S. Constitution, including the Bill of Rights.

Washington, D.C. Admission Act This bill provides for admission into the United States of the state of Washington, Douglass Commonwealth, composed of most of the territory of the District of Columbia. The commonwealth shall be admitted to the Union on an equal footing with the other states. The Mayor of the District of Columbia shall issue a proclamation for the first elections to Congress of two Senators and one Representative of the commonwealth. The bill applies current District laws to the commonwealth and continues pending judicial proceedings. The commonwealth (1) shall consist of all District territory, with specified exclusions for federal buildings and monuments, including the principal federal monuments, the White House, the Capitol Building, the U.S. Supreme Court Building, and the federal executive, legislative, and judicial office buildings located adjacent to the Mall and the Capitol Building; and (2) may not impose taxes on federal property except as Congress permits. District territory excluded from the commonwealth shall be known as the Capital and shall be the seat of the federal government. The bill maintains the federal government's authority over military lands and specified other property. The bill provides for expedited consideration of a joint resolution repealing the 23rd Amendment to the Constitution, which provides for the appointment of electors of the President and Vice President. The bill continues certain federal authorities and responsibilities, including regarding employee benefits, agencies, courts, and college tuition assistance, until the commonwealth certifies that it is prepared to take over the authorities and responsibilities. The bill establishes the Statehood Transition Commission to advise the President, Congress, and District and commonwealth leaders on the transition.

VA Quality Health Care Accountability and Transparency Act This bill requires the Department of Veterans Affairs (VA) to make certain staffing and quality of care data publicly available on a specified VA website. Among other elements, the information published on the website should include statistics related to patient wait times, effectiveness of care, and staffing and vacancy information. The website must be (1) directly accessible from the main VA website and the main websites of each VA medical center, and (2) understandable and usable by the general public. The VA must implement a self-auditing process to assess the accuracy and completeness of the data available on the website and must enter an agreement for the Inspector General of the VA (or other entity) to validate the audits. Additionally, the Government Accountability Office shall review the website to assess the VA's compliance and to provide recommendations on how to improve the website.

Veterans Heroin Overdose Prevention Examination Act or the Veterans HOPE Act This bill requires the Department of Veterans Affairs (VA) to complete a review of the deaths of all covered veterans who died from opioid overdoses during the five-year period preceding the enactment of this bill. Covered veterans are those who received VA hospital care or medical services during the five-year period preceding the death of the veteran. The VA shall report on the results of the review and make such report publicly available.

Veteran STEM Scholarship Enhancement Act This bill revises the Edith Nourse Rogers STEM Scholarship program under the Post-9/11 GI Bill. Specifically, the bill removes a requirement that priority be given to certain eligible students and instead authorizes priority to be given to such students in fiscal years when funds are insufficient to provide scholarships to all eligible individuals. Advancing Uniform Transportation Opportunities for Veterans Act or the AUTO for Veterans Act This bill authorizes the Department of Veterans Affairs (VA) to provide (or assist in providing) an eligible veteran or service member with an additional automobile or other conveyance under the VA automobile allowance and adaptive equipment program. Currently, a veteran or service member with a specified service-connected disability or impairment may not receive more than one automobile or other conveyance under the program. The bill authorizes the additional benefit for such veterans and service members if 10 years have passed since the person last received such benefit.

Military Sexual Assault Victims Empowerment Act or the Military SAVE Act This bill addresses care for covered veterans who are seeking counseling, care, or services related to sexual trauma determined by a Department of Veterans Affairs (VA) health care professional to have occurred while the veteran was on active duty or in active or inactive training. A covered veteran is a veteran who is (1) enrolled in the VA health care system; or (2) not enrolled in the VA health care system but is otherwise entitled to hospital care, medical services, or extended care services due to a specified disability. The bill requires the VA to provide hospital care, medical services, and extended care services to a covered veteran at a non-VA provider under the Veterans Community Care Program if such veteran is seeking counseling, care, or services related to such sexual trauma. The decision to receive such care from a non-VA provider shall be at the election of the veteran. The VA must provide information regarding the counseling, care, and services available through the VA to the covered veteran who is seeking counseling, care, or services related to sexual trauma. The bill also authorizes the VA to provide counseling and treatment for any condition determined to have resulted from a sexual trauma that occurred while the covered veteran was on active duty or in active or inactive training (previously only psychological trauma was eligible).
