Authorizes the recomputation of retired pay of specified members and former members of the armed forces. Provides that the retired pay of any member or former member who was on active duty or in an active status on or before May 31, 1958, and who became or will become entitled to receive retired pay based upon age, length of service, or physical disability under the provisions of the Career Compensation Act of 1949, shall be computed at current active duty pay rates and increased to reflect later changes in applicable pay rates. Provides that the enactment of this Act shall not create any retroactive entitlement to additional retired pay, nor reduce the retired pay or retainer pay to which a member or former member was entitled on the day before the effective date of this Act.

Provides that any member of a Regular or Reserve component of the Armed Forces who is retired and is receiving from the United States retired or retirement pay and other benefits incident to his retired status, and who is required by provisions of the Constitution or statutes of a State to resign his military commission, terminate his retired status, and forgo receipt of retired or retirement pay and other benefits incident to such retired status, in order to be eligible to accept elective or appointive civil office under the said State, shall, with his consent, be reappointed by the service Secretary alone to the grade and position on the retired list which he held prior to his resignation, effective the day following termination of his State civil office, and as of such date be entitled to resume receipt of the retired or retirement pay and other benefits incident to his retired status to which he was entitled prior to his resignation. Provides that if such retired member is participating in the Survivor Benefit Plan established by Public Law 92-245, at the time of his resignation, to accept a State civil office, he may, notwithstanding the provisions of any other law, continue to participate in the plan as if he had never resigned by depositing in the Treasury each month thereafter the sum of money that otherwise would have been deducted from his retired pay for the month under the plan, and if the said retired member should die while holding State civil office his beneficiary or beneficiaries under the plan shall be paid the annuity authorized thereunder as if the said member had died while in retired status.

Government Secrecy Control Act - States that it is the policy of the United States Government to permit information relating to the national defense or foreign policy of the United States to be kept secret only when the disclosure of such information would harm the national defense or foreign policy or when such information has been provided to the Government of the United States by a foreign government or international organization pursuant to an agreement which conforms to the policy of this Act and which precludes the release of such information without the consent of that foreign government or international organization. States that it is also the policy of the United States Government not to permit information to be kept secret in order to impede access by Congress to such information or to conceal incompetence, inefficiency, wrongdoing, or administrative error, to avoid embarrassment to any officer or agency, or to restrain competition or independent initiative. Establishes a Joint Committee on Government Secrecy to carry out the policies of this Act, and upon determination that the practices of Government departments and agencies fail to conform to such policies, to direct their revision. Specifies the composition, duties, and powers of the Joint Committee. Establishes the Office of National Defense and Foreign Policy Information within the Executive Office of the President to be headed by a Registrar of National Defense and Foreign Policy Information. States that it shall be the function of the Registrar to compile and transmit to the Joint Committee a Register of National Defense and Foreign Policy Information, and to review and recommend the procedures relating to the disclosure of information by the President, and Federal departments and agencies. Abolishes the Interagency Classification Review Committee. Requires that any document or matter kept secret pursuant to this Act shall be entered on the Register of National Defense and Foreign Policy Information. Specifies the information to be contained in each entry required to be made in the Register. Specifies special procedures for the entry of certain classes of matter into the Register.

Vietnam Veterans Federal Employment Act - Authorizes the Director of a government agency to make an excepted appointment, to be known as a Vietnam veterans appointment, to any position in the competitive civil service, up to and including GS-6, or the equivalent thereof, of a veteran or disabled veteran who served on active duty in the Armed Forces of the United States during the Vietnam era, and is found qualified to perform the duties of the position. Requires an employee given such an appointment to serve subject to the satisfactory performance of assigned duties and participation in the training or educational program to which he may be appointed. Provides that an employee who completes the training or educational program or who has satisfactorily completed one year of substantially continuous service under a Vietnam veterans appointment shall be converted to career-conditional or career employment. Prohibits, in the selection of an applicant for appointment under the provisions of this Act, discrimination because of race, color, religion, sex, national origin, or political affiliation. Limits eligibility for appointment under this Act to a period within two years of separation from the Armed Forces.

Increases the rates of veterans educational assistance allowances. States that in the event that the period of entitlement under this Act of an eligible veteran who is enrolled in a program of education ends prior to such veteran's attainment or a predetermined and identified educational, professional, or vocational objective, the Administrator of Veterans' Affairs may extend such veteran's period of eligibility to the completion of such program of education or for nine months, whichever is the lesser period. Requires the Administrator of Veterans' Affairs to reimburse any eligible veteran enrolled in a fulltime or part-time program of education for costs above $400 incurred by such veteran for tuition, exclusive expenses incurred for fees, books, supplies, or other expenses. Limits such payments to $600 for an ordinary school year. Establishes a Vietnam Era Veterans Communication Center. States that it shall be the duty of the Communications Center to make an initial and periodic evaluation of the effectiveness of the veterans outreach services program. Requires the results of such evaluations to be reported to the President and to the Congress. Directs the Communications Center to advise and assist in connection with all Federal programs pertaining to veterans of the Vietnam era. Establishes the Vietnam Era Veterans Advisory Committee to advise and consult with the Communication Center regarding any and all matters pertaining to the duties and responsibilities of the Communications Center under this Act.

Expressed the sense of the Congress that new efforts should be made by the Government of the United States through appropriate diplomatic and international channels to persuade the Government of the Democratic Republic Vietnam, the Provisional Revolutionary Government of Vietnam, and the Lao Patriotic Front to comply with their obligations with respect to personnel captured or killed during the Vietnam conflict and with respect to personnel still in a missing status; that every effort should be made to obtain the cooperation of the various parties to the conflict in Cambodia in providing information with respect to personnel missing in Cambodia; and that further efforts should be made to obtain necessary cooperation for search teams to inspect crash sites and other locations where personnel may have been lost. Declares that the Government of the United States should use every effort to bring about such reciprocal actions by the parties to the peace agreements, including the Government of the Republic of Vietnam and the Royal Lao Government, as will be most likely to bring an end to the abhorrent conduct of the Government of the Democratic Republic of Vietnam, the Provisional Revolutionary Government of Vietnam, and the Lao Patriotic Front regarding the missing in action. Declares the Congress's support and sympathy for the families and loved ones of the Americans missing in action, who have suffered such deep human anguish for so long due to the undisclosed fate of the missing in action.
