TRICARE Retiree Protection Act This bill authorizes a covered beneficiary who is enrolled in TRICARE Select to reenroll in TRICARE Select at any time during 2021. Covered beneficiaries are those in the retired category who enrolled in TRICARE Select as of December 31, 2020, but did not establish a monthly enrollment fee payment during the 2020 TRICARE Open Season. A covered beneficiary who reenrolls in TRICARE Select must, at the time of enrollment, pay a portion of the annual enrollment fee and establish a monthly enrollment fee payment for the remaining months of 2021.

Veterans Economic Recovery Act of 2021

Veterans Economic Recovery Act of 2021 This bill addresses the employment and retraining of veterans, specifically during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The bill requires the Department of Veterans Affairs (VA) to implement a program under which the VA must provide up to 12 months of nontransferable retraining assistance (including a housing stipend) to up to 35,000 eligible veterans for the pursuit of a specified program of education. Under the bill, an eligible veteran is an individual who, among other requirements, is unemployed due to COVID-19. Veterans who receive retraining assistance may only use such assistance to pursue specified programs, including those designed to provide training for high-demand occupations. The bill requires the Department of Labor to conduct outreach to veterans participating in the program to notify them of employment placement services and facilitate employment placement. Additionally, the VA must enter into a memorandum of understanding with one or more qualified nonprofit organizations to facilitate the employment of veterans participating in the program. The Government Accountability Office must report on the outcomes and effectiveness of the retraining assistance program. The program will terminate 21 months after the date of the enactment of this bill.

Comprehensive Paid Leave for Federal Employees Act This bill provides paid family and medical leave to federal employees. Currently, federal employees are entitled to 12 weeks of administrative leave for one or more of the following reasons: (1) the birth of a child, (2) the adoption or foster care of a child, (3) the care of an immediate family member with a serious health condition, (4) inability to work due to a serious health condition, and (5) exigencies relating to an immediate family member's active duty service in the Armed Forces. However, of these reasons, employees are entitled to paid administrative leave only in connection with the birth, adoption, or foster care of a child (i.e., parental leave). The bill provides 12 weeks of paid administrative leave for any of these reasons, and specifies that this leave is in addition to any annual or sick leave to which employees are entitled.

Trans-Sahara Counterterrorism Partnership Program Act of 2021

Trans-Sahara Counterterrorism Partnership Program Act of 2021 This bill provides statutory authority for the Trans-Sahara Counterterrorism Partnership Program, an interagency program launched in 2005 to partner with countries in the Sahel and Maghreb regions of Africa to counter terrorism and violent extremism. The Department of State, in consultation with the Department of Defense and the U.S. Agency for International Development, shall establish the partnership program, which must coordinate all U.S. programs in North and West Africa related to various counterterrorism activities, such as building foreign-military capacity, enhancing border security, promoting youth employment, and supporting independent media to counter terrorist propaganda. The State Department must submit comprehensive, five-year strategies that include specified activities for the Sahel and Maghreb regions and for program counterterrorism efforts. Further, program activities must, among other things (1) be carried out in countries where there is an adequate level of partner country committment, and (2) have clearly defined outcomes and specific plans with indicators to regularly monitor and evaluate outcomes and impact. Such activities must also take into account the counterterrorism and development strategies of partner countries and align with such strategies to the extent possible. The State Department shall notify Congress before obligating funds for such programs, and must submit annual reports about program activities.

No Coronavirus Copays for Veterans Act This bill prohibits the Department of Veterans Affairs from requiring a co-payment or other cost sharing for qualifying preventive services related to COVID-19 (i.e., coronavirus disease 2019). A qualifying preventive service is intended to prevent or mitigate COVID-19 and is either (1) an evidence-based item or service with an A or B rating in the current recommendations of the U.S. Preventive Services Task Force, or (2) an immunization that has in effect a recommendation from the Advisory Committee on Immunization Practices of the Centers for Disease Control and Prevention with respect to the individual involved. Such a prohibition shall take effect 15 business days after the date on which a recommendation is made regarding a qualifying preventive service related to COVID-19.

Paycheck Fairness Act

Paycheck Fairness Act This bill addresses wage discrimination on the basis of sex. Specifically, it (1) limits an employer's defense that a pay differential is based on a factor other than sex to only bona fide job-related factors in wage discrimination claims, (2) enhances nonretaliation prohibitions, (3) makes it unlawful to require an employee to sign a contract or waiver prohibiting the employee from disclosing information about the employee's wages, and (4) increases civil penalties for violations of equal pay provisions. Additionally, the Equal Employment Opportunity Commission (EEOC) and the Office of Federal Contract Compliance Programs must train EEOC employees and other affected parties on wage discrimination. The bill directs the Department of Labor to (1) establish and carry out a grant program for negotiation skills training for girls and women, (2) conduct studies to eliminate pay disparities between men and women, and (3) make available information on wage discrimination to assist the public in understanding and addressing such discrimination. The bill also establishes the Secretary of Labor's National Award for Pay Equity in the Workplace for an employer who has made a substantial effort to eliminate pay disparities between men and women. Finally, the bill requires the EEOC to issue regulations for collecting from employers compensation and other employment data according to the sex, race, and national origin of employees for use in enforcing laws prohibiting pay discrimination.

Default Prevention Act This bill requires the following obligations to be granted priority over all other U.S. obligations if the public debt reaches the statutory limit: principal and interest on debt held by the public; compensation, allowances, and benefits for members of the Armed Forces on active duty; Social Security benefits; Medicare benefits; and obligations under any program administered by the Department of Veterans Affairs. If Congress is notified, the Department of the Treasury may issue additional debt in excess of the debt limit for the priority obligations. Treasury may issue the additional debt during the 30-day period beginning on the date on which the United States is unable to use revenues or extraordinary measures to fully pay the priority obligations at the time they are due. (The term extraordinary measures refers to a series of actions that Treasury may implement to allow the United States to borrow additional funds without exceeding the debt limit. The measures generally include suspensions or delays of debt sales and suspensions or redemptions of investments in certain government funds.)

Specifically, the bill authorizes the Department of Education (ED) to award grants to support the design and implementation of state programs that allow the parent of a child with a disability to choose the appropriate public or private school for their child. It also outlines the requirements for program eligibility. Further, if the state has established a program that allows parents to use public or private funds to assist with the cost of their child attending a private school, then the state may supplement those funds with federal special education funds. Additionally, the Department of Defense must carry out a five-year pilot program to award scholarships to enable military dependent students who live on military installations to attend the public or private elementary or secondary schools their parents choose. The bill also requires ED to return to the Treasury specified amounts made available for salaries and expenses.

American Security Drone Act of 2021 This bill bans the procurement or use by the federal government of unmanned aircraft systems (UAS) that are manufactured or assembled by certain entities, including entities subject to influence or control by China, with exceptions. The ban includes associated elements that are required for the operator to operate safely and efficiently in the national airspace system. The Department of Homeland Security, the Department of Defense, and the Department of Justice are exempt from the restriction under specified circumstances. The bill sets forth further exemptions regarding the Federal Aviation Administration, the National Transportation Safety Board, and the National Oceanic Atmospheric Administration. Federal funds may not be used to procure certain UAS from a foreign entity, with exceptions. All executive agencies must account for existing inventories of UAS manufactured or assembled by a foreign entity in their personal property accounting systems. Inventory data related to UAS manufactured or assembled by a foreign entity may be tracked at a classified level. The Federal Acquisition Regulatory Council shall prescribe regulations or guidance to implement this bill's requirements pertaining to federal contracts. Government-issued purchase cards may not be used to procure any UAS from a foreign entity. The Office of Management and Budget shall (1) establish a government-wide policy for the procurement of UAS, taking into account information security; and (2) contract with a federally funded research and development center to study certain UAS-related issues.

Washington, D.C. Admission Act This bill provides for admission into the United States of the state of Washington, Douglass Commonwealth, composed of most of the territory of the District of Columbia. The commonwealth shall be admitted to the Union on an equal footing with the other states. The Mayor of the District of Columbia shall issue a proclamation for the first elections to Congress of two Senators and one Representative of the commonwealth. The bill applies current District laws to the commonwealth and continues pending judicial proceedings. The commonwealth (1) shall consist of all District territory, with specified exclusions for federal buildings and monuments, including the principal federal monuments, the White House, the Capitol Building, the U.S. Supreme Court Building, and the federal executive, legislative, and judicial office buildings located adjacent to the Mall and the Capitol Building; and (2) may not impose taxes on federal property except as Congress permits. District territory excluded from the commonwealth shall be known as the Capital and shall be the seat of the federal government. The bill maintains the federal government's authority over military lands and specified other property. The bill provides for expedited consideration of a joint resolution repealing the Twenty-third Amendment to the Constitution, which provides for the appointment of electors of the President and Vice President. The bill continues certain federal authorities and responsibilities, including regarding employee benefits, agencies, courts, and college tuition assistance, until the commonwealth certifies that it is prepared to take over the authorities and responsibilities. The bill establishes the Statehood Transition Commission to advise the President, Congress, and District and commonwealth leaders on the transition.

Strengthening America’s Health Care Readiness Act

Strengthening America's Health Care Readiness Act This bill establishes an emergency services demonstration program within the Department of Health and Human Services (HHS) to provide supplemental student loan repayment to current and former National Health Services Corps (NHSC) participants. The NHSC provides scholarships and student loan repayment awards to health care providers who agree to work in areas with health care provider shortages. To receive supplemental payments, individuals must agree to participate in the National Disaster Medical System. This system is a partnership between HHS, the Department of Defense, and other federal departments that responds to public health and other emergencies, including by deploying medical response teams. The bill also increases FY2021 funding for the NHSC, as well as similar programs for nurses. It reserves some of this funding for individuals who are members of groups that are historically underrepresented in health care professions. The funds for the Nurse Corps Scholarship and Repayment Program are designated as an emergency requirement, which exempts the funds from discretionary spending limits and other budget enforcement rules.

Protect Patriot Parents Act This bill makes certain aliens who are parents of a veteran eligible for adjustment to permanent residence status. An eligible alien shall be an individual who is a parent of a U.S. citizen who serves or served in the Armed Forces, either on active duty or in a reserve component. If the U.S. citizen has been discharged from the Armed Forces, such discharge must be under honorable conditions. Certain factors that would otherwise make an alien inadmissible, such as having entered the United States without being admitted, shall not make such an alien parent ineligible for permanent residence status under this bill. The Department of Homeland Security (DHS) may also waive certain factors that would otherwise make an alien inadmissible, such as having misrepresented a material fact to secure a visa, if the alien does not pose a threat to the public and has not committed any crimes that are unrelated to immigration status. An eligible alien who was previously removed from (or permitted to leave) the United States before this bill's enactment may apply for adjustment of status under this bill from abroad. DHS and the Department of State shall also establish a program where an eligible alien who has applied for adjustment of status under this bill may be admitted into the United States as a nonimmigrant while the application is pending, if DHS and the State Department determine that the alien does not pose a threat to the public or national security.

Nuclear Forensics Authority Realignment Act This bill reorganizes nuclear forensics and attribution activities of the federal government. Specifically, the bill transfers nuclear forensics activities currently performed by the Department of Homeland Security to the National Nuclear Security Administration (NNSA) within the Department of Energy (DOE). Nuclear forensics is the examination of nuclear and other radioactive materials to determine the origin and history of the material for purposes of law enforcement investigations or assessment of nuclear security vulnerabilities. The bill also establishes the National Nuclear Forensics Center within the NNSA. The center must coordinate stewardship, planning, assessment, and other functions for all federal nuclear forensics and attribution activities. Additionally, the NNSA must develop and implement a plan to modify its university-based research collaboration program to include the development of expertise in nuclear forensics in supporting scientific and engineering advancement in DOE defense and national security program areas.

Article I Restoration Act of 20 21 This bill requires any covered rule issued by an executive agency after this bill's enactment to sunset three years after its effective date unless specifically reauthorized by Congress. A covered rule does not include a rule issued in accordance with specified formal rulemaking provisions of the Administrative Procedure Act; issued with respect to a military or foreign affairs function of the United States; that the Office of Information and Regulatory Affairs certifies is necessary for the enforcement of federal criminal laws; that is limited to agency organization, management, or personnel matters; or that is necessary due to an imminent threat to human health or safety or any other emergency. An agency may not reissue, enforce, revise, or take other regulatory action related to a covered rule that has sunset. The Office of Management and Budget or the relevant agency may oversee the sunset of covered rules. If the agency that issues covered rules wants to request a reauthorization for such rules, such agency shall, by the December 1 that is one year before the rule is scheduled to sunset, submit to Congress a report that includes (1) a justification for such reauthorization, (2) any related covered rules, and (3) any recommendation or request made by the chair or ranking member of an appropriate committee.

Lead Endangers Animals Daily Act of 2021 or the LEAD Act of 2021 This bill directs the Department of the Interior to issue final regulations prohibiting the discharge of any firearm using ammunition other than nonlead ammunition on all lands and waters under the jurisdiction and control of the U.S. Fish and Wildlife Service. Interior shall establish and annually update a list of nonlead ammunition. The prohibition shall not apply to (1) a government official or agent who is carrying out a statutory duty unrelated to the management of wildlife; (2) a state, local, tribal, or federal law enforcement officer, or the agent of such an officer, who is carrying out a statutory duty; or (3) an active member of the U.S. military who is carrying out official duties. A person that knowingly violates the prohibition may be assessed a civil penalty by Interior of (1) no more than $500 for the first violation, and (2) no less than $1,000 or more than $5,000 for a second or subsequent violation.
