Extends retirement and survivorship benefits authorized by law to veterans and families of veterans totally and permanently disabled as a result of service in the armed forces. Provides for the recomputation of military retirement benefits. Provides that a member or former member of a uniformed service: (1) who is sixty years of age or older, and is retired for reasons other than physical disability, whose disability is finally determined to be of a permanent nature and less than 30 percent under the disability rating system, and is entitled to retired pay computed under the rates of basic pay in effect before January 1, 1972; or (2) who is entitled to retired pay for physical disability, whose disability was finally determined to be of permanent nature and at least 30 percent under the schedule of rating disabilities, and whose retired pay is computed under rates of basic pay in effect after October 11, 1949 and before January 1, 1972, is entitled to have that pay recomputed upon the rates of basic pay in effect on January 1, 1972.

Entitles specified veterans of World War I and their widows and children to veterans' pension benefits on the same basis as that accorded to veterans of the Spanish American War and their widows and children, respectively. Provides for an increase in pension rates applicable to such classes of veterans.

Authorizes an annual clothing allowance to specified veterans who, because of a service-connected disability, wear a prosthetic appliance or appliances which tend to wear out or tear their clothing. Limits such allowance to $300. (Adds 38 U.S.C. 362).

Provides that a member of an armed force entitled to retired or retainer pay pursuant to the Survivor Benefit Plan on the effective date of this Act shall be deemed to include any former member of an armed force who is certified by the Administrator of Veterans' Affairs as having a total disability permanent in nature resulting from a service-connected disability and who is not otherwise covered by this Act. Authorizes to be appropriated such sums as may be necessary to carry out the purposes of this Act.

Provides that upon the adoption of this resolution it shall be in order to move that the House resolve itself into the Committee of the Whole House on the State of the Union for the consideration of the bill (H.R. 12565) to authorize appropriations during the fiscal year 1974 for procurement of aircraft, missiles, naval vessels tracked combat vehicles, and other weapons and research, development, test and evaluation for the Armed Forces, and to authorize construction at certain installations, and for other purposes, and all points of order against section 401 of said bill for failure to comply with the provisions of clause 4, rule XXI are hereby waived. Provides that after general debate, which shall be confined to the bill and shall continue not to exceed two hours, to be equally divided and controlled by the chairman and ranking minority member of the Committee on Armed Services, the bill shall be read for amendment under the five-minute rule by titles instead of by sections. Makes it in order to consider the amendment recommended by the Committee on Armed Services now printed on page 4, lines 12 through 17 of the bill notwithstanding the provisions of clause 4, rule XXI. Provides that, at the conclusion of the consideration of the bill for amendment, the Committee shall rise and report the bill to the House with such amendments as may have been adopted, and the previous question shall be considered as ordered on the bill and amendments thereto to final passage without intervening motion except one motion to recommit.

Provides, under the Soldiers and Sailors Civil Relief Act, that no decree, judgment, or order, entered against any person in the military service during the period of such service or for thirty days thereafter, resulting in the termination of such person's parental rights with respect to any child, shall be vacated, set aside, or reversed after a final judgment or decree has been entered in an adoption proceeding with respect to that child, provided such military person was given reasonable notice.

Defines the term "veteran", for purposes of determining eligibility for benefits under the Veterans Administration, to mean a person who served in the active military, naval, or air service, and who was discharged or released therefrom other than by a discharge imposed by a court-martial. Directs the Administrator of Veterans' Affairs to provide to any claimant for any benefit under law administered by the Veterans' Administrator a list likely need to support his claim. Provides that the Administrator shall recognize any individual admitted to practice law before the highest court in any State or the District of Columbia to act as an agent or attorney in the preparation, presentation, or prosecution of any claim under laws administered by the Veterans' Administration. Describes the procedure for review of a case by the Board of Veterans' Appeals and for appeals from the decision of such Board.

Provides that recipients of veterans' pension and compensation shall not have the amount of such pension or compensation reduced, or entitlement thereto discontinued, because of increases in monthly social security benefits resulting from the enactment of Public Law 93-66, Public Law 93-233, and subsequent cost-of-living increases under title II of the Social Security Act. Provides that the provisions of this Act shall apply with respect to annual income determinations made for calendar years after 1972.

Vietnam Era Veterans' Readjustment Assistance Act - Title I: Vocational Rehabilitation and Educational Assistance Rate Adjustments - Increases the base figures for vocational rehabilitation and educational assistance by 8 percent. Adjusts three-quarter and half-time rates for veterans educational benefits to provide the same proportion as the amount of training taken. Provides increases for trainees pursuing farm-cooperative apprentice programs or other on the job training. Provides that veterans of the Vietnam era rated 10 percent disabled or greater shall automatically be entitled to vocational rehabilitation benefits. Title II: Educational Assistance Program Adjustments - Extends the current 8-year delimiting date for veterans to complete their programs of education until educational assistance afforded to eligible veterans shall be used. Excludes, in computing the delimiting date for those veterans and civilians held as prisoners of war in the Vietnam theater of operations, the period of time which they were detained plus any period of time which they were hospitalized immediately subsequent to their release. Provides that members of the armed forces recently discharged from military service with up to 6 months of educational assistance to pursue refresher training to update knowledge, skills, and technological advances occurring in their fields of employment during their period of active military service. Provides cost-of-living increases for veterans or eligible persons enrolled in apprenticeship or other on-the-job training. Title III: Veterans' Education Loan Programs - Establishes a veterans' education loan program. Requires that any loan agreement under this title shall include a note or other written obligation which provides for repayment of the principal amount of, and payment of interest on, the loan installments over a period beginning nine months after the date on which the borrower ceases to be at least a half-time student and ending ten years and nine months after such date. Prescribes the eligibility requirements, the amount and conditions, and interest rate of such loans. Requires that a fee shall be collected from each veteran obtaining a loan for the purpose of insuring against defaults on such loans. Title IV: Veterans, Wives, and Widows Employment Assistance and Preference and Veterans' Reemployment Rights - Extends job counseling, training, and placement services for veterans to include among those eligible to receive services, widows of veterans who have died of service-connected causes and wives of totally disabled veterans. Directs the Administrator of Veterans' Affairs in consultation with the Secretary of Labor and the Civil Service Commission to establish an affirmative action plan for every Federal department and agency for the preferential employment of disabled veterans and veterans of the Vietnam era. Extends reemployment rights to those who were employed by State or local governments prior to entering the service. Title V: Effective Dates - Specifies the effective dates of the various titles of this Act.

Surveillance Practices and Procedures Act - Expresses the findings and declarations of Congress, including that Congress should establish practices and procedures to be followed by the Government when engaging in surveillance activities so as to reconcile the Government's interest in executing its investigative, law enforcement, and other functions with the Congressional and public interests in protecting the integrity of the individual's right to privacy and other constitutional rights and liberties. Defines the term "foreign agent". Requires authorization for interception of wire or oral communications in national security cases. Sets forth the procedure for interception of such communications relating to national security by requiring applications for an order authorizing or approving the interception of a wire or oral communication to be made in writing upon oath or affirmation to a judge of competent jurisdiction. Specifies the content required in any such application.

Provides, under title II of the Social Security Act (Old-Age, Survivors' and Disability Insurance), that increases in monthly insurance benefits (whether occurring by reason of increases in the cost of living or enacted by law) shall not be considered as annual income for purposes of the following benefit programs: dependency and indemnity compensation to parents of a deceased veteran, pension for non-service-connected disability or death or for service, and the Veterans' Pension Act of 1959.

Creates the Military Installation Closing Commission with members from specified Government agencies, the legislative branch, and the private sector. States that the Commission's duties shall be to review and evaluate any decision of the Department of Defense to close any military installation with a view toward determining whether the losing of such installation is in the best interest of national defense, the nation's economy, and military efficiency.

States that an officer of the Army or Navy in the Medical or Dental Corps or in the Medical Service Corps (if he is designated as an optometry officer), an officer of the Army in the Veterinary Corps, an officer of the Air Force who is designated as a medical, dental, veterinary, or optometry officer, or a medical, dental, veterinary, or optometry officer of the Public Health Service, who is on active duty for a period of at least one year is entitled, in addition to any other pay or allowances to which he is entitled, to special pay at the following rates: (1) $100 a month for each month of active duty if he has not completed two years of active duty in a category named in this section; or (2) $350 a month for each month of active duty if he has completed at least two years of active duty in a category named in this section. States that such amounts may not be included in computing the amount of an increase in pay authorized or in computing retired pay or severance pay. Provides for special pay to medical, dental, veterinary, or optometry officers who execute active duty agreements. States that under regulations prescribed by the Secretary of Defense or by the Secretary of Health, Education, and Welfare, as appropriate, the Secretary concerned, or his designee, may terminate, at any time, an officer's entitlement to such special pay. Requires the Secretary of Defense and the Secretary of Health, Education, and Welfare to submit a yearly report to the Committees on Armed Services of the Senate and House of Representatives regarding the operation of the special pay program.

Authorizes and directs the Administrator of Veterans' Affairs to construct a Veterans' Administration hospital in Brevard County, Florida. Provides that such hospital shall be a five hundred-bed general medical, surgical, and psychiatric hospital. Authorizes the appropriation of such sums as are necessary to carry out the provisions of this Act.

Provides that the Secretary of Defense shall take such action as may be necessary and appropriate to insure that discharge certificates issued to members of the Armed Forces shall not bear any letter or number or other indicator of any kind whatsoever which discloses any reason why such member was discharged or separated from service; and no information indicating or relating to any reason why any former member of the Armed Forces was discharged or separated from service may be made available to any private person or entity by any officer or employee of any military department or agency. (Adds 10 U.S.C. 975).
