Protecting Students from Worthless Degrees Act This bill makes a postsecondary program designed to prepare students for a recognized occupation or profession requiring licensing or other entry pre-conditions ineligible to participate in a federal financial assistance program, unless it meets specified student consumer protection requirements within one year. Each program must: (1) fully prepare students to satisfy those entry pre-conditions in the metropolitan statistical areas and states in which the students reside and in any state the program claims a successful program graduate will be prepared to work in the particular occupation or profession involved; and (2) provide timely placement of students in required pre-licensure positions, such as clinical placements, internships, or apprenticeships.

Maternal Care Access and Reducing Emergencies Act or the Maternal CARE Act This bill requires the Department of Health and Human Services to award grants to health professional training programs for training that addresses implicit bias (e.g., racial bias) in the practice of obstetrics and gynecology. The Centers for Medicare & Medicaid Services and the Health Resources and Services Administration must award grants to up to 10 states for pregnancy medical home programs that reduce adverse maternal health outcomes and racial disparities. Among other requirements, such programs must prioritize the care of Medicaid enrollees. The National Academy of Medicine must make recommendations for incorporating bias recognition in clinical skills tests at medical schools.

Student Empowerment Act This bill amends the Internal Revenue Code to allow tax-exempt distributions from qualified tuition programs (known as 529 plans) to be used for additional educational expenses in connection with enrollment or attendance at an elementary or secondary school. (Under current law, distributions in connection with an elementary or secondary school are limited to tuition for a public, private, or religious school.) The bill allows the distributions to be used for additional educational expenses, including: curriculum and curricular materials, books or other instructional materials, online educational materials, tutoring or educational classes outside the home, testing fees, fees for dual enrollment in an institution of higher education, and educational therapies for students with disabilities. Distributions may also be used for the purposes above in connection with a homeschool (whether treated as a homeschool or a private school under state law).

Afghan and Iraqi Allies Resettlement Improvement Act This bill directs the Department of Health and Human Services to survey long-term outcomes, such as employment, housing, and education, of Afghan and Iraqi special immigrant visa (SIV) holders as part of the Annual Survey of Refugees. SIV holders are persons who worked with the U.S. Armed Forces or under Chief of Mission authority as a translator or interpreter in Iraq or Afghanistan. The Department of State shall deliver information in Dari, Pashto, or Urdu to prospective SIV holders about resettlement in the United States to assist with their adjustment process. The State Department and the Department of Defense shall jointly establish a temporary program to offer SIV holders employment as translators, interpreters, and cultural awareness instructors.

Veterans Dental Care Eligibility Expansion and Enhancement Act of 2018 This bill expands the kinds of dental services and treatment that the Department of Veterans Affairs may provide to certain veterans, including veterans who were exposed to toxic substances, radiation, or other conditions. The VA must (1) carry out a pilot program to furnish dental services and treatments to all veterans; (2) construct or lease dental clinics in states that do not have VA facilities that offer onsite dental services, (3) carry out an education program to promote dental health for all veterans; and (4) expand the dental insurance pilot program by requiring private sector dental care providers to forward information on the care of their patients in the program for inclusion in the VA's medical records.

Supporting Graduate Medical Education at Community Hospitals Act of 2018 This bill revises payment rules under Medicare for graduate medical education (GME) costs with respect to a hospital that establishes a new medical residency training program. If a hospital has not entered into a GME affiliation agreement, the Centers for Medicare & Medicaid Services (CMS) must establish the hospital's full-time equivalent (FTE) resident amount only after determining that the hospital's medical residency training program trains more than 1.0 FTE resident in a cost reporting period. If a hospital has an approved FTE resident amount that is based on other specified thresholds, the CMS must give the hospital the opportunity to have the amount reestablished when the hospital begins training FTE residents in excess of the applicable threshold. The bill also establishes similar thresholds for new determinations of certain adjustments to hospital payment limitations regarding FTE residents in allopathic and osteopathic medicine; a hospital that has an adjustment has the opportunity to have it redetermined once the applicable threshold is exceeded.

Northwest California Wilderness, Recreation, and Working Forests Act This bill sets forth provisions concerning the restoration, economic development, and conservation of, and recreational access to, certain public lands in Northern California. The bill establishes the following programs, areas, and trails: the South Fork Trinity-Mad River Restoration Area, the Northwest California Public Lands Remediation Partnership, the Trinity Lake and Del Norte County visitor centers, the Horse Mountain Special Management Area, the Elk Camp Ridge National Recreation Trail, and the Sanhedrin Conservation Management Area. The bill designates: specified federal lands as components of the National Wilderness Preservation System, the North Fork Wilderness as the North Fork Eel River Wilderness, specified federal lands as potential wilderness areas, and specified segments of certain rivers and creeks and a specified segment of a river estuary as components of the National Wild and Scenic Rivers System. In addition, the bill: authorizes initiatives to restore degraded redwood forest ecosystems in the Redwood National Forest and state parks; requires studies concerning certain visitor accommodations and recreational trails in the Six Rivers, Shasta-Trinity, and Mendocino National Forests, as applicable; and authorizes partnerships for trail and campground maintenance, public education, visitor contacts, and visitor center staffing on federal lands in Mendocino, Humboldt, Trinity, and Del Norte Counties.

Restructuring Underutilized Resources for Advancing Learning Act or the RURAL Act This bill amends the Internal Revenue Code to allow a refundable tax credit of: (1) $1,000 for teachers in schools in rural or high-poverty areas; (2) $2,000 for such teachers who are certified by the National Board for Professional Teaching Standards; or (3) $2,000 for eligible school administrators in rural schools. This bill also amends the Department of Education Organization Act to establish the Office of Rural Education Policy to, among other activities: (1) advise the Department of Education (ED) on matters related to the characteristics and needs of rural schools; (2) establish and maintain a clearinghouse for information related to rural schools; and (3) provide technical assistance to support activities related to improving education in rural areas. ED must prepare, and make publicly available, impact analyses of rules and regulations significantly affecting rural schools. In addition, the bill amends the Consolidated Farm and Rural Development Act to establish and authorize through FY2023 a competitive grant program for eligible entities to establish, expand, or improve expanded learning time and after-school programs in rural areas. The bill amends the Elementary and Secondary Education Act of 1965 to require ED to provide outreach and technical assistance for grant programs under that Act.

Securing and Revitalizing Aviation Act of 2018 or the SARA Act of 2018 This bill directs the Federal Aviation Administration (FAA) to establish a program to provide grants to support the education of future aircraft pilots and the development of the aircraft pilot workforce. The FAA shall (1) assign to the Aviation Rulemaking Advisory Committee the task of reviewing all regulations and policies related to designated pilot examiners, (2) review the process of reserving aircraft registration numbers and enact appropriate changes to ensure the fair participation by the general public, and (3) provide air traffic services and aviation safety support for aviation events without charge. The bill amends the FAA Extension, Safety, and Security Act of 2016 to modify FAA tower marking requirements. The bill amends the Volunteer Protection Act of 1997 with respect to liability protection for volunteer pilots who fly for the public benefit.

Humane Treatment of Migrant Children Act This bill prohibits an agent or officer of the Department of Homeland Security (DHS), the Department of Justice (DOJ), or the Department of Health and Human Services from removing a child (i.e., an individual who has not reached the age of 18 and has no permanent immigration status) from a parent or legal guardian at or near the port of entry or within 100 miles of the U.S. border unless: (1) a state court determines that such removal is in the best interests of the child, (2) a state child welfare agency makes a similar determination because the child is in danger or abuse or neglect, or (3) the Chief Patrol Agent or the Area Port Director authorizes separation based on a finding that the child is a victim of trafficking or is in danger of abuse or neglect. The bill establishes a strong presumption in favor of family unity and a presumption that detention is not in the best interest of families and children. It further requires DHS to ensure that sibling groups remain intact. DHS must: (1) publish final public guidance that describes the manner in which a parent or legal guardian may locate a child who has become separated; (2) provide the parent or legal guardian of a separated child basic information about the child's activities, education and health, and immigration status; and (3) report to Congress annually on family separation. The Government Accountability Office must study, and report on, the prosecution of asylum seekers during the period beginning on January 1, 2008, and ending on December 31, 2018. The bill requires that unaccompanied alien children be provided free legal counsel in immigration proceedings and that DHS provide access to counsel for all aliens detained in immigration detention facilities. The U.S. Immigration and Customs Enforcement shall use its resources to detain aliens who pose a threat to national security or public safety. Aliens shall not be detained if they are known to be suffering from serious physical or mental illness, have a disability, are elderly, pregnant, or nursing, are minors, are the primary caretakers of a minor or an inform person, or that their detention is otherwise not in the public interest. DHS must provide sufficient funding to cover alternatives to detention programs. DOJ must increase the total number of immigration judges and DHS must increase the number of its personnel responsible for processing refugee applications.

Workforce Development Through Post-Graduation Scholarships Act of 2018 This bill amends the Internal Revenue Code to exclude post-graduation scholarship grants from gross income in the same manner as scholarships are currently excluded. A "post-graduation scholarship grant" is a grant provided by a program that: (1) is established by certain tax-exempt organizations; (2) is designed to encourage individuals to serve in occupations of unmet needs or in areas of unmet needs; and (3) under which, in accordance with the conditions of a grant, the organization repays any portion of an education loan incurred by an individual to pay higher education expenses.

Augmenting Research and Educational Sites to Ensure Agriculture Remains Cutting-Edge and Helpful Act or the AG RESEARCH Act This bill amends the Agricultural Research, Extension, and Education Reform Act of 1998 to provide funding for maintenance at agricultural research facilities. American Dream Accounts Act This bill authorizes the Department of Education to award competitive grants to eligible entities for establishing and administering American Dream Accounts for a group of at least 30 low-income public school students who, at the time of the grant application, are attending a grade no higher than ninth grade. An American dream account is a personal online account for low-income students that: (1) monitors their progress toward higher education; (2) includes a college savings account; and (3) provides students with opportunities to attain financial literacy, learn about preparing for enrollment in an institute of higher education (IHE), and identify their skills or interests.

Science, Technology, Engineering, and Math (STEM) and Trade in Schools Act This bill amends the Higher Education Act of 1965 to specify that applicants who have expertise in career and technical education are eligible for Teacher Education Assistance for College and Higher Education (TEACH) grants. (TEACH grants support teachers who have expertise in high-need subjects or teach in schools serving students from low-income families.) In selecting teacher candidates for these grants, the Department of Education (ED) shall give priority to applicants who are members of a group that is underrepresented in teaching subjects related to science, technology, engineering, mathematics (STEM), or computer science. The bill amends the Elementary and Secondary Education Act of 1965 to: (1) provide a specified funding level for the STEM master teacher corps program, and (2) require a STEM master teacher corps to establish and consult with a private-sector advisory board that meets specified requirements.

This bill amends the Agricultural Research, Extension, and Education Reform Act of 1998 to require specified funds provided for the Department of Agriculture Specialty Crop Research Initiative to be reserved to support research to: (1) promote sustainable production of berry and grape crops; and (2) to improve, with respect to such crops, the ability to forecast pest and disease spread and to implement precision pest and disease management strategies.

Ending the Monopoly of Power Over Workplace Harassment through Education and Reporting Act or the EMPOWER Act This bill makes it an unlawful practice (with exceptions regarding certain settlement or separation agreements) for an employer to: (1) enter into a contract with an employee or applicant, as a condition of employment, promotion, compensation, benefits, or change in employment status or contractual relationship, or as a term, condition, or privilege of employment, if that contract contains a nondisparagement or nondisclosure clause that covers workplace harassment; and (2) enforce, or attempt to enforce, a nondisparagement clause or nondisclosure clause. Notwithstanding signing any nondisparagement or nondisclosure clause, an employee or applicant retains any right that person would otherwise have had to report a concern about workplace harassment to the Equal Employment Opportunity Commission (EEOC) and other specified agencies, and any right that person would otherwise have had to bring an action in a court of the United States. The bill: (1) sets forth enforcement powers of the EEOC and various entities, and the jurisdiction of U.S. courts, regarding workplace harassment; and (2) makes specified procedures and remedies applicable. The EEOC shall: (1) establish a confidential tip-line that supplements its existing process for submitting a charge of discrimination, and (2) provide for the development and dissemination of workplace training programs and information regarding workplace harassment, including sexual harassment. The Internal Revenue Code is amended to modify the tax treatment of amounts related to employment discrimination and workplace harassment.

529 Expansion and Modernization Act of 2018 This bill allows tax-exempt distributions from qualified tuition programs (known as 529 plans) to be used for: apprenticeship programs, early education expenses for children under the age of 5, career and technical education programs, and industry intermediary education programs. The bill also allows employers to make contributions to an employee's 529 plan as a fringe benefit that is excluded from the gross income of the employee. The contributions per employee may not exceed $500 per year (adjusted for inflation after 2019) and must be made in connection with a payroll deduction contribution program.

Strengthening Career and Technical Education for the 21st Century Act This bill reauthorizes through FY2023 and increases funding levels for Department of Education (ED) grants to states, national programs, and tribally controlled postsecondary career and technical education (CTE) institutions under the Carl D. Perkins Career and Technical Education Act of 2006 to support CTE programs for secondary and postsecondary students. It repeals the authorization for certain occupational and information activities and the separate mandate for tech prep education. Beginning in FY2021, states must receive at least 90% of their previous year's allocation of basic state CTE grants. The bill permits states to: reserve up to 15% (currently 10%) of their grant funds for innovative CTE activities in rural areas or areas with higher numbers of CTE students, and set their own annual targets on the core indicators of performance at both the secondary and postsecondary education levels without ED's approval. The bill modifies grant application processes for states and localities and performance measures for evaluating CTE programs. It prohibits ED from withholding funds from states that do not meet certain performance measures. The bill amends the Wagner-Peyser Act to expand the duties of state agencies with respect to providing workforce and labor market information.

This bill directs the Department of Agriculture (USDA) to: carry out a national science-based education campaign to increase public awareness of the use of technology in food and agriculture production, and establish a federal government website through which the public may obtain information about biotechnology used in the food and agricultural sectors. USDA may use publicly available social media platforms in supplementing the national science-based education campaign and as an extension of such website.

Hire Student Veterans Act This bill amends the Internal Revenue Code to: (1) allow a work opportunity tax credit for hiring a veteran attending an institution of education using educational assistance provided under certain programs administered by the Department of Defense or the Department of Veterans Affairs, and (2) modify the minimum employment period required for veterans that qualify for the credit under this bill.
