Veterans' Equity in Education Act of 2006 - Amends the Higher Education Act of 1965 with respect to calculation of financial assistance for which a student receiving veterans' education benefits may be eligible. Reduces the factor in the eligibility formula representing estimated educational financial assistance already received by the student by the amount of military pay deductions for such benefits made by or on behalf of the student while on active duty in the U.S. armed forces or in the Selective Reserve.

Military Range Legacy Act of 2006 - Expresses the sense of Congress that the Secretary of Defense should fully implement, as soon as possible, Department of Defense (DOD) requirements regarding unexploded ordnance, discarded military munitions, and munitions constituents (substances) at defense sites. Requires the Secretary to: (1) establish a program assessing formerly used defense sites that are known or suspected to contain such substances; (2) establish a program for the research, development, testing, and evaluation of unexploded ordnance detection instrument technology; (3) establish a program manager for DOD policy and budgeting issues involving the characterization, remediation, research, and management of military munitions response at defense sites; (4) develop an inventory of defense sites known or suspected to contain such substances; (5) establish and maintain a database of incidents and accidents involving unexploded ordnance or discarded military munitions; and (5) report to Congress on DOD strategy to complete environmental remediation of all military installations approved for closure or realignment. Directs the Comptroller General to conduct studies assessing the: (1) adequacy of the funding, staffing, and organization of the Military Munitions Response Program; and (2) effectiveness of current procedures and institutions for the management and transfer of former defense land. Expresses the sense of Congress with respect to military procurement and use of munitions.

Comprehensive Immigration Reform Act of 2006 - Sets forth border security and enforcement provisions, including provisions respecting: (1) personnel and asset increases and enhancements; (2) a National Strategy for Border Security; (3) border security initiatives, including biometric data enhancements and a biometric entry-exit system, document integrity, and mandatory detention of aliens apprehended at or between ports of entry; and (4) Central American gangs. Border Tunnel Prevention Act - Provides criminal penalties for construction, financing, or use of illegal border tunnels or passages. Border Law Enforcement Relief Act of 2006 - Authorizes a border relief grant program for a tribal, state, or local law enforcement agency in a county: (1) no more than 100 miles from a U.S. border with Canada or Mexico; or (2) more than 100 miles from any such border but which is a high impact area. Sets forth interior enforcement provisions, including provisions respecting: (1) alien terrorists; (2) alien street gang members; (3) illegal entry and reentry; (4) passport and immigration fraud; (5) criminal aliens; (6) voluntary departure; (7) detention and alternatives; (8) criminal penalties; (9) alien smuggling; (10) tribal lands security; (11) state and local enforcement of immigration laws; (12) expedited removal; and (13) alien protection from sex offenders. Makes it unlawful to knowingly hire, recruit, or refer for a fee an unauthorized alien. Establishes in the Treasury the Employer Compliance Fund. Provides for additional worksite and fraud detection personnel. Provides for a report examining the impacts of the current and proposed annual grants of legal status, including immigrant and nonimmigrant status, along with the current level of illegal immigration, on U.S. infrastructure and quality of life. Establishes a temporary guest worker program (H-2C visa). Provides: (1) that the Secretary of Homeland Security shall determine H-2C eligibility; (2) for a three-year admission with one additional three-year extension; (3) issuance of H-4 nonimmigrant visas for accompanying or following spouse and children; (4) for U.S. worker protection; (5) for implementation of an alien employment management system; and (6) establishment of a Temporary Worker Task Force. Expands the S-visa (witness/informant) classification. Limits the L-visa (intracompany transfer) classification. Fairness in Immigration Litigation Act of 2006 - Sets forth provisions respecting remedies for immigration legislation. Sets forth backlog reduction provisions respecting: (1) family-sponsored and employment-based immigrant levels; (2) country limits; (3) immigrant visa allocations; (4) minor children; (5) shortage occupations; and (6) student and advanced degree visas. Widows and Orphans Act of 2006 - Establishes a special immigrant category for certain children and women at risk of harm. Immigrant Accountability Act of 2006 - Provides permanent resident status adjustment for a qualifying illegal alien (and the spouse and children of such alien) who has been in the United States for five years and employed (with exceptions) for specified periods of time. Authorizes mandatory departure and immigrant or nonimmigrant reentry for a qualifying illegal alien who has been present and employed in the United States since January 7, 2004. Establishes a three-year mandatory departure status, and sets forth immigration prohibitions and penalties for failure to depart or delayed departure. Subjects the spouse or children of a principal alien to the same conditions as such alien, except that if such alien meets the departure requirement the spouse and children will be deemed to have done so. Agricultural Job Opportunities, Benefits, and Security Act of 2006, or AgJOBS Act of 2006 - Establishes a pilot program (Blue Card program) for adjustment to permanent resident status of qualifying agricultural workers who have worked in the United States during the two-year period ending December 31, 2005, and have been employed for specified periods of time subsequent to enactment of this Act. Revises the H-2A (temporary agricultural worker) program. Development, Relief, and Education for Alien Minors Act of 2006 or the DREAM Act of 2006 - Eliminates denial of an unlawful alien's eligibility for higher education benefits based on state residence unless a U.S. national is similarly eligible without regard to such state residence. Authorizes cancellation of removal and adjustment to conditional permanent resident status of certain alien students who are long-term U.S. residents. Sets forth provisions respecting: (1) additional Department of Homeland Security (DHS) and Department of Justice immigration personnel; and (2) the Board of Immigration Appeals. Kendell Frederick Citizenship Assistance Act - Provides that fingerprints provided by a qualifying individual at the time of military enlistment shall satisfy naturalization fingerprint requirements. Requires the Secretary of Defense to establish the position of Citizenship Advocate at each military entry processing station. State Court Interpreter Grant Program Act - Provides state courts grants to assist individuals with limited English proficiency to access and understand court proceedings, and allocates funds for a related court interpreter technical assistance program. Border Infrastructure and Technology Modernization Act - Provides for: (1) a port of entry infrastructure assessment study; (2) a national land border security plan; and (3) a port of entry technology demonstration program. September 11 Family Humanitarian Relief and Patriotism Act - Provides permanent resident status adjustment or cancellation of removal and permanent resident status adjustment for a qualifying alien who was on September 10, 2001, the wife, child, or dependent son or daughter of a lawful nonimmigrant alien who died as a result of the September 11, 2001, terrorist attacks against the United States. Sets forth provisions respecting: (1) noncitizen Armed Forces membership; (2) nonimmigrant status for athletes; (3) extension of returning worker exemption; (4) surveillance programs, including aerial and unmanned aerial surveillance; (5) a Northern Border Prosecution Initiative; (6) reimbursement of Southern Border State and county prosecutors for prosecuting federally initiated drug cases; (7) conditional nonimmigrant worker-related grants; (8) border security on federal land; and (9) parole and status adjustment relief for qualifying widows and orphans.

Military Retirees Health Care Protection Act - Expresses the sense of Congress that: (1) the Department of Defense (DOD) and the nation have a committed obligation to provide health benefits to retired military personnel that exceeds the obligation of corporate employers to their employees; (2) DOD has many additional options to constrain the growth of health care spending in ways that do not disadvantage retirees, and should pursue such options rather than seeking large fee increases for retirees and their dependents; and (3) any percentage increase in health care fees, deductibles, or copayments for retirees and their families, and for members of the Selected Reserve currently serving on active duty and their families, should not exceed the percentage increase in military retired pay or basic pay, respectively. Limits to the previous percentage increase in retired or basic pay the authorized annual fee increase under: (1) the DOD pharmacy benefits program; and (2) certain premiums and other charges under the TRICARE program (a DOD managed health care program). Prohibits: (1) charges for DOD inpatient care from exceeding $535 per day; and (2) charging an enrollment fee under the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS).

Commends "rights defense" lawyers and activists of the People's Republic China (PRC) for their courage and integrity, and expresses moral support for this grass-roots rights defense movement in the PRC. Urges the government of the PRC to: (1) reinstate all licenses of GAO Zhisheng and his law firm; (2) remove all legal and political obstacles for lawyers attempting to defend criminal and politically sensitive cases in the PRC; (3) revise law and practice in the PRC to conform to international standards; and (4) allow religious believers in China to practice their religion without interference, and release Pastor Cai Zhuohua, his wife, and others imprisoned with him, and allow Pastor Cai to resume religious activities. Expresses the sense of Congress that: (1) the U.S. government should support democracy and human rights programs in the PRC that strengthen protection of basic rights and freedoms, and should initiate programs to train lawyers, judges, academics, and students about international human rights law; (2) the U.S. government should support programs to promote legal protections and cultural awareness of the right to freedom of religion or belief; and (3) the President should raise the issue of the PRC's harassment, arrest, and persecution of rights defense lawyers and activists and the need to respect the basic human rights of its citizens and the rule of law during his planned April 2006 meeting with Chinese President Hu Jintao.

Veterans' Compensation Cost-of-Living Adjustment Act of 2006 - Directs the Secretary of Veterans Affairs to increase, as of December 1, 2006, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled adult children, and dependency and indemnity compensation for surviving spouses and children. Requires each such increase to be the same percentage as the increase in benefits provided under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, on the same effective date.

Cooperative Proliferation Detection, Interdiction Assistance, and Conventional Threat Reduction Act of 2006 - Cooperative Proliferation Detection and Interdiction Assistance Act of 2006 - Authorizes the President to establish a program to provide proliferation detection and interdiction assistance to friendly foreign countries and requires that at least 25% of the amount made available for nonproliferation, anti-terrorism, demining and related programs and activities for FY2006 shall be made available to establish such program. Amends the Foreign Assistance Act of 1961 to authorize the President, in order to promote cooperation regarding the interdiction of weapons of mass destruction and related materials and delivery systems, to conclude agreements (including reciprocal maritime agreements) with other countries to prevent the transportation of such items to states and non-state actors of proliferation concern. Conventional Arms Disarmament Act of 2006 - Authorizes the Secretary of State to carry out an accelerated global program to secure or eliminate stocks of man-portable air defense systems (MANPADS), other conventional weapons, and tactical missile systems, as well as related equipment and facilities that pose a proliferation threat. Amends the Foreign Assistance Act of 1961 to authorize the President to establish a consolidated Nonproliferation, Anti-Terrorism, Demining, and Related Programs Account for the purpose of carrying out specified nonproliferation, anti-terrorism, demining, and related programs and activities.

Federal and Small Business Telework Promotion Act - Amends the National Energy Conservation Policy Act to require each federal agency to take necessary actions to reduce the level of fuel consumed by vehicles of employees of such agency (other than fuel for military purposes) by ten percent or more during the one-year period following enactment of this section. Outlines methods to achieve such reduction, including telework and carpooling. Directs the Administrator of the Small Business Administration (SBA) to conduct, in not more than five of the SBA's regions, a pilot program to raise awareness about telework among small business employers and to encourage such employers to offer telework options to employees. Requires the Administrator to make special efforts to conduct outreach to businesses owned by or employing individuals with disabilities, including disabled American veterans, and agencies, groups, or organizations that aid such individuals. Terminates such program after two years.

Healing the Invisible Wounds Act of 2006 - Prohibits the Secretary of Veterans Affairs from implementing any modification in the manner in which post-traumatic stress disorder (PTSD) is handled in the rating of service-connected disabilities for purposes of the payment of veterans' disability compensation until six months after the Secretary reports to the congressional veterans' committees on the proposed modification. Directs the Secretary to provide to each member of the National Guard and reserves who serves on active duty in a combat theater a session of group counseling, a session of private counseling, and a presentation on counseling-related matters to the family of such member. Requires the member's counseling to be provided within 14 days after their return from such deployment. Authorizes additional counseling upon member request.

Military Spouses Employment Act of 2006 - Amends the Internal Revenue Code to include spouses of members of the Armed Forces on extended active duty (more than 90 days or for an indefinite period) as members of a targeted group for purposes of the work opportunity tax credit (thus giving employers a tax incentive for hiring military spouses).

Staff Sergeant Carlos Farler Citizen Soldier Equality Act of 2006 - Requires that, in the case of a reserve member of the Armed Forces who is retired due to disability incurred as a result of being wounded in action, or whose name is placed on the temporary disability retired list because of a disability incurred for which the member is awarded the Purple Heart, such member shall be credited with the same number of years of service that would be credited to a member of the regular (non-reserve) Armed Forces for such service.

Sets forth the congressional budget for the federal government for FY2007, including the appropriate budgetary levels for FY2008-FY2011. Lists recommended budgetary levels and amounts for FY2007-FY2011 with respect to: (1) federal revenues; (2) new budget authority; (3) budget outlays; (4) deficits (on-budget); (5) debt subject to limit; and (6) debt held by the public. Lists the appropriate levels of new budget authority and outlays for specified major functional categories for FY2007-FY2011. Sets forth reconciliation instructions for the Committees on: (1) Agriculture; (2) Armed Services; (3) Education and the Workforce; (4) Financial Services; (5) International Relations; (6) the Judiciary; (7) Transportation and Infrastructure; and (8) Ways and Means. Provides for certain reserve funds for: (1) disposal of underutilized federal real property; (2) reauthorization of the Secure Rural Schools and Community Self-Determination Act; (3) calendar year 2007 alternative minimum tax relief; (4) the National Flood Insurance Program; and (5) revision of the regulation of government-sponsored enterprises. Prohibits House legislation that would require advanced appropriations, with a specified exception. States that, if legislation is reported that makes appropriations for FY2007 for contingency operations directly related to the global war on terrorism and other unanticipated defense-related operations, then the resulting new budget authority, new entitlement authority, outlays, or receipts shall not count for certain reconciliation and other specified purposes of the Congressional Budget Act of 1974 (CBA). Exempts also from counting for such purposes the new budget or entitlement authority, or outlays, resulting from any reported legislation that makes appropriations for FY2007 to combat avian flu, increases local preparedness, and develops a vaccine to innoculate the U.S. population. Authorizes the House Committee on Appropriations to make a separate suballocation for appropriations for the legislative branch for the first fiscal year of this resolution. Sets forth, for specified reconciliation purposes, budgetary treatment of certain legislation that revises the National Flood Insurance Program. Provides for adjustments in the allocations and aggregates of budget authority, outlays, and revenue set forth in this resolution to reflect the budgetary effects of certain tax legislation. Establishes a nondefense reserve fund for emergencies. Expresses the sense of Congress that the determination of the congressional budget for the federal government and the President's budget request should include consideration of the Financial Report of the United States Government, especially its information regarding the government's net operating cost, financial position, and long-term liabilities. Expresses the sense of Congress that any revenue increases achieved through recovery of taxes legally owed to the U.S. Treasury but not actually paid (the so-called "tax gap") shall be dedicated entirely to reducing the deficit and the accumulated debt, and not to financing additional spending.

Export-Import Bank Reauthorization Act of 2006 - Amends the Export-Import Bank Act of 1945 to reauthorize the Export-Import Bank of the United States through FY2011. Requires the President of the Bank to establish and maintain a Small Business Division and a Small Business Committee. Establishes within the Division an office for financing of exports by socially and economically disadvantaged small business concerns and small business concerns owned by women. Extends through FY2011 the Advisory Committee established to assist in the development and implementation of policies and programs designed to support the expansion of the Bank's financial commitments in sub-Saharan Africa under its loan, guarantee, and insurance programs. Specifies requirements for the Bank's: (1) improved liaison with African regional financial institutions; (2) closer cooperation with other U.S. agencies working in Africa; (3) adjustments in procedures to promote qualification of African entities for participation in Bank programs; and (4) development of procedures allowing it to finance certain African programs in local currencies. Extends through FY2011 Bank authority to provide financing for the export of nonlethal defense articles or services whose primary end use will be for civilian purposes. Prescribes requirements for Bank transparency initiatives and revises specified reporting requirements, especially for the annual competitiveness report. Requires at least two members of the Advisory Committee to represent the environmental nongovernmental organization (NGO) community (although no two from the same organization). Requires the environmental organizations represented to have demonstrated experience with environmental issues associated with the Bank, the Export Credit Group of the Organization for Economic Cooperation and Development, or both.

Border Security and Terrorism Prevention Act of 2006 - Directs the Secretary of Homeland Security to: (1) take all appropriate actions, including development of a national border strategy, to maintain operational control over the U.S. international land and maritime borders; (2) report on cross-border security agreements with Mexico and Canada; (3) provide for biometric data enhancements; (4) report on the One Face at the Border Initiative; (5) implement a secure communications plan for Border Patrol and border security use; (6) increase Border Patrol agents, port of entry inspection personnel, and canine detection teams; and (7) report on the airspace security mission's impact on the National Capital Region. Directs the Secretary to reimburse (up to prior-to-damage value) property owners for costs associated with repairing damages to the property owners' private infrastructure constructed on a U.S. government right-of-way delineating the international land border when such damages are the result of unlawful entry of aliens. Directs the Secretary to establish at least one Border Patrol unit for the U.S. Virgin Islands by September 30, 2006. Directs the Secretary to report to the Committee on Homeland Security respecting DHS progress in tracking Central American gangs across the U.S.-Mexico border. Directs the Secretary to compile specified health care-related data respecting unauthorized aliens taken into U.S. custody. Directs the Secretary to deploy radiation detection portal monitors at all U.S. ports of entry and facilities within one year of enactment of this Act. Directs the Secretary: (1) and the Secretary of Defense (DOD) to develop a plan to increase the availability of DOD surveillance equipment along the U.S. international land and maritime borders; (2) to assess border security vulnerabilities on Department of Interior land directly adjacent to the U.S. border; (3) to conduct a border security threat assessment and information sharing exercise; and (4) to establish the Border Security Advisory Committee. Authorizes the Secretary to permit a state, local government, or Indian tribe to use specified federal funds for border security activities usually performed by a federal agency but which, pursuant to an agreement, are being performed by state, local, or tribal government. Directs the Secretary to establish a university-based Center for Excellence for Border Security. Requires mandatory detention of an alien apprehended illegally seeking to enter the United States at a U.S. port of entry or land or maritime border as of October 1, 2006, unless such alien is: (1) paroled into the United States for humanitarian or public benefit reasons; or (2) is permitted to withdraw an application for admission and immediately departs from the United States. Provides that during the period 60 days after enactment of this Act and prior to October 1, 2006, an apprehended alien may be released with notice to appear only if: (1) the Secretary determines that the alien is not a national security risk; and (2) the alien provides a bond of not less than $5,000. Directs the Secretary, subject to appropriations, to fully utilize: (1) all Department of Homeland Security (DHS) bed space; and (2) all other options to cost effectively increase detention capacity. Denies admission to the nationals of a country that refuses or delays acceptance of its nationals ordered removed from the United States. Directs the Secretary to place an alien (other than from Mexico or Canada) who has not been admitted or paroled into expedited removal if apprehended within 100 miles of the border and within 14 days of unauthorized entry. Directs the Secretary to take specified actions to ensure coordination of DHS border security efforts. Establishes in DHS an Office of Air and Marine Operations whose primary mission shall be to prevent the entry of terrorists, other unlawful aliens, instruments of terrorism, narcotics, and other contraband into the United States, and whose secondary mission shall be to assist other agencies with such protective functions. Directs the Office to operate and maintain the Air and Marine Operations Center in Riverside, California, or other designated facility. Directs the Secretary to transfer to United States Immigration and Customs Enforcement all functions of the Customs Patrol Officers unit operating on the Tohono O'odham Indian reservation (the "Shadow Wolves" unit). Authorizes the Secretary to establish within United States Immigration and Customs Enforcement additional Customs Patrol units to operate on Indian lands.

Nuclear Gold Standard Act of 2006 - Directs the Secretary of Energy, the Secretary of State, and the Secretary of Defense to develop a framework for a global alliance against nuclear terrorism that would incorporate the "gold standard" developed under this Act for the security of nuclear materials. Directs the Secretary of Energy to work with: (1) the Secretary's Russian counterpart to develop a formal set of verifiable and enforceable standards to which all U.S. and Russian nuclear materials shall be secured and against which inspectors can test ("gold standard"); and (2) the International Atomic Energy Agency (IAEA) to extend such standards to all other countries with nuclear materials. Directs the Secretary of Energy and the Secretary of State to: (1) separately and jointly, provide assistance to other countries to implement the measures required by U.N. Security Council Resolution 1540; and (2) jointly develop a set of incentives as part of such assistance. Authorizes, subject to specified conditions, appropriations for: (1) specified Department of Energy and Department of Defense (DOD) nuclear materials safety and weapons reduction programs; and (2) securing nuclear materials in Russia.

Veterans' Memorial Marker Act of 2006 - Amends: (1) federal veterans' benefits provisions to extend through 2007 the authority for the provision by the Secretary of Veterans Affairs of government markers or memorial headstones for the marked graves of veterans buried in private cemeteries; and (2) the Veterans Education and Benefits Expansion Act of 2001 to make eligible for such markers or headstones certain veterans dying on or after November 1, 1990 (currently, September 11, 2001). Requires the Secretary to furnish such markers or headstones for certain dependent children of veterans whose remains are unavailable for burial.

Respect for America's Fallen Heroes Act - Prohibits a person from carrying out a demonstration: (1) at a cemetery under the control of the National Cemetery Administration or at Arlington National Cemetery, unless the demonstration has been approved by the cemetery superintendent or director; or (2) within 500 feet of a cemetery at which a funeral or memorial service is to be held, for a period beginning 60 minutes before and ending 60 minutes after the funeral or service, if such demonstration includes any individual making noise or a diversion that disturbs the peace or good order of the funeral or service. Amends the federal criminal code to provide criminal penalties for violations of such prohibitions. Expresses the sense of Congress that each state should enact legislation to restrict demonstrations near any military funeral.

Urges reconciliation among the people of Haiti, including a government led by President-elect Rene Preval that respects the rights of all political parties. Supports the holding of the second round of parliamentary elections as soon as possible while stressing the importance of a free and open process. Expresses thanks to the countries that have contributed personnel to the United Nations Stabilization Mission in Haiti (MINUSTAH), particularly Brazil. Encourages MINUSTAH to maintain current troop levels and to raise the numbers of UNPOL police forces. Urges the international community to continue to support MINUSTAH, fulfill previous 2004 donor pledges, and plan for a new multi-year commitment of support. Recommends: (1) the creation of an effective demobilization, disarmament, and reintegration program to encompass former military members and gangs; and (2) that the new government cooperate fully with MINUSTAH in assuring police and judiciary reform. Supports U.S. reconstruction assistance for Haiti.

Intelligence Authorization Act for Fiscal Year 2007 - Authorizes appropriations for FY2007 for the conduct of intelligence and intelligence-related activities of the: (1) Office of the Director of National Intelligence; (2) Central Intelligence Agency (CIA); (3) Department of Defense (DOD); (4) Defense Intelligence Agency (DIA); (5) National Security Agency (NSA); (6) Departments of the Army, Navy, and Air Force; (7) Departments of State, the Treasury, Energy, and Justice; (8) Federal Bureau of Investigation (FBI); (9) National Reconnaissance Office; (10) National Geospatial-Intelligence Agency; (11) Coast Guard; (12) Department of Homeland Security; and (13) Drug Enforcement Administration (DEA). Specifies that the amounts authorized and the authorized personnel ceilings as of September 30, 2007, for such activities are those specified in the classified Schedule of Authorizations, which shall be made available to the Senate and House Appropriations Committees and the President. Allows the Director of Central Intelligence, with the approval of the Director of the Office of Management and Budget, to authorize employment of civilian personnel in excess of the number authorized for FY2007 when necessary for the performance of important intelligence functions. Requires notification of the congressional intelligence committees on the use of such authority. Authorizes appropriations for the Intelligence Community Management Account for FY2007, as well as for full-time personnel for elements within such Account. Authorizes appropriations for FY2007 for the Central Intelligence Agency Retirement and Disability Fund. Specifies that the authorization of appropriations by this Act shall not be deemed to constitute authority for the conduct of any intelligence activity which is not otherwise authorized by the Constitution of laws of the United States.

Prevention of Aquatic Invasive Species Act of 2006 - Amends the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 to revise certain aquatic invasive species prevention requirements to, among other things: (1) apply them to certain U.S. vessels and to certain foreign vessels (or a structure being towed by a vessel) that are en route to, or have departed from, a U.S. port; and (2) establish ballast water exchange and treatment and sediment management standards for vessels of the armed forces. Prohibits an operator of a vessel from uptaking or discharging ballast water or sediment, except in specified circumstances, from a U.S. vessel operating in U.S. or non-U.S. waters. Requires a vessel to conduct all its ballast water management operations in accordance with an aquatic invasive species plan designed to minimize the discharge of aquatic invasive species. Requires a vessel, before discharging ballast water into U.S. waters, to conduct ballast water treatment so that the discharged ballast water will contain no more than a specified level of living organisms or microbes. Prohibits an operator of a vessel, until the vessel conducts such treatment, from discharging ballast water except after certain ballast water exchange and ballast water treatment requirements are met. Sets forth civil penalties for violations of this Act. Urges the Secretary to negotiate with foreign countries to develop and implement an international program for preventing the unintentional introduction and spread of aquatic invasive species. Establishes a priority pathway management program that, among other things: (1) identifies pathways that pose the highest risk for the introduction of aquatic invasive species unless further managed; and (2) develops recommendations for management strategies for those high-risk pathways. Implements a national system of ecological surveys for rapid early detection and monitoring of aquatic invasive species.

Ensuring Implementation of the 9/11 Commission Report Act - Homeland Emergency Response Operations Act or the HERO Act - Amends the Communications Act of 1934 to require the Federal Communications Commission (FCC) to complete assignment of the electromagnetic spectrum for public safety services to permit operation by January 1, 2007. Faster and Smarter Funding for First Responders Act of 2005 - Amends the Homeland Security Act of 2002 to establish a Department of Homeland Security (DHS) grant program to assist state and local governments in achieving essential capabilities for terrorism preparedness. Directs the Secretary to: (1) establish an Office of the Comptroller within the Office for Domestic Preparedness, a First Responder Grants Board, and a Task Force on Terrorism Preparedness for First Responders; and (2) promulgate national voluntary standards for first responder equipment. Requires reports by: (1) DHS on a unified incident command system, a national critical infrastructure risk and vulnerabilities assessment, the comprehensive screening system, a biometric entry and exit data system, international collaboration on border and document security, and standardization of secure identification; (2) the Comptroller General on private sector preparedness, federal first responder training programs, and terrorist watch list consolidation; (3) the Secretary of Transportation on a national strategy for transportation security and on airline passenger screening; (4) the Director of the National Counterterrorism Center on collection and analysis of intelligence on terrorist travel; and (5) the Commissioner of Social Security on social security card security enhancements. Amends the Immigration and Nationality Act to require fingerprints in passports. Requires specified reports on the recommendations of the 9/11 Commission and the policy goals of the Intelligence Reform and Terrorism Prevention Act of 2004. Requires certification by the Secretaries of Homeland Security and Defense as to whether the federal government has implemented the policy goals and the recommendations of the National Commission on Terrorist Attacks Upon the United States regarding homeland and airspace defense. Requires semiannual reports by the Secretary of Defense describing the plans and strategies of the U.S. Northern Command. 9/11 Commission Civil Liberties Board Act - Revises provisions concerning the Privacy and Civil Liberties Oversight Board. Provides for the designation of privacy and civil liberties officers. Revises provisions concerning the House and Senate intelligence committees. Requires public disclosure by the President of certain intelligence funding. Expresses the sense of Congress respecting: (1) Afghanistan; (2) Pakistan; (3) Saudi Arabia; (4) coalition strategy against Islamic terrorism; (5) the Middle East Partnership Initiative (MEPI); (6) the Proliferation Security Initiative; and (7) nuclear weapons and materials security standards. Sets forth provisions respecting: (1) terrorist sanctuary elimination; (2) standards for detention and humane treatment of captured terrorists; (3) economic policies to combat terrorism; (4) terrorist financing; and (5) public diplomacy, scholarship, exchange, and library programs in the Islamic world, and international broadcasting; Omnibus Nonproliferation and Anti-Nuclear Terrorism Act of 2006 - Establishes the Office of Nonproliferation Programs in the Executive Office of the President. Sets forth provisions concerning: (1) removal of certain restrictions on cooperative threat reduction and energy nonproliferation programs, and modification of such programs' fund use outside the former Soviet Union; (2) the Global Threat Reduction Initiative; (3) Russia's nuclear weapons; (4) research and development of alternative use of weapons of mass destruction expertise; and (5) strengthening the Nuclear Nonproliferation Treaty.
