Special Prosecutor Act

Special Prosecutor Act - Directs the President, by and with the advice and consent of the Senate, to appoint a Special Prosecutor to head an Office of Special Prosecution. Grants the Special Prosecutor exclusive jurisdiction to investigate and prosecute in the name of the United States all offenses against the United States committed by any Federal officer, employee, and agent in connection with or arising out of intelligence or counter-intelligence activities or operations. Authorizes the Special Prosecutor to take any action necessary and proper to perform the purposes of this Act. Permits the Special Prosecutor to institute, in the name of the United States, any civil action for any claim arising out of or in connection with an offense or course of conduct which such individual is authorized to investigate or prosecute. Authorizes compensation and staffing for the Office of Special Prosecution. Authorizes the Special Prosecutor to delegate any authorized functions to personnel of the Office. Transfers all files, records, documents, and other materials in the possession or control of the Department of Justice, any previous special prosecutor, or any other Federal department or agency, which relate to matters within the exclusive jurisdiction of the Special Prosecutor, to such Prosecutor. Requires each Federal department or agency to expeditiously furnish any materials requested by the Special Prosecutor unless a court of competent jurisdiction orders otherwise. Instructs the Special Prosecutor to keep inviolate and safeguard from unwarranted disclosure all materials obtained or prepared by the Office of Special Prosecution. Terminates such Office three years after the date the President first appoints a Special Prosecutor. Directs the Special Prosecutor to make a report of his activities to the President and to Congress on the first and second anniversaries of taking office and not later than 30 days after termination of the Office. Requires the Special Prosecutor to make immediate and full report to the Congress at any time a Federal agency, officer, employee, or agent fails or refuses to comply with a request or demand for information, if such failure or refusal jeopardizes an investigation or prosecution conducted under this Act. Authorizes the appropriation of such sums as are necessary to carry out the purposes of this Act.

Title II: Authorizes the Secretary of the Navy to expend specified amounts for fiscal year 1977 to establish or develop military installations and facilities by acquiring, constructing, converting, rehabilitating, or installing permanent or temporary public works, including land acquisition, site preparation, appurtenances, utilities, and equipment for specified acquisition and construction. Authorizes the Secretary of Defense to establish or develop installations and facilities which he determines to be vital to the security of the United States, and in connection therewith to acquire, construct, convert, rehabilitate, or install permanent or temporary public works. Title V: Military Family Housing - Authorizes the Secretary of Defense to construct or acquire sole interest in existing family housing units in the numbers and at the locations specified in this Act. Stipulates that no family housing construction shall be commenced at any such locations in the United States until the Secretary shall have consulted with the Secretary of the Department of Housing and Urban Development as to the availability of suitable private housing at such locations. Title VI: General Provisions - Authorizes the appropriation of such sums as may be necessary to carry out this Act. Title VII: Guard and Reserve Forces Facilities - Guard and Reserve Forces Facilities Authorization Act - Authorizes the Secretary of Defense to establish or develop additional facilities for the National Guard and Reserve Forces. Title VIII: Military Construction Authorization Act - Stipulates that the Secretary of Defense and the Secretaries of the Army, Navy, and Air Force may establish or develop military installations and facilities by acquiring, constructing, converting, rehabilitating, or installing permanent or temporary public works, including land acquisition, site preparation, appurtenances, utilities, and equipment beginning with fiscal year 1978 in specified amounts.

Provides that a member or former member of a uniformed service: (1) who is sixty years of age or older, and is retired for reasons other than physical disability, whose disability is finally determined to be of a permanent nature and less than 30 percent under the disability rating system, and is entitled to retired pay computed under the rates of basic pay in effect before January 1, 1972; or (2) who is entitled to retired pay for physical disability, whose disability was finally determined to be of permanent nature and at least 30 percent under the schedule of rating disabilities, and whose retired pay is computed under rates of basic pay in effect after October 11, 1949 and before January 1, 1972, is entitled to have that pay recomputed upon the rates of basic pay in effect on January 1, 1972.

Military Construction Authorization Act - Title I: - Authorizes the Secretary of the Army to expend specified amounts to establish or develop military installations and facilities by acquiring, constructing, converting, rehabilitating, or installing permanent or temporary public works, including land acquisition, site preparation, appurtenances, utilities, and equipment for specified acquisition and construction. Authorizes the Secretary of the Army to establish or develop Army installations and facilities by proceeding with construction made necessary by changes in Army missions and responsibilities which have been occasioned by: (1) unforeseen security considerations, (2) new weapons developments, (3) new and unforeseen research and development requirements, or (4) improved production schedules if the Secretary of Defense determines that deferral of such construction for inclusion in the next Military Construction Authorization Act would be inconsistent with interests of national security, and in connection therewith to acquire, construct, convert, rehabilitate, or install permanent or temporary public works. Title II: - Authorizes the Secretary of the Navy to expend specified amounts to establish or develop military installations and facilities by acquiring, constructing, converting, rehabilitating, or installing permanent or temporary public works, including land acquisition, site preparation, appurtenances, utilities, and equipment for specified acquisition and construction. Authorizes the Secretary of the Navy to establish or develop Navy installations and facilities by proceeding with construction made necessary by changes in Navy missions and responsibilities which have been occasioned by: (1) unforeseen security considerations, (2) new weapons developments, (3) new and unforeseen research and development requirements, or (4) improved production schedules, if the Secretary of Defense determines that deferral of such construction for inclusion in the next Military Construction Authorization Act would be inconsistent with interests of national security, and in connection therewith to acquire, construct, convert, rehabilitate, or install permanent or temporary public works. Title III: - Authorizes the Secretary of the Air Force to expend specified amounts to establish or develop military installations and facilities by acquiring, constructing, converting, rehabilitating, or installing permanent or temporary public works, including land acquisition, site preparation, appurtenances, utilities, and equipment, for specified acquisition and construction. Authorizes the Secretary of the Air Force to establish or develop Air Force installations and facilities by proceeding with construction made necessary by changes in Air Force missions and responsibilities which have been occasioned by: (1) unforeseen security considerations, (2) new weapons developments, (3) new and unforeseen research and development requirements, or (4) improved production schedules, if the Secretary of Defense determines that deferral of such construction for inclusion in the next Military Construction Authorization Act would be inconsistent with interests of national security, and in connection therewith to acquire, construct, convert, rehabilitate, or install permanent or temporary public works. Title IV: - Authorizes the Secretary of Defense to expend specified amounts to establish or develop military installations and facilities by acquiring, constructing, converting, rehabilitating, or installing permanent or temporary public works, including land acquisition, site preparation, appurtenances, utilities and equipment, for defense agencies for acquisition and construction. Authorizes the Secretary of Defense to establish or develop installations and facilities which he determines to be vital to the security of the United States, and in connection therewith to acquire, construct, convert, rehabilitate, or install permanent or temporary public works. Title V: Military Family Housing - Authorizes the Secretary of Defense to construct or acquire sole interest in existing family housing units in the numbers and at the locations hereinafter named, but no family housing construction shall be commenced at any such locations in the United States until the Secretary shall have consulted with the Secretary of the Department of Housing and Urban Development as to the availability of suitable private housing at such locations. Title VI: General Provisions - Authorizes the appropriation of such sums as may be necessary to carry out this Act. Title VII: Guard and Reserve Forces Facilities - Guard and Reserve Forces Facilities Authorization Act - Authorizes the Secretary of Defense to establish or develop additional facilities for the Guard and Reserve Forces. Title VII : Military Construction Authorization Act - Stipulates that the Secretary of Defense and the Secretaries of the Army, Navy and Air Force may establish or develop military installations and facilities by acquiring, constructing, converting, rehabilitating, or installing permanent or temporary public works, including land acquisition, site preparation, appurtenances, utilities and equipment beginning with fiscal year 1978 in specified amounts.

Veterans' Disability Compensation and Survivor Benefits Act - Title I: Veterans Disability Compensation - Increases generally specified dollar amounts paid to eligible disabled veterans by the Veterans' Administration. Makes an additional payment available to veterans having a wife or child who is helpless or blind, or so nearly helpless or blind as to need or require the regular aid and attendance of another person. Title II: Survivors Dependency and Indemnity Compensation - Increases generally specified dependency and indemnity compensation amounts paid to widows of eligible veterans and to children of deceased veterans not leaving a widow. Title III: Effective Date - Makes the provisions of this Act effective on October 1, 1976.
