Repeal of the Authorization for Use of Military Force - States that the Authorization for Use of Military Force (P.L. 107-40) has been used to justify an open-ended authorization for the use of military force and such an interpretation is inconsistent with the authority of Congress to declare war and make all laws for executing powers vested by the Constitution in the U.S. government. Repeals the Authorization for Use of Military Force, effective 180 days after the date of enactment of this Act.

Small Business Freedom of Commerce Act of 2013 - Allows a small business operating in the United States to elect to be exempt from any federal rule or regulation issued on or after January 20, 2009. Requires the small business to notify the federal agency that issued the rule or regulation that it has elected such exemption, and makes the exemption effective 30 days after such notification. Requires an exempt small business to: (1) label any product affected by the exemption as no longer subject to such rule or regulation, and (2) include in any communication relating to the affected product or activity a notice that it is no longer so subject. Provides penalties for small business noncompliance with such requirements. Prohibits a small business from electing to be exempt from a rule or regulation issued by the Department of Defense (DOD) or Homeland Security (DHS) if the Secretary of Defense or Homeland Security has determined that the rule or regulation is necessary for U.S. security.

Shiloh National Military Park Boundary Adjustment and Parker's Crossroads Battlefield Designation Act - Modifies the boundary of Shiloh National Military Park to include the following areas : (1) Fallen Timbers Battlefield, (2) Russell House Battlefield, and (3) Davis Bridge Battlefield. Authorizes the Secretary of the Interior to acquire lands by donation, purchase from willing sellers, or exchange. Establishes Parker's Crossroads Battlefield in Tennessee as an affiliated area of the National Park System.

Strengthening Homeland Security, Intelligence, and Essential Law Enforcement Departments Act of 2013 or the SHIELD Act of 2013 - Requires, in the event that the U.S. public debt limit is reached, priority payment of the pay and allowances of: (1) members of the Armed Forces, including reserves, who perform active service; and (2) critical law enforcement officers employed by federal agencies. Requires the Secretary of the Treasury, during a period of lapsed appropriations for the Armed Forces or federal agencies employing critical law enforcement officers, to make available necessary amounts to continue such pay and allowances.

Military Health Care Affordability Act - Expresses the sense of Congress that: (1) so long as the United States sends men and women into battle, the United States will be faithful to care for them upon their return; (2) as the veteran answered the call of duty, so too, is the United States duty-bound to answer the call of the veteran; and (3) the Department of Defense (DOD) and the Department of Veterans Affairs (VA) have the tools and ingenuity to provide continued excellent health care without increasing TRICARE payments from the veteran before fiscal year 2014. Extends through FY2015 (under current law, through FY2011) the prohibition on increases in certain health care costs and restrictions on health benefit adjustments for members of the Armed Forces, retirees, and their dependents, including charges and premiums under TRICARE (a DOD managed care program) and cost-sharing requirements under the DOD pharmacy benefits program.

Military Surviving Spouses Equity Act - Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or who would be entitled to retired pay except for being under 60 years of age. Prohibits requiring repayment of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.

Birthright Citizenship Act of 2013 - Amends the Immigration and Nationality Act to consider a person born in the United States "subject to the jurisdiction" of the United States for citizenship at birth purposes if the person is born in the United States of parents, one of whom is: (1) a U.S. citizen or national, (2) a lawful permanent resident alien whose residence is in the United States, or (3) an alien performing active service in the U.S. Armed Forces.

Prioritize Spending Act of 2013 - Requires amounts necessary for incurred federal obligations, in the event that the public debt reaches the statutory limit, to be made available to certain obligations, in prioritized order, before all other obligations. Prioritizes such obligations in the following descending order: (1) amounts necessary to carry out the authority of the Department of the Treasury to pay with legal tender the principal and interest on public debt; (2) amounts determined by the Secretary of Defense (DOD) (and the Secretary of Homeland Security [DHS] in the case of the Coast Guard) to be necessary to continue to provide pay and allowances (without interruption) to members of the Army, Navy, Air Force, Marine Corps, and Coast Guard, including their reserve components, who perform active service; (3) amounts certified to Congress by the President as necessary to carry out vital national security priorities; (4) amounts necessary to carry out the authority of the Commissioner of Social Security to pay monthly old-age, survivors', and disability insurance benefits under title II of the Social Security Act (SSA); and (5) amounts necessary to make payments under the Medicare program under SSA title XVIII.

Filipino Veterans of World War II Congressional Gold Medal Act - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the award, on behalf of Congress, of a single gold medal collectively to the Filipino Veterans of World War II (Veterans) in recognition of their dedicated service during such War. States that such medal shall be given to the Smithsonian Institution (Smithsonian) for display. Expresses the sense of Congress that the Smithsonian should make the medal available for display elsewhere, particularly at locations associated with the Veterans.

American Sovereignty Restoration Act of 2013 - Repeals the United Nations Participation Act of 1945 and other specified related laws. Directs the President to terminate U.S. membership in the United Nations (U.N.), including any organ, specialized agency, commission, or other formally affiliated body. Requires closure of the U.S. Mission to the United Nations. Prohibits: (1) the authorization of funds for the U.S. assessed or voluntary contribution to the U.N., (2) the authorization of funds for any U.S. contribution to any U.N. military or peacekeeping operation, (3) the expenditure of funds to support the participation of U.S. Armed Forces as part of any U.N. military or peacekeeping operation, (4) U.S. Armed Forces from serving under U.N. command, and (5) diplomatic immunity for U.N. officers or employees.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a two-thirds roll call vote of each chamber, authorizes a specific excess of outlays over receipts. Prohibits total outlays for any fiscal year from exceeding 18% of the gross domestic product (GDP) for the preceding calendar year unless Congress, by a two-thirds roll call vote of each chamber, authorizes a specific excess over such 18%. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill from becoming law that imposes a new tax or increases the statutory rate of any tax or the aggregate amount of revenue, unless approved by a two-thirds roll call vote of each chamber. Requires a three-fifths roll call vote of each chamber to increase the federal debt limit. Authorizes waivers of these requirements: (1) when a declaration of war is in effect against a nation-state and Congress, by a majority roll call vote of each chamber, authorizes a specific excess; or (2) under other specified circumstances involving military conflict, if Congress, by a three-fifths roll call vote of each chamber, authorizes such waiver. Prohibits a federal or state court from ordering any increase in revenue to enforce this article.

Congratulates the Navy and the many crews of the U.S.S. Enterprise (CVN 65) (Enterprise) on having provided the United States an incalculable service in international relations and engagement and in the prevention and winning of armed conflicts over the 51-year period of its service. Honors the service and memory of: (1) the 117 sailors who made the ultimate sacrifice for their country while serving onboard the Enterprise, including the 30 who were killed in action during the Vietnam War; and (2) the 22 Enterprise sailors who were held as prisoners of war during the Vietnam War, the 3 who died while in captivity, and the 3 still listed as missing-in-action. Congratulates the nearly 100,000 current and former sailors and thousands of current and former Marines who have served on the Enterprise and thanks them for their selfless sacrifice in service to the United States.
