Restore Everyone's Sleep Tonight Act of 2019 or the REST Act of 2019 This bill authorizes an airport to impose an access restriction between the hours of 10 p.m. and 7 a.m. for aircrafts. An airport may impose a noise deterrence penalty on an air carrier or aircraft operator for a violation of the access restriction. The restriction does not apply to the operation of military, law enforcement, and Coast Guard flights.

Expressing support for policies that maintain a robust, fully funded and staffed Veterans Health Administration of the Department of Veterans Affairs and do not jeopardize care for veterans by moving essential resources to the for-profit private sector.

Veterans’ Entry to Apprenticeship Act of 2019

Veterans' Entry to Apprenticeship Act of 2019 This bill requires the Department of Veterans Affairs to provide the same amount and type of educational assistance to pre-apprenticeship programs as apprenticeship programs in certain circumstances. A pre-apprenticeship program is designed to prepare individuals to enter an apprenticeship program via education and training. Under the bill, a pre-apprenticeship program may be treated like an apprenticeship program for purposes of educational assistance if the program complies with state standards or meets other accepted criteria if state standards do not apply. If an individual is not paid as part of a pre-apprenticeship program, they are eligible for a specified amount of housing assistance.

War Powers Reform Resolution

War Powers Reform Resolution This joint resolution repeals certain authorizations for the use of military force and provides specific requirements for any future such authorization to receive expedited consideration. Specifically, the bill repeals the authorizations for the use of miltary force enacted in 2002 against Iraq and in 2001 in response to the September 11 terror attacks. To receive expedited consideration, a bill or resolution that is authorizing, narrowing, or repealing the use of military force must provide a specific strategic objective for military action; a specification that the military force is necessary, appropriate, and proportional to the purpose of the authorization; a list of named nations, organizations, or forces engaged in active hostilities against the United States; a specification of the country, countries, or subdivisions thereof in which military force is to be authorized; and a date certain for the duration of the authorization, not to exceed two years. The bill also establishes an expedited procedure for Congress to consider such a narrowing or repeal, and it prohibits the use of appropriations to support military force in hostilities outside the parameters of an authorization. Lastly, the resolution requires the President, when requesting an authorization for the use of military force, to provide a comprehensive justification for such request by including (1) the nations, organizations, and forces covered; (2) the countries and subdivisions of such countries covered; and (3) the duration of the request.

Fairness for Local Veteran Cemeteries Act This bill authorizes the Department of Veterans Affairs (VA) to provide a grant under the Veteran Cemetery Grants Program to a county to establish, expand, improve, operate, or maintain a county-owned veterans' cemetery. Under current law, such grants are only authorized to be issued to states, tribal organizations, and U.S. territories or possessions. The VA is only able to provide such grants under certain circumstances. Specifically, grants are only authorized if the state in which the county is located does not have a state-owned veterans' cemetery or the state did not apply for a grant in the previous year. Additionally, a county must demonstrate that it has the resources necessary to operate and maintain its cemetery. The VA must give priority to state-owned cemeteries in situations where both the county and the state apply for a grant in the same year.

Veteran Employment and Child Care Access Act of 2019

Veteran Employment and Child Care Access Act of 2019 This bill requires the Department of Veterans Affairs (VA) to provide child care assistance to an eligible veteran for any period that the veteran (1) receives VA training or vocational rehabilitation, and (2) is required to travel to and from a facility for the receipt of such training or rehabilitation. Child care assistance may only be provided once for a child and for a period shorter than six months, but the VA is authorized to waive such limitations. The term eligible veteran is defined as a veteran who is the primary caretaker of a child and (1) who is receiving VA training or vocational rehabilitation on a full-time basis, or needs and would receive such training or rehabilitation from the VA but for the lack of child care; and (2) whose family's adjusted gross income meets certain criteria. The bill provides for various types of child care assistance, as the VA considers appropriate.

Full Choice for Veterans Act

Full Choice for Veterans Act This bill removes existing requirements and authorizes covered veterans to receive hospital care, medical services, or extended care services through the Veterans Community Care Program if they notify the Department of Veterans Affairs (VA). RURAL Veterans Act

Recruiting in Underserved Rural Areas and Localities for Veterans Act or the RURAL Veterans Act This bill addresses the recruitment of Department of Veterans Affairs (VA) health care professionals in rural areas. Specifically, the bill requires the VA to establish the Office of Rural Recruitment to improve the recruitment of health care professionals for rural and highly rural community-based outpatient clinics and medical centers of the VA. The bill also requires the director of each Veterans Integrated Service Network that contains at least one rural or highly rural community-based outpatient clinic to annually develop and maintain a strategy to recruit health care professionals. The Office of Rural Recruitment shall conduct a study on the feasibility of a scholarship program for health care professionals to attend the Uniformed Services University of the Health Sciences in exchange for service as full-time employees at a rural or highly rural community-based outpatient clinic or medical center of the VA for a specified period of time. The VA shall establish the Rural Health Quality and Access Fellowship program to provide fellowships to health care professionals at the graduate or post-graduate level who serve on a short-term basis as full-time employees at a rural or highly rural community-based outpatient clinic or medical center of the VA and conduct research on (1) improving the quality of rural health care, (2) access to health care in rural areas, and (3) recruitment and retention of health care professionals in rural areas.

Access to Affordable Housing for Veterans Act of 2019 This bill provides additional notifications to service members regarding home loans available through the Department of Veterans Affairs (VA). The bill requires a Federal Housing Administration mortgage notice to a veteran to contain comparative rate and fee information about VA home loans. The uniform residential loan application developed by Fannie Mae and Freddie Mac must include a check box to indicate that the applicant is a veteran, the statement "If you are a veteran, you may be eligible for a VA mortgage," and a place to acknowledge such statement. Preseparation counseling for a service member prior to discharge from active duty must include information regarding the authority of a member to use an honorable discharge certificate as a certificate of eligibility for a VA guaranteed housing loan or to request a specific certificate of eligibility for such loan, and counseling on responsible borrowing practices.

GI Bill Planning Act of 2019

GI Bill Planning Act of 2019 This bill extends or removes specified deadlines for certain Department of Veterans Affairs (VA) education benefits. Specifically, the bill updates the Montgomery GI Bill program by extending the period of time under which an election must be made for entitlement to educational assistance under the program. The bill phases the program out to end on September 30, 2029. The bill also removes a deadline that prevents certain veterans from receiving in-state tuition, regardless of their state of residence, using VA education benefits at public institutions of higher education. Currently, a veteran who is discharged or released after at least 90 days of active service must be within three years of their discharge from active duty to receive in-state tuition (regardless of their state of residence). The VA must post on a public VA website a database explaining any requirements established by a public institution of higher learning for an individual to be charged in-state tuition. The VA must disapprove a course of education at a public institution of higher learning that does not provide the VA with an explanation of the requirements (or a timely update of such requirements) for an individual to be charged in-state tuition.

VA Suicide Prevention Services Accountability Act This bill requires the Government Accountability Office (GAO) to conduct a management review and submit reports on mental health and suicide prevention efforts carried out by the Department of Veterans Affairs (VA). Specifically, the bill requires the GAO to conduct a management review of the mental health and suicide prevention services provided by the VA. The bill also requires the GAO to report on the VA's efforts to (1) manage veterans at high risk for suicide, (2) integrate mental health care into VA primary care clinics, and (3) integrate community-based mental health care (care provided by a non-VA provider but paid for by the VA) into the Veterans Health Administration.

Protecting Benefits for Disabled Veterans Act of 2019 This bill authorizes the Department of Veterans Affairs (VA) to assign, for purposes of the disability compensation program, a disability rating of total to a veteran who meets certain parameters and is unable to secure or maintain substantially gainful employment due to a service-connected disability. Specifically, the VA may make such a disability determination if a veteran has a service-connected disability rated at least 60%, or has two or more service-connected disabilities with one being at least 40% and a combined total of at least 70%. The VA may also make a determination on the disability rating in circumstances where a veteran meeting the specified parameters maintains marginal employment (income is less than the poverty threshold), or if the veteran maintains substantially gainful employment (exceeds the poverty threshold) and the VA determines that the rating is appropriate. The bill prescribes what disabilities may be considered as one disability (e.g., disabilities incurred or aggravated as a prisoner of war). The VA may not consider the age of a veteran or eligibility for retirement benefits when making any determination related to disability rating.

To amend title 38, United States Code, to direct the Secretary of Veterans Affairs to furnish free and comprehensive mental health care to former members of the Armed Services, and for other purposes.

This bill expands eligibility for Department of Veterans Affairs (VA) hospital care and medical services to recently discharged or released veterans during the one-year period following their discharge or release from active service or active reserve status. Such veterans shall be eligible for care even if they fail to enroll in the VA health care system. The Department of Labor must promote the expanded eligibility for such VA care to members of the Armed Forces transitioning from service in the Armed Forces to civilian life through the Transition Assistance Program. In addition, the VA must publish notification of the expanded eligibility for such care on a VA website.

To direct the Secretary of Veterans Affairs to seek to enter into an agreement with the National Academies of Sciences, Engineering, and Medicine or the National Cancer Institute to conduct a study on radiation exposure relating to prostate cancer.

Veterans Education and Transfer Extension Act of 2019 or the VET Extension Act of 2019 This bill updates Post-9/11 GI Bill educational assistance for certain veterans or active duty military service members. Specifically, the bill increases the number of months of educational assistance available by the lesser of (1) 15 months, or (2) the amount of months needed to complete remedial and deficiency courses that may be needed prior to beginning a program of education. Under the bill, individuals who do not currently have a dependent, but wish to elect to transfer educational assistance to a dependent, may do so at such a time when they do have a dependent. The bill removes a restriction on the timing of the transfer of educational assistance and also authorizes an individual to designate a new dependent or dependents to receive an unused entitlement.

Eligible individuals are those who (1) are entitled to 36 months of educational assistance under the Post-9/11 Educational Assistance Program, (2) are not in bankruptcy proceedings at the time of application, and (3) meet credit score requirements.

United States Army Rangers Veterans of World War II Congressional Gold Medal Act

Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be available for display and research.

REVAMP Act

Refer and Equip Veterans and Military Personnel Act or the REVAMP Act This bill revises the Transition Assistance Program, which prepares service members for civilian life. The bill extends to certain reservists specified program requirements that currently apply to service members separating from active duty. Specifically, the bill requires certain members of a reserve component who have previously served on active duty to be provided with both a physical examination and a mental health assessment prior to separation. Under current law, only a physical examination must be offered to such reservists, and the examination is optional. The bill also specifies the time period during which the pre-separation physical examination and mental health assessment must occur. Specifically, a service member must undergo a physical examination and mental health assessment during the 90-day period before the service member's separation from the Armed Forces. In addition, the bill requires pre-separation counseling to include a plan for a service member's achievement of health care objectives.

REACH MIL Act

DOD shall share information with the VA to ensure that an active-duty service member who transitions from the military health care system may schedule follow-up mental health appointments with the VA.

Veterans Hearing Benefits Act of 2019 This bill provides a presumption of service-connection for hearing-related issues in certain veterans for purposes of wartime disability compensation. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. Per the bill, certain veterans with diagnosed hearing loss, tinnitus, or both shall be presumed to have incurred or aggravated such conditions during active military, naval, or air service. This bill applies to veterans who (1) served in combat, or (2) were assigned to a military occupational specialty that likely exposed them to a sufficiently high level of acoustic trauma. The bill also requires the Department of Veterans Affairs to adjust the schedule of rating disabilities to establish a minimum disability rating for a veteran who requires a hearing aid because of a service-connected disability.

A resolution expressing the sense of the Senate that the United States Postal Service should issue a commemorative postage stamp series honoring women veterans of the Armed Forces and that the Citizens' Stamp Advisory Committee should recommend to the Postmaster General that such a stamp series be issued.

Additionally, the VA must provide the most recent training course at least once every five years to each employee of the Veterans Health Administration who regularly interacts with veterans in the course of their employment.

National Aeronautics and Space Administration Authorization Act of 2019 This bill reauthorizes the National Aeronautics and Space Administration (NASA) for FY2020. The bill provides for continued use of the International Space Station through 2030 and authorizes NASA programs and activities, including a rocket engine test infrastructure program, a low-Earth orbit commercialization program, a Lunar Discovery Program for lunar science research, a 21st Century Aeronautics Capabilities Initiative, a Skilled Technical Education Outreach Program for secondary school students, and a 21st Century Space Launch Infrastructure Program. NASA shall establish the Planetary Defense Coordination Office to implement a program for surveying threats posed by near-Earth objects equal to or greater than 140 meters in diameter. NASA shall also continue providing opportunities for formal and informal STEM (science, technology, engineering, and mathematics, including computer science) education engagement activities, including under the Established Program to Stimulate Competitive Research (EPSCoR).

Department of Veterans Affairs Work Study Expansion Act of 2019 This bill expands the list of work-study activities that qualify for payment of work-study allowances under Department of Veterans Affairs rehabilitation, training, and education programs. Under the bill, the following activities carried out at the offices of Members of Congress qualify as work-study activities: the distribution of information to members of the Armed Forces, veterans, and their dependents concerning benefits and services; and the preparation and processing of documents, including those used to file veterans benefits claims.

Military Family Parole in Place Act

Military Family Parole in Place Act This bill directs the Department of Homeland Security (DHS) to parole into the United States an alien who is the spouse, widow or widower, parent, or child of a qualifying current or former member of the Armed Forces. A qualifying member of the Armed Forces shall be (1) a member of the Armed Forces on active duty, (2) a member of the Selected Reserve of the Ready Reserve, or (3) a living or deceased individual who served in and was discharged from either service under a condition other than dishonorable. Such parole may be denied only if DHS, the Department of Defense, and the Department of Veterans Affairs jointly issue a detailed written justification for the denial.
