Energy and Water Development and Related Agencies Appropriations Act, 2019 Provides FY2019 appropriations for U.S. Army Corps of Engineers civil works projects, the Department of the Interior's Bureau of Reclamation, the Department of Energy (DOE), and independent agencies such as the Nuclear Regulatory Commission. Provides appropriations for U.S. Army Corps of Engineers civil works projects, including for: Investigations, Construction, Mississippi River and Tributaries, Operation and Maintenance, the Regulatory Program, the Formerly Utilized Sites Remedial Action Program, Flood Control and Coastal Emergencies, Expenses, and the Office of the Assistant Secretary of the Army for Civil Works. Provides appropriations to the Department of the Interior for the Central Utah Project and the Bureau of Reclamation. Provides appropriations to DOE for Energy Programs, including: Energy Efficiency and Renewable Energy; Cybersecurity, Energy Security, and Emergency Response; Electricity Delivery; Nuclear Energy; Fossil Energy Research and Development; Naval Petroleum and Oil Shale Reserves; the Strategic Petroleum Reserve; the Northeast Home Heating Oil Reserve; the Energy Information Administration; Non-Defense Environmental Cleanup; the Uranium Enrichment Decontamination and Decommissioning Fund; Science; Nuclear Waste Disposal; the Advanced Research Projects Agency--Energy; the Title 17 Innovative Technology Loan Guarantee Program; the Advanced Technology Vehicles Manufacturing Loan Program; the Tribal Energy Loan Guarantee Program; Departmental Administration; and the Office of the Inspector General. This bill authorizes the Department of the Army to produce, treat, manage, and use natural gas located under Fort Knox, Kentucky. Natural gas produced may only be used to support activities and operations at Fort Knox, and may not be sold for use elsewhere. The Army may also take ownership of any production and treatment equipment or facilities utilized by a contractor in accordance with the terms of an agreement for the production or use of natural gas.

Sets forth the rule for consideration of the bill (H.R. 5515) to authorize appropriations for fiscal year 2019 for military activities of the Department of Defense and for military construction, to prescribe military personnel strengths for such fiscal year, and for other purposes; providing for consideration of the bill (S. 204) to authorize the use of unapproved medical products by patients diagnosed with a terminal illness in accordance with State law, and for other purposes; and providing for consideration of the bill (S. 2155) to promote economic growth, provide tailored regulatory relief, and enhance consumer protections.

This bill requires military departments to seek to relinquish jurisdiction over criminal offenses committed by juveniles on military installations to states and other appropriate jurisdictions. It also permits the federal government to consider prosecutions of felonies by juveniles committed on military installations where the federal government has concurrent jurisdiction with states and other governmental entities and the state prosecutor declines to bring charges.

Major General Tim Lowenberg National Guard Cyber Defenders Act This bill allows certain military reserve components, including a reserve assigned or attached to a reserve component cyber civil support team, to perform duties to prepare for or respond to any emergency involving an attack or natural disaster impacting a computer, electronic, or cyber network. By September 30, 2022, each state, the District of Columbia, Puerto Rico, Guam, and the Virgin Islands shall have an operational reserve component cyber civil support team composed of reserve component members of the Armed Forces.

Gold Star Spouses Leasing Relief Act This bill amends the Servicemembers Civil Relief Act to permit a widow or widower of a service member who died while in military service to terminate a lease of premises occupied, or intended to be occupied, by the service member or the service member's dependents for a residential, professional, business, agricultural, or similar purpose without penalty within one year of the service member's death.

Merchant Mariners of World War II Congressional Gold Medal Act of 2018 This bill requires the House of Representatives and the Senate to award a Congressional Gold Medal to the U.S. merchant mariners of World War II, in recognition of their service during World War II.

Unexploded Ordnance Removal Act This bill directs the Department of Defense (DOD) to develop a strategy for removing unexploded ordnance in Syria and Iraq that includes an assessment of areas of ordnance concentration, proximate schools, hospitals, or civil-service buildings and a time line for the strategy's implementation. DOD may coordinate with foreign countries and multilateral institutions in developing and implementing the strategy.

This bill prohibits federal funds from being used to transfer an F-35 aircraft or related intellectual property or technical data to Turkey unless the President certifies to Congress that Turkey is not: (1) degrading North Atlantic Treaty Organization (NATO) interoperability or member country security, or exposing NATO assets to hostile actors; (2) seeking to import or purchase defense articles from a U.S.-sanctioned foreign country; (3) wrongfully or unlawfully detaining U.S. citizens or lawful permanent resident aliens; or (4) engaging in military action without following international legal norms to prevent civilian casualties.

Veterans Fair Debt Notice Act of 2018 This bill directs the Department of Veterans Affairs (VA) to collaborate with veterans service organizations to write a standard letter to be provided to individuals who owe debts to the VA. Such letter shall be written in plain language and shall include a notice of the debt and a clear explanation of: (1) why the individual owes such money, and (2) available options. The VA shall develop a method by which individuals may elect to receive debt notification letters by electronic means and shall ensure that the letter is delivered: (1) by both standard mail and electronic means to individuals who have made such election, and (2) only by standard mail to individuals who have not made such election.

Blast Exposure and Brain Injury Prevention Act This bill requires the Department of Defense (DOD) to submit to Congress a report setting forth: (1) a plan for the Defense Health Agency to accelerate cooperative research and development on therapies for traumatic brain injury and post-traumatic stress disorder; and (2) recommendations for legislative or administrative actions to carry out the plan. The bill requires military departments to include in the military service records of members of the Armed Forces documentation of information on any blasts to which such members were exposed during service in the Armed Forces (whether in combat or training). DOD shall: (1) review the firing limits for heavy weapons during training exercises, and (2) establish a research and development program to improve the efficacy of personal protective equipment to reduce blast pressure or protect against brain injury from exposure to blast pressure waves.

Foreign Investment Risk Review Modernization Act of 2018 This bill amends the Defense Production Act of 1950 to revise the Committee on Foreign Investment in the United States' (CFIUS's) authority to review the national security implications of foreign investments. The definition of a "covered transaction" subject to CFIUS review is amended to include certain real estate transactions, sensitive transactions involving countries of special concern, and asset transfers pursuant to bankruptcy proceedings. Other topics revised by this bill include mitigation agreements, required CFIUS review factors, and CFIUS funding and resources. The bill delays to 2021 the National Credit Union Administration rule titled "Risk-Based Capital" published on October 29, 2015. Export Control Reform Act of 2018 Export Controls Act of 2018 The bill grants the President authority to control and regulate: (1) the export, reexport, and transfer of commodities, software, or technology; and (2) activities relating to specific nuclear, chemical, biological, or other weapons and related projects, and foreign intelligence services. The President must establish an interagency process to identify emerging technologies essential to national security. Anti-Boycott Act of 2018 The President must issue regulations prohibiting specified actions with respect to foreign boycotts against a country friendly to the United States. The President must impose sanctions regarding the export, the transfer, or efforts by a foreign country to use or acquire specified weapons technology.

Deployed Civilian Parity Act This bill states that the terms governing the termination of residential or motor vehicle leases and telephone service contracts with respect to servicemembers who receive military orders shall apply in the same manner and to the same extent to civilian employees of combat support agencies who are assigned to work in a combat theater of operations for a period of 120 days or more.

Fallen Heroes Family Travel Act of 2018 This bill requires the Department of Defense to provide travel to Dover Air Force Base, Delaware, for family members of members of the Armed Forces who die outside of the United States but not in a theater of combat operations so the family may receive the remains of the deceased.

This bill states that it is the policy of the United States to: (1) maintain a modernized nuclear capability that provides for effective deterrence against peer, near-peer, and regional adversaries, consistent with the national security interests of the United States; (2) extend the nuclear deterrent of the United States to deter aggression against close allies of the United States, including members of the North Atlantic Treaty Organization (NATO); and (3) ensure the highest levels of reliability, credibility, safety, and security for all nuclear weapons of the United States, including those forward-deployed in support of NATO. The Department of Defense shall provide Congress, upon request, a briefing regarding the current status of, and future plans for, the extended nuclear deterrence posture of the United States in support of NATO.

JROTC Opportunities for Transformational Change Act or the JROTC Act This bill provides that if a military department is notified by a local educational agency of the intent of the agency to close its Junior Reserve Officers' Training Corps (JROTC) unit, the military department shall offer the agency the option of converting the program to a National Defense Cadet Corps program unit in lieu of closing the unit. The military departments shall: (1) undertake initiatives designed to promote flexibility in the hiring and compensation of instructors for the JROTC program under the jurisdiction of such departments; and (2) take appropriate actions to provide so-called regional directors of such programs located at remote rural schools enhanced discretion in the allocation and use of funds for travel in connection with program activities. The Department of Defense shall take appropriate actions to standardize the data collected and maintained on such programs in order to facilitate and enhance the collection and analysis of such data.

Burma Unified through Rigorous Military Accountability Act of 2018 or the BURMA Act of 2018 This bill provides humanitarian assistance for Burma (Myanmar) and Bangladesh and imposes sanctions on Burmese military or security officials responsible for serious human rights abuses. The bill provides humanitarian assistance for Burma, Bangladesh, and the surrounding region, including assistance for the Rohingya minority. The Department of State, the Department of the Treasury, and the U.S. Agency for International Development shall jointly submit to Congress a strategy for promoting economic growth in Burma.

Keith Nolan Air Force Deaf Demonstration Act of 2018 This bill requires the U.S. Air Force to (1) carry out a demonstration program assessing the advisability of permitting individuals with auditory impairments to act as officers, and (2) report to Congress as to the program's outcome.

Wasteful Defense Spending Reduction Act of 2018 This bill establishes the independent Wasteful Defense Spending Reduction Commission, which shall report to Congress recommendations as to which procurement programs of the Department of Defense (DOD) should be terminated. DOD shall terminate a recommended program if Congress approves the termination.

Military Family Prevention, Response, and Other Training to End Military Family Abuse and Connect Communities Today Act or Military Family PROTECT Act This bill requires the establishment on military installations multidisciplinary teams on child abuse and other domestic violence. The Defense Health Agency of the Department of Defense must carry out a pilot program on universal nurse home visits for providing families training on safe childcare practices aimed at reducing child abuse and fatalities.

Gambling Addiction Prevention Act This bill directs the Department of Defense (DOD) to: (1) incorporate medical screening questions specific to gambling disorder into the Annual Periodic Health Assessment conducted by DOD for members of the Armed Forces; (2) incorporate into ongoing DOD research efforts questions on gambling disorder; and (3) develop and implement policies and programs on prevention, education, and treatment of gambling disorder and integrate gambling disorder into existing mental health and substance use disorder programs.

Jobs and Justice Act of 2018 This bill addresses a wide variety of domestic policy matters and focuses on economically distressed communities, opportunities for minorities and the disadvantaged, and civil rights enforcement. Included in the programs and requirements affected are those concerning: diversity in contracting; infrastructure development; areas of persistent poverty; job training for youth and older Americans; education of girls and minorities in STEM fields; the federal minimum wage; military family benefits; health care coverage and access; small business investment; commercial investment in underserved areas, including through tax benefits; housing, including affordability and homelessness programs, landlord-tenant matters, public housing, foreclosure mitigation, and discrimination; access to higher education, including through community college attendance; science, technology, and information security education; hate crimes; law enforcement officer conduct; law enforcement resources and administration; juvenile justice; sentencing procedures; voting rights and administration; prison administration; and firearms sales and possession.

Students Living Irrespective of Veterans Educational Assistance Act of 2018 or the Students LIVE Act of 2018 This bill requires a landlord to treat veteran's educational assistance and benefits as income when determining whether the service member, veteran, or a spouse or child of a service member or veteran has sufficient income to enter into a lease. The bill makes violations of this bill punishable by a fine, imprisonment for up to one year, or both.

Cambodia Democracy Act of 2018 This bill directs the President to apply property-blocking and visa restriction sanctions against each senior official of the Cambodian government, military, or security forces who has directly and substantially undermined democracy in Cambodia and committed or directed serious human rights violations. Sanctions may be suspended for up to one year if the President certifies to Congress that Cambodia is making progress toward ending government efforts to undermine democracy, ending human rights violations, and conducting elections that allow for the participation of credible opposition candidates.

Offering Promising Persons Occupations Relevant To Upholding National Interests For Years Act of 2018 or the OPPORTUNITY Act of 2018 This bill revises the Cyber Scholarship Program of the Department of Defense (DOD). In awarding grants and scholarships under the program, DOD must give special consideration to minority-serving institutions of higher education (IHEs) and the students who attend such IHEs.

Special Operations Forces Tax Cut Act of 2018 This bill amends the Internal Revenue Code, with respect to the exclusion from gross income for certain combat zone compensation of members of the Armed Forces, to expand the provision to include compensation for service outside of a combat zone by members of the Armed Forces assigned to special operations forces in support of operations to combat terrorism.

Mark Takai Atomic Veterans Healthcare Parity Act This bill includes veterans who participated in the cleanup of Enewetak Atoll in the Marshall Islands anytime from 1977 through 1980 as radiation exposed veterans for purposes of the Department of Veterans Affairs presumption of service-connection for specified cancers. These veterans thereby become eligible for the same health care and other benefits given to service members who were involved in active nuclear tests. Under a presumption of service-connection, specific disabilities diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.

Port of Whitman Economic Expansion Act This bill directs the Department of the Army, upon the conveyance of a certain tract or tracts of land owned by the Port of Whitman County (a port district in Whitman County, Washington) to the United States, to convey to the Port of Whitman County approximately 288 acres of land in Whitman County within Tract D of Little Goose Lock and Dam. The bill makes the provisions concerning the transfer and screening of real property between departments of the Armed Forces before conveyance inapplicable to this conveyance.

Department of Veterans Affairs Bonus Transparency Act This bill requires the Department of Veterans Affairs (VA) to report to Congress annually on the performance awards and bonuses presented to Regional Office Directors of the VA, Directors of Medical Centers of the VA, and Directors of Veterans Integrated Service Networks. Each report shall include: the amount of each award or bonus, the job title of each recipient, and the location where each recipient individual works.

Sexual Trauma Response and Treatment Act of 2018 or the START Act of 2018 This bill authorizes the Department of Defense to carry out a pilot program to assess the feasibility and advisability of using intensive outpatient programs to treat members of the Armed Forces suffering from post-traumatic stress disorder resulting from military sexual trauma, including treatment for substance abuse, depression, and other issues related to such conditions.
