Requires the Secretary of Defense to take such action as is necessary to insure that any member of the Armed Forces who is discharged shall receive a discharge certificate which shall indicate that such member was so discharged and which shall not bear any indication of the conditions under which such separation occured. States that the reason why such member was so separated (other than by reason of discharged dismissal pursuant to a sentence of a general or special court-martial) and all other records or documents pertaining to such reason or reasons shall be treated as confidential and shall not be made known to or otherwise released to any private person or any public agency (whether Federal, State, or local) without the prior written consent of the member concerned. Sets forth the conditions under which an enlisted member of the Armed Forces may be discharged under other than honorable conditions. Establishes procedures for military review panels in considering the dishonorable discharge of enlisted personnel. Requires military review panels to conduct hearings which afford the enlisted member concerned an opportunity to: (1) appear before the panel and present evidence in his own behalf; (2) be represented by counsel; (3) confront the witnesses against him; and (4) examine documentary and real evidence against him. States that the recommendation of a review panel appointed under the provisions of this Act for separation under other than honorable conditions may be appealed to an appeal board established by the Judge Advocate General concerned, or the General Counsel of the Department of Transportation, as appropriate. Authorizes the Secretaries concerned to prescribe regulations to carry out the provisions of this Act. Requires the Secretaries concerned, after consultation with the Administrator of Veterans' Affairs, to establish such number (but not less than ten) of regional boards of review throughout the United States. States that the function of the regional boards shall be to reveiw the discharge or dismissal (other than a discharge or dismissal by a general or special court-martial) of any former member of an Armed Forces under the jurisdiction of the military department concerned. Provides that if a request for the review of a discharge or dismissal of any person who was discharged or dismissed from the Armed Forces within the fifteen-year period immediately preceding the effective date of this subsection was filed before such effective date and such review resulted in no change to the discharge or dismissal, or no new discharge was issued, another request for review of that discharge or dismissal pursuant to this section may be filed and such review shall be acted upon without prejudice, if such request for reveiw is filed with the appropriate regional board of review within the one-year period immediately following such effective date.

Directs the Foreign Affairs Committee of the House and the Foreign Relations Committee of the Senate to thoroughly investigate the negotiations to obtain release of prisoners of war in Southeast Asia, all information concerning the missing in action and dead, the noncooperation of North Vietnam and its allies concerning the Vietnam agreement and the joint communique in Paris in April, and the possibility of obtaining information in the future concerning the missing, captured, or dead in the Vietnam conflict. Directs the committees to report the results to their respective Houses and make recommendations to the appropriate branches of Government concerning the best way to resolve the impasse in the negotiations. Prohibits, in the interim, aid to North Vietnam or any other government supported by insurgent Communist forces in Southeast Asia, until the conflict concerning the missing, captured, or dead in the Vietnam conflict is resolved to the satisfaction of Congress. Requires that inquiries shall be made of all nations in the vicinity of Vietnam concerning any Americans being held in any nation as a result of the Vietnam conflict.

Defines the term "military construction project" for purposes of this Act.

Energy and Defense Industry Protection Act - Makes it unlawful for: (1) any person who is not a citizen of the United States; or (2) an entity which is owned or controlled by a person who is not a citizen of the United States; to control any American issuer registered under the Securities Exchange Act if such issuer is engaged in the energy or defense industries. Authorizes the Administrator of the Federal Energy Administration to exempt any issuer engaged in the energy industry from the prohibition of this Act if the Administrator finds that the granting of such exemption would not adversely affect the production or supply of energy within the United States. Authorizes the Secretary of Defense to exempt any issuer engaged in the defense industry from the prohibition of this Act if the Secretary finds that the granting of such exemption would not adversely affect the national defense. States that any person who is in violation of the provisions of this Act on the date of enactment shall have two years from such date to bring himself into compliance.

States that funds in the Account shall be available for the expenses of: (1) production, including preparation for production, as authorized by this resolution and as may hereafter be authorized; (2) all capital costs necessary for facilities both within and outside the reserve incident to production and delivery of crude petroleum; and (3) exploration, prospecting, conservation, development, use, and operation of the naval petroleum and oil shale reserves.

Vietnam Era Veterans' Readjustment Assistance Act

Vietnam Era Veterans' Readjustment Assistance Act - Title I: Vocational Rehabilitation and Educational Assistance Rate Adjustments - Increases the base figures for vocational rehabilitation and Educational assistance by eight per cent. Adjusts three-quarter and half-time rates to provide the same proportion as the amount of training taken. Provides increases for trainees pursuing farm-cooperative apprentice programs or other on the jobe training. Provides that veterans of the Vietnam era rated 10 per cent disabled or greater shall automatically be entitled to vocational rehabilitation benefits. Title II: Educational Assistance Program Adjustments - Extends the current 8-year delimiting date for veterans to complete their programs of education to 10 years. Excludes in computing the delimiting date for those veterans and civilians held as prisoners of war in the Vietnam theater of operations, the period of time which they were detained plus any period of time which they were hospitalized immediately subsequent to their release. Provides those recently discharged from military service up to 6 months of educational assistance to pursue refresher training to update knowledge, skills, and technological advances occurring in their fields of employment during their period of active military service. Provides cost-of-living increases for veterans or eligible persons enrolled in apprenticeship or other on-the-job training. Title III: Veterans' Education Loan Program - Establishes a veterans' education loan program. Prescribes the eligibility requirements, the amount and conditions, and interest rate of such loans. Requires that a fee shall be collected from each veteran obtaining a loan for the purpose of insuring against defaults on such loans. Title IV: Veterans, Wives, and Widows Employment Assistance and Preference and Veterans' Reemployment Rights - Extends job counseling, training, and placement services for veterans to include among those eligible to receive services, widows of veterans who have died of service-connected causes and wives of totally disabled veterans. Directs the Administrator of Veterans in consultation with the Secretary of Labor and the Civil Service Commission to establish an affirmative action plan for every Federal department and agency for the preferential employment of disabled veterans and veterans of the Vietnam era. Extends reemployment rights to those who were employed by State or local governments prior to entering the service.

Provides that an officer of the Army or Navy in the Medical Corps who is designated as a medical officer of the Public Health Service, who is on active duty for a period of at least one year is entitled, in addition to any other pay or allowances, to special pay at the following rates: (1) $100 a month for each month of active duty if he has not completed two years of active duty in a category named above; or (2) $350 a month for each month of active duty if he has completed two years of active duty. Provides special pay for Army, Navy, Air Force, and Public Health dental officer. Provides for special pay for officers of the Armed Forces in health professions who execute active duty agreements. States that upon acceptance of such agreement by the Secretary concerned such officer is entitled to an amount not to exceed $15,000 for each year of the active duty agreement. Provides that such officer must be qualified in a critical health profession and qualified, as determined by a board composed of officers in his profession, to enter into such an agreement. Requires the Secretary of Defense to submit a written report each year to the Committee on Armed Services of the Senate and the House of Representatives regarding the operation of this program.

Armed Forces Enlisted Personnel Bonus Revision Act - Provides that a member of a uniformed service who: (1) has completed at least twenty-one months of continuous active duty (other than for training) but not more than ten years of active duty; (2) is designated as having a critical military skill; (3) is not receiving special pay; and (4) reenlists or voluntarily extends his enlistment in a regular component of the service concerned for a period of at least three years; may be paid a bonus, not to exceed six months of the basic pay to which he was entitled at the time of his discharge or release, multiplied by the number of years, or the monthly fractions thereof, of additional obligated services, not to exceed six years, or $15,000, whichever is the lesser amount. Provides that, a person who enlists in an armed force for a period of at least three years in a skill designated as critical, or who extends his initial period of active duty to a total of at least three years in a skill designated as critical, may be paid a bonus in an amount prescribed by the appropriate Secretary, but not more than $3,000. (Amends 37 U.S.C. 308)

Veterans Comprehensive Education Act - States that in the case of an eligible veteran who is pursuing a program of education on a half-time or more basis, other than a program exclusively by correspondence or a program of flight training, the Administrator of the Veteran's Administration shall pay directly to the educational institution on behalf of such veteran the customary cost of tuition (including such laboratory, library, or other similar fees as are customarily charged, as well as the costs of books, supplies, equipment, and other necessary expenses, excluding board, lodging, other living expenses, and travel) which similarly circumstanced nonveterans enrolled in the same courses are required to pay. Provides that in no event shall the payment authorized by this Act exceed $4,000 for an ordinary school year. States that the amendments made by this Act shall become effective on the first day of the second calander month following the month in which this Act is enacted.
