Prohibits any research, development or related activities by the Department of Defense or its contracting parties where human subjects are at risk unless the Secretary of Defense determines that the risks to the human subjects are substantially outweighed by the sum of the benefit to the subjects and the importance of the knowledge to be gained. Requires the filing of a report with the Committees on Armed Services of the Congress prior to the beginning of any such experimental procedure setting forth the purpose, risks, procedure, and information sought to be gained from such experiment. Requires the express approval of such Committees before any such experiment may be undertaken. Requires the informed consent of any human subject before participation in such experiment. Allows individuals to withdraw such consent. States that consent shall be deemed withdrawn 30 days after it is given. Sets forth the standards which must be met for informed consent. Prohibits the undue inducement of any individual involuntarily confined in a correctional facility or mental institution to participate in such experimentation. Sets forth the information which must be included in the medical records of all participants in such experimental procedures. Requires the onsite supervision of such experimental procedures by a representative of the Secretary. Requires the submission of a final report to the Secretary and the Senate and House Committees on Armed Services upon the termination of such experiments and the submission of an annual report to the Secretary for experiments of extended duration. Sets forth civil penalties for violations of this Act.

Defense Economic Adjustment Act - Title I: Defense Economic Adjustment Council - Establishes in the Executive Office of the President the Defense Economic Adjustment Council to be composed of Cabinet members and Directors of government agencies. Specifies the duties of the Council, including the duty to assist communities, industries, and employees which may be substantially and seriously affected to make adjustment to closure and reduction of bases or cancellation or reduction of contracts. Title II: Community Economic Adjustment Planning - Authorizes the Council to allocate economic development funds appropriated to Federal agencies to communities which would be substantially affected by reduction or elimination of Government military facilities or curtailment or conclusion of military contracts. Title III: Industrial Economic Adjustment - Requires defense contractors to undertake planning and preparation for the employment of the personnel and utilization of the facilities employed on a contract after its completion. Authorizes the Chairman of the Council to provide assistance to defense and nonprofit contractors on conversion to nondefense industry, and appropriates $50,000,000 for fiscal year 1975 for such purpose. Specifies the criteria for assigning priorities among economic projects applying for support under this Act. Title IV: Economic Adjustment Fund - Requires payment to the Council of one-half of one percent of the amount of any defense contract for funding of the Workers Economic Adjustment Reserve Trust Fund to be established in the Treasury. Provides for the return of unexpended moneys of a contractor in the fund if all of his obligations under this Act have been discharged and he has not contracted with the Federal Government to furnish defense materials within 24 months. Title V: Economic Adjustment Assistance For Workers - Provides for the payment of economic adjustment benefits for workers or nonprofit contractors who have been displaced from private defense facilities for two years following such displacement. Provides that such assistance shall include up to 80 percent of weekly wages, maintenance of insurance coverages, vested pension credit, and retraining. Conditions the eligibility of workers for such benefits upon maintenance of registration with the Secretary of Labor and an agreement to accept employment determined by the Secretary of Labor to be suitable.

Allows spouses, if the deceased was at least 50 but less than 55 years of age at the time of death, to elect to receive either such annuity or an annuity commencing immediatley based on the pay rates in effect on the date of death reduced by one-sixth of one percent for each full month between the deceased's age at the time of death and age 55. Veterans' Disability Compensation and Survivor Benefits Act - Title I: Veterans Disability Compensation - Increases generally specified dollar amounts paid to eligible disabled veterans by the Veterans' Administration. Makes an additional payment available to veterans having a wife or child who is helpless or blind, or so nearly helpless or blind as to need or require the regular aid and attendance of another person. Title II: Survivors Dependency and Indemnity Compensation - Increases generally specified dependency and indemnity compensation amounts paid to widows of eligible veterans and to children of deceased veterans not leaving a widow. Title III: Effective Date - Makes the provisions of this Act effective on October 1, 1976.

Provides that upon the adoption of this resolution it shall be in order to move that the House resolve itself into the Committee of the Whole House on the State of the Union for the consideration of the bill (H.R. 12438) to authorize appropriations during the fiscal year 1977 for procurement of aircraft, missiles, naval vessels, tracked combat vehicles, torpedoes, and other weapons, and research, development, test, and evaluation for the Armed Forces, and to prescribe the authorized personnel strength for each active duty component and of the Selected Reserve of each Reserve component of the Armed Forces and of civilian personnel of the Department of Defense, and to authorize the military training student loads, and for other purposes. States that after general debate, which shall be confined to the bill and shall continue not to exceed four hours, to be equally divided and controlled by the chairman and ranking minority member of the Committee on Armed Services, the bill shall be read for amendment under the five-minute rule by titles instead of by sections. Directs that, at the conclusion of the consideration of the bill for amendment, the Committee shall rise and report the bill to the House with such amendments as may have been adopted, and the previous question shall be considered as ordered on the bill and amendments thereto to final passage without intervening motion except one motion to recommit.

Establishes a contributory plan under which educational assistance shall be made available to individuals who enter on active military duty in the Armed Forces after June 30, 1976, to enable them to undertake programs of education after discharge or release from active duty. Provides that any individual upon entering on active duty shall be enrolled as a participant in the plan unless such individual indicates that he or she does not wish to be so enrolled. Directs the Administrator of Veterans' Affairs to establish and maintain on a current basis, a contributory plan account for each participant. States that such account shall contain notation of: (1) the date and amount of each contribution made by the participant; (2) all bonuses credited to the participant; (3) all Federal supplementary credits added to the account; and (4) all interest apportioned to the account. Provides that for each month any participant receives educational assistance pursuant to this Act, the Administrator deduct from the participant's account the amount paid to the participant. States that no participant may make contributions to the plan after whichever of the following occurs: (1) the participant disenrolls from the plan; (2) the participant has contributed to the plan for 36 months; (3) the participant is discharged or released from active service. Provides that each month in which a participant is enrolled in the plan $50 shall be deducted from his pay and credited to his account. Directs that on the day such deduction is credited the Administrator shall also credit to such account a Federal supplementary credit equal to twice the amount of the contribution. Directs the Administrator to credit to the account of each participant the amount of $600: (1) at the time the participant enters on active duty if he joins the plan; and (2) for each period of 12 consecutive months in which the participant is enrolled in the plan. Establishes procedures for enrollment in educational institutions and approval of programs of education to establish eligibility for assistance under the plan. States that the basic monthly amount of educational assistance payable to any participant who is pursuing a full-time program of education shall be determined by dividing the balance of the contributory plan account of the participant, existing as of the date of his or her discharge or release from active duty, by the number of months in which contributions to the plan were made by the participant. Sets forth a similar formula for determining the amounts of benefits for those pursuing a part-time program. States that no participant is eligible for educational assistance under this Act: (1) if the participant is discharged or released under dishonorable conditions; or (2) the participant does not enroll in a program of education within ten years of discharge. Provides for the reimbursement to such participant of his contributions only plus interest accrued.
