Insists that Burma's military regime begin a political dialogue with Aung San Suu Kyi, the National League for Democracy, and ethnic nationalities toward national reconciliation, and the restoration of democracy, freedom of assembly, freedom of movement, freedom of speech, freedom of the press, and human rights. Demands the release of Aung San Suu Kyi, detained Buddhist monks, Kyaw Zaw Lwin (a Burmese born American citizen), and all other political prisoners and prisoners of conscience. Calls on: (1) governments around the world to strengthen economic and arms sanctions against Burma; (2) the U.N. Security Council to impose multilateral sanctions on Burma's military regime; (3) the Administration to implement the Tom Lantos Block Burmese JADE Act.

Cold War Service Medal Act of 2009 - Authorizes the Secretary of the military department concerned to issue the Cold War Service Medal to members of the Armed Forces who were discharged or released under honorable conditions after having: (1) served on active duty for at least 24 consecutive months during the Cold War (September 2, 1945, through December 26, 1991); (2) deployed outside the continental United States for at least 30 days during such period; or (3) performed other Cold War service as the Secretary of Defense may prescribe. Expresses the sense of Congress that the Secretary should expedite the design of the Medal as well its issuance to eligible members.

Recognizes National Veterans Awareness Week. Supports the designation of a National Veterans History Project Week. Calls on the people of the United States to interview at least one veteran in their families or communities according to guidelines provided by the Veterans History Project. Encourages local, state, and national organizations along with federal, state, city and county governmental institutions to participate in support of the effort to document, preserve, and honor the service of American wartime veterans.

Rural Veterans Services Outreach and Training Act - Directs the Secretary of Veterans Affairs (VA) to carry out a program to make competitive grants to provide financial assistance to state departments of veterans affairs for the training of rural county veteran service officers in order to improve outreach and assistance to veterans, as well as their spouses, children, and parents, who may be eligible to receive veterans' or veterans-related benefits and who are residing in rural counties. Limits each grant to $2 million. Requires grants to be made on an annual basis.

Recognizes the 30th anniversary of the Iranian hostage crisis during which 52 U.S. citizens were held hostage for 444 days. Honors the service of the U.S. diplomats and military personnel held hostage and the servicemen who were killed or wounded in an attempt to free the hostages. Supports all Iranian citizens who embrace the values of freedom, human rights, civil liberties, and rule of law. Urges the Secretary of State to make every effort to assist U.S. citizens held hostage in Iran at any time during the period beginning November 4, 1979, through January 20, 1981, and their survivors in matters of detention-related compensation.

Rural, American Indian Veterans Health Care Improvement Act of 2009 - Directs the Secretary of Veterans Affairs (VA) to assign an Indian Veterans Health Care Coordinator for each of the ten VA facilities that serve communities with the greatest per capita number of Indian veterans. Includes among Coordinator duties: (1) improving outreach to tribal communities; (2) coordinating the medical needs of Indian veterans on Indian reservations with the Veterans Health Administration (VHA) and the Indian Health Service (IHS); and (3) acting as an ombudsman for Indian veterans enrolled in the VHA health care system. Directs the Secretary to enter into a memorandum of understanding with the Secretary of the Interior to ensure the electronic transfer of health records of Indian veterans between IHS and VA facilities. Requires the VA Secretary and the Secretary of Health and Human Services (HHS) to report jointly to Congress on the advisability of the joint VHA-IHS establishment and operation of health clinics to serve populations of Indian reservations, including Indian veterans.

Compensation for Combat Veterans Act - Provides that, for a veteran claiming disability benefits related to combat, service in a combat zone that is recognized as such service under the Internal Revenue Code shall be considered proof that the veteran engaged in combat.

Authorizes the burial in a national cemetery of a parent of a deceased veteran who, at the time of the parent's death, does not have a spouse, surviving spouse, or child who has been interred, or who, if deceased, would be eligible to be interred, in a national cemetery. Medical Rights and Reform Act of 2009 - Prohibits federal funds from being used to permit any federal officer or employee to exercise any supervision or control over: (1) the practice of medicine, the practice of other health care professions, or the manner in which health care services are provided; (2) the provision by a physician or a health care practitioner of advice to a patient about the patient's health status or recommended treatment for a condition or disease; (3) the selection, tenure, or compensation of any officer, employee, or contractor of any institution, business, nonfederal agency, or individual providing health care services; or (4) the administration or operation of any such institution, business, nonfederal agency, or individual with respect to the provision of health care services to a patient. Sets forth exceptions for the Veterans Health Administration, the Department of Defense (DOD), the United States Public Health Service, the Indian Health Service, the National Institutes of Health (NIH), and the Health Resources and Services Administration. Prohibits federal funds from being used by any federal officer or employee to prohibit: (1) any individual from receiving health care services from any provider under terms and conditions mutually acceptable to the patient, the provider, and the patient's group health plan; or (2) any person from entering into a contract with any group health plan, health insurance issuer, or other business for the provision of, or payment to other parties for, health care services. Amends the Internal Revenue Code to allow self-employed individuals to deduct health insurance costs. Sets forth provisions to reform the health care liability system, including provisions relating to: (1) the speedy resolution of malpractice claims; (2) the award of compensatory and punitive damages; (3) attorney's fees; and (4) the periodic payment of future damages. Amends the Public Health Service Act to require the National Coordinator for Health Information Technology to publish a strategic plan for applying incentive payments and adjustments to encourage health care providers to adopt health information technology programs. Requires the Secretary of Health and Human Services (HHS) to study and report to Congress on federal security and confidentiality standards for health information. Amends title XVIII (Medicare) of the Social Security Act regarding telehealth services (medical services furnished via a telecommunication system by a physician to Medicare patient). Authorizes payment to eligible telehealth providers or suppliers other than a physician or telemedicine practitioner. Declares that any telemedicine practitioner credentialed by a hospital in compliance with the Joint Commission Standards for Telemedicine shall be considered in compliance with Medicare requirements for participation and reimbursement. Directs the Secretary to treat telehealth services furnished by a home health agency as a home health visit for Medicare purposes. Authorizes coverage of remote patient management services, including home health remote patient management services, for certain chronic health conditions. Directs the Secretary to establish a fee schedule for such services. Expresses the sense of Congress that the Administrator of the Centers for Medicare & Medicaid Services (CMS) should be encouraged to: (1) expand the types of medical conditions for which remote patient management services are reimbursed under Medicare; (2) provide for separate, non-bundled Medicare payment for such services; and (3) create, revise, and adjust codes for the accurate reporting and billing for such payment. Establishes the Telehealth Advisory Committee. Requires the Secretary to take its recommendations into account when adding or deleting telehealth services and in establishing related CMS policies. Directs the Secretary to make grants to expand access via telehealth to health care services for individuals in medically underserved rural, frontier, and urban areas. Amends the Public Health Service Act to reauthorize telehealth network and telehealth resource centers grant programs. Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary to conduct site inspections for suppliers of durable medical equipment, prosthetics, and orthotics and for community mental health centers. Sets forth rules for the Secretary to conduct a background check on any individual or entity that applies for a Medicare provider number. Authorizes the Secretary to exclude from participation in any federal health care program any billing agency or individual that knowingly submitted a false or fraudulent claim for Medicare reimbursement. Denies a discharge in bankruptcy for fraudulent activities by a health care provider or supplier, overpayments to service providers under Medicare, and past-due obligations arising from breach of a scholarship or loan contract. Imposes a criminal penalty for illegal distribution of a Medicare or Medicaid beneficiary identification or provider number with intent to defraud. Authorizes any criminal investigator of the Office of Inspector General of HHS to: (1) obtain and execute any warrant or other process issued under federal authority; and (2) make warrantless arrests in specified circumstances. Requires all claims forms developed or used by the Secretary for Medicare reimbursement to accommodate the use of universal product numbers or bar codes. Amends the Internal Revenue Code to allow employers a tax credit for the cost of providing employees with a qualified prevention and wellness program. Amends the Public Health Service Act to require the Secretary to: (1) award grants to promote prevention and wellness programs to prevent chronic diseases; and (2) encourage states to work with insurance companies to encourage the participation of individuals and families in prevention and wellness programs. Requires states to implement programs to provide reinsurance for health insurance coverage or a high risk pool to mitigate the health care costs of high risk individuals in such states. Amends the Public Health Service Act to allow for the interstate purchase of individual health insurance plans.

Spending, Deficit, and Debt Control Act of 2009 - Enhanced Spending Control and Budget Enforcement Act of 2009 - Amends the Congressional Budget Act of 1974 (CBA) to require joint (currently, concurrent) budget resolutions signed by the President. Repeals the requirement for submission to the House of Representatives of an allocation and sub-allocations, consistent with the discretionary spending levels in the most recently agreed to budget resolution, in the event that no new budget resolution becomes law before April 15 of any year. Prescribes procedures for expedited consideration in each chamber of a presidential veto of a budget resolution. Revises requirements for adjustments for emergencies. Provides for a reserve fund for emergencies. Prescribes requirements for biennial budget resolutions, appropriations Acts, and government strategic and performance plans instead of annual ones if the President and Congress so agree. Spending Enforcement and Reform Act of 2009 - Amends the Balanced Budget and Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to establish discretionary spending limits for FY2011-FY2019. Prescribes certain deficit control enforcement mechanisms for such period. Budget Reform and Long-Term Sustainability Act of 2009 - Amends the CBA to require the Director of the Congressional Budget Office (CBO) to: (1) make an annual 75-year projection of total spending, revenue, deficits, and debt as a percentage of gross domestic product (GDP), based on current law levels as modified to maintain current policy; (2) issue a Spending Review Report analyzing the solvency of the Old-Age, Survivors, and Disability Insurance (OASDI) Trust Fund and the long-range sustainability of the spending levels of Medicare, Medicaid, and other direct spending. Prescribes procedures for introduction and expedited consideration in each chamber of spending review legislation if such report indicates OASDI Trust Fund insolvency or the non-sustainability of Medicare, Medicaid, and other direct spending. Requires the Government Accountability Office (GAO) and the Office of Management and Budget (OMB) each to report on the federal government's financial condition, including the long-term unfunded obligations. . Requires inclusion in a joint budget resolution of specified long-term reconciliation directives in addition to, as under current law, a reconciliation measure. Requires CBO to estimate whether each measure reported from committee (except those under the Committee on Appropriations) causes a net increase in direct spending in excess of $5 billion in any of the four 10-year periods beginning in FY2019-FY2058. Makes it out of order in both chambers, subject to certain waivers or suspensions, to consider any measure that causes such a net increase in deficits Federal Program Sunset Act of 2009 - Establishes the Federal Agency Sunset Commission to review and report to Congress on the efficiency and public need for each federal agency, recommending abolishment or reorganization. Legislative Line-Item Veto Act of 2009 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to propose to Congress the cancellation (line item veto) of any dollar amount of discretionary budget authority, item of direct spending, or targeted tax benefit. Prescribes procedures for expedited consideration in each chamber of legislation to approve such proposal. Authorizes the President to: (1) withhold discretionary budget authority temporarily from obligation; or (2) suspend temporarily direct spending, a limited tariff, or targeted tax benefit. Declares that all such spending reductions related to this title shall be for deficit reduction. Amends Rule XIII (Calendars and Committee Reports), Rule X (Organization of Committees), and Rule XXI (Restrictions on Certain Bills) of the Rules of the House to prescribe procedures for consideration of rescission measures. Commission on the Accountability and Review of Federal Agencies Act of 2009 - Establishes the Commission on the Accountability and Review of Federal Agencies to: (1) evaluate executive agencies and their programs, using specified criteria; and (2) submit to Congress a plan recommending agencies and programs that should be realigned or eliminated, and proposing implementing legislation. Prescribes procedures for congressional consideration of reform proposals. Transparency in Budgeting Act of 2009 - Provides for accrual funding of: (1) the Civil Service Retirement and Disability Fund; (2) the Central Intelligence Agency Retirement and Disability System; and (3) the Foreign Service Retirement and Disability System. Establishes in the Treasury: (1) the Public Health Service Commissioned Corps Retirement Fund; (2) the National Oceanic and Atmospheric Administration Commissioned Officer Corps Retirement Fund; and (3) the Coast Guard Military Retirement Fund. Provides for accrual funding of post-retirement health benefits costs for federal employees. Changes the name of the Department of Defense (DOD) Medicare-Eligible Retiree Health Care Fund to Uniformed Services Health Care Fund (thus, providing health care programs for all uniformed service retirees, under certain conditions). Establishes a Joint Select Committee on Earmark Reform. Declares a moratorium on consideration of earmarks until the Joint Select Committee files its report. Revises requirements for limiting the public debt. Repeals Rule XXVIII (the Gephardt Rule, relating to mandatory adjustment of the statutory limit on the public debt to conform to a budget resolution). Amends the Federal Credit Reform Act of 1990 to require adjustment for market risks in the estimation of net present values for calculation of the estimated long-term cost to the federal government of a direct loan or loan guarantee or modification. Budget Enforcement and Congressional Control Act of 2009 - Amends the CBA to prohibit consideration of extraneous appropriations in omnibus appropriations measures, or of more than a 20% increase in new direct spending in reconciliation legislation. Amends Rule XIII (Calendars and Committee Reports) to make it out of order to consider any waiver of spending and deficit limits under this Act or the CBA. Directs the chairs of the congressional budget committees to each maintain a deficit reduction Discretionary Account and a deficit reduction Mandatory Account. Revises Rule X to suspend certain requirements limiting terms of service on the House Budget Committee. Establishes a House select committee to review the effectiveness of such requirements. Provides for expedited judicial consideration and review of a complaint by a Member of Congress or individual who is adversely affected by this Act.

Caregivers and Veterans Omnibus Health Services Act of 2009 - Revises or adds provisions concerning veterans' caregiver support, including: (1) the waiver of charges for humanitarian care provided to family members accompanying severely injured veterans receiving medical care; (2) lodging and subsistence for attendants; and (3) a survey of informal caregivers. Revises or adds provisions concerning women veterans' health care, including: (1) reports, studies, and pilot programs; (2) care for women veterans suffering from sexual trauma; (3) counseling in retreat settings for women veterans newly separated from service; (4) child care subsidies; and (5) care for newborn children of women veterans receiving maternity care. Revises or adds provisions concerning rural veterans' health care, including: (1) a visual impairment and orientation and mobility professionals education assistance program; (2) the use of teleconsultation and telemedicine; (3) demonstration projects on alternatives for expanding veterans' rural health care; (4) pilot programs and reports; (5) an Office of Rural Health five-year strategic plan; (6) the enhancement of Vet Centers to meet the needs of veterans of Operations Iraqi Freedom and Enduring Freedom; (7) centers of excellence for rural health research, education, and clinical activities; and (8) transportation grants for rural veterans service organizations. Revises or adds provisions concerning veterans' mental health care, including: (1) Iraq and Afghanistan war veterans' eligibility for counseling and services through the Readjustment Counseling Service; and (2) a study on suicides among veterans. Revises or adds provisions concerning other veterans' health care matters, including: (1) disclosures from medical records; (2) health care quality management; (3) pilot programs, studies, and reports; (4) the use of non-Department of Veterans Affairs (VA) facilities for the rehabilitation of veterans with traumatic brain injury; (5) the inclusion of federally-recognized tribal organizations in certain programs for state veterans homes; and (6) a prohibition on the collection of copayments from catastrophically disabled veterans. Revises or adds provisions concerning VA personnel matters, including: (1) authorities for the retention of medical professionals; (2) limitations on overtime and weekend duty, and alternative work schedules, for nurses; and (3) standards for appointment and practice of physicians in VA medical facilities. Revises or adds provisions concerning homeless veterans, including pilot programs on financial support for entities that: (1) coordinate the provision of supportive services to formerly homeless veterans residing on military property and other permanent housing; and (2) provide outreach to inform certain veterans about pension benefits. Revises or adds provisions concerning general authorities, purposes, powers, and accountability and oversight of nonprofit research and education corporations. Designates certain VA medical facilities. Provides expanded authority of, and a uniform allowance for, VA police officers.

Servicemember Student Loan Interest Relief Act - Amends the Higher Education Act of 1965 to allow members of the Armed Forces serving on active duty in hostile areas to benefit from the provision barring the accrual of interest on their student loans under the Federal Direct Loan program regardless of the date their loan was first disbursed. (Currently, their loan must be disbursed on or after October 1, 2008, to qualify for such treatment.) Eliminates the restriction of such benefit on direct consolidation loans to that portion of the loan which is used to repay direct loans.

Veterans' Small Business Assistance and Servicemembers Protection Act of 2009 - Veterans Small Business Verification Act - Prohibits the Secretary of Veterans Affairs from including a small business in a Department of Veterans Affairs (VA)-maintained database of small businesses owned and controlled by veterans until the Secretary has verified that: (1) the small business is owned and controlled by veterans; and (2) if the small business owner claims to be a service-disabled veteran, that such person is a veteran with a service-connected disability. Requires (under current law, authorizes) a VA contracting officer to award a contract to a small business owned and controlled by veterans using procedures other than competitive procedures, as long as certain standards are met. Extends through 2015 the Veterans' Advisory Committee on Education. Amends the Servicemembers Civil Relief Act to allow a servicemember to terminate a contract for the following services, without the imposition of early termination fees, if the servicemember is deployed in support of a contingency operation for not less than 90 days or must change permanent stations to a location that does not support such contract: (1) cellular and home telephone; (2) multichannel video programming; (3) Internet; or (4) residential utilities involving the provision of water, electricity, home heating oil, or natural gas. Requires the return of any advance payments made. Prohibits lessors from charging early termination fees with respect to rental or motor vehicle leases entered into by servicemembers who subsequently enter military service or receive orders for a permanent change of station or for deployment in support of a contingency operation. Provides for enforcement by the Attorney General, or a private right of action, with respect to rights provided under the Servicemembers Civil Relief Act. Directs the Secretary to establish and maintain procedures for ensuring coordination of outreach activities between and among specified VA offices and departments. Provides for VA cooperative activities with states with respect to such outreach. Establishes a VA visual impairment and orientation and mobility professionals education assistance program to increase the supply of qualified blind rehabilitation specialists. Corey Shea Act - Provides VA burial benefits to parents of individuals who died in combat or from a combat-related training injury and are interred in a national cemetery.

Agent Orange Equity Act of 2009 - Includes as part of the Republic of Vietnam, for purposes of the presumption of service connection for diseases associated with exposure by veterans to certain herbicide agents while in Vietnam, such Republic's inland waterways, ports, and harbors, waters offshore, and airspace above. Includes as veterans eligible for such presumption those who: (1) served on Johnston Island during the period beginning on April 1, 1972, and ending on September 30, 1977; or (2) received the Vietnam Service Medal or the Vietnam Campaign Medal.

Post 9/11 Troops to Teachers Enhancement Act - Amends the Troops-to-Teachers program of the Elementary and Secondary Education Act of 1965 (which provides veterans with teacher certification stipends in exchange for three years of service in a high-need local educational agency [LEA] or public charter school). Expands program eligibility to cover certain individuals: (1) who, on or after September 11, 2001, serve at least 90 continuous days on active duty in the Armed Forces before being honorably released from such service; or (2) who, on or after January 8, 2002, are separated or released from active duty after at least four (currently, six) years of continuous active duty immediately preceding such separation or release, and agree to serve in the Armed Forces Reserves for at least three years. Makes any LEA that is receiving school improvement funds eligible to host Troops-to-Teachers program participants. Directs the Secretary of Education to establish an Advisory Board, composed of federal, state, and veteran service organization representatives, to collect, study, and disseminate feedback from the program and report to Congress on how the program is operating and might be improved. Reserves specified funding to carry out the Troops-to-Teachers program through FY2014.

Directs the Administrator of General Services (GSA), at least every two years, to review and, as appropriate, prescribe per diem allowances and maximum reimbursement amounts for federal employees traveling on official business for a locality that includes, or is adjacent to one that includes, a military installation within the continental United States.

Let's Re-Up the Troops-to-Cops Program Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to allow public safety and community policing grants to be used, during the three-year period beginning on January 1, 2010, to hire former honorably-discharged members of the Armed Forces to serve as career law enforcement officers for community-oriented policing, particularly in communities that are adversely affected by a recent military base closing.

Post 9/11 Troops to Teachers Enhancement Act - Amends the Troops-to-Teachers program of the Elementary and Secondary Education Act of 1965 (which provides veterans with teacher certification stipends in exchange for three years of service in a high-need local educational agency [LEA] or public charter school). Expands program eligibility to cover certain individuals: (1) who, on or after September 11, 2001, serve at least 90 continuous days on active duty in the Armed Forces before being honorably released from such service; or (2) who, on or after January 8, 2002, are separated or released from active duty after at least four (currently, six) years of continuous active duty immediately preceding such separation or release, and agree to serve in the Armed Forces Reserves for at least three years. Makes any LEA that is receiving school improvement funds eligible to host Troops-to-Teachers program participants. Directs the Secretary of Education to establish an Advisory Board, composed of federal, state, and veteran service organization representatives, to collect, study, and disseminate feedback from the program and report to Congress on how the program is operating and might be improved. Reserves specified funding to carry out the Troops-to-Teachers program through FY2014.

Truth in Trials Act - Amends the federal criminal code to: (1) allow any person on trial for a federal marijuana-related offense to introduce evidence that the alleged marijuana-related activities were performed in compliance with state law regarding the medical use of marijuana; (2) allow an affirmative defense to a marijuana prosecution that the alleged marijuana-related activities complied with state law regarding the medical use of marijuana; (3) limit the criminal liability of persons convicted of federal marijuana-related offenses; (4) require the preservation and return (if a defendant is acquitted) of property seized in connection with a marijuana prosecution; and (5) prohibit the seizure of plants grown or stored under a physician's recommendation or by order of a state or municipal agency in accordance with state law regarding the medical use of marijuana.

Condemns the government of Venezuela for its state-sponsored support of international terrorist groups. Calls on the Secretary of State to designate Venezuela as a state sponsor of terrorism. Urges increased counter-terrorism cooperation between the United States and allies in the region.

Authorizes the burial in a national cemetery of a parent of a deceased veteran who, at the time of the parent's death, does not have a spouse, surviving spouse, or child who has been interred, or who, if deceased, would be eligible to be interred, in a national cemetery.

Armed Forces Breast Cancer Research Act - Directs the Secretaries of Defense and Veterans Affairs to jointly conduct a study on the incidence of breast cancer among members of the Armed Forces and veterans and report study results to Congress.

Authorizes the award of a single Congressional Gold Medal to collectively honor the Montford Point Marines, United States Marine Corps, in recognition of their dedicated service during World War II. (Camp Montford Point, North Carolina, was the site for the training of the first African-American Marines.) Provides for the Medal's display at the Smithsonian Institution. Expresses the sense of Congress that the Medal should be made available for display elsewhere, particularly at locations associated with the Montford Point Marines. Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.

Recognizes National Veterans Awareness Week. Supports the designation of a National Veterans History Project Week. Calls on the people of the United States to interview at least one veteran in their families or communities according to guidelines provided by the Veterans History Project. Encourages local, state, and national organizations along with federal, state, city and county governmental institutions to participate in support of the effort to document, preserve, and honor the service of American wartime veterans.

Amends the District of Columbia Code to direct the Mayor of the District of Columbia to provide educational assistance to members of the District of Columbia National Guard who have satisfactorily completed their initial active duty service and agree to serve for at least six years. Requires such assistance to be used by members for expenses incurred in pursuing their first undergraduate, master's, vocational, or technical degree or certification at an approved institution of higher education. Prohibits members who are receiving a Reserve Officer Training Corps scholarship from receiving this Act's assistance.

Authorizes appropriations for the Department of Veterans Affairs (VA) for FY2012 and thereafter for a program of financial assistance to provide supportive services (outreach, case management, assistance in obtaining benefits) for very low-income veteran families occupying permanent housing. (Under current law, such program's authorization terminates at the end of FY2011.)

Amends Internal Revenue Code provisions relating to the first-time homebuyer tax credit to: (1) extend such credit to all purchasers of a principal residence (currently, limited to first-time homebuyers); (2) extend such credit and its waiver of recapture provisions (for sales of principal residences before the required holding period) through June 30, 2010; (3) extend through December 31, 2009, the election to treat, for tax purposes, a residence purchased in 2009 as having been purchased on December 31, 2008; (4) allow taxpayers to treat, for tax purposes, a residence purchased after December 31, 2009, and before July 1, 2010, as having been purchased on December 31, 2009; (5) increase adjusted gross income thresholds for determining eligibility for such credit; and (6) allow a waiver of recapture for members of the Armed Forces who are relocated.

Recommits the House of Representatives to the counter-terrorism mission of the USS New York LPD 21 and all the members of the U.S. Armed Forces.

Veterans Dog Training Therapy Act - Directs the Secretary of Veterans Affairs to carry out a pilot program for assessing the effectiveness of addressing post-deployment mental health and post-traumatic stress disorder symptoms through a therapeutic medium of assistance dog training and handling for veterans with disabilities. Requires such program to be carried out at Department of Veterans Affairs (VA) medical centers that can provide training areas for such purposes.
