Military Selective Service Amendments of 1980 - Directs the President to resume the registration of individuals pursuant to the Military Selective Service Act. Removes the restriction that only males may be subject to the selective service. Stipulates that the President shall provide for the induction of not more than 200,000 persons into the armed forces in each fiscal year beginning with fiscal year 1980 for service in the Individual Ready Reserve of the Ready Reserve of the Army Reserve. Stipulates that individuals so inducted shall be required to serve not less than 12 weeks of active duty for training. Stipulates that a random sequence drawing shall be conducted for induction for all registrants. Stipulates that effective upon the enactment of authority to induct persons into the armed forces no deferment will be granted to persons enlisting in any reserve component of the armed forces or the Ready Reserve of any such reserve component. Stipulates that the entire Selective System shall be required to annually participate in training to simulate emergency mobilization procedures. Exempts the Selective Service System from executive reorganization orders. Entitles individuals inducted into the Individual Ready Reserve pursuant to this Act to the same educational benefits as those to which enlisted members of the Selected Reserve are entitled. Defines "Individual Ready Reserve" as that portion of any Ready Reserve component not in the Selected Reserve.

Provides that the payment of retired or retainer pay which would otherwise be made to a member of the armed forces shall be paid by the Secretary concerned to another person to the extent provided for in the terms of any court decree of divorce, annulment, or legal separation. Stipulates that such direct payment shall only be made after the required notification (as set forth by this Act) of such obligation is received by the appropriate agent or Secretary of the military department concerned. Directs the President to promulgate implementing regulations.

Increases the basic pay and allowance rate in effect as of January 1, 1980, to the amount that would have been granted Federal employees if the President had not submitted an alternate pay plan for pay grades E-4 through E-9, W-1 through W-4, and 0-3 through 0-5. Authorizes additional station housing allowances to be paid to military personnel stationed in the United States (excluding Alaska and Hawaii) where the actual housing costs exceed by more than 15 percent the housing allowance provided. Replaces fixed travel reimbursement schedules with ones to be determined by the Secretaries of the military departments. Eliminates "first-class transportation, including sleeping accommodations" as a factor in determining such reimbursement rates. Includes "common carrier transportation" and "high cost areas" as factors in determining such rates.
